Original Title: Guidance on Accelerating the Standardization of Marine Power Province Development Issued by the Shandong Provincial Market Supervision Administration and 12 Other Departments
Marine standards are an integral part of the national standards system and provide technical support for the development of the marine sector. These guidelines are formulated to fully implement the decisions and plans of the CPC Central Committee and the State Council regarding the development of the marine economy and the advancement of China’s marine power strategy, to better leverage the role of standards in providing technical support for the development of the marine sector, and to contribute to the construction of a marine power province.
I. General Requirements
(1) Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China and the Central Economic Work Conference, earnestly carry out General Secretary Xi Jinping’s important instructions regarding Shandong’s need to place greater emphasis on marine development, and, based on the new stage of development,we will fully, accurately, and comprehensively implement the new development philosophy, accelerate the establishment of a new development paradigm, drive progress through marine science and technology innovation, continuously optimize the marine standards system, strengthen the implementation and supervision of marine standards, elevate the level of international marine standardization, and accelerate the widespread application and deep integration of standardization across all sectors of the marine sector, thereby leveraging standards to support the construction of a marine powerhouse province.
(2) Development Goals
By 2025, a marine standardization system with Shandong characteristics that supports the modernization of the marine governance system and governance capabilities will be basically established. Marine standardization mechanisms will be more robust, and the capacity for innovation and supply of marine standards, as well as the level of international marine standardization, will be significantly improved, laying a more solid foundation for the development of marine standardization.Formulate and revise 5 international and national standards, 10 industry standards, and 20 local standards in the marine sector; carry out 10 standardization pilot and demonstration projects; establish a number of marine standardization innovation service platforms; and implement a series of key marine standardization projects with leading and exemplary effects.
II. Key Tasks
(1) Establish and Improve the Marine Standards System
In accordance with the principles of “clear objectives, comprehensive coverage, appropriate hierarchy, and clear delineation,” we will systematically identify and evaluate standardization needs in key sectors such as modern marine fisheries, marine equipment, marine resource development and utilization, marine energy, marine ecological conservation, and smart oceans. We will reasonably define the scope of marine standard formulation across all levels and sectors, highlight the province’s marine strengths and distinctive features, and establish and improve the standard system for a marine power province as well as its subsystems in various sectors.(Responsibility lies with the Provincial Department of Science and Technology, Provincial Department of Industry and Information Technology, Provincial Department of Agriculture and Rural Affairs, Provincial Department of Ecology and Environment, Provincial Oceanic Administration, Provincial Big Data Bureau, Provincial Energy Bureau, and Provincial Market Regulation Bureau, in accordance with their respective duties)
(2) Strengthen the Formulation and Revision of Standards in Key Marine Sectors
1. Improve the standard system for traditional marine industries. Strengthen the development of standards in key areas of modern marine fisheries, such as the protection of marine genetic resources, the construction of marine pastures, and deep-sea aquaculture, to promote the green and intelligent development of marine fisheries.Accelerate the synchronized research and development of key technologies and standards for marine equipment, including high-tech vessels, deepwater drilling platforms, marine power equipment, and offshore wind power. Formulate a set of international and national standards featuring independent core technologies to promote the localization and domestic production of core equipment for high-end marine equipment manufacturing. Deploy pilot projects for marine service standardization, optimize and improve standards for marine tourism services such as recreational fisheries and marine angling, and enhance the level and quality of marine tourism services.(Responsibility lies with the Provincial Department of Science and Technology, the Provincial Department of Industry and Information Technology, the Provincial Department of Agriculture and Rural Affairs, the Provincial Oceanic Administration, the Provincial Department of Culture and Tourism, and the Provincial Market Regulation Bureau, in accordance with their respective duties)
2. Accelerate the development of standards for emerging marine industries. Accelerate the development of advanced standards for marine biomedicine, including innovative marine drugs, high-end marine biomaterials, high-efficiency marine bio-functional products, and marine traditional Chinese medicine, to enhance the capacity to support the marine biotechnology industry. Improve the development of standards in areas such as marine information collection and transmission, marine big data processing and application, core marine sensors, and green smart ports to promote the digitalization and intelligent transformation of the marine industry. Accelerate the development of standards in fields such as new marine energy and materials, seawater resource utilization, and marine energy development and utilization to facilitate the high-quality development of new marine industries.(Responsibility lies with the Provincial Department of Science and Technology, the Provincial Department of Industry and Information Technology, the Provincial Drug Administration, the Provincial Oceanic Administration, the Provincial Big Data Administration, the Provincial Department of Transportation, and the Provincial Energy Administration, in accordance with their respective duties)
3. Improve standards for marine ecological protection. Organize and carry out the formulation of standards in areas such as emergency response to marine ecological and environmental disasters, marine environmental monitoring, control of pollutant discharge into the sea, marine cleanup projects, and marine ecological restoration. Strengthen technical support for marine environmental protection and ecological construction standards to promote the sustainable development and utilization of the marine environment. Strengthen the development of the Shandong Provincial International Standards Innovation Center for the Marine Sector and the International Standards Research Center for Ocean Negative Carbon Emissions (ONCE), explore the development of international and national standards for marine carbon sinks, and enhance the internationalization of marine standards.(Responsibility lies with the Provincial Oceanic Administration, the Provincial Department of Ecology and Environment, and the Provincial Market Regulation Bureau according to their respective duties)
