I. Scope of Application

This policy applies to enterprises or organizations whose place of industrial and commercial registration and tax collection and management relations are within the main park in the northern part of Jiaozhou Bay of Qingdao Hi-tech Zone, and which are legally operated in compliance with the law and with independent legal personality, and which are independently accounted for.

For the first time through the recognition of high-tech enterprises to give 300,000 yuan reward, through the re-recognition of high-tech enterprises to give 150,000 yuan reward. A one-time reward of 300,000 RMB will be given to the newly introduced high-tech enterprises which have passed the re-recognition in the high-tech zone. For enterprises listed in Qingdao's high-tech enterprises cultivation bank, if they have been listed for two years and have completed the stock reform, they will be given a one-time reward of RMB 400,000 yuan. For enterprises above the size of the unified enterprise, according to its deductible R & D costs of 25% of the new part of the previous year to give incentives, up to 3 million yuan, of which industrial enterprises above the size of the high-tech industry statistics must be included.

Article 3  To carry out key core technology research. To obtain the national and provincial science and technology special projects or key R & D program support, and the first batch of funds have been in place, according to the amount of financial support from the higher level to give 1:1 supporting incentives for the same project, respectively, up to 6 million yuan, 2 million yuan. The total amount of incentives granted to a single enterprise each year under this article shall not exceed 10 million yuan. The legal representative or R&D team (leader) of the enterprise undertaking the project will be rewarded 5% at the national level and 2% at the provincial level, and will be given a maximum one-time award of 1 million yuan. Carry out district-level science and technology projects, around the layout of the region's leading industries, to support enterprises to carry out technological research, in principle, each project support funds of up to 5 million yuan, district-level science and technology projects specific management methods are separately specified.

Article IV  Reward outstanding contributions to science and technology enterprises. Enterprises to obtain national, provincial and municipal science and technology administrative departments issued by the science and technology awards granted to reward. Medical devices, precision instrumentation and other key areas of emerging industries, marine Internet of Things, humanoid robots, genes and cells, and other future industrial areas such as the construction of pilot platforms, maturation bases, etc., according to the completion of the equipment and facilities after the completion of the actual investment of 30% to give the maximum of 5 million yuan award subsidies.

Article VII encourages the transformation of innovative achievements. Article IX to create an atmosphere of innovation and entrepreneurship. For projects awarded in the finals of national-level competitions, the first prize will be given 500,000 yuan, the second prize will be given 300,000 yuan, and the third prize will be given 200,000 yuan; for projects awarded in the finals of provincial, municipal, and district-level competitions, the first prize will be given 100,000 yuan, the second prize will be given 80,000 yuan, and the third prize will be given 50,000 yuan; for enterprises not from our district that have been awarded the prizes of the above competitions and have settled down in the district, the first prize at the national level will be given 1 million yuan, the second prize will be given 500,000 yuan, and the third prize will be given 200,000 yuan. For enterprises that win prizes in the above events and settle down in our region, the first prize at national level will be awarded 1 million yuan, the second prize 500,000 yuan, and the third prize 300,000 yuan of startup capital support, while the first prize at other levels will be awarded 500,000 yuan, the second prize 300,000 yuan, and the third prize 100,000 yuan of startup capital support. Support for industrial carriers to carry out influential innovation and entrepreneurship events, transformation of scientific and technological achievements docking, international cooperation and exchanges and other activities with outstanding results, "a case by case" to give the hosting organization up to 2 million yuan of financial support for the activities.

Article X promotes international scientific and technological exchanges and cooperation. Third, bylaws

The corresponding taxes and fees of the rewards involved shall be paid or withheld by the enterprises, organizations or individuals in accordance with the provisions of the tax law. The declaring unit shall report the relevant materials accordingly, and be responsible for the authenticity and accuracy of the declared data and information, and bear the corresponding legal responsibility. Enterprises with top rankings in innovation points will be given priority in district-level scientific and technological projects, financial loans and other support. Units that have not reached the green threshold, have suffered large and above safety liability accidents, environmental problems, or have serious breach of trust, or have been included in the list of business anomalies, are not entitled to the above policies.
