These measures are formulated to seize strategic opportunities in the development of the commercial space industry and accelerate the high-quality development of the commercial space industry in our province.

I. Overall Objectives

Adhering to the general approach of “innovation-driven, market-led, highlighting distinctive features, and open integration,” we will fully leverage the province’s existing foundational strengths. Focusing on the three major industrial sectors—launch vehicles, satellite manufacturing and applications, and aerospace support services—we will strive to expand the scale and enhance the quality of the industry, strengthen our competitive advantages, and forge distinctive characteristics. This will drive Shandong to accelerate the establishment of a new hub for high-quality commercial aerospace development with nationwide influence.

By 2027, the development environment for the commercial space industry will be further optimized, the industry scale will continue to expand, and innovation capabilities will be significantly enhanced. We aim to cultivate a group of enterprises and innovation platforms with core competitiveness, initially form a relatively complete industrial chain, strive to achieve an annual production capacity of 100 launch vehicles and 150 commercial satellites, and reach an industry scale of 50 billion yuan.In fields such as rocket launches, satellite manufacturing, and application services, we will develop a range of domestically leading technologies and products, and cultivate several commercial space enterprises with international influence.

II. Support Measures

(1) Strengthen Support for Space Infrastructure.

1. Advance the construction of launch facilities. Continuously consolidate the maritime launch advantages of the Yantai Oriental Spaceport, improve supporting launch infrastructure, and strengthen technological innovation and upgrades of existing maritime launch platforms to accommodate launch missions for a wider range of rocket models. Promote the development of launch support capabilities, deepen the establishment of standardized launch support procedures, enhance launch service capabilities, and gradually develop the capacity to independently carry out launch missions. 2. Standardize the operation of test facilities. Leverage the liquid rocket test stands in Jinan, Yantai, Tai’an, and Dezhou; organize major test activities in strict accordance with regulations to drive the development of the liquid rocket industry. Support applications for the construction of national public service-oriented test facilities for commercial space activities. Encourage commercial space enterprises to open and share their own test stands. Promote coordination among government departments to ensure effective safety supervision of major test activities and facilities. (II) Strengthen the Development of Space Launch Capabilities.

3. Enhance rocket manufacturing capabilities. Support Yantai in continuously strengthening its solid-fuel rocket final assembly capabilities and developing the liquid-fuel rocket manufacturing, final assembly, and testing industries. Encourage Jinan and Tai’an to actively expand their liquid-fuel rocket manufacturing capabilities; promote the development of the liquid-fuel rocket tank industry in Qingdao, Yantai, and Dezhou; and support other cities in developing supporting rocket industries. Guide enterprises to apply new technologies, establish automated assembly and testing systems, and improve the quality and efficiency of rocket production. 4. Encourage the R&D of new rocket models. Conduct R&D on cost-effective, highly reliable, and mature branded rocket models, and promote the intelligent manufacturing and mass production of medium- and large-scale commercial launch vehicles. Intensify research and development efforts on key technologies such as intelligent re-entry control and propulsion redundancy reconfiguration, and accelerate the development of reusable liquid-fueled rockets. Support enterprises in conducting launch and recovery tests. 5. Promote scheduled rocket launches. Support exploration and participation in the research and application of maritime launch technology. For commercial space rocket or satellite enterprises implementing launch projects using maritime launch platforms, provide subsidies equivalent to no more than 35% of the total premium for “launch insurance” and “third-party liability insurance,” with a maximum subsidy of 3 million yuan per project. (III) Enhancing the Quality and Efficiency of the Satellite Industry.

6. Support satellite R&D and manufacturing. Enhance enterprises’ capabilities in low-cost, mass-production, and flexible satellite development. Systematically tackle key technological challenges such as high-resolution payloads, phased-array antennas, high-precision navigation, space computing, and integrated space-ground communication. Promote the establishment of satellite development and public service platforms to improve the mass-production, intelligent, and efficient levels of commercial satellite overall design, system development, and final assembly and testing.(Responsibility lies with the Provincial Department of Industry and Information Technology, the Provincial Department of Science and Technology, and the Provincial Development and Reform Commission, in accordance with their respective duties)

7. Promote the construction and operation of satellite constellations. Support Jinan, Qingdao, Yantai, and Tai’an in developing large-scale constellations and “Urban Starlink” initiatives; rationally plan and construct satellite ground stations; and promote the open sharing of telemetry, tracking, and command (TTC) facilities. Guide enterprises to jointly undertake constellation construction and operation to enhance the comprehensive utilization of satellite frequency and orbital resources. Encourage constellation operators to open data interfaces, foster the development of ground terminal industries, and accelerate the formation of an integrated space-ground industrial ecosystem.(Responsibility lies with the Provincial Development and Reform Commission, the Provincial Department of Industry and Information Technology, and the Provincial Department of Science and Technology, in accordance with their respective duties)

