In order to further promote the city's transformation of old and new kinetic energy and the high-quality development of the economy, and in line with the National Development and Reform Commission's Opinions on Innovating and Improving the Price Mechanism for Promoting Green Development" (Development and Reform Price Regulation [2018] No. 943), "Shandong Provincial Government's Guiding Opinions on Carrying Out the Reform Work of "MuYuanBenefit" Evaluation" (LuZhengZi [2019] No. 235), Shandong Provincial Development and Reform Commission, and other 9 departments' "On the Issue of Notice on Deepening the Reform of Water Pricing Mechanism to Promote the Implementation of Water Resource Intensive and Saving Utilization" (LUFRC Price [2021] No. 1059), "Shandong Development and Reform Commission on the "mu-yield efficiency" evaluation of enterprise differentiated pricing policy on matters related to the notice" (LUFRC Price [2022] No. 56), and other documents. Provisions, decided to "mu production efficiency" evaluation of enterprises to implement differentiated price policy. The relevant matters are hereby notified as follows:

I. Scope of Implementation

Enterprises whose "mu-yield efficiency" evaluation reforms are listed in Category D (restricted development category, the same hereinafter) as announced by the relevant departments of the local government.

Second, differentiated price standards

(a) the implementation of differentiated electricity pricing policy

In accordance with the provisions of the Provincial Development and Reform Commission documents, the city's "mu-yield efficiency" evaluation and reform of the inclusion of category D enterprises in the electricity, the implementation of the annual incremental increase in the price policy. That is: the first year included in category D, the price of electricity per kilowatt-hour increase of 0.05 yuan (including tax, including market-oriented trading power, the same below); two consecutive years included in category D, the price of electricity per kilowatt-hour increase of 0.1 yuan; three consecutive years and more included in category D, the price of electricity per kilowatt-hour increase of 0.15 yuan. Enterprises that also implement differentiated tariffs, punitive tariffs or ladder tariffs will be subject to the policy of the highest tariff increase standard, and will not repeat the tariff increase.

(ii) differentiated water price policy

The urban "mu-yield efficiency" evaluation of the reform of the inclusion of category D enterprises, differentiated water price according to the quota (plan) water price of 3.1 times the standard charge.

(C) differentiated gas price policy

The urban "mu-yield efficiency" evaluation reform included in category D enterprises, gas prices to implement the annual incremental price increase policy, that is: the first year included in category D, gas prices in the current settlement price based on the price of each cubic meter increased by 0.3 yuan, for the second consecutive year included in category D, the price of each cubic meter increased by 0.3 yuan. of the first year, the price of gas will be increased by 0.3 yuan per cubic meter on top of the current settlement price; for two consecutive years of inclusion in category D, the price will be increased by 0.7 yuan per cubic meter; for three consecutive years or more of inclusion in category D, the price will be increased by 1.0 yuan per cubic meter.

Three, other matters

(a) differential pricing policy to the annual cycle, the State Grid Yantai Power Supply Company, the relevant water supply enterprises, the gas companies should be based on the results of the evaluation of the enterprises announced by the relevant departments of the local government, since the next month to copy see the amount of electricity, water, gas from the charge of the price increase.

(2) The Municipal Development and Reform Commission will, according to the effect of the implementation of the policy, adjust the differentiated water price and gas price increase standard in urban areas in due course. Districts and cities can combine the local evaluation of the reform needs, put forward proposals to further increase the differentiated tariff increase standard, reported to the Provincial Development and Reform Commission for approval after the implementation.

(C) the implementation of differential pricing policy of the scope of enterprises by the industry and information technology will be determined in conjunction with relevant departments. After the implementation of the differential price policy, the collection of funds for the markup is carried out in accordance with the provisions of the relevant departments.

(d) According to the Provincial Development and Reform Commission and other nine departments jointly issued the "on deepening the reform of water pricing mechanism to promote the intensive and economical use of water resources in the implementation of the program" (RuFaDeRevPrice 〔2021〕 No. 1059) requirements, elimination of the class, restriction of the class of enterprises to implement the "mu-yuan efficiency" evaluation of the D class of enterprises differentiated water price policy. The policy.

(E) counties and cities should be fully justified jurisdiction to implement differentiated water and gas pricing policy external basis (such as the county unified gas sales company, etc.). With the conditions for implementation, D enterprises can implement differentiated water and gas pricing policy. Specific price increase standards by the county and city development and reform departments with price management authority in conjunction with the local reality.

This notice is effective from January 1, 2024 until December 31, 2026. Yantai City Development and Reform Commission on the "mu efficiency" evaluation of enterprises to implement differentiated pricing policy notice (Yantai Development and Reform Price [2021] No. 213) is repealed at the same time.
