One, reporting conditions

(a) The reporting unit must be registered in Shandong Province, with independent legal personality of the service industry enterprises. Enterprises can take scientific and technological innovation as the fundamental driving force, focus on improving the level of industrial chain supply chain modernization, vigorously promote the deep integration of advanced manufacturing and modern service development, the development of innovation in the service industry has a strong demonstration and guidance role.

(2) financial, logistics, trade and commerce service enterprises in the previous year's main business income of more than 100 million yuan, other service enterprises in the previous year's main business income of more than 30 million yuan; the average annual growth of the main business income of the last two years in more than 15%; the last two years, R & D investment in the proportion of the main business income is higher than the average of the province.

(3) Enterprises have specialized innovation institutions, sound management system, clear development direction, and full-time innovation leaders and teams. Financial, logistics and trade enterprises have no fewer than 10 people with undergraduate education or above in their full-time innovation teams, including no fewer than 5 people with middle and senior titles; other enterprises have no fewer than 5 people with undergraduate education or above in their full-time innovation teams, including no fewer than 3 people with middle and senior titles. The innovation results have independent intellectual property rights and patented technologies, and are at the leading level in China.

(d) The above conditions may be appropriately relaxed for enterprises whose innovation achievements are very significant in terms of advancement and whose economic and social benefits are particularly outstanding.

Three, the relevant requirements

(a) eligible enterprises need to carefully prepare the application report, with a copy of the enterprise and the innovation center of the relevant supporting materials, such as business license, financial statements, patent certificates, certificates of honor, results appraisal opinions. By the counties and municipalities Development and Reform Bureau, municipal development zones by the Development Bureau after the initial examination of qualified, merit-based recommendations reported to the Municipal Development and Reform Commission.

(c) The Provincial Development and Reform Commission will commission a third-party agency to organize experts to evaluate the declaration materials and determine the preliminary list of innovation centers on the basis of merit.
