The rules referred to in this high-value patent cultivation and intellectual property protection comprehensive award, refers to the provincial market supervision bureau, the provincial Department of Finance according to the city's annual high-value patents to cultivate the use of management services and intellectual property protection inspection and evaluation, demonstration of the construction of pilot projects, the effectiveness of key work and other comprehensive work, the city to give the grades of the award.  

Article 3 High-value patent cultivation and intellectual property protection comprehensive award compensation work in accordance with the factor method of allocation, follow the focus, performance, and strengthen the principle of supervision.

Article 4 High-value patents cultivation of comprehensive award compensation for the main factors include:

1.Patent Award. Based on the "Shandong Provincial Patent Award Measures" stipulated in the award standards, according to the city last year to obtain the China Patent Award, Shandong Provincial Patent Award project number and grade, etc., to measure and determine the award funds.

2. Intellectual property pledge financing subsidies. According to the subsidy standard stipulated in the Notice on the Implementation Opinions of the People's Government of Shandong Province on Promoting the High-quality Development of the Real Economy and the List of Policies on "Stabilizing and Improving the Quality of the Economy" in 2023 (the Third Batch) issued by the People's Government of Shandong Province, the subsidy funds will be measured and determined based on the number of intellectual property rights financing loans in the corresponding year in the respective cities and the clearing up of the funds.

3. Cultivation, transformation and utilization of high-value patents. According to the high value patent possession, patent transfer and licensing of each city in the previous year, it will be calculated and awarded in different grades.

4. Intellectual property management services. According to the municipal intellectual property rights to build a strong country pilot demonstration, "put in place" reform and innovation, such as the effectiveness of the work, measured and graded awards.

5. Provincial and municipal joint promotion of key projects. According to the municipalities to undertake the provinces and cities to jointly promote the high-quality development of intellectual property key projects, measured to determine the award funds.

Article 5 Comprehensive subsidies for the protection of intellectual property rights main factors include:

1. Patent insurance support. According to the Provincial Market Supervision Bureau, the Provincial Department of Finance, Shandong Banking and Insurance Supervision Bureau, "on the issuance of Shandong Province, enterprise intellectual property insurance support project management implementation measures," the provisions of the previous year, according to the amount of patent insurance subsidies for the municipalities of the amount of funds to measure and determine the award funds.

2. Demonstration of intellectual property protection and rapid collaborative protection system construction. Awarded the national intellectual property protection demonstration area of 1 million yuan, the provincial intellectual property protection demonstration area of 500,000 yuan. Approved national intellectual property protection center award 500,000 yuan, approved national intellectual property fast maintenance center award 300,000 yuan. According to the "Shandong Provincial People's Government on the issuance of the 2023 "stable to good, in progress to improve the quality of" policy list (the first batch) of the relevant provisions of the notice, according to the municipal award cycle of the number of approved national geographical indications product protection demonstration zones and provincial-level protection of geographical indications product demonstration zones, measured to determine the award of subsidies.

3. Inspection and assessment of intellectual property protection. 5. Intellectual property protection in key areas. According to the city's e-commerce platforms, professional markets, exhibitions and other key areas of intellectual property protection work, measured and graded awards.

6. Construction of foreign-related risk prevention and control system of intellectual property rights. According to each city's intellectual property-related risk prevention and control projects, foreign-related intellectual property protection, etc., measured and graded awards.

7. Intellectual property protection and innovation. According to the cities of intellectual property protection and innovation work to carry out, measured and graded subsidies.

Article VI Provincial Market Supervision Bureau according to the above allocation factors to measure the city award funds, proposed funding allocation program, in accordance with the requirements of the provincial science and technology innovation and development funds reported to the decision-making and finalization of the Provincial Department of Finance in accordance with the provisions of the funds issued.

Article VII The cities should play a good use of funds, co-ordinate the arrangement of provincial award funds and financial resources at this level, give priority to the provincial government to ensure that the implementation of patent incentives, intellectual property rights pledge discounts, patent insurance to support the construction of demonstration zones and other related policies. Scholarship funds shall not be used to subsidize patent applications, annual patent fees, agency services and other costs, and effectively improve the standardization, security and effectiveness of the use of scholarship funds.

Article VIII  After the funds reached the city, the municipal market supervision departments, the financial sector to accelerate the development of the use of funds, as soon as possible, the funds will reach the project unit, to promote the funds to play a role in the benefits as early as possible.

Article IX Provincial Market Supervision Bureau, the Provincial Department of Finance on the cultivation of high-value patents and intellectual property protection of the use of comprehensive award subsidy funds for tracking and supervision, in violation of the provisions of the award subsidy funds for fraudulent or not in accordance with the provisions of the use of the funds, once verified, the provincial financial will be recovered.

Article 10 This approach by the Provincial Market Supervision Bureau, the Provincial Department of Finance is responsible for the interpretation, and according to the implementation of timely revisions. The original "Shandong Provincial Market Supervision Administration Shandong Provincial Department of Finance on the issuance of Shandong Province, high-value patent cultivation subsidies for the implementation of the rules of the notice" (Lu City Supervision issued [2022] No. 4) is repealed.
