To thoroughly implement General Secretary Xi Jinping’s important directives on artificial intelligence, fully carry out the Shandong Province Artificial Intelligence Development Action Plan, better leverage artificial intelligence to empower high-quality development, deeply expand application scenarios such as smart manufacturing, smart living, and smart government services, foster new industries, new consumption, new business formats, and new models, and develop new-quality productive forces in accordance with local conditions, the following plan is hereby formulated.

I. Overall Objectives

Centering on the goal of building a national hub for AI demonstration applications, this plan emphasizes innovation-driven development and scenario-led implementation. It adheres to the close coordination of government guidance and market-led initiatives, as well as the organic integration of key breakthroughs and comprehensive promotion. The plan focuses on accelerating industrial transformation, stimulating market consumption, and enhancing government services, while expediting the demonstration applications of large-scale AI models. The aim is to establish a new framework for AI-enabled high-quality development that is distinctive, highlights regional advantages, and features deep integration.By 2027, we aim to cultivate 20 foundational AI large models serving vertical industries, create more than 50 replicable and scalable benchmark application scenarios, and launch over 100 exemplary cases of integrated demonstrations. Breakthroughs will be achieved in the intelligent development of key industries, with significant improvements in total factor productivity and intrinsic safety levels. Application scenarios will be widely adopted, the scale of new consumption will expand rapidly, and the convenience of residents’ daily lives will reach new heights;The government service system will become more intelligent and efficient, with convenient, precise, and personalized services universally accessible, leading to a substantial improvement in service effectiveness and quality.

II. Key Tasks

(1) Accelerate the empowerment of high-quality development in key industries.

1. Artificial Intelligence + Chemical Industry. (Lead Agency: Provincial Department of Industry and Information Technology)

(1) Application Scenarios. Focusing on petrochemicals, coal chemicals, and salt chemicals, promote intelligent control across the entire production chain, optimize production processes and energy consumption parameters, accelerate the adoption of vertical large models in new materials R&D and application, and enhance production and R&D efficiency, product quality, and energy utilization levels. Establish an intelligent safety early warning system to strengthen comprehensive real-time monitoring of chemical enterprises and chemical industrial parks.Accelerate the implementation of intelligent carbon monitoring and pollutant emission monitoring to improve the efficiency and precision of environmental governance. Support the construction of intelligent management and smart office control centers to enhance modern management capabilities within enterprises.

(2) Development Goals. By 2025, promote the enhancement of digital and intelligent capabilities among leading anchor enterprises in the chemical industry chain and two chemical industrial parks, and expand the application of key models in critical sectors. By 2027, facilitate the deep application of artificial intelligence among key anchor enterprises in the chemical industry chain and five chemical industrial parks, establishing a national benchmark for “AI + Chemical Industry” innovation.

(3) Key Models. Pangu Large Model; Zhiye Large Model; Tianzi Industrial Large Model; Supercomputing Lingxi Chemical Industry Large Model; Guogong AI Chemical Industry Large Model.

2. AI + Aluminum Industry. (Lead Agency: Provincial Department of Industry and Information Technology)

(1) Application Scenarios. Support enterprises in integrating data resources across the entire industrial chain to accelerate the formation of a data warehouse and knowledge corpus supply system for the aluminum industry.Explore the development of a “New Materials (Lightweight Aluminum) Industry Brain” to reconstruct the digital and intelligent foundation of the aluminum industry through the integration of “Industry Brain + Large Models.” Overcome key technical challenges such as improving current efficiency, achieving breakthroughs in aluminum alloy strength, and developing smart services. Focus on building typical scenarios including smart workshops, end-to-end quality management, new materials R&D, predictive equipment maintenance, and smart warehousing to promote full-chain intelligence across “process optimization—equipment operation and maintenance—energy efficiency management.”

(2) Development Goals. By the end of 2025, prioritize the development of a smart aluminum electrolysis plant for new materials, aiming to meet industry-wide applicability and comprehensive rollout standards; support leading enterprises in the sector to develop integrated “AI + Aluminum Industry” solutions. By 2027, expand the deployment of smart aluminum electrolysis plants to three or more facilities.

(3) Key Models. Zhial AI&L Large Model; “Kun’an” Large Model; Green Aluminum Cloud Insight.

