This plan has been formulated to thoroughly implement the “Opinions of the General Office of the People’s Government of Shandong Province on Accelerating the Transformation and Upgrading of the Livestock Industry and Promoting High-Quality Development” (Lu Zheng Ban Zi [2023] No. 196), continuously optimize the modern livestock and poultry farming system, steadily enhance the quality and efficiency of the livestock industry, and accelerate the development of a strong modern livestock city, in accordance with the actual conditions of our city.
I. Overall Objectives
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China and carry out General Secretary Xi Jinping’s important directives on “agriculture, rural areas, and farmers.” We will firmly establish a comprehensive perspective on food security, place high-quality development of the livestock industry in a more prominent strategic position, and adhere to the principles of expanding scale, intensive farming, rational structure, green and low-carbon practices, and cluster development to promote quality and efficiency improvements across the entire industrial chain.By 2025, the city’s breeding sow inventory will exceed 295,000 head, the number of large-scale pig farms will exceed 891, and the output of meat, eggs, and milk will remain stable at over 1.5 million tons. We will strive to achieve a total output value of 30 billion yuan in the livestock industry, with the comprehensive utilization rate of livestock and poultry manure stabilizing at over 90%;By 2030, the sustainable development capacity of the entire livestock industry chain will be significantly enhanced, and the sector’s overall competitiveness will rank among the top in the province.
II. Key Tasks
(I) Promoting the Transformation and Upgrading of Livestock Farming Through Scaling and Specialization
1. Strengthen the development of high-quality breeding systems. Coordinate the layout of conservation farms (resource farms) for breeds such as the Western Shandong Yellow Cattle and Dezhou Donkey to enhance the protection of local breeds, and strive to have the Modern Seed Industry Enhancement Projects for the Dezhou Donkey and Western Shandong Yellow Cattle included in the national project reserve pool. Focusing on broiler chickens and swine, encourage and support the development of livestock and poultry seed industry enterprises, strengthen the selection and breeding of high-quality livestock and poultry breeds, and accelerate the improvement of swine breeding capacity and seed supply standards.Carry out dairy cattle breed improvement to enhance productive traits, and encourage enterprises to conduct germplasm resource identification and utilization, achieving a combination of conservation through utilization and utilization through conservation.By 2025, strive to establish at least two provincial-level or higher local livestock and poultry genetic resource conservation farms (resource farms) and cultivate at least one national-level core breeding farm for livestock and poultry. 2. Establish a Regional Layout Focused on Strengths and Distinctive Features. Each county (city, district) shall scientifically formulate livestock development plans based on the current status of livestock farming, land carrying capacity, and regional characteristics to guide the high-quality development of the livestock industry.Building on the city’s existing foundation for livestock industry development, we will establish three major competitive zones for swine, poultry, and ruminants. In the seven counties (cities, districts) of Xiajin, Pingyuan, Leling, Qihe, Yucheng, Lingcheng, and Linyi, we will advance the development of competitive swine zones and establish a number of standardized, large-scale breeding bases to supply key domestic livestock product markets such as Beijing-Tianjin-Hebei and Jiangsu-Zhejiang-Shanghai;In eight counties (cities and districts)—including Pingyuan, Yucheng, Linyi, Lingcheng, Qihe, Decheng, Ningjin, and Qingyun—we will advance the development of poultry specialty zones, actively promoting the localization of the entire industrial chain encompassing “large-scale farming, centralized slaughter, cold-chain transportation, and chilled product distribution”;Promote the development of key ruminant livestock zones in six counties (cities and districts)—Qihe, Yucheng, Leling, Lingcheng, Linyi, and Wucheng—by strengthening the construction of high-quality milk production bases, orderly developing dairy processing, and fostering the high-quality development of the city’s ruminant livestock industry.Accelerate the development of local specialty industries tailored to local conditions, such as the Dezhou donkey in Yucheng and Ningjin, the Luxi Yellow Cattle in Lingcheng and Ningjin, and meat pigeons in Wucheng and Pingyuan. (Led by the Municipal Bureau of Agriculture and Rural Affairs, with support from the Municipal Development and Reform Commission)
