To implement the work arrangements of the Provincial Party Committee and the Provincial Government, accelerate the development of modern marine specialty industrial clusters, and promote the high-quality development of the marine industry, the following opinions are hereby put forward with the approval of the Provincial Government.
I. General Requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee; thoroughly carry out the important instructions from General Secretary Xi Jinping’s inspection tour of Shandong; resolutely shoulder the mission of “taking the lead and playing a pivotal role”; fully, accurately, and comprehensively implement the new development philosophy; and actively serve and integrate into the new development paradigm.concentrate efforts on promoting the integration and upgrading, industrial clustering, innovation-driven development, green development, and open cooperation of modern marine specialty industrial clusters, thereby providing solid support for building a high-ground for modern marine economic development.
By 2027, the overall development level of the province’s marine specialty industrial clusters will have significantly improved, with the growth rate of value-added output in the province’s 15 major marine industries notably exceeding the growth rate of the province’s regional gross domestic product. The number of marine specialty industrial clusters in the province will reach approximately 20, with about 10 clusters achieving an output value exceeding 10 billion yuan and approximately 50 enterprises with main business revenue exceeding 1 billion yuan;The digital transformation coverage rate of industrial enterprises above designated size will reach approximately 98%; the number of provincial-level or higher green factories, green industrial parks, and green supply chain management enterprises within these clusters will reach more than 50. By 2030, the number of marine specialty industrial clusters will reach approximately 30, becoming the main drivers of the province’s marine economic development.
II. Main Tasks
(1) Optimize the layout of marine specialty industrial clusters.
1. Promote the development of marine specialty industrial clusters by category. Guide the development of different industrial clusters based on industrial foundations, and promote specialized, distinctive, and differentiated development of these clusters. Consolidate and upgrade the marine fisheries sector, promote the clustered development of marine seed industries, marine ranches, and marine food processing, and support the cultivation of a group of modern marine fisheries clusters.Expand and strengthen the marine manufacturing sector by promoting the clustered development of high-end marine equipment, marine chemicals, new marine energy and materials, and marine biopharmaceuticals, and establish marine manufacturing-related industrial clusters tailored to local conditions. Cultivate and expand the marine service sector by targeting development directions such as marine information services, port and shipping services, marine scientific research services, and marine cultural tourism, and support coastal cities in establishing marine service clusters based on their own strengths.(Led by the Provincial Development and Reform Commission; the Provincial Department of Science and Technology, Provincial Department of Industry and Information Technology, Provincial Department of Transportation, Provincial Department of Agriculture and Rural Affairs, Provincial Department of Culture and Tourism, and Provincial Oceanic Administration shall assume responsibility in accordance with their respective duties)
2. Implement the Tiered Cultivation Initiative for Industrial Clusters. Establish a tiered cultivation mechanism for marine specialty industrial clusters, selecting and promoting a batch of eligible clusters annually. Give priority to the development of marine emerging industry clusters, and appropriately relax the cultivation standards for clusters in sectors such as marine high-end equipment, marine biomedicine, marine new energy and new materials, and comprehensive seawater utilization.Coordinate the development of marine traditional industry clusters, selecting and establishing a batch of distinctive marine traditional industry clusters annually based on a certain proportion. Plan the development of marine future industry clusters in accordance with local conditions, and encourage eligible cities to plan for the development of future industry clusters in deep-sea and polar regions, as well as in fields such as artificial intelligence and life sciences within the marine sector. (2) Accelerate the clustering of distinctive marine industries.
