Implementation Plan for the Construction of a “Zero-Waste City” in the Dongying Economic and Technological Development Zone During the 14th Five-Year Plan Period

To effectively advance the development of a “Zero-Waste City,” this plan has been formulated in accordance with the guiding principles of national and provincial policies, as well as the “Notice of the Dongying Municipal People’s Government on Issuing the Implementation Plan for the Development of a ‘Zero-Waste City’ in Dongying during the 14th Five-Year Plan Period” (Dong Zheng Zi [2022] No. 40), and in light of the actual conditions of our district.

I. Work Objectives

We will treat the promotion of “Zero-Waste City” construction as a key vehicle for winning the battle against pollution and deepening the development of a beautiful development zone. By the end of 2025, we aim to complete the “Zero-Waste City” initiative, establish a basic household waste sorting and treatment system, gradually reduce the generation intensity of industrial solid waste across the district, significantly improve comprehensive utilization rates, effectively manage environmental risks associated with hazardous waste, and markedly enhance the solid waste governance system and capacity.

II. Work Tasks

(1) Improve the Solid Waste Governance System.

1. Strengthen the guiding role of institutional policies. Thoroughly implement laws and regulations such as the “Law of the People’s Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste.” Guided by the “zero-waste” philosophy, comprehensively assess the current status of solid waste management across all sectors, actively explore new approaches, pathways, and technologies for the reduction, resource recovery, and harmless disposal of solid waste, and improve the local institutional framework for solid waste governance.Strictly implement relevant documents such as the “Dongying City Construction Waste Management Measures.” Through cross-departmental, cross-level, and cross-sectoral data sharing and platform interoperability in solid waste management across the city, foster a “zero-waste” mindset at the societal level, and accelerate the formation of resource-efficient, environmentally friendly production methods and simple, moderate, green, and low-carbon lifestyles. (Responsibility lies with the Department of Economic Development, Department of Social Work, Department of Construction Management, Dongying Wetland Urban Construction Promotion Center, and the Ecological Environment Branch, among others, according to their respective duties)

2. Promote widespread acceptance of low-carbon concepts. Actively publicize the “zero-waste” concept through media such as television, websites, and WeChat. Organize themed promotional campaigns to advocate for green lifestyles, including waste sorting, low-carbon commuting, sharing and communal use, green consumption, and the “Clean Plate Campaign.” Encourage schools to conduct educational activities on “Zero-Waste City” knowledge to lead the way in green and low-carbon living.(Led by the Department of Human Resources, with support from the Department of Economic Development, the Department of Social Work, the Department of Construction Management, and the Ecological Environment Branch) Cultivate “Zero-Waste Cells” to enhance citizens’ participation, identification with, and sense of fulfillment regarding “Zero-Waste City” development. Promote the establishment of “Zero-Waste Families,” “Zero-Waste Communities,” “Zero-Waste Shopping Malls,” “Zero-Waste Restaurants,” “Zero-Waste Hotels,” “Zero-Waste Government Agencies,” andand “Zero-Waste Schools.” By 2025, 20 “Zero-Waste Cells” will be established. (Responsibility lies with the Economic Development Department, Social Work Department, Construction Management Department, Municipal Wetland City Construction Promotion Center, Education Management Service Center, and Ecological Environment Branch, among others, according to their respective duties)

(2) Strengthen green transformation in the industrial sector.

3. Implement green transformation and upgrading in key industrial sectors.Accelerate the classified relocation, downsizing, consolidation, and shutdown of enterprises in key industries to phase out outdated and inefficient production capacity. (Led by the Department of Economic Development) Focusing on green design products, green factories, and green industrial parks, comprehensively advance the construction of a green manufacturing system characterized by high efficiency, cleanliness, low carbon, and circularity. (Led by the Department of Economic Development) Promote clean production upgrades in key industries such as non-ferrous metals and chemicals, and conduct mandatory clean production audits in accordance with the law. (Led by the Ecological Environment Branch) Adhere to the principles of “replacing old with new,” ““expanding large-scale operations while phasing out small-scale ones,” “expanding high-efficiency operations while phasing out low-efficiency ones,” and “expanding integrated operations while phasing out scattered ones.” Ensure that “high-energy-consumption and high-emission” (HE) project construction achieves reductions in production capacity, energy consumption, coal consumption, carbon emissions, and conventional pollutants. New HE projects must strictly comply with the requirements of the “Supplementary Notice on Matters Related to the Management of ‘High-Energy-Consumption and High-Emission’ Projects” (Lu Fa Gai Gong Ye [2023] No. 34).(The Department of Economic Development, the Department of Approval and Services, the Ecological Environment Branch, and other relevant departments shall be responsible according to their respective duties)

