Several Measures for Promoting High-Quality Development of the Service Industry
To implement the deployment requirements of the Provincial Party Committee and the Provincial Government, further promote the high-quality development of the service sector, and better leverage the service sector’s role in supporting economic growth, the following measures are hereby formulated in light of the actual conditions in Shandong Province.
I. Make Every Effort to Consolidate the Four Key Industries and Stabilize the Foundation of the Service Sector’s Development
1. Focus on the wholesale of bulk commodities such as coal and petroleum products; compile a list of enterprises within the industry; increase support for enterprises; assist in expanding sales channels; support the improvement of the supply chain service system; and promote the stabilization of volume and improvement of quality in the wholesale sector. 2. Fully leverage support policies for maritime foreign trade routes; encourage shipping companies to increase capacity supply to regions with rising freight rates, such as Southeast Asia and Europe; establish air express routes to provide transit channels for cross-border e-commerce between Japan and South Korea. Accelerate the development of air routes to South Asia, South America, and Europe. Support the development of trade operations such as the China-Europe Railway Express combined with cross-border e-commerce, and assist enterprises in exploring alternative markets in Europe, Central Asia, and Southeast Asia. 3. Foster and expand the intermodal transport industry; promote the development of an AI-driven shipping economy model in Qingdao in support of its international shipping hub construction; and encourage enterprises to sign long-term space charter agreements. Guide transport companies to provide embedded transport teams for manufacturing enterprises, and support the coordinated development of high-end manufacturing and the logistics sector. 4. Implement incentive policies for high-quality development of inland waterway transport, accelerate the construction of the inland waterway transport system, enhance the capacity of the Beijing-Hangzhou Grand Canal, Xiaoqing River, and Xinwanfu River waterways, and accelerate the cultivation of the inland waterway transport market. 5. Organize the “Shop in China: Mountains, Waters, and Sages Welcome Guests” themed event, planning a series of activities centered on shopping, cuisine, tourism, and cultural performances to promote the integration of commerce, tourism, and culture. (Lead Agency: Provincial Department of Commerce)
6. Coordinate and effectively utilize the second-half funding for consumer goods trade-in programs, streamline procedures, and improve outcomes. (Lead Agencies: Provincial Department of Commerce, Provincial Development and Reform Commission, Provincial Department of Finance)
7. Promote the digital transformation of commerce and trade enterprises, and attract and cultivate more than 20 well-known e-commerce projects. Accelerate the improvement of the “15-minute convenience living circle” and promote the quality upgrade of pedestrian streets (commercial districts). Construct and renovate a batch of county-level commercial system projects to address shortcomings in rural consumption facilities. (Lead Agency: Provincial Department of Commerce)
8. Effectively implement structural monetary policies, guide financial institutions to strictly adhere to the interest rate self-discipline mechanism, and increase support for the real economy. Deepen the series of initiatives to ensure direct financial support reaches the grassroots level. 9. Implement the special action plan to boost consumption through housing provident funds, implement policies such as increasing the maximum loan-to-value ratio, and comprehensively roll out services for converting commercial loans to provident fund loans, support for converting commercial loans to rental housing, and cross-regional provident fund loan repayment. Guide cities to tailor measures to local conditions, continuously increase the supply of high-quality housing, optimize and improve support policies such as housing consumption vouchers and home purchase subsidies, and innovate implementation pathways for “trade-in” housing programs. II. Accelerate the Development of Emerging High-End Production-Oriented Services and Optimize the Structure of the Service Sector
10. Effectively implement various policy measures to support innovation and development across the entire artificial intelligence (AI) industry chain. Provide grants and subsidies to eligible integrated circuit enterprises and AI software projects for the procurement of AI computing power, industry-specific large models, and corpora. Launch a base cultivation initiative to establish 3–5 AI industry application bases annually, providing subsidies in accordance with regulations. 11. Deepen the implementation of the Industrial Internet Platform Excellence Program and accelerate the large-scale application of the Industrial Internet. Continue to advance the digital transformation of manufacturing. Focusing on directions such as “technology empowerment,” “chain-based transformation,” and “platform empowerment,” develop replicable and scalable typical scenario solutions, and provide financial support to eligible projects in accordance with regulations. 12. Implement the “Soul-Forging Project” for high-end software, focusing on breakthroughs in key technologies within foundational software fields such as server operating systems, cloud data center operating systems, and cloud-based middleware. Target industrial R&D, design, and production control sectors to accelerate breakthroughs in a batch of critical industrial software products. Annually cultivate approximately 30 provincial-level software engineering technology centers and around 200 provincial-level first-version high-end software products. 