Object of evaluation
Industrial enterprises above the scale (mining, electricity, heat, gas and water production and supply enterprises excepted) and the actual land of more than 3 acres of industrial enterprises below the scale (including). leased plant enterprises).
II. Evaluation Methods
Evaluation indicators are set separately for industrial enterprises above and below the scale.
(I) Industrial enterprises above scale. 25% of tax revenue per unit of land, 20% of sales revenue per unit of land, 10% of sales revenue per unit of energy consumption, 10% of sales revenue per unit of pollutant emissions, 10% of sales revenue per unit of water consumption, 10% of R&D investment intensity, 5% of full labor productivity, and 10% of investment in technological transformation (1 point for 500,000 yuan of investment, out of a total of 10 points).
(ii) industrial enterprises below scale. 50% of tax revenue per unit of land, 50% of sales revenue per unit of land.
(iii) Scoring method. The benchmark score for comprehensive evaluation is 100 points, and the benchmark score for each evaluation index is determined according to the weight of the index.
The highest score for a single indicator is 1.5 times the weighted score, and the lowest is 0 points.
Individual indicators benchmark value with reference to the previous year the average value of the indicator 2 times to determine, no previous year's indicators in accordance with this year's average value of 2 times to determine.
Calculation method: enterprise comprehensive evaluation score = ∑ (enterprise indicators ÷ indicator benchmark value) × indicator weight.
Three, data collection
(a) Sound working mechanism. The establishment of the Economic Development Bureau, led by the general, finance, natural resources and planning, ecological environment, water supply and other departments in close coordination with the work of the promotion mechanism, improve the departmental information sharing mechanism related to enterprises, and work together to do a good job in all aspects of the data collection, to ensure that the data is reliable, true and complete.
(ii) Strict collection standards. The indicators determined by the municipal level are the city's unified requirements must be collected indicators, in strict accordance with the interpretation of the indicators to carry out data collection, shall not arbitrarily change the caliber of the indicators and collection channels.
(c) Improve the workflow. Relevant data indicators, the data source departments were provided by the electronic version and paper version (stamped with the official seal of the unit), sent to the Economic Development Bureau to summarize and unify the views of enterprises, enterprises raised objections to be verified and adjusted by the relevant functional departments. The explanation of the main indicators and data sources see Annex 1.
(d) Strictly control the scope of use. The data collected are only for the evaluation of "mu-yield efficiency", and the relevant departments at all levels should strictly protect the information security of enterprise data, which shall not be disclosed or diverted for other purposes except as otherwise provided by laws and regulations.
Four, evaluation results
(A) results of classification
According to the above-scale and below-scale 2 caliber, based on the comprehensive evaluation score, the enterprise will be divided into A, B, C, D four categories. In principle, the proportion of enterprises in category A shall not exceed 20%, and the proportion of enterprises in category D shall not be less than 5%.
(II) Result Correction
For the relevant special circumstances, based on the comprehensive evaluation, the following provisions may be implemented:
1. Protection. A special protection period of three years shall be granted to new enterprises after the completion of the construction cycle of new land-supply projects, "small-sized enterprises", and enterprises entering bankruptcy and reorganization procedures, and they shall not participate in the evaluation during the protection period. (For former regulated enterprises that have retired from regulation and then upgraded again from 2023 onwards, they will no longer enjoy the 3-year protection period for newly upgraded enterprises.)(Determined by the Economic Development Bureau).
2. Upgrading. The following enterprises will be upgraded by one grade:
(1) those whose annual output value exceeds 10 billion yuan (recognized by the Economic Development Bureau);
(2) those whose annual tax revenue exceeds 10 million yuan; and those whose annual tax revenue exceeds 2 million yuan and is higher than the average level of the participating enterprises (recognized by the Economic Development Bureau);
(3) those who have established provincial-level and above engineering research centers, industrial innovation centers, key laboratories, technology innovation centers, manufacturing innovation centers, enterprise technology centers, industrial design centers, science and technology business incubators and other innovation carriers (as determined by the Economic Development Bureau);
(4) in the current year was identified as the provincial level and above, "single champion", specializing in the new "small giants" and "gazelle enterprises" (recognized by the Economic Development Bureau);
(5) listed on the Shanghai and Shenzhen stock exchanges or overseas stock exchanges and listed on the National Small and Medium-sized Enterprises Stock Transfer System in the same year (recognized by the Finance and Economy Bureau);
(6) listed in the National Small and Medium-sized Enterprises Stock Transfer System in the same year (recognized by the Finance and Economy Bureau); and (determined by the Economic Development Bureau);
(6) enterprises undertaking major science and technology programs at or above the provincial level or winning science and technology awards at or above the provincial level, and listed in the municipal high-growth enterprise cultivation directory (determined by the Economic Development Bureau);
(7) enterprises included in the list of provincial-level key projects in the current year, and enterprises that have won the National Industrial Strengthening Project special support projects (determined by the Economic Development Bureau);
3. One-vote veto
(1) Enterprises with one major or above or bad impact production safety liability accidents, environmental liability accidents and food safety accidents occurring in the current year, as well as enterprises that have failed to complete the annual energy conservation and emission reduction and production capacity reduction tasks, and those that do not meet the standards of environmental protection, energy consumption, quality and safety, and those that are included in the elimination plans clearly defined by all levels of governments, will be subject to a one-vote veto and shall not be be listed in Category A (determined by the Economic Development Bureau, the Ecological Environment Bureau, the Emergency Management Bureau, and the Approval and Service Bureau);
(2) Enterprises that should have participated in the comprehensive evaluation but failed to do so, and enterprises that provided false information are directly listed in Category D (determined by the Economic Development Bureau);
(3) Enterprises that are actually occupying the land but have not produced outputs or are determined to be dismantled are directly listed in Category D (determined by the Economic Development Bureau) (determined by the Economic Development Bureau).
