I. General requirements
Taking Xi Jinping's thought of socialism with Chinese characteristics in the new era as a guide, comprehensively implementing the spirit of the 20th CPC National Congress, implementing the requirements of General Secretary Xi Jinping's important instructions for Shandong, adhering to the general tone of seeking progress while maintaining a steady state, and taking the lead of the overall green transformation of economic and social development, with the reduction of pollution, carbon reduction and synergism as a key, and the safe and efficient use of low-carbon energy resources as a key. Focus on the construction of a new clean and low-carbon energy system based on geothermal energy and photovoltaic utilization, a modernized industrial system with electronic information, new energy and new materials, and other strategic emerging industries as the main body, and an environmental governance system oriented to pollution control and energy saving and carbon reduction, giving full play to the leading role of the pilot demonstration and exploring the "Texas mode" of green, low-carbon and high-quality development.
By 2025, the park's carbon peak work has made positive progress, the optimization and adjustment of the energy structure and industrial structure has made significant progress, the efficiency of energy resource utilization has been significantly improved, the green transformation of production and lifestyle has achieved initial results, the proportion of non-fossil energy consumption has reached about 14%, and the comprehensive energy consumption per unit of industrial added value has decreased by about 18% compared with that of 2020. By 2030, green, low-carbon and high-quality development has achieved significant results, key industries, key products, energy and resource utilization efficiency to reach the international advanced level, non-fossil energy consumption accounted for about 20%, the comprehensive energy consumption per unit of industrial added value decreased by about 15% compared with 2025, the unit of GDP energy consumption, carbon dioxide emissions to complete the task objectives.

(a) Improve the level of clean and efficient utilization of energy
1. Greatly develop clean energy. Relying on the advantages of geothermal resources in the park, promote the comprehensive utilization mode of "taking heat but not water", carry out the exploration and development of medium and deep geothermal energy, "geothermal energy +" multi-energy complementary, step by step utilization of key technologies to build a demonstration area for the development and utilization of geothermal energy. Promote the construction of distributed photovoltaic in the whole region in an orderly manner, and promote the green and low-carbon mode of "photovoltaic + industrial plant". Development of hydrogen energy, new energy storage industry, support hydrogen energy enterprises to carry out "system storage, transmission and use" of the whole chain of research and development, and promote the application of electrochemical energy storage and other new energy storage technologies. 2. Strengthening of energy-saving management in the park. Increase the energy-saving review of fixed-asset investment projects, do a good job of effectively linking industrial layout, structural adjustment and energy saving and carbon reduction, strictly control project energy use and carbon emissions, and do a good job of reducing carbon at the source. Carry out budget management of energy use in the park, strengthen the analysis and early warning of energy consumption and carbon dioxide emission control targets, and ensure the successful completion of the dual-control work of energy consumption and carbon emissions. 3. Accelerate the optimization and upgrading of industrial structure. Prioritize the development of strategic emerging industries, actively develop future industries, the full implementation of the "strong chain, extend the chain, make up the chain" project, efforts to cultivate a 30 billion electronic information industry, three 20 billion new energy and new materials, high-end equipment manufacturing, food research and development manufacturing industry. Accelerate the digitalization and upgrading of industries, grasp the construction of key projects, build a number of digital workshops and intelligent factories, and create 5G fully connected factories. 6. Improvement of park infrastructure construction. Strengthen the construction of energy infrastructure, ensure the stability of power supply, heating and gas supply in the park, further introduce natural gas gas sources, build gas peaking reserve facilities, and increase the proportion of natural gas consumption. Accelerate the upgrading of sewage treatment facilities, and strengthen the construction of digital cold chain logistics and other projects and supporting facilities. 7. Accelerate the green development of buildings. 8. Promote the comprehensive utilization of bulk solid waste. Cultivate enterprises for comprehensive utilization of solid waste and comprehensive utilization of resources, and encourage the construction of projects for comprehensive utilization of industrial solid waste; improve the mechanism for source reduction, classification treatment and comprehensive utilization of construction waste, and enhance the level of resource utilization of construction waste. By 2025, the comprehensive utilization rate of general industrial solid waste will reach more than 90%, and the intensity of general industrial solid waste generation will be kept below 0.78 tons/million yuan. 9. Improve the recycling of agricultural solid waste. Actively explore diversified manure return to the field utilization, planting and raising combined development path. By 2030, the comprehensive utilization rate of agricultural solid waste will remain above 95%, the comprehensive utilization rate of livestock and poultry manure will stabilize at above 90%, and the comprehensive utilization rate of straw will strive to reach 100%. 10. Promote the low-carbon and recycling development of the park. Relying on the leading industries to reasonably extend the high value-added downstream industrial chain, and promote the closed-loop circulation of materials among projects, enterprises and industries. Promote by-product and waste exchange, energy integration and water integration through renovation and upgrading to form a model of resource sharing, coupled symbiosis and circular development; support key energy-using enterprises to take the lead in waste heat utilization. Accelerate the improvement of the domestic waste classification facility system, strengthen the construction and transformation and upgrading of facilities, and improve the utilization rate of domestic waste resources. 11. Creating a model of ecological management for pollution reduction and carbon reduction.
