Guiding Opinions on Accelerating the Innovative Development of the Metaverse Industry in Shandong Province
The metaverse is a new type of digital space that integrates the virtual and the real and enables interactive mapping, created and constructed through the comprehensive application of various information technologies such as virtual reality, digital twins, blockchain, the Internet of Things, 5G/6G, and artificial intelligence. As a key frontier field of next-generation information technology, it holds significant importance for our province in shaping new growth points for the digital economy and fostering new competitive advantages in industry. To accelerate the development of the metaverse industry and better support the construction of a manufacturing powerhouse and a digital powerhouse, these Guidelines are hereby issued.
I. General Requirements
(1) Guiding Principles
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China, actively seize new opportunities presented by the digital transformation, take the strengthening of the “chain leader system” for the next-generation information technology industrial chain as the overarching approach, be guided by the construction of a pilot zone for green, low-carbon, and high-quality development, and use the strengthening of the virtual reality industry as a breakthrough point. We will comprehensively advance the development of the metaverse industry chain toward integration, scale, and internationalization, promote the deep integration of the metaverse with the real economy, and strive to provide strong support for the construction of a modern socialist powerhouse in the new era.
(2) Main Objectives
Leveraging our province’s robust industrial foundation and comprehensive industrial sectors, we will adhere to market-led, innovation-driven, and application-oriented approaches. We will coordinate and optimize industrial layout, support collaborative efforts among cities, strengthen Qingdao’s core R&D and innovation capabilities in the metaverse, enhance Jinan’s digital tools and Weifang’s hardware manufacturing as industrial engines, and expand the scale of metaverse industrial applications in cities such as Yantai and Weihai. We will support the creation of an industrial development pattern characterized by “one core leading, two engines driving, and multiple points supporting.”By 2025, we will strive to build our province into a domestically leading and globally competitive hub for metaverse science and technology innovation, an industrial cluster, and a demonstration zone for integrated applications.
——Further refinement of the industrial chain. By 2025, the industrial chain comprising “smart hardware + digital tools + content products” will be further refined; the resilience and security of the metaverse industrial and supply chains will be significantly enhanced; product supply capacity and industrial agglomeration effects will rank among the top in the country; and the scale of metaverse-related industries will grow at an average annual rate of approximately 15%, reaching around 150 billion yuan.
— Innovation capabilities will be further strengthened. We will cultivate and strengthen a group of national and provincial metaverse technology research and innovation platforms, generate a series of significant technological innovations, and achieve breakthroughs in a number of key core technologies. By 2025, key enterprises will have filed a cumulative total of over 3,000 international and domestic patents.
— The tiered structure will be further optimized. The core competitiveness of leading metaverse enterprises will continue to strengthen, with their core terminal products maintaining a leading global market share. More than 100 distinctive and competitive enterprises in the metaverse ecosystem will be introduced and cultivated, fostering an industrial development pattern characterized by integrated innovation across the upstream, midstream, and downstream sectors of the industrial chain, as well as among large, medium, and small enterprises.
— Application empowerment will be further deepened. We will strengthen the integrated development of the metaverse and industry applications, support the construction of more than 30 public metaverse application experience centers, create 100 distinctive metaverse application scenarios, and develop a range of products and services in areas such as consumer electronics, digital content, and new display technologies.
II. Key Tasks
(1) Accelerate the Development of Core Industries
1. Strengthen Key Hardware. Enhance the R&D and manufacturing capabilities of terminal devices such as virtual/augmented reality equipment; host devices including smart home appliances, computers, and gaming consoles; and core supporting equipment such as sensing and interaction devices and wearables. Support technological upgrades for high-performance cloud-edge-end devices. Expand production capacity for key optical components such as folded-optics modules, waveguides, free-form prisms, and reflective lenses.Intensify R&D and industrialization of core foundational components such as domestically produced chips, micro-display devices, and sensors, driving the evolution of key hardware toward low-cost, high-performance solutions. Column 1: Key Hardware Foundation Initiative
Enhance manufacturing capabilities for virtual/augmented reality (VR/AR) terminals. Support leading enterprises in actively improving design capabilities for efficient heat dissipation and lightweight construction of complete devices. Accelerate the industrialization of interaction devices—such as eye-tracking, gesture recognition, and voice recognition—tailored for VR scenarios. Optimize key indicators of the terminal user experience, create benchmark terminal products, and maintain a leading domestic position in high-end terminal shipments.
