I. Purpose of the Guidelines. The "Guidelines" with reference to the "G20 Transitional Finance Framework" basic principles, combined with the aluminum industry and the actual development of Binzhou, aimed at accurately defining the transformation of the aluminum industry financial support activities, to guide the financial institutions for the aluminum industry, green and low-carbon technology research and development, application and other transformational activities, to provide financial support and services, and to promote economic and social transformation of the green and low-carbon.
Two, the "Guidelines" covers the scope. Guidelines" based on the actual development of the aluminum industry in Binzhou City, based on carbon emissions, energy consumption status quo, combined with national and local energy conservation and emission reduction targets, set up to cover electrolytic aluminum, alumina, recycled aluminum, aluminum products, such as the transformation of the product definition standards, and clear specific low-carbon transformation support path and goals.
Third, the "Guidelines" use. Aluminum industry enterprises or project subjects that intend to apply for transformation financial service support can plan their transformation goals and develop scientific and credible transformation programs against the Guidelines. Financial institutions can apply the Guidelines to identify and define transformation activities in the aluminum industry and innovate transformation financial tools. Third-party institutions can refer to the Guidelines to carry out the evaluation of transformation effects and technical consultation on transformation of the aluminum industry. Based on the Guidelines, relevant departments can formulate measures to promote the transformation of the aluminum industry, and introduce and improve supporting incentives and constraint policies.
Four, "Guidelines" adjustment and revision. Binzhou Development and Reform Commission, the People's Bank of China Binzhou Branch will work with the relevant units, according to the construction of carbon emission accounting methodology system, low-carbon transformation of the technical standard upgrade, the transition of the financial international cooperation progress and transformation of the financial market demand, adjustments and revisions to the "Guidelines" in due course.
