Chapter I General Provisions
Article 1 In order to further strengthen the integrated planning and unified management of information system projects in our district, improve the level of project construction and the efficiency of financial capital investment, and promote the healthy and orderly development of informatization construction in our district, in accordance with the "Regulations on Promoting the Development of Big Data in Shandong Province", the "Circular of the General Office of the People's Government of Shandong Province on the Issuance of Measures for the Management of the Information System Projects of Shandong Province for Government Affairs" ( Lu Zhengban [2018] No. 37), "Liaocheng City People's Government Office on the issuance of Liaocheng City Information System Project Management Measures Notice" (Liaocheng Zhengban [2018] No. 37) and other relevant provisions, combined with the actual situation in our district, the development of this approach.
Second Article The information system referred to in these Measures refers to the information system of all kinds used to support the government departments to perform the functions of management services and for the construction of digital high and new, including the computers that perform the processing of government information and support the operation of digital high and new construction projects, software and peripheral equipment and other goods and services (excluding office terminal equipment and software).
Article 3 The government departments referred to in these measures are the towns (centers), departments of the district, the four major industrial development service centers, the supervisory and inspection agencies, and the branches.
Article 4 The region's information system projects follow the "integrated planning, interoperability, information sharing, business collaboration, security" principle, in accordance with the "unified organization, unified planning, unified network, unified software" and The requirements of "no sharing, no approval, no funding", scientific allocation of resources, strengthen management, the implementation of construction and operation and maintenance of the filing system.
Article 5 The Integrated Management Office is responsible for organizing the planning and review of information system projects, performance evaluation and full-caliber filing; it is responsible for coordinating and integrating resources, unified planning and construction of basic and public information system projects; it is responsible for reviewing and confirming information system projects related to matters involving confidentiality, and supervising and managing the confidentiality operations of the units using the projects.
Administrative Approval Service Department is responsible for the approval of information system construction projects involving fixed asset investment.
The Department of Financial Management is responsible for the supervision of government procurement of information system projects, the supervision of assets, and the overall arrangement of project funding.
The Audit Branch is responsible for the audit supervision of information system projects.
The project construction departments are responsible for the centralized management of government information technology projects in their departments. They are responsible for the pre-declaration, construction management, operation and maintenance, performance targets, and data resource collection, sharing and opening of government affairs informatization projects, and they are responsible for the progress of project implementation, construction quality, and management of funds and assets.
The towns (centers) do a good job of articulating and cooperating with each other according to the project's overall goal, overall framework, and construction tasks.
Chapter II Audit Management
Article VI In October each year, the project construction unit to the Integrated Management Office to submit an application for information system project. (2023 project construction units should be in accordance with this approach to provide project application forms, construction programs and other information, to be accepted projects should be reported to the Integrated Management Office acceptance report for the record)
Article VII of the project construction units are required to submit the following information:
(a) Project declaration form.
(2) Declaration of new construction, expansion, upgrading and transformation projects should provide a construction program (including project budget estimates, feasibility analysis, public data resources catalog, information sharing and opening up the way and scope of the required external data resources to support demand, information systems information security, and the use of cloud hosts, cloud databases, cloud storage, cloud security, and other resources of the government cloud platform, etc.), declared the project of the Operation and Maintenance Service category Should provide the original construction project contract or previous years operation and maintenance service contract, the previous project performance evaluation report.

Involving the planning of new civil engineering works, the declaration includes, in principle, feasibility study reports, preliminary design programs and investment estimates.
Cross-departmental, cross-regional, cross-level shared projects, should be the project lead department together with the co-construction department, to form a project overall program.
Article 8 The project declared by each unit should make full use of the existing information technology infrastructure in our region, relying on the e-government sharing infrastructure and Liaocheng City government information resources sharing and exchange platform for development, deployment and operation. Already built and put into use the network, servers, server rooms, application systems and other e-government infrastructure in accordance with the requirements of the Liaocheng City Government Information System Integration and Sharing Work Program, integration and migration.
No special circumstances, the following projects will no longer be constructed separately:
(a) new server room and general hardware construction projects such as servers and storage devices;
(b) business network of various departmental systems, cross-departmental network construction projects;
(c) cross-departmental business data sharing and exchange system construction projects;
(d) collaborative office system (including instant messaging system) construction project;
(v) government portal construction project;
(vi) network conference system construction project;
(vii) video monitoring system construction project;
(viii) e-mail system construction project;
(ix) business application system involving the operation of the administrative power of the various departments construction projects;
(j) other cross-departmental application system construction and shareable and reusable e-government construction projects.
Article 9 The Integrated Management Office shall, in principle, adopt a centralized evaluation method to demonstrate the necessity and feasibility of the projects declared by the construction units and issue evaluation opinions.
The evaluation opinion is the prerequisite and basis for project establishment, funding arrangements, government procurement and other work.
The evaluation mainly includes:
(a) whether to give full consideration to the intensive utilization of resources and information sharing;
(b) whether the design scheme is reasonable and feasible, and whether it is in line with the development trend of the technology;
(c) whether there is a comprehensive and feasible information security solutions;
(d) whether it is in line with the national cryptographic management of the laws and regulations, policies and standards;
(e) whether it is in line with the national cryptographic management of relevant laws and regulations, policies and standards.
(v) Whether the implementation plan and financial estimation are reasonable.
