Original Title: Notice of the Shandong Provincial Market Supervision Administration on Issuing the Administrative Measures for Shandong Provincial Technical Standards Innovation Centers (Trial)
Chapter I General Provisions

Article 1: To promote the coordinated development of scientific and technological innovation and standardization, and to regulate the establishment and operational management of the Shandong Provincial Technical Standards Innovation Center (hereinafter referred to as the “Provincial Technical Standards Innovation Center”), these Measures are formulated in accordance with the Standardization Law of the People’s Republic of China, the Law of the People’s Republic of China on Promoting the Transformation of Scientific and Technological Achievements, and the National Standardization Development Outline, taking into account the actual conditions of this province.

Article 2: The Provincial Technical Standards Innovation Center referred to in these Measures is a working platform for promoting the transformation of scientific and technological achievements into technical standards, and serves as an important vehicle for leveraging standardization to advance the commercialization, industrialization, and internationalization of innovative technologies and products.

Article 3: The Provincial Technical Standards Innovation Center shall be guided by the principle of using high standards to lead high-quality development. With the integration of technological innovation, patent creation, standard development, and industrial promotion as its core, it shall innovate working mechanisms, coordinate resources, improve the standard system, and cultivate talent with outstanding capabilities in both technology and standardization, thereby playing a vital supporting role in promoting the synergy between the strategies of scientific and technological innovation and standardization.

Article 4: The recognition, operation, and management of Provincial Technical Standards Innovation Centers shall adhere to the principles of “coordinated planning, standardized management, and scientific development,” providing comprehensive support for enhancing Shandong’s capacity for standards innovation.

Chapter II Recognition

Article 5 Priority support shall be given to entities applying for designation as Provincial Technical Standards Innovation Centers that possess resources such as national-level or provincial/ministerial-level key laboratories, engineering research centers, engineering technology centers, and technology innovation centers—platforms for scientific and industrial innovation—and that demonstrate high standards of standardization, a solid industrial foundation, strong innovation capabilities, and a prominent leading and driving role.

Article 6: Applicants for the designation of a Provincial Technical Standards Innovation Center must meet the following conditions:

(1) Basic Requirements. The applicant must be an enterprise or institution legally established within Shandong Province with independent legal person status; possess comprehensive research infrastructure and a well-equipped team; and have no record of major violations of laws or regulations within the past five years, nor any record of illegal conduct or breach of trust.

(2) Standardization Foundation. Possess a solid foundation in standardization and extensive experience in standardization work. Have experience serving as the secretariat for international or domestic technical committees in relevant fields, or have experience leading or participating in the formulation and revision of international, national, industry, or local standards in relevant fields.

(3) Technological Innovation Foundation. Possess strong R&D capabilities and core technologies with independent intellectual property rights that are at the leading domestic level; have the capacity to conduct experiments and validation for the industrialization of innovative technologies; and maintain close coordination and effective collaboration between standardization and R&D teams.

(4) Support Conditions. The municipal people’s government of the prefecture-level city where the center is located, or the relevant provincial authorities, must prioritize the development of provincial-level technical standard innovation centers and regard them as a strategic pillar for promoting high-quality industrial development.

Article 7: The following materials must be submitted when applying for recognition as a Provincial Technical Standards Innovation Center:

(1) A document from the municipal standardization administrative department or relevant provincial department regarding the application for recognition as a Provincial Technical Standards Innovation Center.

(2) The Application Form for the Shandong Provincial Technical Standards Innovation Center (see Annex) and supporting documentation.

Article 8: Procedures for Applying for Recognition as a Provincial Technical Standards Innovation Center:

(1) The applicant shall submit the application materials for the Provincial Technical Standards Innovation Center to the administrative department for standardization of the district-level city or the relevant provincial department.

(2) The administrative department for standardization of the city with district-level jurisdiction or the relevant provincial department shall conduct a preliminary review of the application materials and submit them to the provincial administrative department for standardization.

(3) The provincial standardization administrative department organizes expert reviews and evaluations to compile a proposed list of Provincial Technical Standards Innovation Centers, solicits opinions from the standardization administrative departments of cities with district-level divisions or relevant provincial departments, and may conduct on-site inspections if necessary.

(4) The provincial standardization administrative department shall publicly announce the proposed list of Provincial Technical Standards Innovation Centers for a period of fifteen days. If no objections are raised during the public notice period, the provincial standardization administrative department shall approve and issue the designation.

Article 9: The recognition of Provincial Technical Standards Innovation Centers shall, in principle, be conducted once every two years.

Article 10: Provincial-level technical standards innovation centers shall be uniformly named “Shandong Province + Field + Technical Standards Innovation Center” and shall display a sign bearing the same name.