3. Artificial Intelligence + Steel. (Lead Agencies: Provincial Development and Reform Commission, Provincial Department of Industry and Information Technology)

(1) Application Scenarios. Focus on strengthening the two high-quality steel industrial bases in Rizhao-Linyi and Laiwu-Taizhou; promote intelligent monitoring of the entire steel production process; build digital twin factories; and prioritize application scenarios such as metallurgical material identification, unmanned molten steel transportation, and smelting equipment diagnostics to enhance production efficiency.Strengthen the integration of AI with technologies such as hydrogen metallurgy and carbon capture, comprehensively optimizing production processes, material ratios, and energy utilization in high-energy-consumption and high-emission segments—including sintering, pelletizing, coking, ironmaking, and steelmaking—to reduce energy consumption and lower carbon emissions.

(2) Development Goals. By 2025, establish two steel enterprises with energy efficiency reaching benchmark levels; achieve a 75% rate of CNC application in key processes within the steel industry; and increase the proportion of high-end products to 50%. By 2027, ensure that steel production capacity meeting energy efficiency benchmarks accounts for over 50% of the total; achieve an 80% rate of CNC application in key processes; and increase the proportion of high-end products to 60%.

(3) Key Models. The Shuitu Yun Industrial Internet Big Data Platform; the Pangu Large Model; and the Metallurgical Process Optimization Large Model.

4. Artificial Intelligence + Mining. (Responsible Units: Provincial Department of Natural Resources, Provincial Department of Emergency Management, Provincial Energy Bureau)

(1) Application Scenarios. Accelerate the construction of a comprehensive dataset for the mining industry covering geological exploration, intelligent mining, and safety and controllability to strengthen data support for the intelligent transformation of mines.Implement the “Three Oversights and Three Musts” principle, focusing on key areas such as intelligent mineral exploration, unmanned operations, cluster dispatch of unmanned equipment, and multi-hazard early warning systems for mines. Achieve breakthroughs in core technologies including identification of hidden ore bodies, Level 4 autonomous driving, and early warning of water inrushes and water penetration, thereby establishing a model for “safe, efficient, and green” intelligent mines.

(2) Development Goals. By 2025, the proportion of coal production from intelligent mining will reach over 90%, and 10 benchmark intelligent mines will be established; the automation rate of key systems in non-coal underground mines will reach 100%, with personnel positioning, communication, and video surveillance systems achieving full coverage at critical locations.By 2027, the proportion of coal production from intelligent mining will reach over 95%, and the replacement rate of intelligent equipment or robots for hazardous and physically demanding positions in mines will exceed 50%; non-coal underground mines in normal production will complete the retrofitting of online monitoring and video surveillance systems as well as the construction of video AI analysis systems, achieving a province-wide network of monitoring and early warning systems.

(3) Key Models. Pangu Mining Large Model; “Dizhi” Large Model; Coal Science Guardian Large Model.

5. Artificial Intelligence + High-End Equipment. (Lead Agency: Provincial Department of Industry and Information Technology)

(1) Application Scenarios. In the field of intelligent robots, focus on developing scenarios such as high-precision motion control, semantic understanding of dynamic scenes, and multi-task autonomous planning; in the field of machine tools, focus on developing scenarios such as adaptive adjustment of high-precision machining parameters, intelligent generation of processes for complex parts, and defect detection; in the field of new energy vehicles, focus on developing scenarios such as full-cycle life prediction for power batteries and dynamic scheduling of charging networks;In the construction machinery sector, the focus will be on scenarios such as equipment health management throughout the entire lifecycle and dynamic optimization of energy efficiency and carbon emissions; in the drone sector, the focus will be on scenarios such as high-precision positioning and navigation, dynamic obstacle avoidance in complex environments, and optimization of beyond-line-of-sight communication links.

(2) Development Goals. By 2025, the proportion of AI technology application scenarios in key high-end equipment enterprises will exceed 30%, and the coverage rate of intelligent decision-making models will exceed 50%. By 2027, the proportion of AI technology application scenarios in key high-end equipment enterprises will exceed 50%, and the coverage rate of intelligent decision-making models will exceed 70%.

(3) Key Models. Zhiye Large Model; Tianzi Industrial Large Model; Zhijiang Industrial Large Model.

6. Artificial Intelligence + Biopharmaceuticals. (Lead Agencies: Provincial Department of Science and Technology, Provincial Department of Industry and Information Technology)

(1) Application Scenarios.Utilize AI technologies to accelerate the new drug R&D process, including target identification and validation, drug discovery and design, novel drug screening, and clinical trials. Integrate cross-domain resources such as drug compound libraries, clinical trial data, and multi-omics information to build a systematic biopharmaceutical database and establish a secure and trustworthy data collaboration platform. Focusing on scenarios such as drug target discovery, design and optimization of drug molecules and synthetic routes, and prediction of drug activity and toxicity, accelerate breakthroughs in a number of key technologies.

