Original Title: Notice on Organizing the Application Process for Projects Supported by the 2024 Provincial Service Industry Development Guidance Fund

To the Development and Reform Commissions and Finance Bureaus of All Cities:

To thoroughly implement the decisions and arrangements of the Provincial Party Committee and Provincial Government regarding accelerating the high-quality development of the service sector, to better leverage the role of the Provincial Service Industry Development Guidance Fund, and to promote the completion of a number of key modern service industry projects, in accordance with the relevant provisions of the “Implementation Rules for Project Support under the Provincial Service Industry Development Guidance Fund (Trial),” we are now organizing the application process for projects supported by the 2024 Provincial Service Industry Development Guidance Fund. The notice is as follows:

I. Key Areas of Support

Focusing on “new technologies, new business formats, new models, and new industries” in the service sector, and drawing upon the Provincial Key Modern Service Industry Project Database, the 2024 Provincial Service Industry Development Guidance Fund will prioritize support for projects in production-oriented service industries—such as logistics, design, finance, software, and exhibitions—as well as lifestyle service industries including the silver economy, home childcare, medical and elderly care, and premium tourism.

II. Support Methods and Standards

Support will be provided in the form of fixed-amount grants: 4 million yuan for projects with a total investment of 200 million yuan or more; 3 million yuan for projects with a total investment between 100 million and 200 million yuan; and 2 million yuan for projects with a total investment between 30 million and 100 million yuan. The total project investment must be assessed and verified by a third-party professional institution.

III. Application Requirements

(1) Eligibility Criteria

1. The project must be included in the provincial key modern service industry project database, with priority given to projects in the database that can be completed and put into operation in 2024.

2. The project entity must not have incurred any major safety or quality incidents, or committed any serious environmental violations in the past three years; must not have engaged in fraud or misappropriation of fiscal support funds; and must not be listed on negative lists such as the “Green Threshold,” major tax violations, or credit blacklists.

3. The project has not received provincial-level fiscal funding support within the past three years.

4. The project and its supporting documentation must be objective, truthful, and valid.

(II) Number of Applications

Each city is limited to submitting three applications.

(III) Application Materials

1. Project entities shall prepare the 2024 Application Report for Provincial Service Industry Development Guidance Fund Support (see Attachment 1) in accordance with the requirements.

2. Each city must submit a request letter, a summary table of submitted projects (see Attachment 2), a performance target table for submitted projects (see Attachment 3), and a letter of commitment (see Attachment 4).

(IV) Application Procedure

The Development and Reform Commission of each city, in conjunction with the Finance Bureau, shall organize project applications in accordance with the application requirements. After reviewing and vetting the projects in accordance with departmental responsibilities, they shall submit a formal request for the proposed projects. Each city must verify whether the project funding application report aligns with the support priorities and application criteria, confirm that all project approval procedures (including approval, filing, environmental impact assessment, land use, planning, energy conservation, and safety evaluation) have been completed and comply with relevant regulations, and verify the project’s investment progress.

(5) Application Deadline

By April 26, 2024, the Development and Reform Commissions of each city, in conjunction with the Finance Bureaus, shall submit two copies of the application document and relevant attachments (one hard copy and one electronic copy on CD-ROM) to the Service Industry Division of the Provincial Development and Reform Commission. Applications received after the deadline will not be accepted.
