Action Plan for the High-Quality Development of the New Energy Vehicle Industry in Shandong Province

This Action Plan is formulated to thoroughly implement the national "Development Plan for the New Energy Vehicle Industry (2021–2035)," further promote the quality and scale of our province’s new energy vehicle industry, and establish a major national production base for new energy vehicles.

I. General Requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China and fully carry out General Secretary Xi Jinping’s important instructions and requirements regarding Shandong’s work. Taking the construction of a pilot zone for green, low-carbon, and high-quality development as the overarching priority, and aiming to create new competitive advantages in passenger vehicles and consolidate our leading position in commercial vehicles, we will pursue a path of integrated innovation and coordinated advancement. We will coordinate capacity utilization, optimize industrial layout, achieve breakthroughs in key core technologies, build distinctive and competitive brands, and improve infrastructure,focus on fostering an industrial ecosystem that integrates “vehicles, energy, roads, and cloud services,” enhance the competitiveness of the entire industrial chain, and comprehensively promote the high-quality development of Shandong’s new energy vehicle industry.Through the implementation of the “5567” Industrial Chain Enhancement Project (expanding 5 leading passenger vehicle enterprises and 5 leading commercial vehicle enterprises; strengthening 6 core components; and optimizing 7 supporting product sectors), we aim to achieve a new energy vehicle industry scale of 500 billion yuan in our province by 2025, with significantly enhanced stability and competitiveness of the industrial and supply chains.

— Achieve a leapfrog improvement in vehicle production.By 2025, the province aims to achieve an annual new energy vehicle production of approximately 1 million units, ranking among the top five in the country. In the passenger vehicle sector, we will cultivate one enterprise with an annual output of over 300,000 units and four enterprises with an annual output of over 100,000 units; in the commercial vehicle sector, we will cultivate five enterprises whose sales in specific vehicle segments rank among the top ten nationally. We will focus on building approximately 30 nationally renowned new energy vehicle brands, with the vehicle manufacturing industry reaching a scale of approximately 150 billion yuan.

——Achieve breakthrough progress in core components. Focusing on six key areas—automotive power electronics, power battery systems, electric drive systems, new chassis architectures, intelligent driving systems, and hydrogen energy and fuel cells—we will plan and implement a series of major projects. By 2025, the industry scale is expected to reach approximately 80 billion yuan.

— Achieve national leadership in supporting components. Focus on seven key areas—critical production equipment, high-performance tires, high-end bearings, lightweight aluminum materials, braking products, charging stations, and battery materials—to expand and strengthen specialized supporting component industrial clusters. By 2025, the industry scale is expected to reach approximately 200 billion yuan.

— Expand the scope and scale of application and promotion. By 2025, the market penetration rate of new energy vehicles in the new vehicle market will reach approximately 45%, with a total fleet of around 2.4 million vehicles. Efforts to build charging infrastructure will be intensified, with public and residential charging infrastructure reaching 180,000 and 900,000 units, respectively; in rural areas, public and residential charging infrastructure will reach 10,000 and 150,000 units, respectively.

— Achieve economies of scale in the industry’s dual carbon goals. Accelerate the development of the new energy vehicle circular economy, with a focus on supporting the recycling of new energy vehicles, the secondary use of power batteries, and battery dismantling and recycling. By 2025, cultivate 15 relevant enterprises, establish four circular economy demonstration bases, and achieve an industry scale of approximately 10 billion yuan.

— Achieve full-chain coverage of supporting services. Build an ecosystem of supporting services covering R&D and testing of complete vehicles and key components, automotive logistics, automotive finance, maintenance and repair, charging operations, automotive tourism and culture, and motorsports culture. By 2025, the industry scale will reach approximately 60 billion yuan.

II. Key Tasks

(1) Implement the “Flagship Leadership” Initiative for Complete Vehicle Manufacturers

