Original Title: Notice on the Dynamic Adjustment of the Provincial Key Projects Database for Modern Services
To the Development and Reform Commissions and Finance Bureaus of All Cities:
Since its establishment in August 2023, the Provincial Key Projects Database for Modern Services has played a positive role in strengthening project support. To further improve project reserves and accelerate the construction of high-quality projects, we hereby issue the following notice regarding the dynamic adjustment of the Provincial Key Projects Database for Modern Services:
I. Newly Added Construction Projects
Centered on “new technologies, new industries, new business formats, and new models,” and focusing on the development of high-end production-oriented services, high-quality lifestyle services, and the construction of high-level service platforms, a batch of leading, supportive, and exemplary key modern service industry projects will be added. Added projects must meet the following conditions:
(1) Projects must align with the province’s efforts to deepen the transformation of old and new growth drivers and promote green, low-carbon, and high-quality development. They must comply with national and provincial economic and social development plans, territorial spatial plans, and relevant specialized plans, as well as meet national and provincial policy requirements. Projects should play a strong leading, supporting, and driving role within their respective industries and sectors, represent the direction of innovation and development in modern services, and possess favorable market prospects.
(2) Projects are categorized into 4 major categories and 18 subcategories, specifically: Six major production-oriented service industries: including modern logistics, modern finance, commerce and distribution, software services, industrial internet, and business services; Five major lifestyle service industries: cultural tourism, education and training, medical and health care, elderly care and childcare, and domestic services;Six major emerging service sectors: big data, artificial intelligence, technology services, ecological and environmental protection, testing and inspection, and human resources services; Public service platform projects, which are service platforms with regional and industry influence. Real estate, infrastructure projects, and government-funded social welfare projects are excluded.
(3) Total project investment must exceed 30 million yuan.
(4) Projects are categorized by construction phase into ongoing projects (those commenced before the end of 2023 and continuing in 2024), new-start projects (those commencing in 2024), and reserve projects (those planned to commence in 2025–2026).Projects must be of reasonable scale. Ongoing projects must have completed all necessary procedures, have made significant progress, and be expected to be completed and put into operation on schedule; new projects must have solid preparatory work, be able to commence construction in accordance with laws and regulations as scheduled, and fulfill their annual investment plans.
(5) The project entity is a service industry enterprise with financial strength, technical capabilities, and human resources commensurate with the project’s implementation, and has no history of violations or irregularities regarding work safety, business operations, environmental protection, or social credit.
(6) Projects must generally be single, independent initiatives that have obtained a project code through the Online Approval and Supervision Platform for Investment Projects; projects without a code will not be reviewed for inclusion in the database (except for reserve projects).
The Development and Reform Commissions and Finance Bureaus of each city shall strictly review and scientifically evaluate projects based on the above criteria, solicit opinions from relevant industry authorities, and recommend and report eligible projects on a merit-based basis; there is no limit on the number of projects submitted. The Provincial Development and Reform Commission and the Provincial Department of Finance will evaluate and review the projects submitted by each city and select the best ones for inclusion in the project pool.
II. Projects to Be Removed
(1) Projects that commence production by the end of 2023 will be automatically removed from the project database.
(2) Projects that do not meet the conditions for commencement in the short term due to changes in construction conditions or corporate operations, as well as projects that have commenced construction but cannot be implemented according to the original investment plan, shall be verified on-site by the municipal development and reform commission of the respective city, which shall then submit an application. After review by the Provincial Development and Reform Commission, such projects will be removed from the project database.
III. Relevant Requirements
(1) Municipal Development and Reform Commissions must rigorously verify the information of projects included in the database; once included, adjustments shall not be made arbitrarily. For existing projects in the database, if adjustments to project information are required due to changes in implementation progress or other reasons, relevant materials must be provided. After review and approval by the Provincial Development and Reform Commission, adjustments to the project information in the database may be made.
(2) To apply for the addition of projects, the municipal Development and Reform Commission and Finance Bureau of the relevant city shall issue an application document, accompanied by the Summary Table of Additional Project Applications, the Project Application Commitment Form, and the Project Application Form. Please submit two hard copies of the aforementioned materials and electronic versions (burned onto a CD-ROM; the Summary Table of Project Applications and the Summary Table of Adjustments must be provided as Excel files) to the Service Industry Development Division of the Provincial Development and Reform Commission by January 22, 2024.