4. Achieve green, low-carbon, and circular development in industrial parks. Promote the circular transformation of existing industrial parks, and facilitate the comprehensive utilization of waste, the cascading use of energy, and the recycling of water resources. Actively strive to become provincial-level demonstration pilot parks for circular transformation, low-carbon industrial parks, green parks, and national green industrial demonstration bases.(Responsibility lies with the Department of Economic Development, the Ecological Environment Branch, and other relevant departments according to their respective duties) Unlock new potential for carbon reduction and emissions cuts by tapping into untapped resources and enhancing efficiency. Integrate the concepts of “dual control” of energy consumption (control of both total energy consumption and energy intensity) and “dual coverage” of industry (control of both the entire production process and the full product lifecycle) into the clean production process. Support the Guangli Lingang Industrial Park in exploring the construction of a “zero-waste park,”and encourage 10 key enterprises, including Jinmao Aluminum and Binhai Heating, to explore the establishment of “zero-waste factories.” (Led by the Ecological Environment Branch, with support from the Department of Economic Development and Guangli Lingang Industrial Park Co., Ltd.)

5. Promote the comprehensive utilization of general industrial solid waste. Encourage R&D in resource utilization technologies, organize evaluations of the comprehensive utilization of general industrial solid waste, promote the scaling up and industrialization of general industrial solid waste utilization, and enhance comprehensive utilization capabilities. (Led by the Economic Development Department, with support from the Ecological Environment Branch) Conduct a comprehensive inventory of general industrial solid waste storage sites and gradually resolve historical legacy issues.Urge three coal-fired power plants in the district—Jinmao Aluminum, Binhai Thermal Power, and Huatai Chemical—to formulate plans for reducing solid waste and promoting resource utilization, and work to gradually lower the generation intensity of industrial solid wastes such as fly ash, furnace slag, and desulfurization gypsum to reduce storage risks. (Led by the Ecological Environment Branch, with cooperation from Guangli Lingang Industrial Park Co., Ltd.)

(3) Vigorously develop green agriculture.

6. Adhere to ecological farming and livestock breeding. Deepen the pilot program for green, circular agriculture integrating crop and livestock production to achieve integrated farming and livestock breeding, agro-pastoral integration, and ecological circular development. Promote the scientific use of plastic mulch and expand the application of thicker, high-strength mulch and fully biodegradable mulch.Vigorously promote technical measures such as soil-test-based fertilization, water-fertigation integration, and the substitution of organic fertilizers. Continuously advance the construction of demonstration zones for fertilizer reduction, promote the application of formula fertilizers, and aim to reduce the district’s fertilizer usage by approximately 6% by 2025 compared to 2020.Demonstrate and promote new types of pesticides, such as highly efficient, low-toxicity, and biological pesticides; strictly control the use of highly toxic, high-risk pesticides; deepen the implementation of unified pest control; and intensify the promotion of green pest control technologies. Provided that pest and disease outbreaks remain stable, strive to reduce the region’s pesticide usage by 10% by 2025 compared to 2020. (Led by the Department of Social Work)

7. Promote the resource utilization of agricultural solid waste. Actively promote technologies such as straw shredding and return to fields, as well as rapid composting and return to fields, while implementing supporting agricultural machinery and agronomic measures to improve the quality of straw return to fields.By 2025, the comprehensive utilization rate of crop straw across the region will be stabilized at over 95%. Explore and summarize effective recycling models tailored to local conditions; by 2025, the recovery rate of agricultural plastic film across the region will be stabilized at around 92%. Coordinate the recycling of pesticide packaging waste; by the end of December 2023, pesticide packaging waste will be effectively recycled and treated in an environmentally sound manner.Strengthen technical guidance and services to assist large-scale livestock and poultry farms in upgrading their manure treatment facilities, and promote the processing of livestock and poultry manure into organic fertilizer and its full-scale fermentation and utilization. By 2025, the rate of equipment installation for manure treatment facilities at large-scale farms across the region will reach 100%, and the comprehensive utilization rate of livestock and poultry manure will exceed 90%. (IV) Promote the comprehensive utilization of construction waste.