Improve the support capabilities for core components. Relying on leading enterprises and the Virtual Reality Research Institute, promote the large-scale mass production of new micro-display devices; research and develop micro-nano manufacturing and precision testing technologies for optical components; develop supporting display driver chips; optimize the performance of optical components such as folded optical path modules, waveguides, and free-form surfaces; and drive the research, development, and upgrading of key components such as micro-electroacoustic devices, flexible electronic devices, precision hinges, and thermal management modules.
Plan for the R&D and mass production of cloud-edge-device collaborative equipment. Support leading enterprises in focusing on metaverse application needs—such as VR/AR, rendering computing, and digital simulation—to develop specialized products like AI servers. To address demands for large-scale, highly complex, and highly realistic digital scene modeling and real-time rendering simulation, promote new cloud and edge computing platforms featuring integrated cloud-edge deployment and coordinated computing power, thereby enhancing the capabilities to create and support the operation of metaverse digital spaces.
2. Breakthroughs in Digital Tools. For smart terminals and cloud-edge collaborative devices, support the development of foundational software featuring real-time rendering between users and the cloud, distributed memory computing, and other functionalities.Accelerate the development of large-scale software such as virtual reality operating systems and image compositing, and expedite breakthroughs in metaverse application software including 3D graphics engines, digital human generation, and the construction of trusted data spaces. Research the integration of diverse heterogeneous computing resources, as well as cloud-edge-device collaborative computing mechanisms and efficient computing methods, to achieve the rational allocation and efficient utilization of multi-party resources. Column 2: Digital Tools R&D Initiative
Advance artificial intelligence (AI) technology. Establish the Jinan-Qingdao AI Innovation and Application Pilot Zone to high standards. Accelerate the R&D and application of AI technology in areas such as perception and interaction, as well as content rendering and processing, and promote innovation in key technologies including eye tracking, dynamic simulation, image recognition and understanding, and 3D scanning and reconstruction.
Advancing Blockchain Technology. Leverage the roles of the Shandong University Institute of Metaverse Computing and the Shandong Blockchain Research Institute to strengthen research on blockchain-based trusted data spaces, digital assets, and financial services, as well as studies on property rights notarization, property rights division, privacy protection, and smart contracts. Develop highly adaptable blockchain application development tools to establish the infrastructure supporting metaverse innovation applications.
Advance virtual reality tools. Support leading provincial software enterprises and virtual reality research institutes in refining application development toolchains, accelerating the R&D of domestically developed 3D engines, and ensuring compatibility with domestic operating systems and virtual reality terminals. Build a virtual reality application development platform, establish a 3D VR toolchain marketplace, and create a content development database repository to provide convenient access to resources for integrated virtual reality applications.
3. Enrich content offerings. Focusing on content products such as games, animation, film, and audio-visual media, support the establishment and operation of creator ecosystems through low-code development, modular packaging, and open-source approaches.Build a metaverse content distribution platform, and establish and expand a group of digital content creator platforms, creator communities, and cloud-based content production enterprises. Support cultural venues, entertainment facilities, scenic spots, and urban districts in developing digital products and services. (II) Strengthening the Cultivation of Market Entities
4. Expand Leading Enterprises. Focusing on areas such as metaverse smart terminals, industry applications, and digital tools, we will foster a group of leading enterprises with strong brand influence, core competitiveness, and a significant role in driving resource allocation across the upstream and downstream of the industrial chain. We will innovate models for attracting top-tier talent and investment services to draw a group of leading metaverse enterprises to develop in Shandong. 5. Strengthen small and medium-sized enterprises (SMEs). Increase efforts to attract and cultivate high-quality SMEs within the metaverse industry chain. Support entrepreneurship and innovation among SMEs in specialized segments such as metaverse key components, content production, platform operations, and system integration. Cultivate a cohort of high-quality enterprises in the metaverse sector, including specialized, refined, distinctive, and innovative enterprises; gazelle enterprises; unicorns; single-champions; high-tech enterprises; and technology-based SMEs. 6. Optimize Industrial Parks. Develop high-quality specialized industrial parks such as the Jinan Qilu Software Park, Qingdao Virtual Reality Industrial Park, Qingdao Metaverse Industrial Innovation Park, Weifang Metaverse Future Innovation Valley, and Weifang Metaverse Supporting Industries Park. Strengthen professional services and promote enterprise clustering. Deepen cross-regional exchanges, cooperation, and coordinated support to form a unified matrix of industrial parks that foster integrated development across the province. Box 3: Industrial Park Development Initiative
Jinan Qilu Software Park. Leveraging the foundation of the software industry, actively promote leading software enterprises to expand into fields such as metaverse foundational software, platform software, and application software, and build software innovation capabilities that support the full-chain development of the metaverse industry.
