To earnestly implement the decisions and arrangements of the Provincial Party Committee and Provincial Government regarding intensifying efforts and accelerating the high-quality development of the industrial economy and advancing new industrialization, to further enhance the industrial development capacity of chemical industrial parks, and to accelerate the high-quality development of these parks, the following opinions are put forward in light of the actual conditions of our province.

I. General Requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China and resolutely carry out General Secretary Xi Jinping’s important instructions and requirements regarding Shandong’s work. We will firmly anchor our efforts on “taking the lead and breaking new ground,”We will fully, accurately, and comprehensively implement the new development philosophy, take new industrialization as our guide, focus on high-quality development as our theme, and pursue high-end, intelligent, green, and cluster-based development as our direction. We will balance development and security, improve park infrastructure, promote high-end industrial development, and enhance management and service levels. We will strive to build high-level platforms for the chemical industry, cultivate a group of world-class chemical enterprises, accelerate the formation of new-quality productive forces, and contribute to the construction of a pilot zone for green, low-carbon, and high-quality development and a strong province in advanced manufacturing.

By 2027, the number of chemical industrial parks with annual revenue exceeding 100 billion yuan will reach 10, with 7 parks ranking among the top 30 nationwide. The rate of chemical enterprises entering designated parks will rise to approximately 60%, and the share of park revenue in the chemical industry will increase to about 75%. More than 90% of chemical industrial parks will achieve a low safety risk level (Grade D), with a comprehensive utilization rate of general industrial waste in parks not falling below 92% and an industrial water reuse rate reaching 94%.Solid progress has been made toward the high-quality development of chemical industrial parks.

II. Strengthening Foundational Support and Enhancing Park Carrying Capacity

We will vigorously enhance the carrying capacity of infrastructure and the support capabilities of public utilities to meet the planning and development needs of the parks, thereby creating a solid foundation for the high-quality development of the chemical industry.

(1) Accelerate Infrastructure Construction. Adhere to coordinated planning, rational layout, standardized management, and integrated development to continuously advance the construction of infrastructure and public utilities in chemical industrial parks, maximizing the advantages of intensive and large-scale operations. Implement the "Guidelines for the Development and Construction of Chemical Industrial Parks" and the "Ten Requirements and Two Prohibitions," further improving infrastructure such as roads, environmental protection, emergency response, and communications within the parks, and constructing water, electricity, heat, and gas utilities with appropriate foresight.Ensure the construction and operation of facilities such as “once-in-a-century” flood and tidal protection systems, public utility tunnels, training bases, special-duty fire stations, and dedicated parking lots for hazardous chemical transport vehicles. (2) Optimize and Expand Development Space. Implement the “Shandong Province Chemical Industrial Park Expansion Management Measures (Trial)”, strictly enforce standards and procedures, rigorously apply expansion criteria, strengthen operational guidance, and standardize the implementation of park expansions. Support the appropriate expansion of parks that feature rational layouts, standardized management, industrial clustering, high levels of safety and environmental protection, and a high proportion of developed land area, thereby providing the necessary space for project implementation. (3) Implement Enclosed Management. Utilize existing facilities or construct perimeter fences to establish clear physical boundaries and implement enclosed management. Establish comprehensive access control and video surveillance systems to monitor the entire process of personnel, logistics, and vehicle movements entering and exiting the parks, thereby effectively managing and mitigating safety risks.Accelerate the rectification of public roads crossing the park, reinforce the primary responsibility of local authorities, strictly implement the “one road, one strategy” action plan, adhere to the timeline, and make every effort to ensure the rectification tasks are completed on schedule. (4) Improve supporting pollution control facilities. Construct specialized centralized treatment facilities for chemical production wastewater (either as standalone facilities or operated by key enterprises) with the capacity for classified collection and quality-based treatment, along with supporting pipeline networks for conveyance via dedicated or open channels. Ensure that all wastewater within the park is collected, treated centrally, and discharged in compliance with standards, while implementing online monitoring and remote valve control.New projects shall construct discharge pipelines in accordance with regulations on the separation of stormwater and wastewater and the “one enterprise, one pipeline” principle. Existing projects shall accelerate upgrades and improvements in accordance with the “one enterprise, one pipeline” or “shared pipelines for similar types” principles.Encourage the simultaneous construction of reclaimed water reuse facilities to increase the reuse rate of reclaimed water. Strengthen the coordinated control of fine particulate matter and ozone; urge enterprises to adopt mature and efficient advanced treatment technologies; strictly implement control measures for fugitive emissions; and actively strive to achieve higher levels of environmental performance. Establish a comprehensive control and management system for volatile organic compounds (VOCs). III. Improving the Industrial Chain and Accelerating High-End Industrial Development

Adhere to the principle of planning first, emphasize project-driven development, promote the “construction, extension, supplementation, and strengthening” of industrial chains, strengthen the tiered cultivation of enterprises within industrial parks, expand industrial clusters, and accelerate the coordinated, chain-based development of the industry.