13. Research and formulate policy measures to accelerate the high-quality development of the science and technology service industry across the province. Support enterprises in collaborating with universities and research institutes to conduct R&D, and include eligible projects within the scope of provincial science and technology programs. Deepen the high-level opening and sharing of innovation resources such as scientific research facilities and instruments, and provide “innovation voucher” subsidies for eligible R&D activities conducted by enterprises. 14. Implement the guidelines on enhancing testing and inspection capabilities to serve the high-quality development of key industrial chains. Accelerate the planning and construction of national and provincial quality inspection centers, and promote the development of high-tech testing and inspection clusters in Jinan, Qingdao, and Yantai, as well as the construction of national testing, inspection, and certification public service platform demonstration zones in these three cities. 15. Research and formulate policies to support the integrated development of the human resources services sector and advanced manufacturing, and support pilot programs in various cities. Guide human resources service agencies to provide vertical human resources allocation services covering all stages of the industrial chain, and encourage the development of high-value-added business models such as customized human resources management consulting and compensation and performance design. 16. Promote the development of industries such as accounting, auditing, legal services, and asset appraisal, and actively attract international consulting groups, accounting firms, and qualified legal service institutions to establish operations in Shandong. Focusing on fields such as new energy, new materials, modern agriculture, and the marine economy, attract internationally influential exhibition organizers, professional service providers, and event management organizations.Promote the expansion and upgrading of national advertising industrial parks in Qingdao, Weifang, and other locations. III. Fully Unleash the Potential of Service Consumption and Promote the Stable Development of Non-Profit Sectors
17. Successfully organize the “2025 Shandong Qilu Football Super League” and the “Hospitable Shandong·Culinary Championship” events; host a series of dining-related consumption promotion activities such as the Qilu Culinary Festival and the China Shandong Cuisine Cultural Festival; strengthen the promotion of 100 signature local dishes; conduct the selection and certification of the “Four Excellence Projects” for Shandong cuisine; cultivate 20 leading enterprises in Shandong cuisine; and enhance the influence and reputation of Shandong cuisine.(Lead Agencies: Provincial Department of Commerce, Provincial Department of Culture and Tourism, Provincial Sports Bureau)
18. Implement the “Enjoy Staying in Shandong” Enhancement Initiative to support cities in attracting high-end brand-name chain hotels and creating clusters of leisure and resort hotels. Develop rural hotels, inns, and homestays. Improve the quality of accommodation services and the level of foreign-related services to promote Shandong’s reputation for “hospitable service.” (Lead Agency: Provincial Department of Culture and Tourism)
19. Successfully host the 2025 China International Confucius Culture Festival, continuously enrich the “Hospitable Shandong · Qilu No. 1” and “Hospitable Shandong · Peninsula No. 1” product systems, and orderly advance the integration of transportation and tourism. Leverage the “ticket stub economy,” tap into the potential of the nighttime economy, develop RV camping and low-altitude tourism, and foster the “traveling to follow sports events, concerts, and micro-dramas” business model.Strengthen targeted marketing of the “Hospitable Shandong” brand, implement the advance compensation system, and launch the Cultural and Tourism Consumption Protection Initiative. 20. Actively host high-end international and domestic sports events, and establish an event system along the Yellow River, the Grand Canal, the Qi Great Wall, and the coastline. Develop grassroots sports events such as “Village BA” and “Village Super League” in accordance with local conditions. Successfully organize the main venue activities for the Shandong Sports Consumption Season and launch a series of distinctive sports consumption scenarios. (Lead Agency: Provincial Sports Bureau)
21. Coordinate provincial-level funds for the development of elderly care services to support the construction of the elderly care service system. Deepen the implementation of the “2025 Shandong Elderly Care Service Consumption Boost Year” campaign to foster and expand market entities in the elderly care sector. Prudently implement the project to provide elderly care service consumption subsidies to elderly individuals with moderate or higher levels of disability, thereby alleviating the financial burden on them and their families. Develop community-embedded elderly care service institutions and childcare facilities; ensure that new residential communities are planned, constructed, inspected, and delivered simultaneously with their supporting elderly care and childcare facilities.(Lead Agencies: Provincial Department of Civil Affairs, Provincial Health Commission)