3. Foster a diversified structure of livestock industry entities. Continuously tap into potential and leverage advantages to adjust and optimize the livestock industry structure. Adhere to the principles of stabilizing the swine sector, upgrading the poultry sector, increasing cattle and sheep herds, revitalizing the dairy industry, and promoting specialty sectors. Improve the regulation of swine production capacity to ensure that both the city’s breeding sow inventory and the number of large-scale pig farms exceed their target objectives. Optimize the meat consumption structure and increase the proportion of poultry meat. Advance projects such as expanding and improving beef cattle production to increase the inventory of breeding cattle and sheep.Encourage leading large-scale swine farming enterprises to integrate more small-scale and scattered farmers into the industrial management system through contracts and orders, cultivate a group of moderately-sized family farms, and gradually reduce the proportion of small-scale, scattered farming. By 2025, the proportion of large-scale livestock and poultry farming in the city will reach 90%. Accelerate the development of specialized socialized service organizations for manure utilization and the production and supply of high-quality forage and feed. 4. Continuously enhance the capacity to stabilize production and ensure supply. Building on the foundation of stable swine production capacity, strengthen monitoring and early warning systems to guide various farms and households in making reasonable production arrangements. Strengthen the development of high-quality milk production bases, promote the integration of “production, processing, and sales” at the source, and facilitate a balance between supply and demand in the dairy industry, with milk production stabilized at around 300,000 metric tons by 2025.Implement the Five-Year Action Plan for the Development of Beef and Sheep Production to stabilize cattle and sheep production, with cattle slaughterings stabilized at 400,000 head and sheep slaughterings at approximately 1.7 million head by 2025. Promote the clustered development of the poultry industry, with poultry slaughterings stabilized at 200 million head and egg production at approximately 500,000 metric tons by 2025. (2) Promote the Transformation and Upgrading of Facility-Based Livestock Farming through Intensification and Digitalization
1. Advance the transformation and upgrading of farming methods. Guide the development of standardized, moderate-scale farming; promote the renovation and upgrading of livestock and poultry farming infrastructure; increase support for livestock machinery and equipment through agricultural support policies at all levels; and enhance the mechanization level of livestock production.Promote the adoption of advanced technologies and equipment—such as precision feeding, intelligent environmental control, multi-tiered farming, and agro-photovoltaic integration—in poultry, swine, cattle, and sheep farming. Vigorously support the integration and demonstration of technologies including modern livestock facility design, livestock growth monitoring, and intelligent diagnosis and prevention of animal diseases. Deepen the revitalization of the dairy industry by encouraging the establishment of interest-linkage mechanisms between dairy enterprises and farmers, ensuring reasonable returns for farmers, and guiding the specialized and specialized development of dairy farming.(The Municipal Science and Technology Bureau and the Municipal Agriculture and Rural Affairs Bureau shall be responsible in accordance with their respective duties)
2. Promote efficient and intensive facility-based livestock farming.Implement the Modernization and Upgrading Initiative for Facility-Based Livestock Farming, promote the efficient use of agricultural subsidies, and encourage project implementers and farming households to install facilities such as precision feeding systems and intelligent environmental control systems. Actively promote new models such as digital and intelligent dairy farming and efficient, park-style farming of beef cattle and sheep. Utilize market-based approaches to establish appropriately scaled livestock farming clusters, guide small and medium-sized farming households to relocate from villages to industrial parks, improve the output efficiency of farming land, and continuously enhance the level of intensification.By 2025, the mechanization rate of livestock and poultry farming will reach 65%. 3. Drive livestock development through digital and intelligent empowerment. Accelerate the integration of livestock information resources and fully leverage platforms such as the “Shandong Province Smart Livestock Business Support Service System” to advance digital applications and intelligent supervision across all stages, including livestock farming, input supervision, disease prevention and control, quarantine supervision, livestock slaughter, monitoring and early warning, and online training, ensuring full traceability of livestock product quality and safety throughout the entire process.Encourage enterprises engaged in breeding, slaughter, and processing to utilize information technologies such as the Internet of Things (IoT), cloud computing, and big data to accelerate transformation and upgrading, and promote the widespread application of digital technologies across the entire livestock industry chain, including production, processing, and sales. Accelerate the development of smart livestock application bases and smart farms, reaching 24 and 6 respectively by 2025. (Responsibility: Municipal Bureau of Agriculture and Rural Affairs)