1. Rapidly expand the passenger vehicle sector. Strengthen policy support and service guarantees to accelerate capacity ramp-up for new projects in Jinan and Qingdao. Intensify efforts to attract projects and coordinate with higher-level authorities to actively secure the deployment of high-end, best-selling models by industry-leading enterprises in our province.Strengthen mutual visits with headquarters of leading enterprises outside the province, engage in deeper cooperation and exchanges, and facilitate the establishment of new projects and the introduction of vehicle models. 2. Continuously consolidate our competitive edge in commercial vehicles. Leverage the leading and supporting role of large vehicle manufacturers to accelerate breakthroughs in high-end mainstream models, thereby driving small and medium-sized enterprises to grow and strengthen. Focus efforts on distinctive specialized models to achieve orderly competition and differentiated development.Encourage enterprises to build upon their existing fuel and LNG (liquefied natural gas) products by intensifying development efforts for pure electric, hybrid, hydrogen fuel cell, and methanol-powered vehicles. 3. Strengthen Support for Key Projects. Promote the implementation of key projects such as Jinan’s smart connected heavy-duty trucks and new energy passenger vehicles, Qingdao’s new energy passenger vehicles, and Binzhou’s lightweight vehicle bodies to build industrial advantages. Establish a database of key projects in the new energy vehicle industry, dynamically track construction progress, promptly coordinate to resolve difficulties and issues, and ensure high-quality and efficient project development. (II) Implement the “Chain-Cluster Aggregation” Initiative for Supporting Capabilities

1. Expand the Parts Supply System. Building upon the province’s established competitive advantages in distinctive supporting components, we will target high-end products such as automotive electronics, next-generation power batteries, and high-efficiency electric drive systems. We will increase R&D investment and accelerate industrialization to diversify the product supply system. We will guide traditional fuel-powered vehicle suppliers, as well as enterprises in the electronics, chemical, and metal materials sectors, to deeply engage in vehicle product development, process innovation, and advanced manufacturing, thereby actively integrating into the new energy vehicle industry chain and supply chain system.(Lead Agencies: Provincial Department of Industry and Information Technology, Provincial Department of Commerce)

2. Implement Targeted Investment Promotion for Supporting Components. Compile and refine an industrial chain map, regularly publish investment priorities, and advance investment promotion efforts targeting industrial chains, original equipment manufacturers (OEMs), and industrial parks. Implement the “Integrating and Strengthening Industrial Chains” initiative, conducting thematic activities such as “Chain Leader Visits,” “Benchmark Enterprise Visits,” “Industrial Cluster Visits,” “University and Research Institute Visits,” and “Financial Institution Visits.” Each year, facilitate the establishment of close cooperative relationships between more than 30 “Specialized, Refined, Unique, and Innovative” enterprises and “chain leader” enterprises.(Lead Agencies: Provincial Department of Commerce, Provincial Department of Industry and Information Technology)

3. Enhance Core Component Supply Capabilities. Based on the distribution and allocation of regional industrial resources, prioritize the development of core component industries. Promote the coordinated development of complete vehicles, components, and raw materials. Strive to bring products such as battery packs, electric motors, and electronic control units up to mainstream domestic standards, while ensuring that battery anode and cathode materials, electrolytes, and magnetic materials for electric motors achieve leading-edge development. Simultaneously expand into both domestic and international markets. Actively cultivate R&D teams in areas such as chassis systems, autonomous driving, and smart cockpits to create new industry leaders in these specialized sectors.Accelerate the development of Zaozhuang as the “Northern Lithium Battery Hub” and Tai’an as the “Lithium Valley,” expand the Dongying lithium battery base materials hub, and foster “three-electric” (battery, motor, and electronic control) core component industrial clusters in Jinan, Qingdao, Yantai, Jining, and Heze. (3) Implement the “Differentiated Development” Initiative for Industrial Layout

1. Promote coordinated development in key regions. Optimize the industrial layout characterized by “two core hubs leading and multiple points supporting,” with Jinan and Qingdao as the core cities. Encourage the concentration of production capacity and key supporting industries, and provide focused support for the comprehensive development of passenger and commercial vehicles to build two industrial bases each worth 100 billion yuan;Supplement this with existing vehicle manufacturing clusters in cities such as Zibo, Yantai, Weifang, Rizhao, Linyi, Dezhou, and Liaocheng, with a focus on improving capacity utilization rates; highlight the existing supporting industry strengths of cities such as Zaozhuang, Dongying, Jining, Tai’an, Weihai, Binzhou, and Heze, and encourage the development of regionally distinctive supporting industries. 2. Strengthen the coordinated utilization of automotive production capacity. Conduct regular capacity surveys to assess capacity utilization levels; implement tracking management for enterprises subject to special national supervision; reinforce local government responsibilities; and urge local authorities to revitalize capacity resources through mergers and acquisitions, contract manufacturing partnerships, and other means, based on the implementation of industrial policies. 3. Promote the clustered development of the supporting components industry. Focus on strengthening key production equipment, prioritizing the development of new energy vehicle-specific production equipment such as large-scale stamping production lines, five-axis machining centers, and collaborative robots, and fostering the growth of the three major industrial machine tool bases in Jinan, Weifang, and Zaozhuang. Strengthen R&D in high-performance tires, focusing on low-noise and high-wear-resistant tire products, and establish new energy vehicle tire clusters in Qingdao, Dongying, Yantai, and Jining.Strive to optimize high-end bearings, with a focus on developing high-load-bearing, low-friction, and long-life bearing products, and strengthen the Liaocheng bearing industrial base. Deepen the development of lightweight aluminum materials, focusing on high-end products such as lightweight all-aluminum vehicle bodies, automotive aluminum alloy sheets, and structural components, and expand the lightweight aluminum material clusters in Liaocheng and Binzhou.We will continue to improve brake products, with a focus on high-end brake discs, brake drums, and brake pads, maintaining the leading advantage of the brake product bases in Dongying and Yantai. We will accelerate the development of charging stations, enhance the supply capacity of high-end charging stations in Jinan, Qingdao, Jining, and Linyi, and create new business models and operational formats. (IV) Implement the “Comprehensive Application” Market Expansion Initiative

