Chapter II  Management Responsibilities

Chapter III  Review Procedures

Article 13  The energy saving review authority shall review the project energy saving report from the following aspects:

(1) whether the project is in line with the energy saving laws and regulations, standards and norms, policy requirements;

(2) whether the project energy analysis is objective and accurate, whether the methodology is scientific, whether the conclusion is accurate;

(3) whether the project energy saving measures Whether it is reasonable and feasible;

(d) Whether the project's energy efficiency level, energy consumption and other relevant data accounting is accurate, and whether it meets the requirements of the management of energy conservation work in the region.

Article XIV  energy-saving review authority shall receive the fixed asset investment project energy-saving report within seven working days (energy-saving report commissioned by the review time is not counted), for the project meets the requirements of the energy-saving review opinion; for one of the following circumstances belong to the project, the issuance of the energy-saving review will not pass the opinion.

(a) failed to pass the energy-saving review;

(b) other non-compliance with the relevant provisions of the State, Shandong Province and Jinan City.

The energy-saving review authority shall publicize the situation of the energy-saving review project, including the project construction unit, name, energy-saving report preparation unit and other information.

The project construction unit in the energy-saving review authority commissioned by the relevant organizations before the review, can be withdrawn in writing to the energy-saving review authority to submit an application. Chapter IV  Supervision and Management

Chapter V  Legal Liability

Chapter VI   Supplementary Provisions

Article 31  The implementation measures shall come into force on August 1, 2023, and shall be valid until June 30, 2028.