8. Deepen the development of satellite data. Explore the establishment of data-sharing and trading mechanisms among satellite operators to realize the value of satellite data assets. Support government and enterprises in actively participating in the construction of the National Commercial Space Satellite Data Trusted Space. Promote the in-depth application of satellite technology in agriculture, natural resources, water conservancy, marine affairs, emergency response, transportation, and other sectors, and expand the development of satellite applications in areas such as consumer markets and industrial manufacturing. 9. Strengthen the development of algorithms and computing power. Encourage enterprises to conduct research, development, and application of on-board computing, and support the promotion and application of the Open Geospatial Engine (OGE) system. Support the development of “satellite applications + AI.” For large-scale model products that conduct inference or training optimization for satellite applications and pass level assessments by professional evaluation agencies, provide subsidies and rewards of up to 1 million yuan per product in accordance with laws and regulations.For scenarios where satellite applications procure computing power and achieve significant benefits from such empowerment, subsidies of up to 5% of the actual contract value for computing power procurement will be provided to both suppliers and buyers, with a total subsidy per enterprise not exceeding 5 million yuan. (IV) Promoting the Coordinated Development of the Aerospace Industry.

10. Optimize the layout of the aerospace industry. Support Yantai in building a core zone for the full industrial chain of Shandong’s commercial aerospace sector, with a focus on the Oriental Spaceport, to lead and drive the development of the province’s commercial aerospace industry. Encourage Jinan and Tai’an to focus on the scaled development of industries such as rocket and satellite manufacturing, satellite operations, and space computing, and to build a commercial aerospace industrial cluster within the provincial capital metropolitan area. Encourage Qingdao to build a distinctive industrial cluster for satellite applications, leverage the advantages of the Shanghai Cooperation Organization Demonstration Zone, and establish a bridgehead for commercial aerospace services supporting the Belt and Road Initiative.Support other cities in carrying out collaborative and complementary activities based on their industrial characteristics and strengths to advance the coordinated development of the province’s commercial aerospace industry. Encourage eligible commercial aerospace industrial clusters to strive to become strategic emerging industrial clusters and advanced manufacturing clusters; support the development of specialized parks such as Future Industry Acceleration Parks; and provide financial support in accordance with regulations. (The Provincial Department of Industry and Information Technology, the Provincial Development and Reform Commission, the Provincial Office for Military-Civil Fusion, and the Provincial Department of Finance shall be responsible according to their respective duties)

11. Promote the Development of Related Industries. Deepen efforts to fill gaps, extend, and strengthen the industrial chain to foster innovative development of the commercial space industry chain.Focusing on breakthroughs in the R&D of core aerospace components, the coordinated improvement of the supporting system, and the clustered development of the industrial ecosystem, approximately 10 commercial aerospace supporting enterprises across the province will be identified and selected annually. These enterprises must possess core technological competitiveness, high-quality supporting services, and strong industrial driving capabilities. Each will be granted awards and subsidies of up to 1 million yuan in accordance with laws and regulations to support R&D investments in aerospace supporting technologies, production line upgrades and renovations, and collaborative projects across the industrial chain.Qualified aerospace technology achievements shall be recognized in accordance with regulations as “first-of-a-kind” technical equipment, “first-batch” new materials, or “first-version” software. We encourage the organization of aerospace science popularization, educational tours, and launch viewing events, support the development of distinctive aerospace tourism routes, and promote the coordinated development of “aerospace + culture and tourism.” (Responsibility lies with the Provincial Department of Industry and Information Technology, the Provincial Department of Culture and Tourism, and the Provincial Department of Finance according to their respective duties)

12. Strengthen the development of service platforms. Actively cultivate aerospace industry service institutions covering aerospace engineering consulting, technology incubation, pilot-scale testing and refinement, technology transfer and commercialization, product inspection and testing, and intellectual property operations. Encourage the open sharing of commercial aerospace test facilities, equipment, and instruments. For entities demonstrating effective sharing, high user ratings, and outstanding comprehensive benefits, provide rewards of up to 2 million yuan based on the previous year’s shared service transaction volume, in accordance with laws and regulations.(Responsibility lies with the Provincial Development and Reform Commission, the Provincial Department of Science and Technology, the Provincial Department of Industry and Information Technology, the Provincial Market Regulation Bureau, and the Provincial Department of Finance, in accordance with their respective duties)

13. Strengthen efforts to attract and nurture enterprises. Develop an investment promotion map for the commercial space industry and make full use of investment promotion platforms such as “Choose Shandong.” Establish a talent pool for the cultivation of specialized, refined, distinctive, and innovative enterprises (SRDI) and single-champion enterprises. For newly recognized national-level SRDI key “Little Giant” enterprises, central funds will be coordinated to provide rewards of up to 6 million yuan in accordance with regulations.Vigorously cultivate leading commercial space enterprises with core competitiveness, and actively assist enterprises in coordinating frequency and orbital resources, applying for launch permits, and expanding into international markets. (5) Promote breakthroughs in key technological innovations.

