Chapter I  General  Rules

Article I  For the purpose of standardizing and strengthening the management of the core area (industry-academia-research base) of the Jining Science City (hereinafter referred to as the base), creating a Good scientific research atmosphere, the production, learning and research base to create a core competitiveness of the Science City, according to the national, provincial and municipal policies and regulations on the construction of science and technology innovation carriers, the development of this approach.

Second  base operation and management adhere to the principle of "government-led, market operation, the main body of the enterprise. Jining Science City, the core area (production, learning and research base) management leading group as the base of the guidance and management of the department, responsible for the base of the enterprise stationed, exit approval, the day-to-day supervision and management of the enterprises stationed in the leading group office located in the innovation and entrepreneurship service center.

Chapter II  Spatial Layout

Article III  Physical Spatial layout: Focus on the construction of science and technology-based enterprise clusters, universities and institutes results transformation area, Jining Overseas Educated Personnel Pioneering Park, headquarters + financial district "four innovation support".

Article 4  Science and technology-based enterprise cluster: mainly including A1, A2, A3, A5 four buildings, a total of 35,000 square meters, around the seven industrial principles to attract engaged in the research and development of new technologies, new products, production and service of science and technology-based enterprises. Enterprises should meet the national evaluation requirements for science and technology-based small and medium-sized enterprises.

Article 5  University and institute results conversion area: mainly including C1, C2, C3, C5, D1, D2, D3, H5 eight buildings, with a total area of 59,000 square meters, in principle, the introduction of the establishment of large universities and institutes of the independent branches of the large platforms, enterprises and key universities and institutes set up research platforms and key universities and institutes. In principle, it introduces independent branches and platforms set up by large universities and institutes, and scientific research platforms and organizations set up by enterprises in cooperation with key universities and institutes to carry out work related to the transformation of scientific and technological achievements.

Article 6  Jining Overseas Educated Personnel Entrepreneurship Park: Relying on the H3 building to make Jining City, the only provincial-level demonstration park for innovation and entrepreneurship of overseas educated personnel, in principle, to attract science and technology enterprises founded by overseas educated personnel, entrepreneurial teams, and to create a platform for innovation and entrepreneurship of the overseas educated personnel to build services. The park is the only provincial-level innovation and entrepreneurship demonstration park in Jining City.

Article 7  Headquarters+Financial District: mainly including H1, H2, H6, H7, H8, H9 six buildings (of which H1 property rights belong to the Zhongji Construction Co, D and E buildings, with a total area of 138,000 square meters. In principle, the headquarter enterprises will attract national headquarters, regional headquarters and functional headquarters with large investment scale, large flow of production materials and large market transactions. In principle, the financial enterprises will attract the headquarters of legal persons above the provincial level and their branches, licensed financial institutions such as securities and funds, and blockchain and other financial science and technology enterprises with international and domestic leading type.

Chapter III  Key Development Areas

Article VIII   Base Focus on supporting the development of the following fields: engineering machinery and intelligent equipment industry, automobile and parts industry, pharmaceutical and health industry, new materials and new energy industry, digital economy industry, intelligent terminal industry, modern service industry, and other national strategic emerging industries related to the development of high-tech zone industries.

Chapter IV  Types and Conditions of Settlement

Article IX  . Enterprises residing in the Science and Technology Enterprise Cluster shall have the following conditions:

(1) conform to the conditions for evaluation of science and technology-based small and medium-sized enterprises;

(2) be mainly engaged in the research and development of new technologies and new products, production and services;

(c) The place of registration and the main R&D and office premises of the enterprise must be within the base premises.

(d) The service organization should have good service consciousness and business performance, good reputation in the industry, valid professional qualifications, strong service capability and resource-driven role, and relevant personnel with corresponding qualifications, which will be introduced on the basis of merit according to their qualification level, service capability, fee rate, service credibility, and years of service. The company will introduce them on the basis of their qualification level, service capability, fee charging standard, service reputation, service years, etc.

Article 10  Enterprises located in the results conversion area of colleges and universities should have the following conditions:

(a) Chinese Academy of Sciences series of institutes, research institutes of universities and research institutes of 985, 211, central enterprises R & D centers hospitals Large institutions and their leading talent in our region to set up the core technology, the configuration of the core scientific research team of independent research and development institutions, major innovation platform.

(ii) leading enterprises and universities and institutes through the industry-university-research synergistic innovation, jointly set up technology innovation centers, laboratories and other enterprise R & D platform.

(3) The innovation carriers in the research zone should be registered in Jining Hi-Tech Zone, with independent legal personality and physical operation.

(4) It should be equipped with appropriate R&D personnel, have the basic conditions of R&D hardware, have projects under R&D, and make good use of the site according to its own development needs.

(5) It should establish a stable mechanism for investing in scientific research funding, develop and transform a number of scientific research projects with high industrial relevance and high technological level, and introduce and incubate a number of innovative enterprises.

(vi) Have a good working foundation, possess independent intellectual property rights, have the ability of continuous innovation and transformation of innovation results, and have strong industry representation.

Article 11  Jining Overseas Educated Personnel Entrepreneurship Park enterprises shall have the following conditions:

(a) Overseas educated personnel sole proprietorship, lead or participate in the founding of the enterprise, and overseas educated personnel accounted for more than 30% of the shares.

(2) students should meet one of the following conditions: ① overseas and Taiwan, Hong Kong and Macao universities, research institutions to obtain a bachelor's degree or higher; ② 1 year and more overseas visiting scholars visiting experience; ③ 1 year and more overseas work experience of master's degree or higher.