8. Promote green construction in building projects.All new urban residential buildings shall fully comply with green building standards. We will vigorously develop prefabricated construction, continuously improve the standardization of building components, foster the formation of a complete industrial chain, and achieve green construction throughout the entire project lifecycle. By 2025, prefabricated buildings will account for more than 40% of all new construction projects in the region. We will thoroughly implement energy-saving retrofits for existing residential buildings, enhance the energy efficiency of existing public buildings, and promote the application of renewable energy in buildings, thereby steadily improving building energy conservation and carbon reduction levels. 9. Promote the Resource Utilization of Construction Waste. Accelerate the resource utilization of construction waste by incorporating construction debris, demolition waste (including road asphalt), and renovation waste into the scope of concession operations, and encourage concession operators to gradually achieve integrated operations covering disposal, transportation, and demolition. General cargo road transport companies are prohibited from using operational diesel trucks that meet National Emission Standard III or lower for road transport.Construction companies are encouraged to prioritize the on-site utilization of construction waste (construction debris) during land grading and backfilling operations to reduce the generation and discharge of construction waste. Priority will be given to promoting the construction of facilities for the resource recovery and disposal of construction waste in our district, striving to complete and commission them as soon as possible to enhance the level of construction waste resource recovery and disposal in our district. (The Department of Construction Management, the Municipal Wetland and Urban Construction Promotion Center, and the Department of Comprehensive Law Enforcement are responsible according to their respective duties; the Department of Economic Development and the Ecological Environment Branch will provide support)

(5) Promote a new concept of green and low-carbon living.

10. Deepen household waste sorting. Strengthen the reduction, resource recovery, and harmless treatment of urban and rural household waste. By the end of December 2023, promote full coverage of household waste sorting across the district and actively implement the “Internet+Recycling” model through the household waste sorting and treatment system.(The Department of Economic Development and the Municipal Wetland Urban Development Promotion Center shall be responsible according to their respective duties.) Explore and foster leading enterprises in the recycling of renewable resources; encourage enterprises to adopt various business models, including online and offline channels, to conduct recycling operations, and implement large-scale, standardized operations. (Led by the Department of Economic Development)

11. Continue to strengthen the management of plastic pollution. Actively promote the reduction of plastic production and use at the source, and strengthen the standardized collection and recycling of plastic waste. By the end of December 2025, all hotels, inns, and homestays shall cease to proactively provide single-use plastic items, and the use of non-biodegradable plastic bags shall be prohibited in open-air markets within the built-up areas of our district.(Responsibility shared by the Department of Economic Development, the Department of Comprehensive Law Enforcement, the Department of Social Work, the Ecological Environment Branch, and others according to their respective duties) Medical institutions at all levels shall strictly implement the *Catalog of Medical Waste Classification (2021 Edition)*. Waste that does not fall under the category of medical waste must be collected separately, stored centrally in accordance with regulations, accurately recorded in ledgers, and handed over to qualified entities for utilization and disposal. Arbitrary discarding or dumping is strictly prohibited.(Led by the Development Zone Medical and Health Service Center) Promote the greening of the express delivery industry by vigorously promoting eco-friendly packaging. Use biodegradable and recyclable packaging materials, as well as biodegradable auxiliary materials, to reduce the rate of secondary packaging. Promote the use of electronic waybills. By the end of December 2025, the use of non-biodegradable plastic packaging bags, plastic tape,and single-use plastic woven bags; e-commerce parcels will essentially eliminate secondary packaging. 12. Regulate sludge disposal at urban domestic sewage treatment plants. Ensure that sludge treatment, disposal, and comprehensive utilization are carried out under the principles of safety, environmental protection, and economic efficiency, with the aim of achieving energy conservation, emission reduction, and the development of a circular economy.Strictly review the qualifications, capabilities, and operational status of sludge disposal entities to ensure that treated sludge meets national standards. Establish an evaluation system for sludge disposal entities and implement multiple measures—including inspection of weighing slips, transfer manifest records, GPS tracking, and manual tracking—to ensure closed-loop disposal of sludge throughout the entire process from source to final destination. (Led by the Municipal Wetland and Urban Construction Promotion Center)

(6) Uphold the environmental safety bottom line for hazardous waste.