(1) Strengthen the guiding role of industrial park planning. In accordance with national industrial policies and the provincial chemical industry planning layout, benchmark against world-class chemical industrial parks, and integrate regional strengths to refine the overall planning and industrial development plans of industrial parks. Clarify the positioning of each park and define development goals; expand and strengthen core businesses; identify 1–2 leading industries and key industrial chains for each park; and establish a new development pattern characterized by “industries with clear leadership and parks with distinct characteristics.”Support counties (cities, districts) with two chemical industrial parks in integrating these parks to optimize resource allocation and ensure compliance with national industrial park management policies. (2) Prioritize the Cultivation of Industrial Ecosystems. Fully implement the “chain leader system” to advance industrial development, refine the “one park, one industrial chain map” for each park, and establish a coordinated industrial chain development system driven by leading enterprises, supported by collaborative platforms, and underpinned by policy and resource guarantees. Further optimize the industrial structure to accelerate the transition from primary raw materials to high-end chemical new materials, and from single-function production to production-service integration.Implement a tiered cultivation initiative for enterprises within industrial parks to foster more “gazelle” enterprises, specialized, refined, distinctive, and innovative “little giants,” manufacturing champions in specific fields, and industry chain leaders. Actively strive to establish national and provincial-level advanced manufacturing clusters, strengthen distinctive industrial clusters of small and medium-sized enterprises, and enhance their agglomeration and leadership capabilities. (3) Accelerate the Construction of Major Projects. In accordance with the requirements of “signing a batch, starting construction on a batch, and putting a batch into operation,” establish a database of key projects in industrial parks, strengthen dynamic management, and implement phased advancement.Intensify targeted investment promotion efforts, strengthen vertical integration and horizontal coordination within industrial chains, and prioritize the introduction of high-level projects characterized by large investment scale, high technological content, strong driving capacity, and significant economic and social benefits. Implement full-process tracking services, actively coordinate the allocation of key resources and indicators, and promote early project commencement, production, and achievement of results. (4) Strengthen international cooperation and exchange. Deepen the “Integrating and Strengthening Industrial Chains” special campaign by organizing thematic exchanges between enterprises within the parks and leading domestic and international enterprises, research institutes, and financial institutions to promote the deep integration of government, industry, academia, research, finance, services, and application. Seize new opportunities for cooperative development presented by economic organizations such as the RCEP, ASEAN, and the SCO. Fully leverage both domestic and international markets and resources to support parks and enterprises in participating in renowned exhibitions and conducting online and offline promotional activities, thereby injecting vitality into enhancing the quality of park development.(Responsible Units: Provincial Department of Education, Provincial Department of Science and Technology, Provincial Department of Industry and Information Technology, Provincial Department of Commerce)

IV. Upholding Innovation-Driven Development to Strengthen New Momentum for Industrial Growth

We will thoroughly implement the innovation-driven development strategy, increase investment in scientific and technological R&D, launch special initiatives to attract talent and enhance intellectual capacity, accelerate breakthroughs in a range of key generic technologies, and stimulate the internal momentum for high-quality development within the parks.

