Original Title: Notice of the Shandong Provincial Department of Science and Technology on Issuing Several Measures to Promote the High-Quality Development of High-Tech Industrial Development Zones
To thoroughly implement the "Opinions on Deepening the Reform of Development Zone Management Systems to Promote High-Quality Development of Development Zones" (Hall Document [2023] No. 6) and the "Implementation Opinions on Deepening the Reform of Development Zone Management Systems to Promote High-Quality Development of Development Zones" (Lu Fa [2023] No. 7),and to further concentrate various innovation resources in high-tech industrial development zones (hereinafter referred to as “High-Tech Zones”) and foster an optimal ecosystem for their high-quality development, these measures are hereby formulated.
I. Aggregating Innovation Platforms and Project Resources
Priority shall be given to the establishment of innovation platforms such as provincial technology innovation centers and new-type R&D institutions within the High-Tech Zone. Universities, research institutes, and leading enterprises within the High-Tech Zone are encouraged to thoroughly assess their strengths and, taking the reorganization of key laboratories as an opportunity, actively apply for provincial-level key laboratories. The extent of in-depth cooperation with industrial enterprises above a certain scale and technology-based enterprises shall be incorporated into the performance evaluation indicators for provincial-level and higher industrial innovation platforms and technology transfer platforms.In principle, each technology innovation center should partner with at least three enterprises outside the host organization to assist in resolving industrial technology challenges. Priority support will be given to innovation entities within the High-Tech Zone when applying for provincial-level major science and technology projects.
II. Focus on Shaping Distinctive Industrial Advantages
Focusing on industrial chains and clusters, we will thoroughly implement the tiered cultivation plan for technology-based enterprises to promote the growth and expansion of such enterprises, with high-tech enterprises at the core. For industry-university-research collaboration projects undertaken by technology-based small and medium-sized enterprises (SMEs) within the High-Tech Zone, eligible projects will receive support under the Provincial Innovation Capacity Enhancement Project for Technology-Based SMEs. We will support the development of high-tech industries in the green sector within the High-Tech Zone and assist in the creation of eco-industrial parks.We will intensify publicity efforts for business-friendly policies, accelerate the implementation of policies such as the “Small-to-High” initiative, and stimulate corporate innovation vitality.
III. Leveraging the Role of Talent Aggregation Platforms
Enterprises that have made actual investments exceeding 1 billion yuan in new projects within the High-Tech Zone may, if eligible, be given priority for recommendation to apply for the “Taishan Industrial Leading Talent” program.Encourage universities, research institutes, and leading enterprises within the High-Tech Zones to reform the evaluation of scientific and technological talent, focusing on building a talent evaluation system oriented toward innovation value, capability, and contribution to further stimulate the innovative vitality of scientific and technological talent. Strengthen the recruitment of scientific and technological talent, encouraging each High-Tech Zone to target cutting-edge technologies and urgent industrial needs to build a “talent pool” with a reasonable hierarchy, comprehensive coverage, and distinctive industrial characteristics. Strive to ensure that all provincial High-Tech Zones are established as talent-led High-Tech Zones as soon as possible.
IV. Proactively Serving Key Projects
Establish a coordinated service mechanism for key projects at the provincial, municipal, and high-tech zone levels. Key projects newly established in high-tech zones that are technologically advanced and meet the requirements of the province’s “Ten Major Industries,” as well as projects with planned annual investments of 500 million yuan or more, shall be included in the “High-Tech Zone Major Project Support Register.” The province, municipalities, and high-tech zones shall prioritize providing support in the form of platforms, projects, talent, and financing.For new projects where conditions are ripe, we will match them with science and technology projects on a “case-by-case” basis upon project commencement, ensuring that construction projects and science and technology projects “start simultaneously.”
V. Supporting the Integrated Development of Science, Technology, and Education
Support the High-Tech Zone in collaborating with universities and research institutes within and outside the province through various means—such as organizing science and technology cooperation and exchange activities, jointly establishing academician workstations, and establishing science and technology cooperation bases—to carry out high-level, multi-channel, and broad-spectrum science and technology innovation cooperation, pool high-end innovation resources, and integrate into the global innovation network. Strive to ensure that within two years, all provincial high-tech zones have established industry-education consortia that integrate talent cultivation, innovation and entrepreneurship, and the promotion of high-quality industrial economic development.
VI. Strengthening Support for Science and Technology Finance
Comprehensively promote the enterprise innovation credit system in high-tech zones to promptly identify and scientifically evaluate innovative enterprises. Deepen cooperation with financial institutions to incorporate the enterprise innovation credit system into key indicators of corporate credit assessments, and strive to achieve full coverage of science and technology branches in national high-tech zones by 2023. Expand the scope and intensity of implementing science and technology finance policies in high-tech zones, such as risk compensation for loans supporting the transformation of scientific and technological achievements and loan interest subsidies.
VII. Accelerating the Transfer and Commercialization of Scientific and Technological Achievements
Make effective use of financial tools such as loans for the commercialization of scientific and technological achievements to support the construction of technology-based projects in high-tech zones. Led by the Provincial Institute of Innovation and Development and the Provincial Technology Achievement Trading Center, jointly establish the Shandong Science and Technology Market High-Tech Zone Service Network across all provincial high-tech zones. Accelerate the construction of a market-oriented, innovative, and high-performance service platform for the commercialization of scientific and technological achievements, and promote the role of third-party operational support institutions—such as those specializing in intellectual property utilization, public technical services, evaluation and trading of scientific and technological achievements, and financial services—within high-tech zones.
VIII. Actively Promoting Cross-Regional Industrial Cooperation
Support cooperation between high-tech zones, as well as between high-tech zones and adjacent counties (cities, districts), in areas such as industrial outposts, industrial exchanges, park management, and offshore incubation. Through models such as park-to-park对接 and industrial chain investment promotion, foster a pattern characterized by complementary strengths, division of labor and collaboration, and open integration.
IX. Optimizing the Development Layout of Provincial High-Tech Zones
Guide high-tech zones to reassess their leading industries and carry out management system reforms. In counties across the province with strong economic foundations and concentrated science and technology innovation resources, plan and construct a number of provincial high-tech zones, with at least five new provincial high-tech zones established by the end of 2023. Support provincial high-tech zones in adjusting and expanding their boundaries according to development needs.
X. Promoting Integrated Management of High-Tech Zones
Establish a resource database for technology transfer and talent/project recruitment in high-tech zones. Recommend achievements and projects that cannot be implemented or accommodated in a specific high-tech zone to other high-tech zones across the province to improve the conversion rate of scientific and technological achievements and the success rate of talent project implementation, thereby achieving the sharing and joint use of resources among high-tech zones province-wide. Vigorously develop the “Shandong Provincial High-Tech Zone Smart Management Service Platform” system to enable multiple functions such as online research, digital office automation, policy promotion, factor matching, and cross-zone cooperation, providing precise services to help parks optimize their industrial chains.
