Chapter I  General  Rules


Article 1  To further strengthen and standardize the management of the construction of government affairs informatization projects in the whole region, to promote the cross-sectoral and cross-level interoperability of government affairs information systems, information sharing and business synergies, and to improve the effectiveness of the use of financial funds. According to the "General Office of the State Council on the issuance of national government affairs informatization project construction management approach notice" "Shandong Province, big data development to promote regulations" and "Jining City, government affairs informatization project construction management approach" and other relevant provisions, combined with the actuality of our region, the development of this approach. information system, information resource base, information security infrastructure, e-government infrastructure (data center, server room, etc.), e-government standardization system and related support system, etc., which are in line with the provisions of the Definition and Scope of Government Information System.

The government departments referred to in the preceding paragraph are the district governments, courts, procuratorates, and the departments (units) directly under them, and so on.

Article 3  Government informatization projects should adhere to the principles of integrated planning, intensive construction, demand-oriented, multi-span synergy, shared, safe and reliable, the implementation of the construction and operation and maintenance of the full-caliber management, to fulfill the planning, evaluation and approval procedures, and through the Jining City integrated government information project management system (hereinafter referred to as "project management system") to enhance project management. Article 4  Party and Government Office (Big Data) is the government information technology project department, responsible for district-level government information technology project planning, review, project, acceptance, evaluation and full life cycle of record management.

The Party and Government Office (Network Information) is responsible for the security supervision of government affairs informatization projects, and guides and supervises the implementation of network security review system requirements by project construction units.

The Party and Government Office is responsible for guiding, supervising and checking the application of passwords for government affairs informatization projects.

Departments are responsible for the coordination, planning, review, declaration, construction, operation and supervision and management of government informatization projects in their own departments and systems and other related work.

Chapter II  Project evaluation

Article XIII  The project construction unit should establish a long-term mechanism for information sharing to ensure the realization of data sharing and open requirements, data resources should be included in the district data centralized management platform.

Article XIV   Priority support for national and provincial and municipal pilots, people's livelihood protection, optimization of the business environment and other related government information technology projects, focusing on supporting the construction of a strong basis and feasibility of government information technology projects.

Article 15  Cross-departmental, cross-level shared projects should be led by the project lead department in conjunction with the co-construction of the department to form a project overall program, integrated to promote the implementation.


Chapter III  Project Management


Article 16  The government information technology project by the Party and Government Office (Big Data) based on the project review unified project, the Administrative Approval Service Bureau shall be supporting the government information technology platform for the construction of the project approval documents copied to the government information technology The competent department of the project.

Chapter IV  Financial budget management

Article 25  For not according to the requirements of the convergence of shared open data resources, not according to the requirements of the use of the region's unified government information infrastructure resources, does not meet the requirements of the cryptographic applications and network security, poor performance evaluation results, the existence of major security risks, not according to the requirements of the project management system for the record of the progress of the construction of the project, the project construction unit shall not apply for funding for operation and maintenance. In principle, the government information technology project construction overspending will not be compensated for the project construction objectives and content of the project remains unchanged, the total project investment balance, in accordance with the relevant provisions of the balance of funds will be returned in accordance with the original channels.

Article 26  Finance Bureau (State-owned Assets Supervision and Administration Bureau) according to the views of the project, the project construction progress, in accordance with the annual budgetary arrangements, do a good job of government informatization project construction and operation and maintenance funds.


Chapter V  Procurement and contract management


Article 27  Finance and Finance Bureau (State-owned Assets Supervision and Administration Bureau) is responsible for the supervision and management of government procurement, government informatization projects belonging to the scope of government procurement should be carried out in accordance with the procurement procedures of government procurement.

Article 28  The project construction unit shall be strictly in accordance with the audit and approval of the procurement content and procurement methods to organize procurement, in the winning (transaction) notice issued within 10 working days from the date of signing the formal procurement contract, the contract shall be signed within 10 working days after the completion of the project management system for the record.

Article 29  The project construction unit shall strengthen the legality of the project contract review, hire a special legal adviser to ensure that the contract terms set up legal compliance, the contents of the contract generally include the name of the project, the subject matter of the content, scope and requirements, fulfillment of the plan, location and mode, the confidentiality of the technical information and data, the attribution of the technical results and the distribution of income, acceptance criteria and methods, the interpretation of terms and terminology and other clauses. Documents related to the fulfillment of the contract can be part of the contract as agreed.

Article 30  The project contract should be clear that the project generates the system, components, documents and other related results of intellectual property rights belonging to the project; generated data and derivative data, etc. to the project construction unit all. The contract shall clearly agree to violate the intellectual property rights provisions of the responsibility to be borne.

The contract shall specify the project implementation cycle, the scope of warranty, the warranty period and the warranty responsibility, etc. The implementation cycle shall not exceed 3 years, and the warranty period shall not be less than 2 years in general.


Chapter VI  Project implementation and change management


Article 31  The project construction unit shall be strictly in accordance with the project approval department approved the construction program and the investment budget for the implementation of project construction.