4. Strengthen the development of marine management standards. Accelerate the formulation of standards in areas such as marine law enforcement, management of maritime zones and islands, marine early warning and forecasting, and marine disaster prevention and mitigation to help enhance marine management capabilities and promote the rule of law, informatization, and standardization in marine governance. Organize and carry out the development of standards in areas such as marine satellite remote sensing observation, accounting for marine resources and assets, and post-use evaluation of maritime zones to improve the level of marine resource management.(The Provincial Department of Agriculture and Rural Affairs, the Provincial Oceanic Administration, the Provincial Department of Natural Resources, the Provincial Department of Ecology and Environment, and the Provincial Market Regulation Bureau shall be responsible in accordance with their respective duties)
(3) Strengthening the Implementation of Marine Standards
Establish and improve working mechanisms for the promotion of marine standardization, standard dissemination and training, and feedback on standard implementation. Conduct tiered dissemination, training, and information consultation on marine standards to form a working mechanism encompassing “media publicity—dissemination and training—consultation and guidance—feedback and statistics.”Improve the mechanism for interpreting marine standards; when issuing important marine standards, simultaneously release implementation plans and interpretive notes. Refine the feedback mechanism for standard implementation to enhance the quality of marine standards and strengthen their application in advancing the marine industry, industry management, market access, and quality supervision. (4) Strengthen Supervision of Marine Standards
Industry regulatory authorities shall conduct supervision and inspections based on marine standards, clarify the implementation responsibilities of standard-setting entities, and ensure the effective implementation of marine standards; establish a supervision mechanism for the public self-declaration of product and service standards by marine-related enterprises to ensure the authenticity and validity of disclosed information.Fully leverage the supervisory role of news media, social organizations, and the public regarding the implementation of marine standards, mobilize public participation, and jointly oversee the implementation of marine standards. Optimize and improve channels for public supervision, complaints, and reports regarding marine standardization; classify and process feedback; and use the assessment results to guide the review, cleanup, and rectification of marine standards. (5) Strengthen International Marine Standardization Work
Fully leverage the roles of platforms such as the Qingdao International Standardization Conference, the Working Group on Marine Negative Emissions and Carbon Neutrality under the ISO Technical Committee on Ships and Marine Technology, the Shandong Provincial Marine International Standards Innovation Center, and the International Standards Research Center for Marine Negative Emissions (ONCE). Explore the establishment of a working mechanism for multi-stakeholder collaboration in marine international standardization activities, and mobilize marine-related entities to actively participate in the formulation of marine international standardization strategies, policies, and rules.Encourage and support experts and institutions in the province’s marine sector to assume positions in international marine standardization technical bodies and undertake secretariat duties, thereby enhancing the province’s capacity for substantive participation in international standardization activities. (6) Strengthening the Foundation of Marine Standardization Work
Fully leverage the strengths of higher education institutions such as Qingdao University and Liaocheng University in the field of standardization to strengthen the cultivation of basic talent for marine standardization.Establish and improve mechanisms for cultivating marine standardization talent, strengthen exchanges of marine standardization professionals with marine research institutions and enterprises, intensify training in specialized marine standardization knowledge and skills, and accelerate the cultivation of technical talent proficient in both marine disciplines and standardization knowledge. Encourage participation in international standardization training to cultivate experts capable of serving in relevant international organizations and conducting international marine standardization work. (7) Strengthening the Integration of Marine Standards and Technological Innovation
Accelerate the establishment of a collaborative R&D mechanism for “science and technology, patents, and standards” in the marine sector to promote the integration of new marine technologies into standards.Explore measures to include the development of key marine standards within the scope of various science and technology programs, and establish standards as key evaluation indicators for marine-related research projects. Strive to develop a set of marine technical standards with independent intellectual property rights and significant influence, using these standards to drive the advancement of marine technology. Relying on major platforms such as the National Deep-sea Green Aquaculture Pilot Zone and the Laoshan Laboratory, carry out pilot and demonstration projects for standardization in areas including marine ecological aquaculture, marine pastures, seawater desalination, marine economic operation monitoring, marine information sensing, and marine data processing.Strengthen the development of standards in the “Beautiful Bay” creation and demonstration initiatives, coastal zone protection and restoration, the Bohai Sea ecological restoration and Blue Bay remediation campaigns, and the management of Spartina alterniflora and green tide caused by Sargassum. Fully leverage the technical support role of standards to establish replicable and scalable management models. III. Support Measures
(1) Strengthening Organizational Leadership
Establish an implementation mechanism for standardization work characterized by unified management, clear division of responsibilities, and coordinated advancement. Strengthen coordination and cooperation among marine-related departments to jointly advance marine standardization efforts and the formulation and revision of relevant standards. Fully leverage the role of competent authorities in the formulation, implementation, and supervision of marine standards, and effectively strengthen professional technical guidance on the technical content of marine standards, the management of standard formulation and revision processes, and the implementation and application of standards.
(2) Enhancing Incentives and Support
Continuously increase financial investment, encourage and guide enterprises, public institutions, and social organizations to increase their contributions, and establish a funding mechanism for standardization that is government-guided and market-driven. Encourage all regions to recognize and reward units or individuals that have achieved outstanding results, demonstrated significant effectiveness, and exerted a leading and exemplary influence in the development of marine standardization.
(3) Strengthen Implementation Supervision
Strengthen the promotion and dissemination of marine standards. Actively advance pilot and demonstration projects for standardization in key marine sectors to promote the application and implementation of standards. Encourage industrial alliances, academic groups, and industry associations in the marine sector to leverage their respective advantages to advance the implementation and promotion of marine standards. Strengthen the monitoring and evaluation of marine standard implementation and establish an annual reporting system on the status of marine standard implementation.