(2) Development Goals. By 2025, the proportion of new drug R&D projects empowered by AI will exceed 30%, covering key areas such as small-molecule drugs, recombinant protein drugs, and cell therapy products. By 2027, the success rate of Phase I clinical trials in new drug R&D projects involving AI technology will exceed 50%, and the success rate of Phase II clinical trials will exceed 30%.

(3) Key Models. HaiRuo Medical Large Model; Northern Health Large Model; Biancang Traditional Chinese Medicine Large Model.

(II) Cultivating New Consumption Hotspots in the Lifestyle Sector.

7. AI + Home. (Lead Agencies: Provincial Development and Reform Commission, Provincial Department of Commerce, Provincial Market Regulation Bureau)

(1) Application Scenarios. Focus on developing smart terminal devices and home service robots, and conduct demonstration projects for personalized recommendations, multimodal interaction, and scenario generation. Establish a smart home standards system to promote interoperability among different types and brands of smart home products, and promote whole-home smart ecosystems. Relying on leading enterprises, advance smart scenario-based design and demonstration applications of smart home systems, and guide consumers to enhance their awareness and acceptance of smart home products and services.

(2) Development Goals. Fully leverage the consumer goods trade-in policy. By 2025, retail sales of smart home appliances at designated retail outlets will grow by more than 20%, and the overall penetration rate of AI technology in the smart home market will reach approximately 50%. By 2027, the overall penetration rate of AI technology in the smart home market will reach approximately 70%.

(3) Key Models. Smart Home Large Model; Xinghai Large Model; “Meiyan” Large Model.

8. AI + Mobility. (Lead Agencies: Provincial Development and Reform Commission, Provincial Department of Transportation)

(1) Application Scenarios. Deploy and construct smart transportation systems, smart parking lots, smart highways, smart ports, and smart airports; accelerate the development of application scenarios such as unmanned delivery, autonomous taxis, and smart public transportation; and comprehensively promote the “Mobility as a Service” (MaaS) model;Leveraging leading autonomous driving enterprises, we will implement province-wide last-mile unmanned delivery in urban areas, full-scenario autonomous driving in Yantai, and vehicle-road-cloud integration pilot projects in the Jinan New and Old Growth Drivers Transformation Pilot Zone and the Qingdao West Coast New Area, to establish a Shandong-specific smart mobility brand and a national demonstration zone for vehicle-road-cloud integration.

(2) Development Goals. By 2025, the total operational mileage of smart highways across the province will exceed 300 kilometers, with 1,500 low-speed autonomous delivery vehicles deployed and in operation. By 2027, the operational mileage of smart highways will reach 2,000 kilometers, with over 15,000 low-speed autonomous delivery vehicles deployed across the province and an autonomous delivery penetration rate exceeding 50%.

(3) Key Models. Apollo Autonomous Driving Visual Large Model (VTA); HarmonyOS Intelligent Driving Large Model; Jueying Multimodal Large Model.

9. AI + Healthcare. (Lead Agency: Provincial Health Commission)

(1) Application Scenarios. Relying on regional medical centers and the Jinan International Medical Center, establish a high-quality medical data annotation repository and a trusted environment for training medical large models. Support public medical institutions in developing applications such as intelligent auxiliary diagnosis and intelligent image recognition, and accelerate the construction of smart hospitals and intelligent public health services.Innovatively construct a “human-machine collaboration” medical service paradigm, with intelligent triage, interactive consultations, intelligent prescription review, and medication risk alerts as core scenarios, to create a fully intelligent, closed-loop service system spanning the entire process from pre-hospital precision guidance to post-hospital home monitoring.

(2) Development Goals. By 2025, focus on establishing approximately 5 specialized industrial clusters for digital diagnosis and treatment, and cultivate 50 leading medical and wellness enterprises with strong示范 and driving effects. By 2027, foster the formation of approximately 10 specialized smart wellness industrial bases with annual output values of 10 billion yuan or more.

(3) Key Models. HaiRuo Medical Large Model; Lingyi Large Model; Hua Tuo GPT-II; Shennong Traditional Chinese Medicine Large Model.

