Implementation Plan for Promoting the Development of the Perovskite Solar Cell Industry


To thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, seize opportunities for the development of the perovskite solar cell industry, enhance the level of industrial innovation and development, and support the construction of a pilot zone for green, low-carbon, and high-quality development, this Implementation Plan is formulated in accordance with the actual conditions of our province.

I. General Requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th CPC National Congress and thoroughly carry out the deployment requirements of the Provincial Party Committee and Provincial Government. With the goal of promoting the transformation and upgrading of the energy sector, we will adhere to innovation-driven development and focus on key breakthroughs. We will implement a dual-chain strategy encompassing the “innovation chain” and the “industrial chain,” advance technological breakthroughs and achieve comprehensive progress in industrial development, and establish an industrial system characterized by distinct innovation advantages and upstream-downstream coordination to provide support for the construction of a pilot zone for green, low-carbon, and high-quality development.

By 2025, the innovation capacity of the perovskite solar cell industry will be significantly enhanced, with substantial progress achieved in areas such as large-area production, high photoconversion efficiency, and long service life. The industry will possess the capability to mass-produce (at the 100 MW scale) high-efficiency perovskite solar cell modules at the square-meter level.By 2027, the layout of the perovskite solar cell industry will continue to be optimized, forming a fully integrated “materials–equipment–cells–modules” industrial chain with strong synergistic effects. The industry will possess the capacity to mass-produce (GW-scale) high-efficiency, square-meter-level perovskite solar cell modules. Market mechanisms and business models integrating with sectors such as power and construction will become increasingly mature, making the industry a key pillar for driving the transformation and upgrading of the energy sector.

II. Implementation of Eight Major Special Initiatives

(1) Action to Strengthen Foundational Research. Identify key scientific challenges for the innovative development of the perovskite solar cell industry. Support universities, research institutes, and technology-based enterprises in conducting basic and applied basic research. Achieve a series of “zero-to-one” original breakthroughs in areas such as the crystallization growth and phase transition mechanisms of perovskite materials, the control of surface and interface defects in perovskite solar cells, and the mechanisms of stability degradation, thereby continuously enhancing the capacity for theoretical support.(Lead Agency: Provincial Department of Science and Technology; Responsible Agency: Provincial Department of Education)

(2) Key Technology Breakthrough Initiative. Focusing on common technical challenges in the large-scale fabrication of perovskite solar cells—such as key materials, core processes, and improvements in yield and efficiency—we will innovate the implementation mechanisms for major projects. We will explore approaches such as “open challenges” and “competitive selection” to support enterprises in forming innovation consortia with universities and research institutes to tackle specific challenges. We aim to achieve breakthroughs in key core technologies—such as material systems and integrated processes for low-cost, large-area, high-efficiency, and high-stability cell fabrication—thereby continuously driving the iterative upgrading of perovskite solar cell industrialization technologies and products. (3) Action Plan for Domestic Substitution of Core Equipment. Focus on the domestic substitution of coating equipment, spreading equipment,laser equipment, encapsulation equipment, and testing equipment used in perovskite solar cell fabrication. We will encourage equipment manufacturers and cell producers to engage in collaborative research and application demonstrations, striving to achieve breakthroughs and substitutions in key equipment such as atomic layer deposition (ALD) systems, laser etchers, and high-precision fluorescence vision inspection equipment. This will enhance upstream-downstream coordination and compatibility, thereby improving the resilience of the perovskite solar cell industrial chain and supply chain.(Lead Agencies: Provincial Department of Science and Technology, Provincial Department of Industry and Information Technology)

(IV) Innovation Platform Construction Initiative.Universities and research institutes with the necessary foundations and capabilities are encouraged to collaborate with enterprises to establish innovation platforms in the perovskite solar cell sector, including key laboratories, technology innovation centers, engineering research centers, pilot production bases, and testing and inspection bases. These platforms will provide innovative services such as fundamental theoretical research, development of generic technologies, pilot-scale refinement, testing and validation, and professional talent cultivation. This will accelerate the commercialization and industrial application of relevant technological achievements, thereby solidifying the foundation for the innovative development of the province’s perovskite solar cell industry.(Lead Agency: Provincial Department of Science and Technology; Responsible Agencies: Provincial Development and Reform Commission, Provincial Department of Education, Provincial Department of Industry and Information Technology, Provincial Department of Human Resources and Social Security, Provincial Market Regulation Bureau)