1. Promote the penetration of new energy vehicles into rural areas. Adhere to coordinated efforts among provincial, municipal, and county levels to formulate integrated work plans for promoting new energy vehicle consumption. Organize more than 60 consumption promotion events annually, with at least 30 of them being rural exhibitions and sales events; designate October of each year as “New Energy Vehicle Consumption Promotion Month.” Regularly publish a catalog of models suitable for rural markets, support enterprises in organizing joint brand exhibitions, and promote the penetration of market-appropriate models such as new energy passenger vehicles, micro-trucks, light-duty trucks, and pickup trucks into rural areas.(Lead Agencies: Provincial Department of Industry and Information Technology, Provincial Department of Commerce; Responsible Agencies: Provincial Development and Reform Commission, Provincial Department of Agriculture and Rural Affairs)

Promote the replacement of government-owned vehicles with new energy vehicles through government procurement; prioritize the use of new energy vehicles for newly added or replaced buses, sanitation vehicles, postal vehicles, and taxis in all cities; and promote the transition to new energy vehicles for port transport vehicles, steel mill shuttles, cement tankers, and urban delivery vehicles.Actively strive to become a pilot city for the National Pilot Zone for Comprehensive Electrification of Vehicles in the Public Sector, and accelerate the development of national demonstration projects for the application of renewable material recycling systems for new energy vehicles and for green and smart logistics. 3. Stimulate the vitality of the consumer market. Encourage manufacturers of new energy commercial vehicles and special-purpose vehicles to innovate business models through long-term leasing, joint route operations, and co-construction and co-management arrangements to drive vehicle sales, reduce purchase and maintenance costs, and improve utilization rates. Expand the supply of new energy vehicle models, improve the sales and service network, and organize various forms of exhibitions and experiential activities to increase market penetration. (5) Implement the “Collaborative Synergy” Initiative for Innovation Capacity

Focus on advanced common technologies such as automotive chips, foundational software, key materials, and high-end manufacturing and testing equipment; core components including new-generation power batteries, electric drive systems, and fuel cell systems; as well as innovation needs in key areas such as power battery anode and cathode materials, electrolytes, separators, all-solid-state batteries, and intelligent driving operating systems. Through mechanisms such as “open challenges” and “competitive selection” mechanisms, a batch of major key technology R&D tasks will be launched annually. Support will be provided to enterprises and research institutions across the industrial chain to form innovation consortia for collaborative R&D, fostering the development of leading-edge technologies and products. 2. Establish R&D Innovation Platforms. Promote the construction of the Commercial Vehicle Research Institute, the Global Future Technology R&D Center, and the High-End New Energy Commercial Vehicle Innovation Incubation Center.Accelerate the construction of a public service platform for packaging and testing, support eligible cities in striving to become National New Energy Vehicle Quality Supervision and Inspection Centers, and build a comprehensive “one-stop” public service platform covering the entire value chain—including metrology, standards, certification, inspection, testing and evaluation, and technical services. Relying on innovation platforms such as mass entrepreneurship and innovation demonstration bases and enterprise technology centers, establish a number of science and technology innovation bases to create an open and shared innovation ecosystem. 3. Foster innovative enterprises. Actively seek to attract leading domestic and international enterprises to establish R&D and design operations in our province, collaborate on building innovation platforms, and enhance the R&D and innovation capabilities of our province’s new energy vehicle industry.Focus on fostering small and medium-sized enterprises (SMEs) that occupy key positions in critical industrial chains and can play a vital role in “addressing weaknesses,” “strengthening strengths,” and “filling gaps.” By 2025, we aim to have approximately 100 national-level “Specialized, Refined, Unique, and Innovative” (SRUI) “Little Giant” enterprises and approximately 500 provincial-level SRUI enterprises in the new energy vehicle sector. (6) Implement the Infrastructure “Acceleration and Efficiency Improvement” Initiative

