I. Encourage market players to become bigger and stronger

1. Increase the subsidies for enterprise housing. Enterprises (projects) that meet the conditions for admission to the park will be given office space of up to 500 square meters, production space of up to 1500 square meters of rent subsidies for five years, with a maximum subsidy of 2 million yuan per enterprise. The maximum subsidy per enterprise is 2 million RMB. Among them, the rent subsidy for office space is not more than 500 square meters according to the actual rented area of the enterprise. 300 square meters or less, the full rent is subsidized for the first 3 years, and 50% is subsidized for the second 2 years; for the part of office space exceeding 300 square meters and up to 500 square meters, the rent is subsidized for the first 3 years, and 50% is subsidized for the second 2 years, and the full rent is charged for the second 2 years. Production rooms are fully subsidized for the first 2 years, and full price rent is charged for the exceeding part.

2. Supporting enterprises to accelerate growth. Provincial and municipal gazelle enterprises recognized for the first time, a one-time award of 500,000 yuan and 100,000 yuan, respectively. For the newly recognized national-level specialties and new "small giants" enterprises, a one-time award of 2 million yuan. For newly recognized provincial-level specialized, special and new enterprises, a one-time award of 200,000 yuan will be given. For newly recognized provincial unicorn enterprises, a one-time award of up to 6 million yuan will be given according to 30% of the local economic contribution of the district in the previous year.

3. Support enterprises to become bigger and stronger. Enterprises (organizations) whose first annual business revenue reaches 20 million yuan or more will be given 100,000 yuan per year according to the number of consecutive years they have been included in the system, with a maximum of three years' reward. Enterprises (organizations) whose first annual operating income exceeds 50 million yuan will be given an additional 200,000 yuan as a one-time reward. In line with the operation of the Ministry of Industry and Information Technology monitoring platform, software (including embedded software) information technology services industry, and fill in the conditions for three consecutive years, a one-time award of 50,000 yuan.

4. Support the creation of leading enterprises. Awarded the national digital economy innovation, Internet, software and information technology services, electronic information and other areas of the top 500 companies, a one-time award of 1 million yuan.

5. Supporting the introduction of park operation enterprises. Encourage domestic and foreign well-known operation and management team to operate the park in the district, in accordance with the relevant evaluation and decision-making mechanism of the management committee "a proposal", to give operating subsidies and rent subsidies.

II. Encouragement of digital economy technology research and development

6. Support the cultivation of innovative enterprises. For the first time to identify high-tech enterprises, given 500,000 yuan reward, re-identification of 100,000 yuan reward. Recorded as a national science and technology-based small and medium-sized enterprises, and included in the district high-tech enterprise cultivation pool, given 50,000 yuan reward; into the city high-tech enterprise cultivation pool, given 100,000 yuan reward.

7. Support enterprise rating assessment. The new national "two integration management system", CMMI, ITSS, DCMM, DSMM and other qualification certification of enterprises, in accordance with no more than 90% of the average certification cost of the declared project to give subsidies, the maximum subsidy of 500,000 yuan per enterprise per year.

8. Support enterprises to increase R & D investment. Provincial recognition of the issuance of financial assistance funds for enterprise R & D costs, to give 1:1 district-level matching, up to 500,000 yuan.

9. Support the construction of technology research and development platform. First identified as a national engineering research centers, enterprise technology centers, technology innovation centers, national laboratories, to give the lead construction unit of up to 5 million yuan one-time award, the first identified as a provincial science and technology innovation R & D platform, to give the lead construction unit of 200,000 to 1 million yuan one-time awards.

10. Support the cultivation of high-value intellectual property rights. For invention patent authorization, high-value invention patents, job invention patent authorization, the annual number of new effective invention patents, patent awards above the municipal level, computer software copyright units and individuals will be given a one-time award.

11. Support participation in the formulation of industry standards. In the field of artificial intelligence, blockchain, Internet of Things and other advanced digital technologies, hosting the formulation and revision (ranked top two) of group standards, local standards, industry standards, national standards, international standards, after the promulgation and implementation of the standards, a maximum of 1 million yuan one-time incentive. Participation in the formulation and revision of the above standards, in accordance with the statistical standard 10% reward.

Three, encourage support for the application of digital economy technology

12. Support the development of digital application scenarios. Included in the national and provincial recognition of cross-industry and cross-field industrial Internet platform, according to no more than 30% of the total investment in the construction of the platform to be subsidized, respectively, the maximum subsidy of 10 million yuan, 5 million yuan. For industry-specific industrial Internet platforms, no more than 30% of the total investment in platform construction will be subsidized, with a maximum subsidy of 2 million yuan.

13. Support the effective input of digital technology reform. Investment of more than 1 million yuan of intelligent, digital, green technology reform projects, according to no more than 10% of the project equipment (including integrated solutions, software) investment to give subsidies, the same enterprise (excluding affiliates) the maximum subsidy of 500,000 yuan. For industrial Internet application projects assessed at all levels, with obvious application effects and demonstrative significance, they will be rewarded at 10%-30% of the actual total investment, with a maximum reward of 2 million yuan.

14. Support the development of new products for the digital economy. For the first version of software products (including industrial APP) with international or domestic leading technology level, independent intellectual property rights and good value of popularization and application, it will be rewarded by 30% of the cumulative amount of the sales contract arriving within 1 year after the sale of the product, with the maximum reward of 1 million yuan.

Four, encourage support for digital economy industry activities

15. In the Huang Bohai Sea New Area to organize important events in the field of digital economy, industry forums, technical achievements release and other activities, in the industry to have a greater impact on the achievement of significant results, will be awarded. At home and abroad has an important position, have a significant impact on the industry events and activities, a proposal.

V. Support for the digital economy industry factors to ensure

16. The establishment of park equity investment funds, participation in the development of good growth of enterprise projects, quality projects to give equity investment support.

17. Support the securitization of corporate intellectual property. To patents, copyrights and other intellectual property rights as the underlying assets of the public issuance of asset securitization products issued by the main body to give a one-time funding. For enterprises in the region through intellectual property rights securitization to achieve financing to subsidize the interest rate, the risk of default to the issuer of risk compensation.

18. Support the innovation and entrepreneurship of digital economy talents. The top talents, leading talents, young talents (team) to the development of the district to give funding, living and home purchase subsidies, in the talent housing, travel, fine service priority protection. With major projects to the district innovation and entrepreneurship of the top talent (team) to implement "a one-off".

The funds required for this policy will be charged to the special funds set up by the Management Committee. If there is any duplication or crossover between this policy and the higher-level policies or the existing policies in the district, it will be implemented in accordance with the principle of not repeating the same thing at a higher level.

Enterprises that have suffered major production safety accidents, major environmental pollution and ecological damage, as well as other violations of the law, will be disqualified from enjoying policy support.

Enterprises that have signed investment agreements with the management committee and relevant departments, the same type of support terms are not superimposed on the enjoyment of this policy, and special circumstances "one case at a time".

This policy shall come into force on May 1, 2024, and shall be valid for five years, and shall be revised according to the actual situation if the national and provincial and municipal policies and industry-oriented adjustments are made during the implementation period.
