The first stage (2022-2025) is the period of accelerated development of hydrogen energy industry, which will gradually build the hydrogen energy industrial ecology, the industrial layout will be initially formed, the industrial chain will be gradually perfected, and the industrial scale will grow rapidly.

1. Industrial development goals. By the end of 2025, the city's hydrogen energy industry will realize an output value of 10 billion yuan, gather more than 20 hydrogen energy industry-related enterprises, cultivate about 3-5 well-known enterprises with core competitiveness and influence, fuel cell production capacity with independent intellectual property rights and core technology, fuel cell vehicles, ships, drones, distributed energy industry, green hydrogen chemical industry to achieve breakthroughs, and initially form the whole industrial chain of hydrogen energy development pattern.

2. Technological innovation target. By 2025, a technology research and development, inspection and testing system covering the whole chain of hydrogen energy industry will be formed, and the core technologies in the fields of hydrogen production, hydrogen storage and transportation, fuel cell stacks, fuel cell systems, fuel cell vehicles and other fields will be close to the international advanced level, and we will strive to realize the commercial application of solid fuel cells, liquid hydrogen storage and transportation technology, 90MPa high-pressure hydrogen compressor and so on.

3. Application promotion target. By 2025, the city's fuel cell vehicles (including buses, passenger cars, heavy trucks, tractor-trailers, sanitation trucks, logistics vehicles, etc.) holdings reached more than 400, fuel cell ship holdings reached more than 2, distributed power generation system, backup power, combined heat and power system installed capacity of 20 MW, hydrogen refueling station more than 4, green hydrogen in the chemical industry application of 20,000 tons / year or more.

The second stage (2026-2030) is the period of shaping the advantages of the hydrogen energy industry, and the whole industry chain ecosystem covering hydrogen production, storage, transportation, refueling, use, hydrogen fuel cell vehicles and key components has been built.

1. Industrial development goals. By 2030, the city's hydrogen industry to realize the output value of 30 billion yuan, gathered more than 40 hydrogen industry-related enterprises, to create a hydrogen equipment manufacturing base in Shandong, green hydrogen production and distribution base.

By 2030, the core technologies in the fields of hydrogen production, hydrogen storage and transportation, fuel cell systems, fuel cell vehicles, hydrogen fuel cell ships, etc. will reach the world's leading level. Pilot projects such as hydrogen combustion engine and internal combustion engine will be carried out in due course.

3. Application promotion goals. By 2030, the city's fuel cell vehicle (including buses, passenger cars, heavy trucks, tractor-trailers, sanitation vehicles, logistics vehicles, etc.) holdings reached more than 3,000, fuel cell ship holdings reached more than 30, the installed capacity of distributed power generation systems, standby power supply, combined heat and power supply systems reached 100 MW, hydrogen refueling stations more than 12, before 2030, combined with the Carbon Peak, Carbon Neutral strategy, carry out no less than three demonstration applications of green hydrogen in the chemical industry, and apply more than 100,000 tons/year of green hydrogen in the chemical industry.

2. Storage and transportation. Near-term (2022-2025) focus on the development of more than 50 MPa high-pressure gaseous hydrogen storage equipment, low-temperature liquid hydrogen storage equipment, organic liquid hydrogen storage, alloy solid hydrogen storage and other hydrogen storage materials R & D and production, while combining the LNG port to carry out natural gas doping, short-distance pure hydrogen pipeline pilot. In the long term (2026-2030), we will actively develop the R&D and production of hydrogen liquefaction equipment, large-volume liquid hydrogen storage tanks, liquid hydrogen transportation and refueling, porous carbon hydrogen adsorption and storage materials, and porous polymer hydrogen adsorption and storage materials, and at the same time, carry out the inter-area long-distance pure hydrogen pipeline transportation, and construction of liquid hydrogen distribution ports.

3. Hydrogen refueling link. In the near future (2022-2025), we will focus on the development of hydrogen compressors, hydrogen storage bottles for hydrogen refueling stations, hydrogen refueling machines, pressure regulators, drying systems and other components, gas booster pumps, pressure sensors, hydrogen guns and other key components for hydrogen refueling stations. Meanwhile, combined with the application scenarios of hydrogen fuel cell vehicles, fixed hydrogen refueling stations will be built at fixed locations, and multi-station demonstration stations for hydrogen refueling, refueling, gas filling and charging will be carried out. In the long term (2026-2030), we will focus on the development of mobile high-pressure (to meet the requirements of 35 MPa and 70 MPa refueling) hydrogen refueling station system integration key equipment, and realize the basic coverage of the city's hydrogen refueling station network, while implementing liquid hydrogen refueling stations with larger hydrogen storage capacity.

4. Hydrogen link. Fuel cell stacks. In the near future (2022-2025), focus on the development of low-cost, high-power fuel cell stacks and large-scale production. Accelerate the cultivation and development of graphite bipolar plates, metal bipolar plates, breakthrough technology bottlenecks. Actively develop membrane electrodes with low platinum and high reaction efficiency, and realize mass production. In the long term (2026-2030), focus on the development of fuel cell stacks with high power density, high power output, long-life operation and low-cost manufacturing. Accelerate the cultivation and development of high-performance and low-cost membrane electrodes, and promote localization and large-scale development.