(3) Promote the Transformation and Upgrading of Processing and Operations Toward an Integrated, Full-Chain Approach
1. Adopt a multi-pronged approach to extend the industrial chain. Guided by the goal of building a “renowned food city,” accelerate the development of the full livestock industry chain. Focusing on core leading industries such as swine, broiler chickens, and dairy cattle, cultivate and strengthen chain-leading enterprises, industry leaders, and key enterprises to form industrial consortia. Continuously extend, supplement, and strengthen the industrial chain, promoting integrated operations in breeding, slaughter, processing, distribution, and sales to help enterprises grow and become stronger.Vigorously promote centralized slaughter of cattle and sheep. In accordance with the “Dezhou City Plan for the Establishment of Centralized Livestock and Poultry Slaughter Facilities,” accelerate the construction of centralized cattle and sheep slaughter enterprises. Drive quality improvements and efficiency gains at beef and sheep slaughter enterprises in Lingcheng, Yucheng, Leling, Ningjin, Qihe, Linyi, Pingyuan, and Wucheng, and encourage the development of integrated full industrial chains encompassing breeding, slaughter, deep processing, and cold-chain logistics.Implement the Dairy Industry Revitalization Project to expedite the commissioning and full operation of key dairy processing projects, and establish a fully integrated industrial chain encompassing forage cultivation, dairy farming, and dairy product processing. Encourage enterprises to innovate and develop ready-to-cook meal products, and promote the organic integration of slaughter and processing enterprises with the ready-to-cook meal industry. By 2025, strive to establish six standardized slaughter enterprises at the provincial level or above, and guide the development of approximately 10 full-chain enterprises.(Responsibility lies with the Municipal Bureau of Agriculture and Rural Affairs, the Municipal Bureau of Industry and Information Technology, the Municipal Bureau of Transportation, and the Municipal Bureau of Commerce according to their respective duties)
2. Promote supply chain supplementation through multi-party collaboration. Strengthen chain-based thinking, explore and improve mechanisms for linking research, seed sources, breeding, disease prevention, feed, veterinary drugs, slaughter, distribution, and branding, and enhance mutual support and cooperation among related industrial chains.Accelerate the development of socialized service organizations for livestock and poultry farming to provide farmers with diversified production services, including high-quality breeding, disease prevention and control, supply of inputs, forage harvesting and storage, safe disposal of dead livestock and poultry, and resource utilization of manure and wastewater. Support slaughter and processing enterprises, as well as logistics and distribution companies, in improving their cold-chain logistics and distribution systems, and gradually build a cold-chain logistics infrastructure network that effectively connects major production areas with major consumption areas.Supervise and guide enterprises in establishing food safety traceability systems. (The Municipal Bureau of Agriculture and Rural Affairs and the Municipal Bureau of Commerce shall be responsible according to their respective duties)
3. Build Brands to Strengthen the Industry Chain. Leveraging the “Dezhou Flavor” regional public brand, we will build upon the strengths of Dezhou’s high-quality livestock and poultry farming sector. We will focus on expanding the market for distinctive livestock products such as Dezhou Roast Chicken and Luxi Yellow Cattle, and prioritize enhancing the capacity for deep processing of livestock products. We will cultivate integrated enterprise brands covering breeding, processing, and sales to achieve the coordinated development of livestock product quality, brands, and the industry.By 2025, cultivate 22 corporate livestock product brands and establish 3 livestock product science popularization bases. (IV) Promoting the Transformation and Upgrading of Development Models with a Focus on Ecological, Green, and Low-Carbon Principles
1. Enhance animal disease prevention and control capabilities. Strengthen the joint prevention and control mechanism for major animal diseases, improve interdepartmental coordination in the prevention and control of zoonotic diseases, and formulate a screening plan for brucellosis targeting key populations.Accelerate the construction of brucellosis-free farms and disease-free zones; by 2025, more than 30% of large-scale dairy farms in the city will meet brucellosis-free or disease-free standards. Accelerate the standardized construction of township veterinary stations and the renovation and upgrading of veterinary laboratories, and strengthen the staffing and capacity building of professional technical personnel in county-level veterinary laboratories.By 2024, complete the standardized construction of 13 township