(3) The enterprises founded by overseas students are in line with the industrial development plan of Hi-tech Zone, and have high technology content.

Article XII  Headquarters + financial district enterprises should have the following conditions:

(a) headquarters type of enterprises: enterprises outside the high-tech zone more than two (including two) enterprises (including branch offices, subsidiaries, etc.) perform planning decision-making, decision-making, and other functions. (including branch offices, subsidiaries, etc.) to perform planning and decision-making, investment management, resource allocation and other integrated management functions; or authorized by the parent company to provide R & D, logistics, procurement, sales, finance and other services for more than 2 (including 2) enterprises within the group.

(2) Financial enterprises:

1. Legal entities and their branches that have been issued financial licenses by the People's Bank of China, the China Banking and Insurance Regulatory Commission and the China Securities Regulatory Commission.

2. Financial technology industry investment institutions: fund management organizations and limited partnerships (funds) filed by China Securities Investment Fund Association.

3. Local financial organizations: microfinance companies authorized by the state to be supervised and managed by local people's governments and relevant departments, financial guarantee companies, regional equity markets, pawnshops, financial leasing companies, commercial factoring companies, local asset management companies, farmers' cooperatives carrying out mutual assistance, trading venues that engage in equity or commodity trading. The company's main goal is to provide the best possible service to its customers.

Chapter V  Process of Establishment

Article XIII   Application Enterprises shall submit the following materials:

(1) Application Form for Enterprises to Move into the Core Zone of Jining Science City (Industry-Academia-Research Base);

(2) Business Plan or Project Feasibility Report;

(c) copies of ID cards of legal representatives and shareholders, a table of the company's personnel structure and a roster of employee information;

(d) a copy of the articles of incorporation, a copy of the business license of the enterprise legal person (the original is checked, and a copy is handed over), or a notification of approval of the enterprise name;

(e) the last year's financial statements audited by a qualified accounting firm or the latest month's financial statements of the enterprise;

(f) a copy of patent certificates, software copyrights, etc.

(g) a copy of the company's articles of association, business license of the enterprise legal person (check the original and submit a copy) or notice of approval of the enterprise name;

< align: left;">(vii) copies of various qualifications and honorary certificates obtained by the enterprise.

(viii) service organizations, financial institutions in addition to the above materials, but also need to provide qualification levels, service capabilities, fees, service reputation, service life and other information materials.

Article 14  The base of the resident project to implement a regular review mechanism. The introduction of the unit on the establishment of enterprises issued a preliminary review of the views of the base leading group office of the unified coordination, from science and technology, finance and other functional departments, universities, research institutes, leading enterprises and other units drawn from the relevant fields of expert projects composed of a review committee, the number of review committees is generally 5-7 people, responsible for the base of the project assessment work. In principle, the review will be held once a month, such as emergency projects can be held temporarily.

Article XV  Apply for technology-based enterprises in the science and technology-based SMEs, rented area of 300 square meters (including) the following, by the Leading Group Office to determine the approval of the stationing. The rented area of 300 square meters or more or apply for other areas, submitted to the leading group to study, to determine the admission of approval.

Article 16  After the approval of the enterprise application, the base leading group office will copy the approval results to the relevant state-owned assets owned by the company, the relevant state-owned assets owned by the company for the occupation procedures, signing of the contract, renovation audit and other specific work.

Article XVII  After the enterprise is stationed, the project introduction unit is responsible for the dynamic management of their respective enterprises.

Article 18  Enterprises in each signed agreement, in principle, not more than three years.

Chapter VI  Enterprises to withdraw

Article 19  Enterprises Voluntary application for withdrawal. Enterprises should submit a written application to the relevant state-owned assets ownership company one month in advance, after the handover procedures can be withdrawn.

Article 20  Enterprises in the following cases, the relevant state-owned assets belonging to the company has the right to unilaterally terminate the stationing agreement, the enterprise should be withdrawn in the specified time, and return the preferential policies already enjoyed the subsidies:

(a) violating national laws, regulations and policies, and being held accountable by the relevant departments;

(b) concealing the true situation, making false statements, using the premises for illegal activities, harming the legitimate interests of the state, the collective or other people, as well as other situations that cause adverse social impact;

(c) the stationed enterprises (organizations) room idle for more than 3 months;

(d) the leased space sublet, transfer, sublet, or change the face of fraudulent leasing, co-leasing, cooperation, as well as unauthorized switching the use of space;

(e) failing to pay rent for three consecutive months or six cumulative months; failing to pay the property management fee, water and electricity fees, etc., for more than three months;

(f) failing to actively cooperate with the relevant departments in their daily inspections, economic data (F) do not actively cooperate with the relevant departments in daily inspections, economic data scheduling, the problems found in the inspection do not rectify as required, the same matter within the period of inspection more than three times (including three times) without rectification;

(G) the enterprises (organizations) have failed to qualify by the assessment;

(H) the existence of (viii) There are major safety hazards and refusal to rectify;

(ix) Causing serious environmental pollution, and rectification is ineffective or ineffective;

(x) Violation of these Measures and related regulations, or failure to fulfill the obligations of the lease contract.

Chapter VII  Preferential Policies

Article 21  For Science and technology-based enterprises stationed in the industry-academia-research base of the water room, the implementation of the renovation costs offset housing rent policy, the relevant standards in accordance with the principle of "a matter of discussion" by the base of the leading group will be adopted after the meeting, the specific embodiment of the agreement on the stationing.

Chapter VIII  By-laws

Article XXII   This method is interpreted by the base leading group. Leadership Group of the base is responsible for the interpretation, and shall come into force on November 23, 2023, and shall be valid until November 22, 2026.
