I. The baseline for monetary wage growth of enterprise employees in 2023 is 7%.

Second, according to the requirements of the State Council and the provincial government on the reform of the wage determination mechanism of state-owned enterprises, the base of the enterprise wage guideline will be the national average wage of 114,029 yuan for the employed persons in urban non-private units in 2022; and no longer release the upper and lower lines of monetary wage growth for enterprise employees.