1. Optimize and strengthen leading industries. Guide cities to clarify the development directions of leading industries within each cluster, gradually establishing a system for building distinctive industrial clusters that comprehensively covers the province’s major marine industries. Promote differentiated development of marine specialty industrial clusters across regions; in principle, no more than three clusters of the same type should exist province-wide, no more than one per city, and each cluster should focus on developing one leading marine industry.Establish and improve mechanisms for fostering leading industries in clusters. Include eligible key projects from clusters in the provincial marine development key project database, and integrate various policy resources to empower and cultivate a group of leading anchor enterprises. Guide and support leading enterprises in clusters to undertake equipment upgrades and technological renovations, accelerating the renewal and quality improvement of leading products. (Led by the Provincial Development and Reform Commission; the Provincial Department of Industry and Information Technology and the Provincial Oceanic Administration are responsible according to their respective duties)
2. Extend Industrial Chains in Clusters. Promote the strengthening, supplementation, and extension of dominant industrial chains within clusters; accelerate the introduction of a group of anchor enterprises and key backbone enterprises in critical links of the industrial chain; and support each cluster in selecting one anchor enterprise to lead the formation of an industrial alliance. Encourage leading enterprises in clusters to integrate upstream and downstream enterprises through mergers and acquisitions, capital operations, and other means, and guide local and surrounding upstream and downstream enterprises to accelerate their concentration within the clusters.Regularly organize a series of activities, such as supply-demand matchmaking sessions, roadshows, and seminars, between leading enterprises in industrial chains and upstream and downstream technology-based SMEs and specialized, refined, distinctive, and innovative SMEs, to facilitate the integration of technology-based SMEs and specialized, refined, distinctive, and innovative SMEs into the industrial chains. (Led by the Provincial Development and Reform Commission; the Provincial Department of Science and Technology, the Provincial Department of Industry and Information Technology, the Provincial Department of Transportation, the Provincial Department of Agriculture and Rural Affairs, the Provincial Department of Culture and Tourism, the Provincial Energy Bureau, and the Provincial Oceanic Administration shall assume responsibility in accordance with their respective duties)
3. Conduct Targeted Investment Promotion. Guide cities in compiling industrial investment promotion roadmaps for the clusters and support targeted and industrial chain-based investment promotion. Focus on key coastal countries and regions such as Japan, South Korea, and ASEAN, and leverage relevant industry alliances and associations to regularly organize “knock-on-the-door” investment promotion campaigns abroad. Guide marine-related enterprises to deploy a batch of major marine projects around the dominant industries of the clusters and support their participation in the investment and construction of key projects and major engineering initiatives in the marine sector.Guide the clusters to prioritize the attraction of projects aligned with the development direction of leading marine industries, improve supporting industrial investment policies, and incorporate the clusters’ investment attraction performance into the comprehensive evaluation of cluster development. Leverage major economic and trade platforms such as the Qingdao Summit for Leaders of Multinational Corporations, the Confucian Business Conference, Singapore-Shandong Week, and Hong Kong-Macao-Shandong Week to actively promote and attract projects to the clusters. (Responsibility lies with the Provincial Development and Reform Commission, the Provincial Department of Commerce, and the Provincial State-owned Assets Supervision and Administration Commission according to their respective duties)
(3) Enhance the Innovation Capacity of the Marine Industry.
1. Strengthen industrial technology research, development, and application. Support each cluster in organizing a series of key technology R&D and commercialization initiatives—such as through “open challenges”—focused on critical links in the dominant industrial chains and “bottleneck” technologies. Deepen the implementation of the Provincial Enterprise Technology Innovation Project Plan to support enterprises within the clusters in strengthening R&D of new technologies, products, and processes.Guide enterprises in the clusters to strengthen cooperation with marine-related universities and research institutes, and encourage joint efforts in tackling major key technologies and their industrial application. Accelerate the planning and construction of a number of proof-of-concept centers, pilot production bases, public testing service platforms, and shared basic research facilities to provide services such as proof-of-concept, pilot production refinement, process validation, and secondary development for marine scientific and technological achievements. (Led by the Provincial Department of Science and Technology; the Provincial Development and Reform Commission, the Provincial Department of Education, and the Provincial Department of Industry and Information Technology shall be responsible according to their respective duties)
2. Establish High-Level Innovation Platforms. Leverage the leading role of national-level marine innovation platforms such as the Laoshan Laboratory to support the creation of marine industry clusters in collaboration with relevant enterprises. Support leading enterprises in the clusters to spearhead the formation of innovation consortia and establish high-level provincial-level or higher innovation platforms, including key laboratories, technology innovation centers, enterprise technology centers, and engineering research centers.Encourage universities and research institutions to collaborate with leading enterprises in the clusters to establish specialized industry colleges, marine production training centers, and other institutions, accelerating the deep integration of the innovation chain with the industrial chain. Expand and upgrade the provincial database of high-level technology managers, recruiting and cultivating a pool of high-level technology managers for the marine sector. Leverage platforms such as the Shandong Science and Technology Market and the Provincial Center for the Transfer and Commercialization of Marine Science and Technology Achievements to promote the transfer and commercialization of advanced technological achievements in the marine sector within the clusters.(Led by the Provincial Department of Science and Technology; the Provincial Party Committee Organization Department, the Provincial Development and Reform Commission, the Provincial Department of Education, and the Provincial Oceanic Administration shall assume responsibility in accordance with their respective duties)