1. Accelerate the construction of charging infrastructure. Guided by the overall principle of “expanding total capacity, optimizing structure, and addressing shortcomings,” promote the orderly extension of the charging service network to townships and rural areas to achieve full coverage of public charging stations in all townships. Encourage the construction of integrated photovoltaic-storage-charging stations and explore the integrated application of V2G (vehicle-to-grid bidirectional interaction).Coordinating transportation and power infrastructure conditions, promote the planning and construction of DC charging stations along expressways, national highways, large logistics parks, and commodity trading markets. Rationally layout commercial vehicle battery swap stations and pilot the promotion of high-voltage ultra-fast charging stations. Adhering to the principle of “coordination between stations and moderate foresight,” support cities in guiding enterprises to plan and construct hydrogen refueling stations by leveraging existing sites and facilities, in accordance with hydrogen supply and fuel cell vehicle application scenarios. Actively explore the “oil, gas, electricity, hydrogen, and services” integrated energy station model.Seize the opportunity presented by the implementation of the “Hydrogen into Every Home” technology demonstration project to encourage enterprises to explore the construction of hydrogen fuel transport pipelines, gradually reduce storage and transportation costs, and meet the demand for the promotion and application of hydrogen fuel cell vehicles. 3. Optimize the layout of intelligent connected vehicle infrastructure. Taking new energy intelligent commercial vehicles as a breakthrough point, we will take the lead in launching pilot projects for intelligent transportation applications in areas such as ports, airports, highway hubs, and large logistics parks. We will support Jinan and Zibo in accelerating the construction of national pilot projects for the coordinated development of smart city infrastructure and intelligent connected vehicles, and support Dongying in striving to become a national-level Internet of Vehicles (IoV) pilot zone. (VII) Implement the Autonomous Driving “Demonstration Application” Initiative

1. Expand pilot and demonstration application scenarios. Support Jinan, Qingdao, and Zibo in conducting road testing and demonstration applications of autonomous and intelligent connected vehicles on road sections or in areas with lower population density and better infrastructure conditions. Encourage new energy vehicle manufacturers to collaborate with internet companies and others to advance the large-scale commercial application of autonomous driving. 2. Accelerate R&D for high-level autonomous driving. Strengthen collaborative innovation with semiconductor companies and new energy vehicle parts manufacturers to achieve integrated development. Explore the construction of unmanned vehicle testing bases to advance the R&D and commercial application of highly automated intelligent connected vehicle technologies. 3. Promote the integrated development of vehicles, energy, roads, and cloud systems. Accelerate the adoption of smart, orderly charging to facilitate bidirectional interaction between electric vehicles and the power grid, thereby effectively supporting energy regulation. Encourage eligible cities to upgrade traffic infrastructure with vehicle-to-everything (V2X) capabilities and enhance core system capacities, and promote cross-regional and cross-platform interconnectivity among smart connected vehicles, road infrastructure, V2X communication networks, and transportation application services.Focus on promoting the integrated development of new energy vehicles with smart energy, intelligent transportation, and smart cities to foster a new ecosystem for the integrated development of vehicles, energy, roads, and cloud services. (8) Implement the Green and Low-Carbon “Innovation Breakthrough” Initiative

1. Focus on developing the recycling and dismantling of vehicles and power batteries. Support cities such as Jinan, Qingdao, Zaozhuang, Jining, and Linyi in developing the new energy vehicle and power battery recycling and dismantling industry, cultivate a group of high-quality enterprises, and establish demonstration bases for green industrial development. Promote the construction of public service platforms such as a vehicle parts traceability platform and a reused parts trading platform; improve the qualification certification system for new energy vehicle and power battery recycling and dismantling; and carry out certification services for secondary use and remanufacturing.(Lead Agencies: Provincial Department of Commerce, Provincial Department of Industry and Information Technology)

2. Encourage the R&D of recycling and dismantling equipment. Support the development of intelligent and flexible production lines for the dismantling and testing of new energy vehicles and power battery packs. Explore the development of products such as automated fluid extraction workstations, intelligent battery pack disassembly workstations, intelligent robotic battery pack dismantling workstations, automated power battery testing and capacity grading workstations, high-efficiency dismantling machines, power battery secondary utilization production lines, and high-efficiency crushing and sorting equipment.(Lead Agency: Provincial Department of Industry and Information Technology; Responsible Agencies: Provincial Department of Commerce, Provincial Market Regulation Bureau)

