In order to effectively promote the construction of high-rise industrial building projects (hereinafter referred to as the projects) recognized by the new district according to the "Qingdao West Coast New District on accelerating the economic development of high-rise industrial buildings (Trial)" (Qingdao West Coast New District Office of the Office of the [2020] No. 34), and to promote the project specification, orderly and healthy development, the development of this opinion.
I, construction and functional support requirements
(a) high-rise industrial buildings industrial housing building design should be in line with the industrial building design specifications, shall not be used in residential buildings set plan, building layout and appearance of the form.
(2) high-rise industrial building construction must carry out the implementation of the relevant national policies to achieve technologically advanced, economically rational, safe and suitable to ensure quality.
(3) to meet the requirements of energy conservation and environmental protection, the design of the full consideration for the construction and installation, maintenance and management, testing and safe operation to create the necessary conditions.
(d) To meet the needs of the production of enterprises, including water, electricity, gas, network and other infrastructure support, with perfect service functions, to meet the necessary staff food, parking, warehousing and logistics and unified office needs.
Two, transfer and leasing requirements
(a) high-rise industrial buildings for the first time after the completion of real estate registration, industrial buildings can be divided and transferred according to the fixed boundaries of the building, such as layer as the basic unit. The fixed boundaries of the building, floor, etc. are determined based on the approval of the effective building design documents. The minimum division of the basic unit: manufacturing housing in principle not less than 500 square meters, productive service industry housing in principle not less than 200 square meters (to meet the requirements of fire safety, facilities and meet the conditions of registration of the smallest unit).
(B) high-rise industrial buildings industrial housing before applying for transfer, should meet the planning and design conditions and land contract agreed upon the relevant requirements, a clear self-sustaining program of the project, and where the project is located in the large functional areas or towns and streets to confirm. For high-rise industrial building projects approved for transfer, the transfer announcement shall contain the certificate number of the real estate registration certificate of the high-rise industrial building project, its use and the object of transfer.
(3) high-rise industrial building development and investment enterprises must own more than 30% of the total floor area of the capacity, of which the area of ancillary facilities must be fully owned, and the owned part can only be used or rented. In addition to laws and regulations provide otherwise, with one of the following circumstances of the supporting facilities area can be transferred as a whole, shall not be divided and transferred:
1.due to bankruptcy and liquidation of enterprises must be transferred;
2.due to the implementation of the People's Court must be transferred to implement mandatory enforcement;
3.laws, rules and regulations provide that must be transferred;
4.by the Qingdao West Coast New Zone Approved by the Leading Group for Accelerating the Construction of High-rise Industrial Buildings (hereinafter referred to as "Leading Group").
(4) The assignees of high-rise industrial buildings shall be industrial production enterprises, R&D organizations and production service organizations in line with the direction of industrial development. High-rise industrial buildings shall not be transferred within five years from the date of completion of the registration of transfer of real estate; in the event of re-transfer after five years, the transferee shall also be required to comply with the conditions and procedures for the first transfer.
(e) It is prohibited for enterprises with high energy consumption and high emissions, enterprises whose production equipment, facilities and processes do not meet the conditions for safe production in factory buildings, and other enterprises that do not meet the requirements to move into high-rise industrial buildings.
(f) In order to regulate the scope of transfer, clarify the qualifications of the transferee enterprises and ensure the quality of the occupied projects, the transferee is required to provide the Certificate of Eligibility for Purchase of High-rise Industrial Buildings (see Attachment 3), and the transferor is required to provide the Approval Form for the Split Transfer of High-rise Industrial Buildings (see Attachment 4). After being reviewed and approved by the local management unit where the high-rise industrial building is located, it shall be submitted to the Office of the Leading Group for record. The territorial management unit may, as needed, require the project party to provide relevant supporting materials (see Annex 5 for the specific processing procedures and list of materials).