(1) Strengthen the Construction of Innovation Platforms. Support industrial parks in establishing innovation platforms such as R&D centers, laboratories, industrial incubation platforms, and pilot production bases to promote the integration and aggregation of innovation resources and accelerate the commercialization of technological achievements. Leverage the role of existing innovation platforms, including national-level engineering and technology research centers, key laboratories, and technology R&D centers, and strive to establish more than five provincial-level innovation centers in the high-end chemical industry sector, with the goal of creating national-level innovation centers.Adhere to the principle of joint construction and shared benefits among the park, enterprises, and research institutions; guide the park to collaborate with diverse entities, integrate various innovation resources, and establish industrial development innovation alliances to achieve collaborative innovation and development. (2) Focus on Tackling Key Technological Challenges. Encourage enterprises within industrial parks to increase R&D investment and establish mechanisms for R&D expenditure growth, aiming for R&D investment by large-scale enterprises in the parks to account for approximately 2% of their operating revenue. Accelerate the research and development of key generic technologies, and support “chain-leading” enterprises in forming innovation consortia to pool resources for original and pioneering scientific and technological breakthroughs.Encourage enterprises to deepen industry-academia-research collaboration through mechanisms such as “open challenges” and “competitive selection,” concentrating efforts to achieve breakthroughs in a range of critical foundational products and core technologies. Support the high-end chemical industry chain in establishing a unified provincial quality infrastructure system, pooling superior resources to drive enterprises in conducting technological research and development in areas such as standards, metrology, and testing. (3) Attracting and Cultivating High-End Industrial Talent. Broaden channels for attracting and cultivating high-caliber talent, leverage the leading role of Taishan Industrial Leading Talents, strengthen university-enterprise cooperation, deepen the integration of industry and education, and intensify efforts to train professional and technical personnel. Extensively organize vocational skills competitions to continuously improve the capabilities and quality of skilled workers. Relying on key enterprises and innovation platforms, explore the establishment of talent incentive mechanisms within industrial parks to foster a favorable environment for attracting, cultivating, utilizing, and retaining talent, thereby providing a talent foundation for the innovative development of industrial parks.(Responsible Units: Provincial Department of Education, Provincial Department of Science and Technology, Provincial Department of Industry and Information Technology, Provincial Department of Human Resources and Social Security)

V. Implementing Smart Upgrades and Digital Transformation to Enhance the Intelligence Level of Industrial Parks

Seize new opportunities presented by the digital technology revolution, accelerate intelligent upgrades and digital transformation, strengthen the leading role of benchmarking and demonstration projects, build smart industrial parks, and empower high-quality development in the parks.

(1) Promote the Construction of Smart Industrial Parks. Accelerate the standardized and regulated development of smart management platforms within industrial parks to achieve functional alignment, interconnectivity, and resource sharing with the provincial integrated smart chemical industry management platform. Leverage the monitoring and analytical capabilities of the provincial platform to promptly issue early warnings for emerging or trend-related issues, implement precise preemptive adjustments and fine-tuning, and ensure the overall stability of industry operations. Accelerate the construction of smart factories and digital workshops to enhance the smart manufacturing capabilities of enterprises within the parks. Actively work toward establishing national “Pilot Demonstration Units for Smart Chemical Industrial Parks.”(Responsible Unit: Provincial Chemical Industry Special Action Office)

(2) Accelerate intelligent transformation and upgrading. Solidly advance the implementation of “one park, one policy” and “one enterprise, one policy” intelligent transformation plans; launch a batch of intelligent transformation projects to accelerate digital empowerment.Strengthen integration with cross-industry and cross-domain industrial internet platforms to build a number of influential industry-specific platforms, thereby driving small and medium-sized enterprises to “migrate to the cloud and adopt platforms.” Strictly implement the requirements of the security classification protection system for information platforms in chemical industrial parks and enterprises, and strengthen cybersecurity protection for industrial control systems. Facilitate supply-demand matching between parks, enterprises, and technology service providers, increase the supply of advanced digital solutions, and promote their widespread adoption across the industry. (3) Strengthen Leadership Through Exemplary Models. Deepen the selection and promotion of benchmark enterprises for intelligent transformation, identifying a group of parks and enterprises to leverage their示范 and leading effects. Organize on-site training sessions for intelligent transformation, and enhance learning exchanges and the dissemination of best practices. Implement the “Intelligent Transformation and Digital Transition” benchmarking and improvement initiative, selecting model parks, focusing on weaknesses and shortcomings, and carrying out item-by-item upgrades to elevate the overall level of intelligent transformation within the parks. VI. Accelerate the Relocation of Enterprises into Industrial Parks to Promote Intensive and Clustered Development

Adopt measures such as standard-driven requirements, policy support, and resource guarantees to accelerate the relocation of chemical production enterprises currently operating outside industrial parks into designated zones, thereby promoting the intensive, clustered, and high-quality development of the chemical industry.

