According to the Provincial Development and Reform Commission, the Provincial Department of Finance, "on the organization of the new Nasutralization enterprise project declaration notice" (LU Development and Reform Service 〔2024〕 No. 648) requirements, is now organizing to carry out the new Nasutralization enterprise project declaration work, the related matters are notified as follows:
One, the direction of support
Provincial service industry development guidance funds to take a fixed amount of subsidies, merit support for the new scale of service industry enterprises in the project.
Second, the reporting conditions
(a) the new scale above the service industry enterprises should have the following conditions:
1. service industry enterprises with independent legal personality, pay taxes in accordance with the law.
2. 2023 and 2024 newly included in the above-scale service industry enterprises in the library of enterprise statistics, this year continue to remain in the library of statistics.
3. In the past three years, the enterprises or their legal representatives have not committed any major safety or quality accidents or serious environmental violations, have not cheated or seized financial support funds, and have not been included in the negative list of "green thresholds", major tax violations and credit.
(2) The declared project should have the following conditions:
1. It must be a project in the field of service industry development for new enterprises.
2. The total investment of the project is more than 5 million yuan, the construction scale is reasonable, the formalities are complete, the construction conditions are implemented, the construction has begun, and can be completed and put into operation on time.
Three, reporting procedures
Counties (cities, districts) Development and Reform Bureau, Finance Bureau, the municipal development zones Economic and Trade Development Bureau, Finance Bureau, in conjunction with the relevant departments, according to the reporting requirements of the organization of eligible enterprises to voluntarily declare the project and the preparation of the report on the application for funding (Attachment 1), combined with the departmental responsibilities of the project review and verification of the summary of the declared enterprises. Counties (cities, districts) should focus on reviewing the project funding application report is in line with the direction of support and reporting requirements, to verify that the project approval (approval, filing, environmental assessment, land, planning, energy saving, safety assessment, etc.) procedures have been completed and in line with the relevant provisions of the verification of the project investment progress.
Four, the requirements
1. Guiding funds to support the construction of the project for a one-time subsidy, the same construction project shall not repeat the application for provincial subsidies. In the same year, each enterprise enjoys only one guide fund support, shall not repeatedly apply for multiple funding support.
2. The project can not be completed and put into operation as planned, the need to return the guidance funds.
V. Reporting time
September 10, 2024, the counties (cities, districts) Development and Reform Bureau, Finance Bureau, the municipal development zones, Economic and Trade Development Bureau, Finance Bureau, the request for documents (with a summary table of the situation of the declared enterprises, Annex 2) to the Municipal Development and Reform Commission, the Development Section of the service industry (5 copies of the paper version of the CD-ROM 2 copies of the electronic version). Late will not be accepted.
