Three, the assessment object

3. Commerce and circulation enterprises: set up 7 indicators, including total business revenue, total tax revenue, total fixed asset investment, business revenue growth, local contribution growth, fixed asset investment growth, revenue profit margin.

4. Construction and Real Estate Enterprises: Setting up 6 indicators such as total business revenue, total tax revenue, total output value of construction industry or total investment in real estate development, local contribution, profit rate of revenue, talent attraction and innovation achievements.

(2) Incentive Indicators

There are five indicators, including the construction of party and trade union organizations, industry demonstration and leadership, participation in regional cooperation and co-construction, support for the construction of villages (communities), and love and charitable donations.

(3) Binding Indicators

There are four indicators, including production safety, ecological protection, social stability, and public opinion and network security, and a one-vote veto will be applied if the prescribed circumstances are met and major losses or impacts are caused.

Fifth, the assessment method

Working management committee set up to the main leader as the leader, the relevant leaders as deputy leader, the main person in charge of the relevant departments and units as a member of the high-quality development of the enterprise comprehensive assessment work leading group, coordinating and leading the assessment work of the whole area enterprises, research to determine the major issues. The office of the leading group is located in the Bureau of Economic Development, Science and Innovation, and takes the lead in promoting the organization and coordination of the assessment. The competent authorities of each industry are responsible for the organization and implementation of the assessment work of their respective industries, the Bureau of Economic Development and Science and Technology Innovation is responsible for the assessment of industrial and service enterprises and science and technology platforms, the Bureau of Free Trade is responsible for the assessment of commerce and trade circulation enterprises and international trade, the Bureau of Construction and Transportation is responsible for the assessment of construction and real estate enterprises, the Bureau of Investment Promotion is responsible for the assessment of the use of foreign investment, and the Bureau of Finance and Economics is responsible for the assessment of financial institutions.

The evaluation of high-quality development of enterprises will be conducted once a year, and will be promoted by the competent industry departments and relevant functional departments with division of labor and linkage. The list of participating enterprises is confirmed by the competent industry departments in accordance with the scope of the provisions of this method and provided to the relevant functional departments. Each functional department carries out data extraction, collation and identification of development indicators and constraint indicators in accordance with its responsibilities, and feeds the results back to the competent industry department. Participating enterprises shall declare additional points to the competent industry department on their own against the content of the incentive indicators, and the competent industry department shall clarify the additional points after uniformly soliciting the opinions of the functional departments. For enterprises without one-vote veto matters, the competent department of the industry will calculate the development index score and add it with the incentive index score to form the comprehensive assessment score and industry ranking of the enterprise, and in principle, take the top 10% of enterprises ranked in each industry to be shortlisted in the scope of appraisal of the first and the best. Based on the comprehensive scores, individual results and opinions of industry authorities, the Leading Group Office will study and put forward comprehensive evaluation opinions and the list of enterprises to be rewarded, which will be reviewed by the Leading Group of the Evaluation Work and submitted to the Public Works Committee for consideration and determination.

1. "Huang Bohai New Area High-quality Development Meritorious Enterprises"

Enterprises in the top 10 of each industry in the comprehensive assessment, meeting one of the following conditions can be identified as "Huang Bohai New Area High-quality Development Meritorious Enterprises":

(1) The revenue of the year exceeds 10 billion yuan and the tax payment exceeds 2 billion yuan.

(2) The revenue of the year exceeds 5 billion yuan and the compound growth rate of the revenue in the past two years exceeds 50%.

Enterprises that have made a significant impact and contribution to the region's economic and social development during the year can be considered on a case-by-case basis.

2. "Huang Bohai New Area high-quality development outstanding contribution to the enterprise"

(1) scale contribution category

In the sub-industry comprehensive assessment score ranked in the top 10% of the enterprise, industry, service industry and trade and circulation industry enterprises to the total business revenue, total tax revenue, investment in fixed assets and other indicators. 3 indicators as the main basis, construction and real estate industry enterprises to the total operating income, total tax, construction output or real estate development investment in the total amount of 3 indicators as the main basis, sub-industry in descending order to determine the shortlist. (2) Growth Contribution Category

Among the top 10% of the enterprises in the comprehensive evaluation score of sub-industries, the enterprises in industry, service industry and trade circulation industry will be determined by the growth of business revenue, growth of local contribution, growth of fixed asset investment and other indicators, while the enterprises in the construction and real estate industry will be determined by the growth of local contribution, and then ranked by sub-industries in ascending order to determine the shortlist. The shortlist will be determined by ranking the enterprises by industry in descending order. The top 30% of enterprises will be awarded the "Outstanding Contribution to the High-Quality Development of Huang Bohai New Area Enterprises".

(3) Quality and Efficiency Contribution Category

Among the top 10% enterprises in terms of comprehensive evaluation score by industry, industrial enterprises will be ranked in ascending order by two indicators, namely, revenue profit margin and mu-per-acre efficiency; service enterprises will be ranked in ascending order by two indicators, namely, total profit and revenue profit margin; and enterprises in other industries will be ranked in ascending order by revenue profit margin, and the shortlisted list will be determined.