Article 32  The project construction unit shall be determined by the statutory procedures for project implementation agencies and project responsibility, to strengthen the overall coordination of the entire process of the project, to strengthen the quality of project construction, progress, funding, contract management, to encourage the introduction of business consulting, project supervision, testing and evaluation services, in accordance with the relevant provisions of the commissioning of services with the appropriate qualifications for the control of the project construction, and the related costs can be incorporated into the project Investment budget.

Article 33  For the construction objectives, construction sites, project budgets, the main construction content and construction progress and other major changes, the project construction unit should be submitted to the project approval department in advance to adjust the application to re-execute the approval procedures, changes in the project management system for the record.


Chapter VII  Acceptance and performance evaluation management


Article 34      government information technology projects to implement the acceptance system. Article 36  The project construction unit should be in the project completion and acceptance and put into use or operation of the project each year to carry out a self-evaluation of the project, self-evaluation report submitted to the Party and Government Offices (big data). According to the self-evaluation of project construction, the Party and Government Office (big data) commissioned a third-party testing and evaluation organization to carry out post-evaluation work. Project evaluation as an important basis for subsequent arrangements for operation and maintenance funds.


Chapter VIII  Network and Information Security Management


Article 37  Project construction units should be in accordance with the "People's Republic of China Network Security Law" "People's Republic of China Data Security Law" "People's Republic of China Personal Information Security Protection Law" and other relevant provisions, the implementation of network security management responsibilities and technical measures, the implementation of network security technical measures and informatization projects as a whole, one planning, one construction, one use. New government informatization project network security budget is not less than 5% of the total project budget.

Article 38  The project construction unit shall implement the national password management laws and regulations, policies and standards and norms of the requirements of synchronized planning, synchronization, synchronization of construction, synchronization of the operation of the password protection system, and regularly carry out the security assessment of the password application.

Article 39  The project construction unit shall, in accordance with the relevant provisions of the clear network security agency personnel, the implementation of the requirements of the level of protection, the use of hardware and software products in line with the safety and reliability requirements, to strengthen the full life cycle of the data security and protection of personal information, and regularly carry out risk assessment of network and information security, and effectively guarantee the safe and stable operation of government information systems.


Chapter IX  Supervision and Administration


Article 40  The project construction unit shall accept the supervision and administration of the project management, supervision, auditing, procurement supervision and management of the project management, with performance evaluation, auditing and other supervisory and management work, and faithfully provide the relevant information and circumstances of the construction project. Information and circumstances, shall not be rejected, hidden, concealed.

Article 41  Party and Government Office (Big Data), Finance and Finance Bureau (State-owned Assets Supervision and Administration Bureau), Party and Government Office (Network Information) in conjunction with the relevant departments in accordance with the division of responsibilities, the government information technology project is in line with the requirements of the state, provinces and municipalities related to the sharing of information on government affairs, as well as the project construction of bidding and procurement, the use of funds, the application of passwords, network security and other supervision and management. The network security supervision department shall strengthen the security supervision of government information system according to law, and guide and supervise the project construction unit to implement the requirements of network security review system.

Departments should strictly comply with the relevant laws and regulations on passwords, build an all-round, multi-level, consistent protection system, the requirements of the use of cryptographic technology, and regularly carry out security assessment of cryptographic applications, to ensure that the operation of government information systems security and data security of the sharing and exchange of government information resources.

Article 42  Audit organs shall strengthen the audit of government information systems in accordance with the law, to promote the use of special funds real, legitimate and efficient, and promote the improvement and supervision of the implementation of relevant systems and policies.

Article 43  The project department in charge and the relevant supervisory departments shall strengthen the application of performance evaluation and post-project evaluation results, according to the evaluation results of government information technology project problems with rectification advice, guidance to improve the relevant management system.

Article 44  Without the establishment of the government information technology projects are not allowed to build. Construction unit of private or unauthorized construction of the project caused by security accidents or other responsible accidents by the construction unit to assume full responsibility.

Article 45   Units or individuals in violation of the provisions of this approach, without the implementation of the project, audit, filing procedures, or due to mismanagement, falsehoods, resulting in serious over-budget, poor quality, loss and waste, security accidents, or other accidents, the relevant departments shall be notified of the criticism, and bears direct responsibility for the competent personnel and other responsible personnel Disciplinary action shall be taken in accordance with the law.

Related departments, units or individuals in violation of the relevant provisions of the state and provinces, municipalities, retained, misappropriation of funds for government information technology projects, by the relevant departments in accordance with the relevant provisions of the sanctions; suspected of committing a crime, transferred to the judicial organs in accordance with the law.

Chapter X  Attachment    Rules


Article 47   These Measures shall come into force from April 30, 2024 onwards. The "Jining High-tech Zone Management Committee Office on the issuance of the "Jining High-tech Zone Government Information System Project Management Measures" notice" (Jining High-tech Management Office [2019] No. 35) shall be repealed.
