Article 7 Strengthening the talent attraction support. Chapter III Declaration Procedures
Article 11 The policy funds involved in Articles 6, 7, 8, 9 and 10 of these Rules shall be organized and implemented by the Administrative Committee of Qingdao West Coast New Area and the Administrative Committee of Qingdao Dongjiakou Economic Zone, and the general declaration procedures (specifically based on the declaration guidelines or notices of each fund) are as follows:
(1) From the date of Starting from 2024, Qingdao Dongjiakou Economic Zone Administrative Committee will publicly release the project declaration guide every year, and the declaration subject will voluntarily apply and submit the required declaration materials in accordance with the requirements of the declaration guide.

Chapter IV Division of Responsibilities

Article 19 These Rules are the supporting documents of the Notice of the General Office of the Qingdao Municipal People's Government on the Issuance of Several Policies on the Development of Qingdao Green, Low-Carbon and New Materials Industrial Park (Dongjiakou Park) (qingdaogongbanzizi [2023] No. 19), which will come into effect on the date of issuance, and will be valid until April 11th 2026.