13. Strengthen environmental risk remediation. Focusing on industrial enterprises, carry out in-depth risk reduction and remediation for hazardous waste-generating enterprises, and implement the “Three Reductions and One Replacement” approach: implement source reduction measures such as clean production; promote “production-and-disposal-on-the-spot” to reduce storage time and volume; strengthen resource recovery to reduce disposal volume; implement list-based management of toxic and hazardous raw materials; and promote the substitution of non-toxic and non-hazardous (or low-toxicity and low-hazard) raw materials.(Led by the Ecological Environment Branch) Establish a multi-departmental joint inspection mechanism. By precisely combining off-site supervision with on-site law enforcement inspections, effectively enhance capabilities in identifying leads on illegal activities, tracing their origins, and conducting targeted crackdowns. Strictly crack down, in accordance with the law, on environmental crimes such as the illegal discharge, dumping, collection, storage, transfer, transportation, utilization, and disposal of hazardous waste. (Responsibility shared by the Comprehensive Law Enforcement Department, Public Security Branch, Ecological Environment Branch, and others according to their respective duties)

14. Coordinate efforts to address new pollutants. Chemical enterprises above a certain scale throughout the district shall take the lead in conducting basic and detailed surveys of chemical substances, carrying out work in accordance with the relevant requirements of the current national chemical environmental survey system. Incorporate the monitoring of new pollutants into enterprises’ self-monitoring systems, and achieve continuous reductions in the emissions of toxic and harmful air and water pollutants. Promote the reduction of hazardous waste generated during production processes, decrease the volume and duration of hazardous waste storage, and mitigate environmental risks. (VII) Focus on Ecological Protection of the Yellow River Delta.

15. Continue to advance the Yellow River Waste Cleanup Campaign. Continue to investigate and rectify historical issues related to illegal waste dumping and landfilling, dynamically update the regulatory list, establish and improve a monthly coordination system, adhere to risk assessment and risk control, and scientifically promote categorized remediation through a “one-site-one-plan” approach. Explore raising remediation funds through mechanisms such as ecological damage compensation and public interest litigation, ensuring dedicated use of funds, orderly investment, and gradual resolution. (Led by the Ecological Environment Branch)

(8) Focus on comprehensive marine ecological management.

16. Carry out comprehensive environmental remediation at ports. Assist the Kenli Maritime Safety Administration in refining and implementing the joint consignment note system for the transfer and disposal of ship-generated pollutants; establish mechanisms for interdepartmental information sharing and joint operations to ensure the compliant collection, lawful transfer, and standardized disposal of hazardous wastes such as waste oil. By the end of December 2025, the waste collection and disposal rate at the Guangli Port Area of Dongying Port, Shandong Port, shall reach 100%.(Responsibility lies with the Comprehensive Law Enforcement Department, the Ecological Environment Branch, and others according to their respective duties) Focusing on areas such as the Guangli Fishing Port and dense marine aquaculture zones, accelerate the resource utilization of aquaculture by-products such as shells, the centralized collection, storage, and disposal of waste such as fishing nets and gear, standardize the recycling and disposal of fishery waste, and advance the construction of pollution prevention and control facilities and environmental cleanup and remediation. (Led by the Comprehensive Law Enforcement Department)

17. Strengthen comprehensive remediation of the shoreline environment. Enhance monitoring of floating waste on the shoreline and sea surface, organize and carry out special “Beach Cleanup” campaigns, and establish and improve a long-term mechanism for marine waste cleanup. (Led by the Ecological Environment Branch, with support from the Comprehensive Law Enforcement Department and the Social Work Department)

III. Support Measures

(1) Strengthen Organizational Leadership. The Leading Group for “Zero-Waste City” Construction in Dongying Economic and Technological Development Zone is responsible for the organizational leadership and overall coordination of “Zero-Waste City” construction in our district, and shall promptly study and resolve difficulties and issues related to solid waste management and other aspects. The Office of the Leading Group shall strengthen the organization, scheduling, supervision, and evaluation of key tasks. Establish corresponding work promotion mechanisms, clarify the division of responsibilities, ensure accountability among all parties, and guarantee that all tasks are carried out in an orderly and timely manner.

(2) Strengthen Assessment and Evaluation. The Office of the Leading Group for “Zero-Waste City” Construction in Dongying Economic and Technological Development Zone shall establish mechanisms for routine scheduling and annual evaluation, study the district’s “Zero-Waste City” indicator system, and create lists of responsibilities, tasks, and projects. It shall formulate an annual assessment and evaluation implementation plan to strengthen the scheduling, supervision, and performance evaluation of “Zero-Waste City” construction efforts by all responsible units.

(3) Strengthen Financial Support. All relevant departments and units shall enhance the coordination of policy funds, increase support for “Zero-Waste City” construction, incorporate funding for “Zero-Waste City” construction into the government budget, establish and improve diversified funding channels, and actively attract social capital to participate in “Zero-Waste City” construction.