The above list of specific enterprises will be finalized by the Leading Group of the Comprehensive Evaluation Work of the Development Zone.
V. Application of Results
Based on the results of the comprehensive evaluation of the mu-yield efficiency of the enterprises, we will increase the incentives and rewards for the enterprises of categories A and B in resource allocation, guide the enterprises of categories C and D to improve the efficiency of the utilization of resource elements and enhance the level of production efficiency, formulate and implement the differentiated policies on land use, electricity and water use, etc., in accordance with laws and regulations, and push forward the resource elements to the enterprises with a high comprehensive evaluation. Clustering of resource elements to enhance the efficiency of resource elements utilization.
(1) Implementing differentiated pricing policies.
The Economic Development Bureau, finance, power supply companies and other departments and units have implemented differentiated pricing policies for electricity, water, gas and other resource factors to force enterprises to improve the efficiency of resource factor utilization. Strengthen the use of differential pricing policy levy special management and audit, to ensure that it is used to support the transformation and upgrading of industries and enterprises and innovative development.
(ii) Implementing differentiated land use policies.
Natural Resources and Planning Branch of the unit of resource factors with high output of enterprises to give priority to land security, the output of low restrictions on land supply.
(3) Implementation of differentiated energy use and emission policies.
The Economic Development Bureau and the Ecological Environment Sub-bureau shall implement differentiated energy use and pollutant emission index supply policies, giving priority to enterprises with high output per unit of resource elements, and cutting back on those with low output.
(d) Implement differentiated capacity utilization policies.
Departments and units such as the Economic Development Bureau, the Ecological Environment Sub-bureau, and power supply companies should implement differentiated measures for different categories of enterprises in terms of staggered production, orderly use of electricity, and elimination of backward production capacity.
(v) Implementing differentiated credit policies.
The Bureau of Finance and Economics and major banks are to implement differentiated credit policies in terms of credit ratings, loan access, loan credit, innovation in guarantee methods, innovation in repayment methods, and preferential loan interest rates, which are linked to the evaluation results.
Differentiated measures for different categories of enterprises and their implementation rules, classification of differentiated measures in principle:
Category A enterprises. Concentrate advantageous elements to support the accelerated development of category A enterprises. Priority for project approval and filing. Priority to guarantee land demand. Priority protection of electricity and water. Priority for new energy use, total emissions targets. Priority to enjoy all kinds of support and incentive policies.
Type B enterprises. Encourage enterprises to carry out technological transformation, formulate practical transformation and upgrading programs for short boards, and transform and upgrade them in a limited period of time. Appropriate support for land demand. Reasonable support in the use of electricity and water. Encourage participation in trading of energy use indicators and pollutant emission rights. Appropriately enjoy various supportive incentive policies.
Category C enterprises. Support enterprises to carry out energy saving and emission reduction, clean production and other technological transformation. Promote enterprises to make full use of the existing land, plant, equipment resources to implement "zero-land" technological transformation, the development of practical transformation and upgrading programs for the shortcomings of the deadline for the transformation and upgrading of the expiry of the promotion of its integration and reorganization or relocation of the upgrading of no significant improvement. In principle, no new energy use and pollutant emission targets. In principle, do not enjoy all kinds of support and incentives. Included in the second echelon of peak production, elimination of backward production capacity, production capacity, orderly use of electricity and other plans for the object.
Category D enterprises. Implementation of differentiated electricity and water pricing policies, laddering of tariff increases on top of existing electricity and water prices. No support for new land demand. Prohibit new energy use and total pollutant emission targets. Not to enjoy all kinds of incentives and support policies. Included in the first echelon objects of the staggered production, elimination of backward production capacity, de-capacitation, orderly use of electricity and other programs.
Sixth, the relevant requirements
(a) clear departmental responsibilities. The establishment of the main leaders of the management committee as the responsible person, the relevant departments and units responsible for the members of the work of the task force, the task force office is located in the Economic Development Bureau. The relevant departments and units should strengthen the synergy and cooperation, strengthen the supervision and promotion of the pilot work of the department and unit and business guidance, timely grasp of the progress, coordination and resolution of difficulties and problems.
(ii) Strict work procedures. Strictly in accordance with the relevant provincial departments to determine the content of the indicators, data standards, to ensure that the data collection and processing is accurate and standardized, safe and timely, and the evaluation results are objective and fair. The classification of industrial enterprises under the jurisdiction of the implementation of resource factor differentiation policy, to properly handle the relationship between reform, development and stability.