14. Deepen the development of innovation platforms. Support aerospace enterprises in taking the lead to establish platforms such as industrial research institutes and key laboratories in collaboration with universities and research institutions. Support the construction of provincial key laboratories, technology innovation centers, industrial innovation centers, and manufacturing innovation centers. For innovation platforms newly upgraded to the national level that do not require matching funds from the central government, provide 10 million yuan in funding support in accordance with regulations.(Responsibility lies with the Provincial Development and Reform Commission, Provincial Department of Science and Technology, Provincial Department of Education, Provincial Department of Industry and Information Technology, and Provincial Department of Finance, in accordance with their respective duties)

15. Promote the Commercialization of Scientific and Technological Achievements. Leverage the role of government investment funds to guide private capital participation in projects for the commercialization of aerospace scientific and technological achievements. For science and technology-based small and medium-sized enterprises (SMEs) that have filed loans for the commercialization of scientific and technological achievements and have repaid principal and interest on time, a one-time interest subsidy of 40% of the actual interest paid may be provided for one eligible loan of their choice, with a maximum subsidy of 500,000 yuan per enterprise. 16. Strengthen the Leading Role of Standards. Establish a provincial-level technical committee for commercial space standardization and support enterprises, universities, and research institutes in actively participating in the development of commercial space standards. Provide award subsidies of up to 400,000 yuan, 200,000 yuan, and 100,000 yuan per item, respectively, for leading the formulation or revision of high-level international, national, and local commercial space standards. Provide award subsidies of up to 200,000 yuan and 100,000 yuan per item, respectively, for high-quality national and provincial-level commercial space standardization pilot projects that have been completed and passed acceptance inspections.(Responsibility lies with the Provincial Market Regulation Bureau, the Provincial Department of Industry and Information Technology, and the Provincial Department of Finance, in accordance with their respective duties)

(6) Coordinate resource allocation and service support.

17. Strengthen the recruitment and cultivation of industry talent. Include talent in the commercial space sector in the provincial plan for introducing urgently needed and scarce talent in key support areas. Support eligible commercial space enterprises in intensifying efforts to recruit urgently needed and scarce talent through the Taishan Industrial Leading Talent Program. Support universities in establishing majors related to serving the space industry to accelerate the cultivation of high-quality scientific research and skilled talent in the commercial space sector. Support employers in the commercial space sector in implementing flexible talent recruitment and utilization, providing financial support in accordance with laws and regulations through project-based funding.For high-level talent teams recruited for the aerospace sector, flexible supporting policies will be provided on a case-by-case basis regarding housing and residency registration. 18. Strengthen fiscal and financial support. For commercial space industry projects that align with major national strategies, provide support in accordance with regulations regarding applications for central budgetary funds, government special bonds, ultra-long-term special treasury bonds, and medium- to long-term loans for the manufacturing sector. Fully leverage the role of “financial chain leaders” to guide and coordinate the development of industry-specific credit schemes and expand the effective supply of financial resources.Encourage provincial-level funds to support the development of the commercial space industry; encourage eligible cities to establish commercial space industry development funds; and orderly guide social capital to invest in commercial space enterprises. Encourage eligible enterprises to grow and strengthen themselves through mergers and acquisitions, bond issuance, and public offerings. III. Working Mechanism

Fully leverage the “chain leader system” for key commercial space industry chains. Led by the Provincial Department of Industry and Information Technology, coordinate relevant provincial departments and cities to jointly advance the implementation of all support measures, strengthen safety supervision across the entire chain, and ensure the safe and healthy development of the commercial space industry. Establish lists of key tasks and key projects, improve the operational monitoring and analysis mechanism for key commercial space enterprises, promptly coordinate and resolve difficulties and issues in industrial development, and accelerate the high-quality development of the province’s commercial space industry.

These policy measures shall take effect upon issuance and remain valid until December 31, 2027. Policies regarding funding, awards, and subsidies shall be subject to the regulations of the competent authorities.