(5) Standardization System Establishment Initiative. Conduct research on a standardization roadmap for perovskite solar cells, comprehensively identify standardization needs across the industrial chain, establish and improve the standardization system for the perovskite solar cell industry, and promote the formulation of standards in a tiered and categorized manner. Focusing on key areas such as foundational and generic technologies, application verification, and large-scale deployment, encourage leading enterprises to actively participate in the development of various standards; support qualified social organizations in formulating and publishing relevant standards; accelerate the formulation of relevant local standards; and actively participate in the formulation of national and international standards.Intensify efforts to publicize, promote, and implement standards to ensure their effective adoption. (6) High-Quality Enterprise Cultivation Initiative. Focusing on the upstream and downstream industrial chains of perovskite solar cells, we will pool various innovation resources—including technology, talent, and capital—to establish a tiered cultivation mechanism for high-quality enterprises. This initiative aims to foster a cohort of technology-driven enterprises and specialized, refined, distinctive, and innovative (SED) enterprises in the perovskite solar cell sector that possess core proprietary intellectual property.We encourage enterprises of all types to actively participate in the development and construction of mass production lines for perovskite solar cells based on different technical routes. Adopting a “tailored approach for each enterprise,” we aim to cultivate approximately five high-quality enterprises characterized by strong innovation capabilities, high brand recognition, and significant industry-leading influence. (7) Industrial Cluster Development Initiative. Intensify efforts in industrial chain investment promotion and support, attract and cultivate upstream and downstream enterprises in the perovskite solar cell industrial chain, lead collaborative innovation within the industrial chain and ensure stable supply chain support, promote complementary integration across all links of the industrial chain, build an integrated industrial system encompassing R&D, testing, manufacturing, and application, and establish a perovskite solar cell industrial cluster with Shandong characteristics.(Lead Agencies: Provincial Department of Science and Technology, Provincial Department of Industry and Information Technology; Responsible Agencies: Provincial Development and Reform Commission, Provincial Department of Commerce, Provincial State-owned Assets Supervision and Administration Commission, Provincial Market Regulation Bureau, Provincial Energy Bureau)

(8) Diversified Demonstration and Application Promotion Initiative. Coordinate and advance the implementation of demonstration projects for diverse applications such as “perovskite PV + transportation,” “perovskite PV + building-integrated photovoltaics,”“perovskite PV + industrial parks and bases,” “perovskite PV + ground-mounted power stations,” and “perovskite PV + offshore power stations.” Conduct pilot projects for new photovoltaic technologies in areas such as coal mining subsidence zones and saline-alkali tidal flats in southwestern and northern Shandong, adapting to local conditions, to expand the scale of the perovskite solar cell industry.(Responsibility lies with the Provincial Development and Reform Commission, Provincial Department of Science and Technology, Provincial Department of Industry and Information Technology, Provincial Department of Natural Resources, Provincial Department of Ecology and Environment, Provincial Department of Housing and Urban-Rural Development, Provincial Department of Transportation, Provincial State-owned Assets Supervision and Administration Commission, Provincial Energy Bureau, and Provincial Oceanic Administration, in accordance with their respective duties)

III. Support Measures

(1) Strengthen Organizational Leadership. Establish a coordination and promotion mechanism for the perovskite solar cell industry. Departments including development and reform, education, science and technology, industry and information technology, finance, housing and urban-rural development, transportation, market regulation, and energy shall coordinate efforts to advance all aspects of the industry’s development, resolve major issues encountered during implementation, and ensure the effective execution of all tasks.

(2) Strengthen Resource Support. Support eligible projects to be included in provincial and municipal key project lists; encourage cities to introduce supportive policies; strengthen the provision of resources such as land, energy, maritime areas, and capital; and attract private capital and venture capital to participate in industrial development and utilization.

(3) Strengthen Talent Recruitment and Development. Deepen the integration mechanism of the “four chains”—talent, education, industry, and innovation—strengthen the development of academic disciplines and specialties, and accelerate the recruitment and cultivation of leading talents, innovation teams, and management teams. Encourage universities and research institutes within the province to establish new doctoral and master’s programs related to perovskite solar cell development to improve the talent cultivation system.

(4) Optimize the Development Environment. Leverage the guiding role of government procurement by including eligible perovskite solar cell products in the government procurement catalog for “first-of-a-kind” products. Promote the opening of photovoltaic application scenarios, provide efficient, convenient, and timely grid connection services for perovskite photovoltaic power generation, and implement relevant support policies for perovskite photovoltaic power generation.