3. Accelerate the promotion of zero-carbon development across the industrial chain. Guide new energy vehicle manufacturers, power battery, and materials enterprises to build green and low-carbon factories, promote low-carbon technologies and equipment, and carry out green retrofits. Support power battery enterprises, as well as those producing key components and raw materials, in obtaining zero-carbon factory certification. (9) Implement the “Digital Empowerment” Initiative for Manufacturing Capabilities

1. Build an “Industrial Brain.” Establish a provincial-level automotive industry operation platform. Based on industrial big data, create a comprehensive panorama integrating industrial, innovation, and spatial chains, and develop diverse application scenarios such as an industrial chain information center and industrial maps. Enhance functions including enterprise profiling, policy profiling, comprehensive enterprise evaluation, and digitalized holistic governance to deepen monitoring and analysis of industrial operations and facilitate the delivery of targeted industrial services. 2. Promote Digital and Intelligent Transformation. Advance the in-depth application of next-generation information technologies across the entire business process of new energy vehicles, including operations management, R&D and design, production and manufacturing, warehousing and logistics, and sales and service. Create typical application scenarios in specific sectors, build digital workshops and smart factories, and strive to establish national-level smart manufacturing demonstration factories. Addressing common industry pain points and customized enterprise needs, support service providers in developing standardized products combined with customized services to create a resource pool of smart manufacturing system solution providers.(Lead Agency: Provincial Department of Industry and Information Technology)

(10) Implement the “Quality and Brand Enhancement” Initiative

1. Build Leading Automotive Brands. Establish a market-driven, government-supported brand development mechanism to guide enterprises in strengthening brand building with a focus on improving quality and service levels. Create a group of “Good Quality Shandong” automotive brands to reinforce Shandong’s reputation as a leading automotive province.For complete vehicles, expand the influence of leading commercial vehicle brands and actively cultivate passenger vehicle brands; for core components and other supporting parts, forge a group of premium brands with distinct advantages, support their participation in the Provincial Governor’s Quality Award selection, and strive for the China Quality Award. Actively participate in the “China Automotive Brand Upward Development” special campaign to enhance brand influence and reputation. 2. Focus on expanding export scale. Fully leverage the advantages of Shandong’s ports, seize the opportunity presented by the pilot program for tax rebates at ports of departure, make effective use of the China-Europe Railway Express, and utilize export credit insurance to encourage enterprises to expand their export scale. Seize export opportunities presented by the “new three categories” of foreign trade, and support enterprises with export potential—such as those producing new energy vehicles and power batteries—to actively participate in overseas exhibitions and explore overseas markets in ASEAN, Europe, the Middle East, Central Asia, Latin America, and Africa.Guide enterprises to establish branches and retail outlets by leveraging overseas warehouses and overseas economic and trade cooperation zones, and to conduct brand promotion, product展示 and sales, and after-sales service through a “front-end exhibition, back-end warehouse” model to improve international marketing channels. III. Support Measures

(1) Strengthen Organizational Implementation. (2) Strengthen Fiscal and Tax Support. Implement the national policy on tax exemptions and reductions for the purchase of new energy vehicles. High-tech enterprises engaged in the manufacturing of new energy vehicles and charging infrastructure shall pay corporate income tax at a preferential rate of 15%. For new energy vehicle enterprises undergoing intelligent technological upgrades, support will be provided at a rate not exceeding 10% of the costs associated with the acquisition of production, testing, and R&D equipment, as well as supporting software and hardware systems, and the acquisition of intellectual property and scientific and technological achievements, with a maximum support of 5 million yuan per enterprise.Research, develop, and timely introduce subsidy policies for the purchase of new energy vehicles and the construction of charging infrastructure. Further refine dynamic time-of-use electricity pricing policies by optimizing time-slot divisions to encourage off-peak charging for electric buses. Improve the financial guidance mechanism for the industrial chain and further optimize financial services covering the entire industrial chain and lifecycle of NEVs.Encourage qualified and capable financial institutions to develop financial products tailored to the characteristics and needs of new energy vehicle enterprises, improve overseas branch networks and service systems, and support the international development of key enterprises. Promote cooperation between enterprises along the industrial chain and renowned universities and research institutes; encourage the establishment of various industry-university-research collaborative innovation institutions; implement industry-university collaborative talent cultivation projects; and develop the capacity to locally supply a steady stream of multidisciplinary talent.