22. Continue to promote the Ministry of Commerce’s Credit Information Platform for Household Services, aiming to have more than 850 household service enterprises registered on the platform province-wide by the end of the year. Organize the “Qilu Service Consumption Season” at a high standard, and hold more than 300 joint provincial and municipal promotional events in the service consumption sector during the second half of the year. 23. Building on Qingdao’s designation as a comprehensive pilot city for the expansion of service sector opening-up, we will continue to deepen market access in sectors such as telecommunications, education, healthcare, and culture. We will fully implement the negative list for cross-border service trade and launch the “Thousand Sails Going Overseas” initiative for cultural trade. IV. Continuously Foster Market Entities and Enhance Corporate Market Competitiveness
24. Guide all cities to implement categorized and tiered cultivation approaches, and coordinate the monitoring and cultivation of “near-top-tier” enterprises, “seed” enterprises, and “at-risk” enterprises to facilitate the inclusion of eligible enterprises in the statistical reporting system. 25. Support cities in formulating policies to promote the integrated development of advanced manufacturing and modern services. Encourage leading enterprises in the manufacturing sector to develop service-oriented manufacturing and transition from equipment manufacturers to providers of comprehensive solutions. Encourage service enterprises in e-commerce, R&D and design, and cultural tourism to expand into manufacturing through contract manufacturing and brand licensing. 26. Effectively allocate and utilize fiscal funds to support a batch of ongoing projects by eligible high-growth, large-scale service enterprises, as well as ongoing projects by newly added enterprises that have met the criteria for inclusion in the statistical reporting system, providing a maximum subsidy of 2 million yuan per project. 27. Extend the policy of using the Provincial Service Industry Development Guidance Fund to support newly registered enterprises until 2028, thereby stabilizing expectations for enterprises on the verge of meeting the criteria for inclusion in the statistical reporting system. 28. Support enterprises in undertaking national and provincial-level science and technology projects, establish a number of platforms such as technology innovation centers, enterprise technology centers, and service industry innovation centers, and foster a cohort of high-tech enterprises, specialized, refined, distinctive, and innovative enterprises, gazelle enterprises, and unicorn enterprises. 30. Identify and select 100 key service enterprises and 100 key service projects, and proactively provide tailored support. (Lead Agency: Provincial Development and Reform Commission)
31. Adopt a multi-pronged approach to coordinate and assist enterprises in resolving major issues encountered in production and operations, actively respond to enterprise concerns, and stabilize expectations regarding production and operations. V. Make Every Effort to Strengthen Investment Work and Promote the Stabilization and Recovery of Service Industry Investment
32. Advance the construction of 854 provincial key modern service industry projects, aiming to complete investments of over 120 billion yuan for the year and bring 369 projects online. Plan a new batch of construction projects for high-growth enterprises to expand the provincial key modern service industry project portfolio. 33. Accelerate the construction of the “Seven Networks” projects, aiming to complete investments of 200 billion yuan and 65 billion yuan, respectively, in the transportation and water conservancy sectors during the first three quarters. 34. Implement the Beijing-Shandong and Shandong-Shanghai cooperation framework agreements. Conduct targeted investment promotion focused on 19 flagship industrial chains, leverage the impact of major events such as the Qingdao Summit for Leaders of Multinational Corporations, and attract more high-quality service sector enterprises (projects) to establish operations in the province. 35. Make effective use of national policy funds to secure central budgetary investment and other state funding for more service sector projects. Make full use of the pilot policy allowing local governments to “self-review and self-issue” special bonds, accelerate the issuance and utilization of these bonds, and support project construction in service sectors such as transportation. Deepen benchmarking and improvement initiatives to encourage local financial institutions to fully tap into their potential for cost reduction and efficiency gains, and increase investment in regional resources. VI. Strengthen Coordination and Consolidate a Powerful Synergy to Promote High-Quality Development of the Service Sector
39. Strengthen monitoring and regulation of the service sector’s operations. Closely track the development of the service sector across 14 industries and 16 cities, pay close attention to trend-based changes and abnormal fluctuations within the sector, and promptly analyze and assess overall progress and trends. Enhance the application of operational monitoring and analysis results to identify shortcomings and weaknesses, and promote targeted policy measures. 40. Ensure the effective implementation of policies related to the service sector. Incorporate all policies into the “Lu Huitong” policy fulfillment platform to ensure they reach enterprises directly and enhance policy efficiency. (Lead Agency: Provincial Development and Reform Commission)
41. Conduct research on the conceptual framework for the province’s service sector development plan for the 15th Five-Year Plan period, and expedite the formulation of development concepts, priorities, and pathways for the 15th Five-Year Plan. Based on industrial development conditions, carefully plan the development priorities and directions for various service sector sub-industries and regions during the 15th Five-Year Plan period. 42.