(1) Strictly control new chemical projects outside industrial parks.Strictly enforce the "Shandong Province Regulations on the Management of Investment Projects in the Chemical Industry." Except for the manufacture of organic and microbial fertilizers, cosmetics, oral care products, and rubber products, as well as non-hazardous chemical projects classified under the "Report Form" or "Registration Form" categories in environmental impact assessments, and projects involving bromine extraction from seawater or brine and hydrogen production from renewable energy, in principle, no new, expanded, or renovated chemical production projects shall be established outside chemical industrial parks or key monitoring points.New chemical projects must be located within chemical industrial parks. Chemical enterprises outside the parks that are not designated as key monitoring points may implement on-site projects within their existing premises to address environmental pollution, rectify safety hazards, replace manual labor with mechanization, reduce personnel through automation, and transition to unmanned intelligent operations. Such projects are not subject to investment amount restrictions but, in principle, must not increase production capacity. (2) Optimize and adjust existing enterprises within industrial parks. Establish and improve exit mechanisms for enterprises within industrial parks, promoting the gradual relocation or conversion of labor-intensive non-chemical production enterprises and those with low industrial chain relevance. Encourage cooperation between non-chemical enterprises and high-quality chemical enterprises within industrial parks to facilitate the transformation of non-chemical projects into chemical projects. Support high-quality enterprises in consolidating and restructuring inefficient production capacity to optimize existing assets and enhance the quality and level of development.(Responsible Units: Provincial Chemical Industry Special Action Office, Provincial Department of Emergency Management)

(3) Accelerate the expansion of chemical enterprises within industrial parks. Vigorously advance efforts to attract investment and talent, strengthen in-depth engagement with leading domestic and international chemical enterprises, and attract renowned chemical enterprises—such as those on the Fortune Global 500 list—to establish operations within the parks. Focus on the parks’ dominant industries, strengthen, complement, and extend industrial chains, and actively promote the growth, strengthening, and optimization of enterprises within the parks.In accordance with territorial spatial planning, ecological and environmental zoning controls, and major national strategic arrangements, coordinate the layout of regional chemical projects and comprehensively employ market-based and legal means to encourage chemical enterprises outside the parks to relocate and develop within them. VII. Uphold a Bottom-Line Mindset and Fortify the Barrier for Safe and Green Development

Adhering to a people-centered development philosophy, we will firmly establish a risk awareness, strengthen source control and systematic governance, and resolutely safeguard the “bottom lines” of work safety and ecological and environmental protection, ensuring high-quality development in the parks through high-level safety and environmental protection.

(1) Conduct Special Rectification Campaigns in Industrial Parks. Vigorously advance the province-wide special campaign for improving work safety in chemical industrial parks. For those that fail to meet the requirements for safety rectification and improvement, request the provincial government to revoke their park status. In accordance with the requirements of the “Notice of the Shandong Provincial People’s Government Work Safety Committee on Issuing the ‘Several Measures for Further Strengthening Work Safety in Functional Zones,’” streamline the safety supervision systems and mechanisms of industrial parks, clearly designate work safety management bodies for each park, fully staff and strengthen professional supervisory personnel, and ensure the implementation of work safety responsibilities.We will improve and refine the risk control and hidden hazard identification and rectification mechanisms within the parks. By referring to the “Chemical Industrial Park Safety Risk Assessment Form” and the “Interpretation of the ‘Ten Must-Haves and Two Prohibitions’ for Safety Rectification and Improvement in Chemical Industrial Parks,” we will further conduct self-assessments and self-corrections, carry out rectification and improvement efforts, and reinforce safety supervision responsibilities. We will leverage the role of provincial chemical safety research institutions to conduct in-depth safety risk diagnosis and assessment of outdated facilities in chemical enterprises, accelerate their renewal and upgrading, and enhance their inherent safety levels. (2) Intensify safety production supervision and inspection. Thoroughly implement the Provincial Party Committee and Provincial Government’s “Eight Priorities and 20 Measures” for safety production. Conduct specialized supervisory inspections targeting key sectors, critical junctures, and weak links within industrial parks, closely monitor risks and hidden dangers, rigorously enforce identification and rectification, and bridge the “last mile” in safety production supervision and institutional implementation. Fully leverage the integrated smart management platform for safety and environmental protection in industrial parks to enhance the effectiveness of safety supervision.Promote the standardized development of law enforcement teams, strengthen regulatory and enforcement capabilities, and intensify enforcement inspections. Strictly crack down on all types of illegal and non-compliant activities in accordance with the law; expose a number of major safety hazards; punish a number of typical violations; and shut down a number of enterprises that fail to meet safety standards in accordance with the law. Solidly carry out on-site supervision of chemical and hazardous chemical enterprises, refine and improve task lists, and strengthen follow-up supervision to ensure tangible results. (3) Strengthen environmental governance in industrial parks. Implement the “Three Lines and One List” ecological and environmental zoning control requirements, and conduct environmental impact assessments and follow-up evaluations for industrial park planning in accordance with laws and regulations. Establish and improve the environmental emergency prevention and control system, refine the three-tier prevention and control measures at enterprise boundaries, industrial park boundaries, and surrounding water bodies, and achieve real-time monitoring and risk early warning.Promote the development of “zero-waste industrial parks” and encourage chemical industrial parks to reasonably construct supporting facilities for the centralized storage, pretreatment, and disposal of hazardous waste. Strictly implement relevant requirements for the control of greenhouse gas and pollutant emissions, and promote the coordinated management of pollution reduction and carbon reduction. Strengthen supervision of stormwater discharge, implement the collection and treatment of initial stormwater, encourage chemical industrial parks with the necessary conditions to implement initial stormwater pollution control, and encourage the installation of online flow and water quality monitoring as well as video surveillance at stormwater discharge outlets in chemical industrial parks and chemical enterprises.Accelerate the circular economy transformation of industrial parks, focusing on key tasks such as spatial layout, circular links, energy conservation and carbon reduction, resource utilization, and pollution control to improve resource and energy efficiency. Strive to become National Green Chemical Industrial Parks and promote green and low-carbon development within the parks. VIII. Strengthen Support Measures and Foster a Favorable Development Environment