veterinary stations and the renovation and upgrading of 3 county-level negative-pressure Biosafety Level 2 laboratories. By 2025, complete the standardized construction of at least 60 township veterinary stations citywide, and ensure that Lingcheng, Yucheng, Leling, Qihe, Linyi, Pingyuan, and Xiajin each complete the construction of at least one negative-pressure Biosafety Level 2 laboratory.Promote the establishment of a long-term mechanism for the harmless disposal of dead livestock and poultry, strengthen coordination among counties (cities, districts) regarding the entrusted disposal of dead livestock and poultry, and maintain a centralized harmless disposal rate of over 95%. Continue to strengthen the disinfection of vehicles used to collect dead livestock and poultry, as well as risk monitoring. Implement and refine subsidy policies for the harmless disposal of dead livestock and poultry, and disburse relevant subsidy funds in a timely manner.(Led by the Municipal Bureau of Agriculture and Rural Affairs; the Municipal Public Security Bureau, Municipal Finance Bureau, Municipal Transportation Bureau, and Municipal Health Commission shall assume responsibility in accordance with their respective duties)
2. Improve the quality and safety assurance system. Establish and refine a grid-based management mechanism for the livestock industry, and promote data interoperability and mutual verification between meat quality inspection certificates and animal quarantine certificates (for animals/products).Implement the commitment-based conformity certification system for edible agricultural products and strive for a 100% issuance rate of such certificates by legally designated entities. Conduct special rectification campaigns targeting high-risk areas such as the illegal addition of “clenbuterol” in cattle and sheep farming, the unauthorized slaughter of diseased or dead livestock and poultry, the misuse of antimicrobial drugs, and the illegal addition of banned substances in raw milk.Deepen coordination among agricultural safety, food safety, and public security authorities; strengthen the linkage between administrative and criminal enforcement; establish a collaborative mechanism for full-process supervision and management of livestock product quality and safety; enhance data and information sharing among departments; and conduct regular consultations on livestock product quality and safety risks. Thoroughly carry out supervisory sampling and testing of livestock products and livestock inputs to ensure that the overall compliance rate for livestock product quality and safety across the city remains at 98% or higher. 3. Enhance the level of green and low-carbon development.Adhere to a governance approach centered on source reduction, process control, and end-use utilization. Promote water-saving technologies and models; implement initiatives to reduce and replace soybean meal in animal feed and conserve grain; promote low-nitrogen, low-phosphorus, and low-mineral feed; guide large-scale farms to adopt clean energy for heating; construct and improve manure treatment facilities; strengthen odor emission control; deeply advance the resource utilization of livestock waste; build a number of beautiful ecological pastures; and continuously improve the level of ecological livestock farming.We will deepen the long-term mechanism for returning manure to farmland and vigorously promote the “three-way recycling” ecological farming model, aiming to establish two model bases integrating crop cultivation and animal husbandry within three years. We will carry out a special campaign to regulate the use of drugs in livestock and poultry farming and continue to promote the reduced use of veterinary antibiotics. By 2025, we aim to establish 20 Qilu model demonstration enterprises for feed and veterinary drugs and cultivate two Qilu brand enterprises for traditional Chinese veterinary medicines.(Led by the Municipal Bureau of Agriculture and Rural Affairs; the Municipal Bureau of Ecology and Environment is responsible according to its respective duties)
III. Support Measures
Relevant municipal departments and units shall, in accordance with their respective responsibilities and in conjunction with the objectives and tasks, formulate specific measures to facilitate the transformation and upgrading of the livestock industry. All counties (cities, districts) shall improve and streamline efficient working mechanisms, reinforce accountability, and ensure the full implementation of all tasks and objectives.Make full use of interest subsidy policies for modern facility agriculture construction loans to leverage more financial and social capital toward modern facility agriculture projects. Secure land for livestock industry development, support and encourage the revitalization and utilization of idle land in existing farming operations, and explore effective methods to consolidate fragmented plots.We must deepen reforms to streamline administration, delegate power, and improve services; simplify approval procedures such as environmental impact assessments and animal disease prevention and control certification; shorten approval times; and strengthen oversight during and after the process.