Chapter III Operation

Article 11: Provincial-level Technical Standards Innovation Centers shall establish effective working mechanisms, formulate development plans, key tasks, and implementation measures, coordinate the allocation of resources, and promote work collaboratively.

The head of a Provincial Technical Standards Innovation Center shall be a staff member from the host institution who is familiar with technology R&D and standardization work.

Article 12: Provincial-level Technical Standards Innovation Centers are encouraged to establish advisory committees. These committees shall be responsible for providing advisory opinions on the development direction, technical roadmap, construction plans, and project plans of the centers.

Article 13: The primary tasks of provincial-level technical standards innovation centers include:

(1) Innovation in the transformation mechanism. A mechanism for the integrated development of technological innovation, patent creation, standard development, and industrial promotion shall be established. Standardization resources shall be coordinated to ensure a seamless workflow linking basic research, applied technology, standard formulation, and industrial promotion. This will facilitate the transformation of scientific and technological innovation achievements into technical standards, using standards to drive the commercialization, industrialization, and internationalization of innovative technologies and products.

(2) Analysis of Scientific and Technological Achievements. In accordance with the requirements of GB/T 33450, "Guidelines for the Conversion of Scientific and Technological Achievements into Standards," the centers shall analyze the demand for converting scientific and technological achievements into standards, the standardization characteristics of such achievements, and their technical maturity, and formulate plans for the conversion of scientific and technological achievements into standards.

(3) Development of Technical Standards. A standards system centered on proprietary intellectual property technologies should be established. Research on major key generic technical standards and advanced technical standards should be conducted, and initiatives should be taken to undertake national and provincial standard development tasks. Original technical standards should be incubated, and brand standards cultivated to provide standard support for industrialization. Each year, a batch of standard research outcomes should be produced, resulting in the conversion of ten or more advanced standards at various levels and categories.

(4) Standard Testing and Validation. Relying on facilities and conditions for research and development, pilot testing, and analytical testing, standard testing and validation should be conducted. A full-chain standard validation mechanism should be established to continuously improve the advanced nature and applicability of standards.

(5) Enhancement of Service Capabilities. An evaluation mechanism and service system for the transformation of scientific and technological achievements into standards shall be established. Technical managers with backgrounds in technology R&D, production practice, and standard formulation shall be cultivated to form a talent pool capable of undertaking the R&D of innovative technical standards in relevant industry sectors.

Article 14: Provincial-level Technical Standards Innovation Centers shall establish open operational mechanisms, strengthen coordination and collaboration with other types of R&D bases (centers) such as key laboratories and national standard verification sites, reinforce joint innovation, and actively engage in domestic and international standardization cooperation and exchanges.

Article 15: Provincial-level technical standard innovation centers shall strengthen intellectual property protection during the standard-setting process and enhance the creation, protection, and utilization of standard-essential patents.

Article 16: Administrative departments for standardization at or above the county level shall, based on actual work requirements, provide policy and technical support or guidance to provincial-level technical standard innovation centers.

Chapter IV Management

Article 17. Provincial-level technical standards innovation centers shall submit work summaries, work plans, and other relevant materials as required by the provincial administrative department for standardization.

Article 18: If a provincial-level technical standards innovation center changes its name or if the host institution undergoes major adjustments or restructuring, the host institution shall submit a written report. After review and approval by the administrative department for standardization of the city at the prefecture level or the relevant provincial department, the report shall be submitted to the provincial administrative department for standardization.

Article 19: The provincial standardization administrative department shall establish a dynamic management mechanism and regularly organize performance evaluations of provincial technical standards innovation centers; the evaluation cycle shall generally be three years.

Article 20. Procedures for Performance Evaluation:

(1) In accordance with the requirements of the provincial standardization administrative department, the host institution shall conduct a self-assessment of performance, prepare the self-assessment materials, and submit them to the standardization administrative department of the city with district-level status or the relevant provincial department.

(2) After preliminary approval by the municipal-level standardization administrative department or the relevant provincial department, the materials shall be submitted to the provincial standardization administrative department.

(3) The provincial standardization administrative department shall organize experts to conduct performance evaluations based on the self-evaluation materials and formulate evaluation conclusions.

Article 21: If the evaluation is not passed, the host institution shall formulate an improvement plan based on the experts’ recommendations and carry out rectification and improvement work within a specified timeframe; if the improvement requirements are still not met by the deadline, the qualification as a Provincial Technical Standards Innovation Center shall be revoked.

Chapter V Supplementary Provisions

Article 22: Where laws or administrative regulations contain separate provisions regarding the management of Technical Standards Innovation Centers, such provisions shall prevail.

Article 23. These Measures shall take effect on August 26, 2023, and remain valid until August 25, 2025.