Three, change and exit requirements
(a) recognized high-rise industrial building projects in principle shall not change the floor area ratio, storey height, load and other construction indicators, need to be modified, by the functional areas or towns and streets to seek the views of the relevant departments and submitted to the Leading Group for study and consent, according to the law and the procedures for change.
(2) the recognized high-rise industrial building project change project body should submit an application for change, by the project area management unit is responsible for the new body's financial strength, social credit, investment and operation of the park's performance and other qualifications for review, in line with the original planning and construction programs and have the strength of the project development, in accordance with the procedures for submitting to the leading group meeting to study the research, by the leading group meeting to study the adoption of high-rise industrial building project qualification continues to be valid. The qualification for recognition of industrial building projects shall continue to be valid.
(3) Without the study and approval of the leading group meeting, or change the main body of the project by itself, the qualification of the high-rise industrial building of the project will be invalidated, and it will no longer enjoy the relevant policies and treatment of high-rise industrial buildings in the new district.
(d) has been recognized as a high-rise industrial building project before the commencement of construction, the project development and investment enterprises to apply for the withdrawal of high-rise industrial building project, the leading group agreed to withdraw, while canceling the project of the new district high-rise industrial buildings related policies and treatments.
(E) high-rise industrial building project development and construction units must be in accordance with the approved design plan to organize the implementation of the development of all infrastructure and utilities supporting the construction of the plot. Local management units should not start on schedule or slow progress of the project to strengthen supervision and management. Four, safeguard measures
(a) Strengthen organizational leadership. Qingdao West Coast New Area to accelerate the construction of high-rise industrial buildings leading group is responsible for coordinating and guiding the region's high-rise industrial buildings economic development; responsible for the region's high-rise industrial buildings to coordinate and promote the policy to cash in on major issues such as the duties. The office of the leading group is located in the District Industry and Information Technology Bureau, responsible for the overall coordination of the work, the members of the unit in accordance with their respective responsibilities to do a good job in promoting the work.
The high-rise industrial building projects implement local management. If the project is submitted by the functional area where the project is declared, the functional area will be responsible for the management; if the project is submitted by the town, the town will be responsible for the management.
(2) Strengthen supervision and management. The major functional areas or towns and streets should strictly implement the responsibility of local management, strengthen the whole process of management of high-rise industrial building projects, and submit a report on the inspection of high-rise industrial building projects to the Leading Group every six months. All functional departments should strengthen the daily supervision of high-rise industrial building projects according to their respective division of responsibilities. The formalities and construction operations of high-rise industrial building projects shall be supervised and inspected by the functional departments of natural resources, housing and construction, administrative approval, ecological environment and comprehensive law enforcement in accordance with the law.
Major functional areas or towns and streets should make comprehensive use of economic, administrative and legal means, together with the relevant functional departments in accordance with the law to dispose of high-rise industrial building projects in violation of laws and regulations:
1. Violation of high-rise industrial building policy, transfer or unauthorized change of functional use, by the large functional areas or towns and streets are responsible for supervising and rectifying the situation;
2. Refusal to rectify the situation. According to the violation of the situation submitted to the leading group to study, cancel its high-rise industrial building qualification, stop handling the division of transfer, cancel the support policy;
3. Involved in illegal behavior by the administrative law enforcement departments in conjunction with the towns and streets to investigate and deal with.
(3) Strengthen the service guarantee. Relevant functional departments should, in accordance with their respective responsibilities, comprehensively improve the level of government services, continue to optimize the market-oriented rule of law and international business environment, and help high-rise industrial building projects. The major functional areas or towns and streets should do a good job in the high-rise industrial building project services, and actively assist the resident enterprises to apply for business registration, tax registration and other relevant procedures.
This opinion shall come into force on April 12, 2024, and shall be valid until April 11, 2027. Any problems encountered during the implementation of this opinion shall be interpreted by the Bureau of Industry and Information Technology in conjunction with the Bureau of Natural Resources of the district. The high-rise industrial building projects located in Qingdao FTZ can refer to the implementation of this opinion.
