To thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th CPC Central Committee, earnestly carry out General Secretary Xi Jinping’s important directives on intellectual property work, solidly advance the special campaign for patent transformation and utilization, vigorously promote patent commercialization, and empower the construction of the province’s modern industrial system, the following measures are hereby proposed.
I. Strengthen the Cultivation of High-Value Patents. Support universities and research institutes in establishing high-value patent cultivation centers. Focusing on the industrial needs of “building, extending, supplementing, and strengthening industrial chains,” these centers shall implement classified and graded patent management and a pre-application evaluation system centered on industrialization prospect analysis. This will generate a cohort of high-value patents that are urgently needed by industries, highly influential, strongly driving, and widely applicable, accelerating their transformation and utilization in key industrial sectors.High-value patent cultivation centers that actively foster such patents and demonstrate significant achievements in their commercialization and application within key industrial sectors will receive financial support of up to 2 million yuan. By the end of 2026, approximately 30 such centers will be supported. II. Support the Establishment of Industrial Intellectual Property Operation Centers. Focusing on building an intellectual property operation ecosystem across the entire industrial chain, support enterprises, industrial parks, and industry organizations in key sectors to establish industrial intellectual property operation centers. These centers will integrate the strengths of industry, academia, and research institutions, as well as upstream and downstream enterprises, to promote the joint creation, coordinated utilization, collective protection, and integrated management of industrial intellectual property. They will drive the implementation of industrial chain patent commercialization projects and, in line with the characteristics of industrial development, provide specialized services such as patent information analysis, commercialization matching, value assessment, and investment and financing.By the end of 2026, support the establishment of approximately 20 industrial intellectual property operation centers. III. Support the Establishment of Patent Pools for Key Industries. Focusing on core patent resources within key industrial chains, support relevant enterprises in leveraging their technological, capital, brand, and resource advantages to establish patent pools for key industries. Systematically incorporate patents that meet industrial development needs into these pools by category, promote the “on-chain transfer” of patents, and reduce patent licensing transaction and technology promotion costs through cross-licensing within the pool and unified licensing outside the pool. This will lead to collaboration among upstream and downstream entities in the industrial chain, enhancing the chain’s resilience and overall competitiveness.Entities that demonstrate significant achievements in establishing key industry patent pools and promoting patent commercialization will receive financial support of up to 3 million yuan. By the end of 2026, support will be provided for the establishment of approximately 30 industry patent pools. IV. Support the Filing and Certification of Patent-Intensive Products. Focusing on accelerating the realization of patent value, we will foster more patent-intensive products that primarily rely on patents to compete in the market and possess strong competitive advantages. By the end of 2025, we aim to achieve full coverage of patent product filings for eligible high-tech enterprises, specialized, refined, distinctive, and innovative SMEs, and national intellectual property demonstration enterprises. V. Supporting the Focus of Patent Navigation on Key Industries. Optimize the patent navigation work mechanism, continuously promote and implement the series of national standards in the *Patent Navigation Guidelines*, and establish a management system for the progressive enhancement of patent navigation work. Strengthen horizontal coordination in industrial navigation; organize and implement a series of industrial patent navigation initiatives centered on the province’s 18 landmark industrial chains and 66 key industrial chains. Build a digital and intelligent platform for patent navigation in key industries, gradually forming a sustainably updated patent navigation map to be released to industrial chains.Adhering to a demand- and goal-oriented approach, explore the provision of diverse forms of navigation services—such as patent commercialization and utilization in universities and research institutions—to promote the commercialization and utilization of patents in key industries. VI. Establish a List of Patents Requiring Public Implementation. Promote the implementation of a declaration system for patents generated from government-funded research projects. For patents declared by universities and research institutes that were generated from government-funded research projects, if they remain unimplemented for three years from the date of the grant announcement without justifiable reason, they shall be included in the List of Patents Requiring Public Implementation. VII. Promote Targeted Patent Commercialization and Utilization. Focusing on key regional industries, organize universities and research institutes to identify patents with good market prospects and potential economic benefits, and release them specifically to the region. Promote commercialization and utilization through licensing methods such as time-limited free licensing and “base royalty fee plus performance-based royalties.”Centered on key industrial chains, establish cross-regional cooperation mechanisms for patent commercialization and utilization. Leverage the “Shandong Province University and Research Institute Patent Commercialization Resource Database” to compile a supply-and-demand list for patent commercialization, match and promote patents to enterprises by industrial sub-sector, and, in conjunction with the “One Chain per Month” investment and financing roadshow activities, regularly organize specialized patent industrialization matchmaking events to facilitate the integration of more patents into industries and industrial chains.(Responsible Units: Provincial Market Regulation Bureau, Provincial Department of Education, Provincial Department of Science and Technology, Provincial Department of Industry and Information Technology)