(1) Improve Systems and Mechanisms. Relevant departments at all levels must attach great importance to the high-quality development of chemical industrial parks, maintain a holistic perspective, strengthen research and investigation, closely coordinate efforts, and pool collective strength. The Provincial Chemical Industry Special Action Office shall be responsible for coordinating the high-quality development of chemical industrial parks across the province, supervising and coordinating member units of the special task force and relevant provincial departments to advance work according to their respective responsibilities, and ensuring the full implementation of all tasks.Municipalities, counties (cities, districts) shall fulfill their territorial responsibilities, clarify the duties and authorities of the parks, improve management structures, and optimize service support. (2) Strengthen Policy Support. Pool special funds for industrial transformation and development to increase support for enterprise relocation and renovation, industrial transformation, and digital empowerment. Provide fiscal incentives and subsidies to provincial-level benchmarks for intelligent transformation in the chemical industry to support the digital transformation of the sector. Implement national preferential policies such as VAT carryforward refunds for the manufacturing sector and additional deductions for R&D expenses to effectively reduce the burden on enterprises.Leverage the guiding and catalytic role of funds such as those for the transformation of old and new growth drivers to attract increased investment from social capital. For counties (cities, districts) that achieve significant results in promoting high-quality development in industrial parks, provide appropriate preferential treatment in the allocation of resources such as energy consumption, coal consumption, water resources, carbon emissions, and pollutant emissions. (3) Strengthen Assessment and Evaluation. Leverage the guiding role of performance evaluations by making high-quality industrial development a key component of park assessments. Conduct regular comprehensive evaluations of parks focusing on economic development, workplace safety, environmental protection, infrastructure, and digitalization to stimulate their development vitality. Emphasize the application of evaluation results by implementing dynamic management of parks and establishing an exit mechanism. For parks that fail to meet evaluation standards, suspend their park status and require rectification within a specified timeframe; if rectification remains unsatisfactory, submit a request to the Provincial Government to revoke their park status.(Responsible Unit: Provincial Chemical Industry Special Action Office)

(4) Strictly Supervise Implementation. Improve the coordination mechanism for key tasks, implement list-based management and project-based advancement, refine work ledgers, clarify task objectives and responsibility assignments, and regularly monitor progress while coordinating solutions to difficulties encountered during implementation.Specialized chemical industry action offices at all levels shall organize relevant departments to conduct supervision and inspections on the implementation of key tasks within industrial parks, track progress and evaluate effectiveness, and rigorously ensure implementation. For those with significant achievements, promptly summarize exemplary practices and vigorously publicize and promote them; for those with inadequate progress, issue public criticism or conduct formal interviews.