10. Artificial Intelligence + Culture and Tourism. (Lead Agency: Provincial Department of Culture and Tourism)

(1) Application Scenarios. Integrate VR/AR/MR technologies to build multimodal interactive systems; use holographic projection technology to recreate traditional cultural ritual scenes such as Confucian and Qi cultures, achieving a qualitative transformation of cultural heritage from static display to dynamic transmission.Implement the “Qilu Cultural Gene Decoding and Utilization Project” and strengthen the development of the “Hospitable Shandong, Cloud Tour of Qilu” platform. Focusing on renowned scenic areas such as Mount Tai, Mount Lao, and the Three Confucian Sites in Qufu, introduce technologies including AI-powered guided tours, smart ticketing, and crowd monitoring to enhance immersive tourist experiences.

(2) Development Goals. By 2025, the number of demonstration bases for cultural digital integration will reach approximately 10, and significant progress will be made in the application and promotion of AI technology in the tourism sector. By 2027, the manufacturing scale of the wearable cultural devices industry will reach 100 billion yuan, and the annual revenue of digital animation and digital publishing cultural enterprises will grow by an average of over 10%.

(3) Key Models. “Ctrip DaoWen”; “Chengxin” large model; “Guolan” large model.

(3) Building an Intelligent, Efficient, and Convenient Government Service System.

11. AI + Digital Government Services. (Lead Agencies: General Office of the Provincial Party Committee, General Office of the Provincial Government, Provincial Development and Reform Commission, Provincial Big Data Bureau)

(1) Application Scenarios. Develop “Smart Customer Service” application scenarios for government services to enhance the efficiency and level of intelligence and convenience in services such as consultations and inquiries.Develop an intelligent assistant for the 12345 hotline, integrating functions such as robotic responses, form-filling assistance, intelligent classification, and intelligent task assignment to improve the efficiency of resolving public inquiries. Develop a “Lu Huitong” application scenario for targeted policy push notifications. 12. AI + Social Governance Services. (Lead Agencies: Provincial Party Committee Social Work Department, Provincial Big Data Bureau; Responsible Agencies: Provincial Public Security Department, Provincial Department of Ecology and Environment, Provincial Market Regulation Bureau)

(1) Application Scenarios. Promote the intelligent transformation of urban and rural governance, providing smart services in areas such as ecological environment, market regulation, traffic management, grassroots governance, and service management for new employment groups. Deepen the development of the “Qilu Smart Brain + Domain Brain + City Brain” support system, integrate social data resources, and combine them with public data resources such as IoT sensing and satellite remote sensing to strengthen intelligent analysis and application, thereby enhancing the modernization of the governance system and governance capabilities.

(2) Development Goals. By 2025, establish more than 5 AI application scenarios and conduct pilot applications in more than 8 cities or counties (cities, districts). By 2027, the “Qilu Brain + Domain Brain + City Brain” support system will be comprehensively strengthened, with more than 20 AI application scenarios established.

13. AI + Public Safety Services. (Lead Agencies: Provincial Cyberspace Administration Office, Provincial Public Security Department, Provincial Department of Emergency Management, Provincial Big Data Bureau)

(1) Application Scenarios. Aggregate data from public security, emergency management, transportation, meteorology, and other departments to establish high-quality public safety datasets. Promote applications such as intelligent security surveillance, crime analysis, and suspect tracking to enhance the intelligence level of public safety risk early warning, prevention, control, and response; advance the integration of AI with cyberattack detection, malware analysis, and data breach protection; and promote the construction of AI-based emergency management platforms to achieve intelligent early warning, risk assessment, and command and dispatch for emergencies.

(2) Development Goals. By 2025, establish more than 5 AI application scenarios in key public safety sectors and conduct pilot programs in more than 8 cities. By 2027, establish a relatively comprehensive high-quality public safety dataset and build more than 20 AI application scenarios.

III. Support Measures

All levels of government must strengthen organizational leadership, coordinate the promotion of AI-enabled high-quality development, study key issues, resolve major problems, and drive the implementation of a batch of key application scenarios and major engineering projects. Relevant departments must refine action plans, formulate “AI+” action plans for each of the 13 key areas, break down tasks and objectives, tighten and solidify responsibilities, and ensure the implementation of all key tasks.Strengthen coordination between provinces and cities, regional collaboration, and cooperation between government and enterprises to build a cohesive working force. Balance the development and security of AI, establishing a governance system featuring multi-stakeholder participation, the integration of technology and regulation, and clear division of labor to promote the healthy development and standardized application of AI. Enhance supervision and guidance, monitor progress in a timely manner, summarize best practices, promote exemplary cases, and foster a positive working environment.