3. Build a high-level hub for marine talent. Guide the cluster to participate in initiatives for attracting top-tier talent, iconic leading talent, young talent, and overseas talent, as well as in the cultivation of outstanding engineers.Deeply implement the “Taishan Industrial Leading Talent” and “Blue Talent” special programs to support the cluster in accelerating the aggregation of high-level industrial leaders and outstanding engineers. Deepen the integrated development of the “four chains” in the cluster—talent, education, industry, and innovation—and regularly update the “three lists” covering the cultivation of urgently needed talent, the development of key core technologies, and the recruitment of iconic leading talents, while strengthening the joint recruitment and utilization of high-end talent and collaborative research on key technologies.We will vigorously advance the construction of key platforms for enhancing talent effectiveness in the marine sector, encourage enterprises and platforms within the clusters to actively participate in the development of the Modern Marine Higher Education Consortium, and promote the precise alignment of talent cultivation, technological R&D, and industrial needs. (Led by the Provincial Party Committee Organization Department; the Provincial Development and Reform Commission, Provincial Department of Education, and Provincial Department of Human Resources and Social Security shall assume responsibility in accordance with their respective duties)
4. Accelerate the digital empowerment of the marine industry. Accelerate the construction of next-generation information infrastructure, such as 5G and gigabit optical networks, in the clusters to achieve deep 5G network coverage for key enterprises. Encourage eligible clusters to build data centers, industrial internet platforms, and supply chain information service platforms, and accelerate the development of new business models and formats featuring networked collaboration, personalized customization, and flexible supply.Encourage service providers, such as national-level “cross-industry, cross-domain” industrial internet platforms, to collaborate with manufacturing enterprises in the clusters to conduct digital transformation pilot projects through mechanisms like “open challenges,” creating a series of typical scenario-based solutions. The provincial government will provide award and subsidy support in accordance with regulations.Support enterprises in industrial clusters to “adopt cloud computing, utilize data, and empower with intelligence” through equipment upgrades and technological renovations, promote the application of intelligent production equipment, and build a number of smart manufacturing factories. (Led by the Provincial Department of Industry and Information Technology; the Provincial Department of Finance, the Provincial Big Data Bureau, and the Provincial Communications Administration shall be responsible according to their respective duties)
(IV) Promoting Green, Low-Carbon, and High-Quality Development.
1. Promote energy conservation and carbon reduction in the industrial clusters.Actively and prudently advance carbon peaking and carbon neutrality, accelerate the green transformation of development models, and promote a gradual shift from dual control of energy consumption to dual control of carbon emission totals and intensity. Optimize the structure and proportion of clean energy, and strictly control the entry of high-pollution and high-energy-consumption enterprises into industrial clusters. Guide high-energy-consumption enterprises in industrial clusters to undertake green and low-carbon retrofits, support the upgrading of existing production technologies and end-of-pipe treatment equipment, and increase the proportion of renewable energy installations such as wind power and photovoltaic power generation in industrial clusters.Support the construction of green buildings in industrial clusters, create a number of green factories, green industrial parks, and enterprises with green supply chain management, and explore the establishment of zero-carbon industrial clusters. Actively explore market-based mechanisms for marine carbon sinks and support eligible industrial clusters in implementing a series of marine carbon sink pilot projects. (Led by the Provincial Development and Reform Commission; the Provincial Department of Industry and Information Technology, the Provincial Department of Ecology and Environment, the Provincial Department of Housing and Urban-Rural Development, the Provincial Energy Bureau, and the Provincial Oceanic Administration shall be responsible according to their respective duties)
2. Strengthen comprehensive pollution prevention and control in industrial clusters. Improve supporting facilities for centralized wastewater treatment in industrial clusters, ensuring effective collection, treatment, and compliant discharge of wastewater. Establish mechanisms for dynamic inspection, long-term supervision, and standardized management of wastewater discharge outlets into rivers and the sea within industrial clusters, and conduct third-party verification and evaluation of remediation effectiveness as appropriate. Strengthen air pollution prevention and control, implement emission standard upgrades for key enterprises, and prioritize the control of industrial exhaust emissions in marine chemical industry clusters.Strengthen supervision of key polluting enterprises in industrial clusters and ensure proper solid waste treatment. (Led by the Provincial Department of Ecology and Environment)
3. Improve the resource recycling system. Promote the cascading use of energy, the recycling of water resources, and the comprehensive utilization of solid waste among enterprises within industrial clusters. Strengthen the resource recovery and utilization of industrial residual pressure, residual heat, and waste gases and liquids. Focusing on industrial clusters such as seawater utilization and marine chemical industries, improve the industrial chain for recycling, and promote the reduction, harmless treatment, and resource recovery of waste.Support industrial clusters in cultivating a group of leading enterprises in green technology innovation in areas such as green industrial development and ecological and environmental governance. Support industrial clusters in implementing low-carbon and circular economy transformations, building public platforms for resource sharing and waste treatment, and promoting third-party environmental governance approaches such as waste recycling and treatment, and remanufacturing engineering consulting. (5) Enhancing the Level of Openness and Cooperation in Industrial Clusters.