VIII. Support Rapid Patent Granting for Key Industries. With the goal of “efficiently completing a single task,” utilize resources such as patent fast-track preliminary examination and priority examination to further enhance service efficiency for patents in 12 key industrial sectors, including next-generation information technology, marine industries, and high-end equipment manufacturing.Support national-level intellectual property protection centers in expanding the scope of patent pre-examination services to sectors such as new energy. Make full use of the rapid collaborative intellectual property protection mechanism to support innovation entities of significant strategic importance to scientific and technological development and industrial growth. Facilitate rapid examination through patent pre-examination channels and promote the “one-stop online processing” of services including patent pre-examination, rapid rights enforcement, navigation analysis, commercialization and application, and evidence collection and preservation. IX. Strengthen the Supply of Patent Commercialization Services. Guide market-oriented service providers, such as those engaged in intellectual property acquisition and management, to expand their service scope. Build a full-chain service ecosystem for patents—covering “granting, utilization, and enforcement”—with a focus on promoting patent commercialization, and provide integrated solutions for patent conversion and application. Advance the optimization and upgrading of intellectual property service clusters based on a development model that relies on industrial agglomeration, serves industrial development, and supports industrial upgrading.Market-oriented service providers engaged in intellectual property acquisition and management that demonstrate significant achievements in serving patent commercialization will be granted financial support of up to 500,000 yuan, with 20 such entities supported annually. X. Strengthen Financial Support for Patent Commercialization. Encourage universities and research institutes to independently establish venture capital funds to support patent commercialization. Leverage the role of the Shandong Science and Technology Finance Comprehensive Service Platform and effectively utilize technology-focused financial products such as “Lu Ke Dai” and “Lu Ke Dan” to alleviate the difficulties and high costs of financing for technology-based small and medium-sized enterprises.Promote the full-process paperless handling of intellectual property pledge registration. Guide participating banks to orderly advance pilot programs for internal intellectual property valuation, and support financial institutions in developing dedicated credit products for intellectual property pledge financing. Support cities in organizing intellectual property pledge financing initiatives within industrial parks to benefit enterprises, and promote the improvement in quality and expansion of intellectual property pledge financing. Based on the performance of each city in intellectual property pledge financing and related work, tiered rewards will be provided, with maximum awards of 3 million yuan, 2 million yuan, and 1 million yuan, respectively.Improve the intellectual property insurance service system and explore the development of insurance products covering patent licensing, commercialization, overseas deployment, and overseas rights protection. XI. Strengthen Patent Protection in Key Industrial Sectors. Launch special campaigns for intellectual property protection in key industrial sectors and crack down severely on intellectual property infringement and illegal activities. Improve the rapid and coordinated intellectual property protection mechanism, strengthen information technology infrastructure, and support cities in providing services such as patent rights enforcement and coordinated protection within their jurisdictions. Further improve the diversified dispute resolution mechanism for intellectual property disputes to resolve conflicts swiftly and effectively safeguard the legitimate rights and interests of patent holders.Strengthen guidance on handling overseas disputes, optimize the layout of provincial-level sub-centers for national-level overseas dispute resolution guidance, and enhance the operational efficiency of overseas offices established by public-interest intellectual property service organizations to provide nearby, rapid, and convenient rights protection assistance to enterprises expanding overseas. Support business entities in actively pursuing intellectual property rights protection, promote the efficient commercialization and application of patents, and provide subsidies of up to 600,000 yuan—at a rate not exceeding 30% of the reasonable costs incurred for rights protection—for successful high-value patent dispute cases to reduce the cost of rights protection.(Responsible Units: Provincial Market Regulation Bureau, Provincial Department of Finance)
XII. Strengthen Support for Intellectual Property Talent. Enhance incentives for patent commercialization and utilization, optimize patent evaluation criteria, and move away from an exclusive focus on patent quantity. In project reviews, talent evaluations, and professional title assessments involving patent metrics, prioritize the benefits of patent commercialization as a key evaluation criterion. Optimize the allocation of educational resources, strengthen the development of intellectual property disciplines in higher education institutions, and intensify efforts to cultivate talent for patent commercialization. Establish an open intellectual property think tank to foster multidisciplinary intellectual property professionals with expertise in industry, technology, and finance.Thoroughly implement the three major initiatives—"Assist Enterprise Growth," "Assist Enterprise Ascension," and "Assist Enterprise Voyage"—and fully leverage the role of the National Intellectual Property Administration’s Patent Office Examiner Practical Training Base to cultivate a talent pool that meets the needs of enterprise patent commercialization.