Qingdao Virtual Reality Industrial Park. Establish a leading domestic and international science and technology innovation platform; leverage the clustering effect of Goertek’s Global R&D Center to attract supporting enterprises in the virtual reality sector; and build a globally influential virtual reality R&D and manufacturing base.
Qingdao Metaverse Industry Innovation Park. Focusing on key areas such as metaverse underlying technologies, interactive devices, and development applications, the park will introduce and nurture enterprises within the metaverse industry ecosystem, optimize specialized supporting facilities, build public service platforms, and enhance industrial capacity.
Weifang Metaverse Future Innovation Valley. With a focus on metaverse ecosystem content, attract upstream and downstream enterprises along the industrial chain, vigorously cultivate “Metaverse+” new business models, and build a first-class national base for metaverse content production and demonstration applications.
(3) Enhancing Technological Innovation Capabilities
7. Intensify research and development of “metatechnologies.” Relying on provincial universities and various research institutions, strengthen research into key technologies such as terminal display and interaction, metaverse modeling and rendering, and generative AI. Develop trusted data space technologies and advance the development of information security technologies, including privacy protection and data security.Accelerate research in related fields such as ergonomics, mechanical engineering, and information engineering to improve the comfort of metaverse devices and the stability of interactive equipment. Column 4: Common Technology Breakthrough Initiative
Perception and Interaction Technologies. Relying on leading enterprises and virtual reality research institutes, promote research on tracking and positioning technologies; develop technologies such as gesture recognition, eye tracking, full-body motion capture, and immersive sound fields; strengthen research on multi-channel interaction technologies such as haptic feedback and scent simulation; advance research on high-precision wearable monitoring technologies for human physiological parameters; and promote the development of perception and interaction technologies toward naturalization, intelligence, and health-oriented applications.
Generative AI Technologies. Encourage leading AI entities within the province to conduct R&D and engineering of foundational large models, AI-generated content (AIGC), and AI for scientific research (AI4S). Strengthen the reserves of digital content template libraries and knowledge graphs. Support key AIGC and AI4S enterprises in expanding into upstream and downstream segments of the digital content industry, and encourage enterprises to develop applications based on domain-specific knowledge models.
Secure and Trustworthy Technologies. Support provincial universities, research institutes, and other entities in accelerating the research and promotion of trusted computing in virtual reality network application protocols and access mechanisms; achieve breakthroughs in measurement and verification technologies for the concurrent operation of dual systems based on trusted computing and active immunity; and promote the application of secure and trustworthy metaverse products and services across various scenarios.
8. Accelerate the construction of the “Metaverse Platform.”Strengthen the National Virtual Reality Innovation Center (Qingdao) and the Shandong Provincial Key Laboratory of Virtual Reality. Relying on leading enterprises, build a series of platforms for supporting generic application technologies, integrated development of immersive content, and incubation and cultivation of converged applications. Deepen R&D of key technologies in the metaverse field, sharing of innovation resources, and the commercialization of major achievements. Support industry associations, enterprises, universities, and research institutions in jointly establishing metaverse industry organizations, technology application research centers, and public service platforms. Column 5: Action Plan for Enhancing the Quality of Innovation Platforms
National Virtual Reality Innovation Center (Qingdao). Increase support for the construction of the Innovation Center, guide it to actively play a role in resource integration, talent aggregation, and innovation leadership, accelerate the R&D of metaverse convergence technologies, and provide public services such as key generic technology development, pilot-scale incubation, and testing and verification for the entire industry, thereby building a globally leading engine for the development of the virtual reality innovation ecosystem.
Shandong Provincial Key Laboratory of Virtual Reality (Weifang). Support the laboratory in conducting research focused on the field of metaverse smart terminal devices, developing virtual/augmented reality system-level technologies, acousto-optical technologies, and automated testing equipment, thereby enhancing the competitive strength of the entire industrial chain.
