Combined with the actual situation of our region, the following measures.
One, the scope of application
This policy applies to the industrial and commercial registration, tax collection and management relations and statistical relations in the Yantai Economic and Technological Development Zone, in line with the national layout planning and industrial policy, engaged in the characteristics of the semiconductor design, manufacturing, packaging and testing, equipment, materials, etc. for the main business of the independent legal entity. This measure applies to the scope of enterprises, projects, talents identified by the Economic and Technological Development Bureau to lead the implementation of the Organization Department, Investment Promotion Bureau, Human Resources and Social Security Bureau and other departments to cooperate.
Two, support areas
Focus on optoelectronics, power, high-end general-purpose chips three main directions, focusing on supporting independent research and development of high-end general-purpose chips such as CPUs, GPUs and artificial intelligence and other specialized chip design, IGBT devices, high-end MEMS, semiconductor sensors, etc., as a representative of the manufacturing, testing and semiconductor equipment, advanced materials, the whole industry chain elements Production link.
Three, support policies
1. Support product development and flow. Products with independent intellectual property rights to carry out multi-project wafer (MPW) wafer flow, in accordance with no more than 70% of the direct cost of its MPW wafer flow subsidies, the maximum total annual subsidies for a single enterprise 3 million yuan. For products with independent intellectual property rights to carry out the first round of full mask project wafering, in accordance with the first round of wafering costs not exceeding 50% of the subsidy, the maximum total annual subsidy for a single enterprise 5 million yuan. The subsidy period is calculated continuously from the first enjoyment, and the total period does not exceed 3 years.
2. Support for the purchase of EDA software and IP. semiconductor design enterprises to purchase electronic design automation (EDA) tools and software, according to the actual cost of no more than 30% subsidies, the total annual subsidies for each enterprise up to 3 million yuan. Enterprises to purchase non-affiliated intellectual property (IP) to carry out high-end chips or special process chip R & D, according to no more than 50% of the direct cost of subsidies, the maximum total annual subsidy per enterprise 3 million yuan. The subsidy period is calculated continuously from the first enjoyment, and the total period does not exceed 3 years.
3. Support to reduce operating costs. After evaluation of the Yantai Optoelectronic Sensor Industrial Park, Innovation Nursery and other dual-creation carriers, characteristics of the park to give office space of up to 500 square meters, production space of up to 1500 square meters of rent subsidies for five years, the maximum subsidy of 2 million yuan per enterprise. The maximum subsidy per enterprise is 2 million RMB. Among them, the rent subsidy for office space is not more than 500 square meters according to the actual rented area of the enterprise. 300 (including) square meters or less, the full rent is subsidized for the first 3 years, and 50% is subsidized for the next 2 years; 300-500 (including) square meters, 50% of the rent is subsidized for the first 3 years, and the full rent is charged for the next 2 years. Production rooms are fully subsidized for the first 2 years, and full-price rent is charged for the exceeding part. Enterprises (projects) to build more than 10,000 clean workshops and other R & D production buildings, according to not more than 30% of the actual investment in fixed assets (excluding the purchase of land and plant construction costs) to be subsidized, the total amount of subsidies for each enterprise does not exceed 8 million yuan.
4. Support for large-scale development. Annual operating income for the first time exceeded 50 million yuan, 100 million yuan, 300 million yuan, 500 million yuan, 1 billion yuan of integrated circuit design enterprises, were given no more than 500,000 yuan, 1 million yuan, 2 million yuan, 3 million yuan, 5 million yuan of one-time incentives. Annual operating income for the first time exceeded 500 million yuan, 1 billion yuan, 2 billion yuan of integrated circuit manufacturing, packaging and testing enterprises, were given no more than 1 million yuan, 3 million yuan, 5 million yuan of one-time incentives. Enterprises with annual operating revenues exceeding 100 million yuan, 500 million yuan, and 1 billion yuan for the first time in integrated circuit equipment, materials, etc. will be given one-time awards of no more than 1 million yuan, 3 million yuan, and 5 million yuan, respectively. If the same enterprise to meet a number of conditions, in accordance with the "high not repeated, the promotion of the difference" principle of reward.
5. Support enterprises to become stronger. The first recognized provincial and municipal gazelle enterprises, were given a one-time award of 500,000 yuan, 100,000 yuan. The first recognized national-level specialties and new "small giants" enterprises, a one-time award of 2 million yuan. Provincial and municipal specialized, special and new enterprises recognized for the first time will be awarded 200,000 yuan and 50,000 yuan respectively. Provincial unicorn enterprises recognized for the first time will be given a one-time award of up to 6 million yuan according to 30% of their contribution to the local economy at the district level in the previous year.
6. Support enterprises to develop markets. In the semiconductor chips, devices, modules and other new products in the letter of creation, the national defense industry and other high-tech areas to achieve the first single order amounted to more than 10 million yuan, after review and determination in accordance with the amount of no more than 10% of the actual amount of the order to give support up to a maximum of 5 million yuan. Encourage enterprise application scenarios for the first trial first use, the newly developed trial products and the first time to the market for new products, financial investment project purchasers in accordance with the law to use a single-source procurement to carry out procurement activities.
7. Support the introduction and training of talent. Encourage semiconductor companies to attract industry-related graduates to employment in the region, the new employment of enterprises to reach a certain size of the award, a single enterprise annual subsidies up to a maximum total of 200,000 yuan. Subsidies for the first time since the first time to enjoy the continuous calculation, the total number of years does not exceed 3 years. Encourage conditional semiconductor companies in the region to cooperate with colleges and universities to build high-end talent and skilled personnel training base, identified as eligible training base projects, in accordance with no more than 30% of the actual investment in the enterprise, to give a one-time subsidy of up to 1 million yuan.
The funds required for this policy are to be expended from the special funds set up by the Management Committee. If there is any duplication or crossover between this policy and the higher-level policies or existing policies in the region, they will be implemented in accordance with the principle of not repeating the same thing at a higher level.
Enterprises that have suffered major production safety accidents, major environmental pollution and ecological damage, as well as other violations of the law, will be disqualified from enjoying policy support.
Enterprises that have signed investment agreements with the management committee and relevant departments, the same type of support terms are not superimposed on the enjoyment of this policy, and special circumstances "one case at a time".
This policy shall come into force on January 1, 2024, and shall be valid for 3 years, and shall be revised according to the actual situation if national laws, regulations, policies, and industrial orientations are adjusted during the implementation period.