1. Promote high-level opening-up of industrial clusters. Deepen integration with the Belt and Road Initiative and the Regional Comprehensive Economic Partnership (RCEP). Support enterprises in industrial clusters to establish joint R&D centers and production, sales, and service networks overseas, and support their participation in the development of overseas industrial parks, economic and trade cooperation zones, and special economic zones. Support eligible industrial clusters in establishing comprehensive cross-border e-commerce pilot zones, and encourage the development of new international trade models such as cross-border e-commerce and offshore trade.Strengthen coordination with the China International Import Expo and support enterprises in industrial clusters to expand imports of advanced technology and equipment as well as key raw materials. (Responsibility lies with the Provincial Development and Reform Commission and the Provincial Department of Commerce according to their respective duties)
2. Deepen cooperative development of industrial clusters. Break down administrative boundaries between industrial clusters and explore cross-regional cooperation to jointly build industrial clusters. Strengthen coordination and cooperation among cross-regional industrial clusters, actively develop “enclave economies,” and selectively accept industrial transfers. Encourage and guide similar industrial clusters within the province to form industrial alliances or R&D alliances, promoting the integration and interaction of industrial chains, supply chains, and innovation chains.Deepen coordination and synergy among industrial clusters, establish multi-level, multi-sector talent cooperation mechanisms, and promote the joint cultivation, recruitment, and utilization of talent. Support enterprises within industrial clusters in adopting various cooperative and shared models, such as centralized procurement and shared branding, to build industrial communities of shared interests. 3. Enhance the supporting service capabilities of industrial clusters. Actively seek various central government special funds, ultra-long-term government bonds, and local government special bonds to extend the coverage of urban public service facilities to industrial clusters. Support the introduction of specialized operating agencies to comprehensively manage services such as the construction, operation, and investment promotion of industrial clusters. Precisely align with the development needs of enterprises within the clusters and guide management and service agencies to provide one-stop services for enterprises, including business registration, intellectual property, talent services, and investment and financing.(Responsibility lies with the Provincial Development and Reform Commission, the Provincial Department of Finance, the Provincial Department of Housing and Urban-Rural Development, the Provincial Department of Commerce, and the Provincial Market Regulation Bureau, in accordance with their respective duties)
III. Support Measures
(1) Strengthen Organizational Leadership. Under the leadership of the Provincial Party Committee and Provincial Government, the Provincial Development and Reform Commission, in conjunction with the Provincial Oceanic Administration, shall coordinate the advancement of marine specialty industrial cluster development, jointly researching and formulating management measures and annual key tasks for the clusters. Regular progress meetings on cluster development shall be convened to monitor construction status in a timely manner and coordinate the resolution of difficulties and issues encountered during implementation. Relevant provincial departments shall concentrate policy resources to support cluster development and actively publicize exemplary practices and innovative achievements from various cities.Relevant cities, counties (cities, districts) shall strictly enforce responsibilities, clarify implementation measures and work procedures, and ensure the full implementation of all tasks related to the construction of the clusters. (2) Strengthen Support for Key Resources. For key projects in eligible clusters, strengthen guarantees for marine and land use rights through tiered and categorized management in accordance with jurisdictional authority. Give priority support to eligible enterprises (entities) within the clusters when applying for the “Taishan Industrial Leading Talent” and “Blue Talent” special programs, and support the inclusion of eligible projects in relevant provincial-level or higher plans and key project databases.Coordinate the use of various central and provincial marine industry support funds to support the development of clusters. For eligible enterprises within the clusters, implement policies such as equity investment, equipment subsidies, and special loans for technological upgrades, and encourage cities to formulate corresponding incentive and subsidy policies. Guide banking institutions within their jurisdictions to increase credit support for the marine industry, develop specialized financial products tailored to the industry’s characteristics and needs, and enhance the quality and efficiency of financial services.(Led by the Provincial Development and Reform Commission and the Provincial Oceanic Administration; the Provincial Party Committee Financial Affairs Office, the Provincial Department of Finance, the Provincial Department of Natural Resources, the People’s Bank of China Shandong Branch, and the Shandong Financial Regulatory Bureau shall assume responsibility in accordance with their respective duties)
(3) Strictly Adhere to Construction Procedures. In principle, the construction of marine industry clusters shall be based on provincial-level or higher development zones, industrial parks (functional zones), with a land area generally not exceeding 10 square kilometers. Priority shall be given to areas with clearly defined management structures, well-defined boundaries, distinct marine-dominated industries, and relatively well-developed supporting infrastructure, and construction must strictly comply with the application standards.The construction of clusters must comply with the national economic and social development plan, the national spatial planning, and relevant specialized plans; arbitrary changes to location or expansion of area are strictly prohibited. Clusters where the approved area and designated use have been substantially completed and meet reasonable land-use intensification standards may be appropriately expanded; those experiencing changes in industrial function may apply to withdraw or relocate in accordance with established procedures.