Metaverse Technology Innovation Platform (Jinan). Relying on the Institute of Meta-Computing at Shandong University, the Ministry of Education Engineering Research Center for Data-Blockchain Convergence Technology, and the Shandong Provincial Innovation Center for Data-Blockchain Convergence Technology, this initiative aims to achieve breakthroughs in core technologies such as metaverse architecture and operating systems, elastic computing spaces, trusted data spaces, and immersive digital spaces.
Metaverse Data Exchange and Sharing Platform (Jinan). Support research institutions such as Shandong University and the Shandong Blockchain Research Institute in building a data exchange and sharing platform based on commercial cryptography, blockchain, and privacy-preserving computing technologies to support applications in scenarios such as financial transactions, data interaction, and data sharing during the integration of the metaverse with industry applications.
9. Improve the "Metastandards" System.Focusing on the needs of metaverse development, prioritize the formulation of standards for foundational commonalities, key technologies, and core industries, and gradually refine standards across the entire industrial chain—including content production and distribution, presentation and interaction, testing and quality evaluation, security and regulation, and industry applications. Support enterprises and research institutions in leading or participating in the formulation of domestic and international standards and regulations to enhance their influence in the field. Support relevant industry organizations in playing a bridging role to promote the formulation and implementation of various standards. Column 6: Standard System Development Initiative
Improve foundational and common standards. Support leading enterprises and relevant institutions in taking the lead to further standardize and unify the use of terminology in the processes of metaverse-related technology R&D, application deployment, and industrial development. Develop foundational and common standards in areas such as metaverse terminology and definitions, reference architectures, encoding and decoding, infrastructure, development engines, interface protocols, data formats, and testing and evaluation. Actively participate in the development of relevant national standards and strengthen alignment with relevant international standards.
Optimize standards for key technologies. Support provincial enterprises and relevant institutions in actively participating in the development of metaverse-applicable standards in key technology fields such as networking and computing, blockchain, the Internet of Things (IoT), and artificial intelligence (AI). Develop convergent and innovative standards in technical fields including interaction, user experience, AI, digital content generation, and content distribution. Promote technological integration and innovation across different sectors.
Establish standards for core industries. Support provincial enterprises and relevant institutions in developing standards for products and services—including virtual reality terminals and supporting equipment, key components, application software, digital twins, digital content, and digital tools—as well as for various application scenarios. This will facilitate the practical implementation of metaverse core technologies and foster the development of the metaverse core industry.
(4) Expand Convergence Application Scenarios
10. “Industrial Manufacturing Metaverse.” Focusing on manufacturing sectors such as smart home appliances, high-end equipment, and advanced materials, we will establish a number of digital twin factories and future factories.Accelerate integrated innovation in industrial internet and metaverse technologies to construct intuitive virtual data spaces, enabling visualized, intelligent, precise, and real-time control throughout the entire industrial production process. Establish an industrial manufacturing metaverse platform to support multi-party collaborative design, provide testing spaces that blend virtual and real environments, advance the optimization of industrial processes and improvements in quality and efficiency, and promote the transformation, upgrading, and green, low-carbon development of traditional manufacturing. 11. “Digital Cultural Metaverse.” Build the Shandong Cultural Network, the Shandong Cultural Big Data Center, and cultural databases to form a cultural tourism metaverse big data system. Focusing on cultural and tourism resources such as A-level tourist attractions, cultural centers, libraries, and museums, develop a range of immersive tourism service products, including AR guided tours, VR virtual tours, and MR experience centers.Support cultural venues in accelerating the deep integration of technologies such as holographic imaging, augmented reality, digital audio-visual media, and 5G+8K with fields like book reading and cultural relic exhibitions to create immersive experience scenarios. Continuously innovate metaverse advertising and marketing communication models to enhance the influence of Shandong brands and the effectiveness of product marketing. 12. “Metaverse for Education and Training.” Fully leverage the metaverse’s strengths in customization and virtualization to promote the deep integration of educational content with virtual teaching facilities. Tailor teaching resources—such as virtual classrooms, virtual laboratories, and virtual training centers—in real time to suit different learning objectives, content, and audiences. Establish a “zero-code” development platform for VR/AR teaching resources and introduce new models for lesson preparation, instruction, and guided reading.Encourage the implementation of MR vocational skills training and virtual simulation practices in industries such as aerospace, transportation, petrochemicals, and infrastructure. 13. “Healthcare Metaverse.” Accelerate application innovation of the metaverse in fields such as medical education and training; establish a metaverse medical training platform; and explore medical training scenarios including practical training for medical staff, simulated surgical rehearsals, and holographic medical imaging.Explore the application of “metamedicine” scenarios; support clinical research in fields such as visual diagnosis and myopia prevention and control using augmented reality (AR) and virtual reality (VR) technologies; and develop digital, intelligent, and immersive clinical diagnosis, treatment, and rehabilitation solutions that integrate online and offline elements. 14. “Smart Sports Metaverse.” Comprehensive use of virtual reality and digital simulation technologies to create new sports solutions, optimize the effective integration of sports equipment, fitness software, sports facilities, and virtual reality terminals, enrich the experience of sports such as handball, hockey, squash, softball, and tennis, and build new business models for sports education and public fitness. 15. “X-Metaverse.” Deeply explore metaverse application scenarios in government services, smart cities, commercial operations, industrial and trade exhibitions, online office work, gaming and entertainment, smart oceans, and smart agriculture to empower industrial development. Column 7: Application Scenario Expansion Initiative
Develop a series of pioneering metaverse application cases. Focusing on key metaverse application areas, organize pilot projects to identify application scenarios with potential commercial value, solicit application case submissions, and create replicable and scalable pioneering application cases.
