Original Title: Notice on the Publication of the List of Shandong Provincial Engineering Research Centers Recognized in 2023

To the Development and Reform Commissions of All Cities and Relevant Units:

To thoroughly implement the innovation-driven development strategy and accelerate the creation of new advantages for high-quality development, in accordance with the relevant provisions of the “Administrative Measures for Shandong Provincial Engineering Research Centers,” and following evaluation and review, 135 engineering research centers—including the Engineering Research Center for Intelligent Indoor Air Conditioning Technology undertaken by Qingdao Haier Air Conditioning Co., Ltd.—have been designated as Shandong Provincial Engineering Research Centers. This list is hereby announced, and the relevant matters are notified as follows.

I. Competent authorities, host institutions, and co-constructing units of the Shandong Provincial Engineering Research Centers shall increase their support, actively promote the allocation of relevant policies, talent, funding, and other resources toward these centers, continuously improve their R&D facilities and conditions, and effectively enhance their capacity to support innovation.

II. Provincial Engineering Research Centers must maintain clear boundaries with their host institutions in terms of management. They are encouraged to operate as independent entities and proactively open up and share resources with the industry and enterprises. They should actively undertake scientific research tasks assigned by the state and the province, and carry out R&D activities—including core technology breakthroughs, key process trials, major equipment development, standard formulation, talent cultivation, and technology transfer—focused on the deep integration of the innovation chain and industrial chain.

III. Relevant competent authorities shall strengthen daily supervision and management to promote the continuous optimization of operational mechanisms at Provincial Engineering Research Centers and enhance the effectiveness of industry-academia-research collaborative innovation. Host institutions must organize and submit evaluation materials on time and participate diligently in periodic evaluations. Those that fail to participate in periodic evaluations or receive unsatisfactory evaluations will be revoked in accordance with regulations.
