According to the Provincial Development and Reform Commission, the Provincial Department of Finance, the Provincial Bureau of Statistics, "on the organization of high-growth new above-scale service industry enterprise subsidies to declare the work of the Notice" (Lu Development and Reform Service 〔2024〕 No. 649), is now organizing and conducting the High-growth new above-scale service industry enterprise subsidy declaration work, the relevant matters are notified as follows:

One, the direction of support

Provincial service industry development guidance funds to take a fixed amount of subsidies, and selectively support the development of high-growth new above-scale service industry enterprises. Provincial Development and Reform Commission with the Provincial Department of Finance, the Provincial Bureau of Statistics and other relevant departments, in accordance with the new scale of service enterprises above the scale of business income scale, growth rate and other indicators for review and evaluation, to determine the list of enterprises to be subsidized.

Second, the reporting conditions

High-growth new service enterprises above designated size should have the following conditions:

(a) service enterprises with independent legal personality, pay taxes in accordance with the law.

(ii) January-December 2023, newly included in the above-scale service industry enterprises in the database of enterprise statistics, 2023 annual business revenue of more than 30 million yuan.

(C) 2024 continue to maintain the library in the statistics, January-August this year, the actual year-on-year growth rate of operating income reached 15% or more, and commitment to this year's annual growth rate of operating income reached 15% or more. The data of the enterprise's operating income and operating income growth rate shall be based on its financial statement data.

(d) The enterprise or its legal representative has not been involved in any major safety or quality accidents or serious environmental violations in the past three years, and has not cheated or arbitraged financial support funds, and has not been included in the negative list of "green thresholds", major tax violations, and credit. The enterprise has no statistical violations.

(v) The enterprise has not received any guidance fund support in the past three years.

Three, reporting procedures

Counties (cities, districts) Development and Reform Bureau, Finance Bureau, the municipal development zones Economic and Trade Development Bureau, Finance Bureau, in conjunction with the relevant departments, according to the reporting requirements of the organization of eligible enterprises to voluntarily declare. Declaring enterprises are required to fill out the basic information table of new service enterprises above designated size (Annex 1), the enterprise declaration commitment (Annex 2) and the performance target table of subsidy funds (Annex 3). Counties (cities, districts) Development and Reform Bureau, Finance Bureau, Bureau of Statistics, the municipal development zones, Economic and Trade Development Bureau, Finance Bureau, Statistics Service Center combined with the departmental responsibilities of the declaration of the enterprise to review the situation after the summary report.   

Four, the relevant requirements

1. In the same year, each enterprise only enjoy a guiding funds to support, shall not be repeated to apply for more than one funding support.

2. The subsidized funds are used for enterprise construction projects, research and development and other expenditures, and shall not be used for expenditures unrelated to business development.

3. If the year-on-year growth rate of the business revenue of the enterprise does not reach more than 15% in 2024, the subsidy funds shall be returned.

Fifth, the declaration time

September 10, 2024, the counties (cities, districts) Development and Reform Bureau, Finance Bureau, the municipal development zones, Economic and Trade Development Bureau, Finance Bureau, the request for documents (with a summary of the situation of the declared enterprises and subsidies for the performance of the target table, Annex 3 and Annex 4), the basic situation of the new size of the service industry enterprises above the basic information table, the declaration of the enterprise commitment to report to the Municipal Development and Reform Commission, Service Development Section (please submit to the Municipal Development and Reform Commission). Reform Commission Service Industry Development Section (5 paper copies of the request document and 2 electronic CD-ROMs). Late submission will not be accepted.