Support the construction of public metaverse application experience centers. Encourage enterprises, universities, and social organizations to take the lead in establishing public application experience centers in the metaverse sector, enhance the experiential impact of pioneering metaverse application cases, and promote the implementation and adoption of metaverse technologies and application solutions.
(5) Building a High-Quality Industrial Ecosystem
16. Establish an industry alliance. Support leading enterprises, social organizations, research institutes, and others in spearheading the establishment of the Shandong Metaverse Industry Innovation and Development Alliance to drive the development of the metaverse industry chain and foster an innovation ecosystem. Build a public service platform featuring close collaboration among government, industry, academia, research, finance, service providers, and users. Aggregate metaverse industry resources and diverse forces to promote sector-wide exchange and cooperation, advance metaverse technological innovation and product applications, and cultivate new business models and formats within the metaverse industry. 17. Strengthen Ecosystem Elements. Fully leverage the role of government-guided funds to stimulate social investment and enhance support for R&D in key metaverse technologies, enterprise incubation, and industrial development. Deepen the open sharing of public data and support metaverse enterprises in participating in data and computing power trading and applications. 18. Strengthen Infrastructure. Accelerate the “Dual Gigabit” network construction initiative and foster future network ecosystems such as deterministic networks, 6G, and satellite internet. Optimize computing power support, strengthen the development of intelligent computing centers, and build a computing infrastructure system that integrates storage and computing with cloud-edge collaboration, thereby enhancing the reliability of computing networks and the level of open computing applications. 19. Accelerate Talent Attraction and Development. Fully leverage national and provincial talent attraction and development policies to actively recruit high-level metaverse talent from both domestic and international sources, and support the establishment of metaverse technology centers and incubators. In conjunction with the national expansion of degree programs and adjustments to undergraduate and vocational majors, support eligible universities in adding metaverse-related disciplines and majors to cultivate a cohort of foundational innovation talent. III. Support Measures
(1) Strengthen Organizational Leadership. Relying on the “chain leader system” mechanism for the next-generation information technology industry chain, focus on the development of the metaverse industry, enhance coordination between provincial and municipal levels and collaboration among departments, and promptly study major issues and resolve significant problems. Establish a metaverse consortium integrating government, industry, academia, research, finance, services, and application sectors; create a system for enterprise liaison; and strengthen intellectual support, strategic research, and resource guarantees for the industry. (2) Increase Fiscal Support. Comprehensive measures, including government-guided funds, special-purpose bonds, and equity investments, will be adopted to support the development of a batch of metaverse projects characterized by strong technological innovation and broad market prospects. Leveraging fiscal incentive policies for virtual reality experience centers, we will drive the metaverse industry to extend deeply into application, market, and consumer segments. We will utilize policies such as those for first-of-a-kind equipment to enhance the integrated innovation capabilities of virtual reality products. (3) Improve the Governance System. Strengthen security risk analysis in areas such as privacy and finance within the metaverse; deepen the management of digital products; enhance intellectual property protection and the development of credit systems; and promote the standardized development of digital content. Explore the establishment of error-tolerance mechanisms and a prudent and inclusive regulatory framework to foster a relaxed and open regulatory environment.
