The “Ten Measures for Ensuring the Supply of Essential Resources for High-Quality Development of the Industrial Economy” have been approved by the Provincial Government. They are hereby issued to you for earnest implementation.

Ten Measures for Ensuring the Supply of Key Resources for High-Quality Development of the Industrial Economy

To coordinate the allocation of resources, consolidate efforts, and accelerate the high-quality development of the industrial economy, the following measures are hereby formulated.

I. Strengthening Land Supply Guarantees for Key Industrial Projects

Adhering to the principles of “projects following planning and factors following projects,” as well as the principles of land use conservation, intensification, and compliance with laws and regulations, and on the basis of prioritizing the revitalization and utilization of existing construction land, a certain amount of land quotas will be allocated in 2023 from the basic quotas allocated by the central government for provincial-level coordination. These quotas will be specifically designated to support and ensure the implementation of key projects listed in the Provincial Technical Transformation Guidance Catalog and key projects for the construction of provincial flagship industrial chains.(Responsible Units: Provincial Department of Natural Resources, Provincial Department of Industry and Information Technology. II. Encouraging “Zero Land Expansion” Technical Upgrades for Existing Industrial Projects

Land users are encouraged to improve land utilization rates through measures such as adding floors to factory buildings, renovating factory premises, and reorganizing internal land use, provided such actions comply with planning requirements. Where existing industrial land increases land utilization rates and floor area ratios without altering land use or violating planning regulations, no additional land premiums will be levied; projects meeting high-efficiency utilization standards will be classified as “Priority Development Enterprises (Category A)” in the per-mu output efficiency evaluation. III. Strengthening Environmental Resource Guarantees

The provincial government will pool and allocate carbon emission reduction quotas from “high-energy-consumption, high-emission” projects, guiding cities to coordinate pollutant emission quotas within their jurisdictions to prioritize support for provincial key industrial projects and key projects related to the province’s productive capacity layout and socio-economic development.A system of advance allocation of pollution reduction quotas will be implemented. The total pollutant emission quotas required for provincial key industrial projects may be advanced from the pollution reduction volumes generated by existing enterprises, facilities, or remediation projects scheduled for replacement or shutdown during the 14th Five-Year Plan period; pollution reduction plans must be fully completed before the new projects commence operations. IV. Expanding Environmental Leeway for Key Industries

Enterprises rated Grade A for environmental performance and leading industrial enterprises may continue operations without production cuts or restrictions during heavy pollution emergency periods and may independently implement emission reduction measures.Industrial enterprises that use paints, inks, adhesives, and other products compliant with national regulations on low VOC (volatile organic compound) content, and whose emission concentrations consistently meet standards while emission rates satisfy relevant regulations, may be exempt from the requirement to construct end-of-pipe treatment facilities for the corresponding production processes. Processes where the VOC content (by mass) of all raw and auxiliary materials used is below 10% may be exempt from the requirement to implement measures for the collection and treatment of fugitive emissions. V. Strengthening Financial and Tax Support

In 2023, no less than 650 million yuan will be allocated from provincial-level special funds for technical transformation and other purposes. Support will be provided to high-end, intelligent, and green industrial projects, as well as related projects such as hydrogen fuel cell vehicles, through forms such as subsidies for technical transformation equipment, special loans for technical transformation, and equity investments. Efforts will be made to actively secure relevant central government special funds to support the construction of key industrial projects.Fully leverage the decisive role of the market in resource allocation and innovate fiscal support methods. Through government-guided funds, government special bonds, and coordinated fiscal-financial mechanisms, attract and leverage high-quality financial and social capital to invest in the real economy, thereby promoting the high-quality development of the industrial economy. VI. Expanding the Scale of Industrial Financing

Encourage banking institutions to establish separate credit plans for key industrial sectors, provide dedicated credit quotas, increase credit disbursements to key industrial sectors, and support banking institutions in expanding the scale of medium- and long-term loans and unsecured loans. Secure over 100 billion yuan in new loans annually and develop over 100 billion yuan in supply chain financing. Utilize financial support policies such as principal-free loan renewals and emergency loan bridging to provide over 100 billion yuan in loan renewals and bridging loans annually.(Responsible Units: People’s Bank of China Jinan Branch, Provincial Department of Industry and Information Technology, Provincial Bureau of Local Financial Supervision)

VII. Expanding Corporate Funding Channels

Leverage the guiding role of core enterprises in the provincial supply chain finance system. Include provincial key projects, key projects from the Provincial Technical Transformation Guidance Catalog, and key projects for the construction of provincial flagship industrial chains in the service list. Banking institutions shall implement differentiated credit policies and formulate precise financial support plans tailored to each enterprise (“one enterprise, one policy”). Identify high-quality enterprises in sectors such as “specialized, refined, distinctive, and innovative” (SED) enterprises, green and low-carbon industries, and the “Top Ten” industries. Expand and enrich the provincial pool of potential listed companies, continue to implement the enterprise IPO cultivation plan, and accelerate the pace of enterprises going public to raise capital.(Responsible Units: Provincial Department of Industry and Information Technology, Provincial Bureau of Local Financial Supervision, People’s Bank of China Jinan Branch)

VIII. Strengthening Support from Scientific and Technological Resources

Focusing on “bottleneck” technologies in manufacturing and future industrial development directions, we will concentrate on leveraging scientific and technological resources to serve enterprise innovation. Each year, we will organize the release of no fewer than 500 innovation achievements for industrial enterprises, implement 100 major provincial science and technology projects, and carry out 3,000 enterprise technological innovation projects. IX. Improving the Quality of Talent Supply

With a focus on advanced manufacturing, cultivate more than 300 new high-level talents in R&D, management, and other fields annually through initiatives such as the Taishan Industrial Leading Talent Program and the Young Entrepreneur Mentor System. Addressing the development needs of key industrial sectors—including urgently needed trades, market-scarce occupations, and industries involving new business models and formats—organize skill enhancement programs for industrial workers through vocational skills training, training base programs, and enterprise “master-apprentice” systems, reaching no fewer than 100,000 participants annually.(Responsible Units: Provincial Party Committee Organization Department, Provincial Department of Science and Technology, Provincial Department of Human Resources and Social Security, Provincial Department of Industry and Information Technology)

X. Enhancing the Empowerment of Data as a Key Resource

Streamline data-sharing channels at the national, provincial, and municipal levels to facilitate the direct delivery of public data to industrial enterprises. Leverage the provincial integrated big data platform to innovate data-sharing models using “usable but invisible” approaches such as privacy-preserving computing, thereby increasing data supply and openness to better serve industrial enterprises. Utilize the Shandong Industrial Cloud system within the integrated big data center to enable interconnectivity among regional and industry-specific centers, supporting the storage, computing, and circulation of enterprise data resources. Implement energy and coal consumption management for industrial enterprises in accordance with the deployment requirements of the Provincial Party Committee and Provincial Government.

The above measures shall take effect upon publication. Governments at all levels shall comprehensively strengthen organizational leadership for the high-quality development of the industrial economy, clarify responsibilities, enhance supervision, and intensify implementation efforts. Relevant departments shall fulfill their respective duties, refine policies, issue detailed rules, and strengthen guidance. All cities, counties (cities, districts) shall play a leading role, continuously innovate mechanisms, actively support project construction and enterprise development, and ensure the effective implementation of all measures.