Fuel cell auxiliary system. In the near term (2022-2025), vigorously develop high-power high-performance fuel cell stack test platform and high-power high-performance system, air compressor, circulation pump test platform. In the long term (2026-2030), we will focus on the development of turbocharged centrifugal air compressor, high-efficiency hydrogen circulation system with integrated control of circulation and ejection, and vigorously develop high-power high-performance stack test platform and system and air compressor and circulation pump test platform that are fully in line with the automotive test and calibration system.

Diverse application scenarios. It is planned to promote the demonstration application of hydrogen energy in city buses, logistics and transportation, passenger cars, ships, port operation vehicles, special vehicles, sanitation vehicles, and sludge vehicles in the field of municipal transportation. In the field of project cooperation, making full use of Yantai's chemical industry resources, planning to promote the NDT multi-energy complementary hydrogen-alcohol integration project to realize the use of clean energy electrolysis of water to produce green hydrogen and chemical industry captured carbon dioxide synthesis of green methanol and other synthetic fuels.

Strengthening industrial linkage. Strengthen the synergistic development with machinery, chemical, materials and other industries. Relying on green hydrogen, green methanol and other new green energy, planning to build the first green route in Northeast Asia, driving green shipbuilding, green port, green shipping and other industries to synergize the development and enhance the level of green development.

(ii) Spatial layout. Give full play to the role of key enterprises and key regional demonstration, the formation of a "distinctive, multi-dimensional demonstration" of the industrial pattern, seize the national policy opportunities to vigorously promote the innovation and demonstration of the application of hydrogen energy, and take the initiative to integrate into the Shandong Province hydrogen into the ten thousand home science and technology demonstration project, to create the hydrogen energy industry in Yantai City, "a core, two wings, four bases" of innovation and development, and to promote the development of the industry. The company's main business is the development of the hydrogen energy industry in Yantai City, which is characterized by "one core, two wings and four bases".

"Two wings", that is, the coast of the Yellow Sea and the Bohai Sea Laizhou Bay coast as two wings, through the land and sea linkage, two-way expansion to build the city's coastal hydrogen energy industry economic belt, docking the Jiaodong Economic Circle and the Bohai Economic Circle construction. Relying on the rich wind power, photovoltaic, nuclear power and other green power resources in the region, the coastline of Dingji Bay in the Yellow Sea will carry out hydrogen production from renewable energy sources and innovative application of hydrogen on a large scale. Fuel cell vehicle production and utilization base, mainly in Laiyang City, to build a hydrogen fuel cell vehicle production and utilization base with "one park and two bases". Focus on the introduction of fuel cell vehicles and key components manufacturing enterprises, the construction of fuel cell commercial vehicle industry base. Actively introduce fuel cell vehicle enterprises with international advanced level to accelerate the commercialization of hydrogen fuel cell passenger cars. Taking the construction of "zero-emission logistics zone" in Laiyang City as an opportunity, we will actively promote the scenario-based application of fuel cell logistics vehicles.

Hydrogen energy innovation and application base, mainly in Yantai city, relying on Harbin Engineering and CIMC ship power technology, planning and constructing port hydrogen refueling station-hydrogen ship integration demonstration project in conjunction with Yantai port; relying on LNG port to carry out natural gas doping innovation and application breakthroughs; carrying out hydrogen pipeline, hydrogen combustion engine and other key areas of innovation and application demonstration; hydrogen fuel cell UAVs with long flight time, large payload and strong adaptability; hydrogen fuel cell UAVs with long flight time, large payload and strong adaptability. and large load, strong adaptability and other advantages, will occupy a certain position in the industrial-grade drone market, targeting hydrogen drone enterprises such as NDT and Doosan Innovation to explore the feasibility of landing. Long Island will be built as a green hydrogen application demonstration island, supporting Long Island to practice the concept of "zero carbon society", exploring the creation of hydrogen (alcohol) ships, sightseeing buses and other application scenarios, and gradually realizing the green energy zero-carbon transportation, helping the construction of the international zero-carbon island.

Three key development tasks

(1) Breakthroughs in core technologies.

One is the hydrogen field focusing on breakthroughs in renewable energy hydrogen production and storage of hydrogen and other key technologies. We will take measures to reduce the cost of green hydrogen supply, rely on the energy industry's rich experience in infrastructure and storage and transportation, make reasonable use of the characteristics of hydrogen energy industry development, strengthen the safe operation of hydrogen energy infrastructure, actively lay out the construction of medium- and long-distance hydrogen transmission pipeline network, accelerate the establishment of a safe, efficient and stable hydrogen energy supply chain and industrial system, and gradually build a convenient and low-cost hydrogen transportation network.

The second is to improve the technical standards and testing system related to hydrogen energy industry. Encourage leading enterprises to actively participate in the preparation of various hydrogen energy standards, and support qualified social organizations to formulate and publish relevant standards. The second is to actively promote the construction of hydrogen refueling stations. Adhere to the demand-oriented, moderately ahead of the layout of the construction of hydrogen refueling stations. Under the premise of ensuring safety and saving land, priority will be given to focusing on the layout in regions with abundant hydrogen resources and mature application scenarios, supporting the use of existing refueling stations to convert and expand hydrogen refueling facilities, and accelerating the construction of large-capacity 70MPa hydrogen refueling stations to meet the needs of large-scale passenger cars and long-distance heavy-duty vehicles.