Article X of the national, provincial and municipal organizations to declare the local information system construction projects, project construction units in accordance with the relevant provisions of the procedures before the organization of the declaration, shall obtain the consent of the Office of the Integrated Management of the declaration of the review and approval of the Office of the Integrated Management for the record.
Article 11 According to the review and project implementation progress, the Department of Financial Management in accordance with the principle of integrated budget combined with the annual budgetary arrangements, to ensure that the information system project construction funds and operation and maintenance funds.
Chapter III Construction and Funding Management
Article 12 The Integrated Management Office is responsible for the establishment of the information system project library, and the dynamic tracking and management of the progress of the project.
Article 13 The project construction unit shall organize bidding and procurement activities in accordance with the relevant laws and regulations on government procurement and bidding, as well as the review and approval of the procurement content. Within five working days of signing the formal procurement contract, the project construction unit shall report the text of the contract to the Integrated Management Office for the record.
Article 14 The project construction unit shall report the progress of project construction and budget implementation to the Integrated Management Office and the Department of Financial Management before the end of each year, and those that have been put into trial operation shall explain the effect of trial operation and problems.
Article 15 The project construction unit shall implement the project construction in strict accordance with the construction program and investment budget approved by the examination and approval, and in principle, no overspending shall be compensated. For the project construction objectives and content unchanged, the total project investment savings, in accordance with the relevant provisions of the savings will be returned in accordance with the original channels.
Article 16 For the construction objectives, construction sites, project budgets, the main construction content and construction progress and other major changes, the project construction unit should be submitted to the Integrated Management Office in advance to adjust the application, re-examination procedures.
Article XVII of the project construction process, the project construction unit shall promptly report to the Integrated Management Office, the Integrated Management Office in accordance with the relevant provisions of the project construction unit can be required to carry out rectification or suspension of construction.
Article XVIII of the project construction unit should be in accordance with the relevant provisions of the archives management, information systems project file construction, and the formation of the corresponding electronic files, as an important basis for project completion and acceptance.
Article XIX of the project construction unit should be completed within three months after the completion of the project construction tasks to organize the completion of acceptance work. Completion and acceptance of the completion of the acceptance report should be formed, including the following: project construction summary, financial reports, audit reports, information security risk assessment reports and password applications. The acceptance report shall be reported to the Integrated Management Office for record. If the project construction unit fails to organize acceptance on schedule, it shall submit an application for extension of acceptance. No subsequent construction funds and operation and maintenance funds shall be allocated to projects that have not been accepted.
Article 20 The project construction unit shall, within 12 to 24 months after the project is completed and accepted and put into use or operation, carry out self-evaluation in accordance with the relevant requirements of the national, provincial and municipal information system project performance evaluation, and submit the self-evaluation report to the Integrated Management Office. The Integrated Management Office may commission a third-party testing and evaluation organization to carry out post-evaluation work, as appropriate, based on the self-evaluation report of the project construction.
Article 21 of the synergistic provincial and municipal construction of information system projects, according to the division of authority to determine the corresponding construction content and operation and maintenance funds. Need to be borne by the district financial construction funds, operation and maintenance funds included in the district budget.
Article 22 of the strengthening of government information technology project construction investment and operation and maintenance funds, adhere to the "networking is the principle, the exception is a network". Department has built government information technology projects need to be upgraded, or to build new government information technology projects, can be required to share information, by the Integrated Management Office with the relevant departments for review; if the department that according to relevant laws and regulations, the Party Central Committee and State Council and the provincial government requirements can not be information sharing, but there is a need to build or retain, by the Integrated Management Office and reported to the High-tech Zone audit! The "chief data representative" approval, can be built or retained.
(a) For the government information system that does not share data resources as required or collects data repeatedly, no operation and maintenance funds will be arranged, and the project construction unit shall not build new, altered or expanded government information system.
(2) for the cryptographic applications and network security requirements, not in accordance with the requirements of the hierarchical protection standards for the construction, or the existence of significant security risks in the government information system, do not arrange for operation and maintenance funds, project construction units shall not be newly built, altered, expanded government information systems.
Chapter IV Management of information resource sharing
Article 23 of the Integrated Management Office of the project construction unit of information resource sharing supervision and management.
Article 24 The project construction unit shall, before submitting the project application, specify the attributes of data source, format, updating, sharing and openness in accordance with the relevant regulations on the management of information resource sharing and the requirements of the information resource catalog management, so as to ensure that the information resources are pooled and shared in an orderly manner.
The information resource catalog is a planning and review element for information system projects.
Article 25 The project construction unit in the project completion and operation of the use phase, shall establish a long-term mechanism for information sharing and feedback mechanism for the use of shared information to ensure the realization of the relevant requirements for information sharing, shall not be universally shared data should be shared only with specific departments, or only open to specific enterprises and social organizations. Project information resources should be included in the information resource sharing catalog after the completion of the project, as the completion of acceptance.
The information resource catalog is a requirement for approval of relevant government information technology projects. The completeness, timeliness and network security of information resource sharing are important bases for determining project construction investment, operation and maintenance funding and acceptance.
Article 26 The project construction unit shall, within 10 working days after the preliminary acceptance, complete the cataloging of the information system and data collection through the "Hi-tech Zone Data Sharing Platform", and shall be responsible for the quality of the collected data.
If the project construction unit fails to complete the cataloging and data collection, or if the collection is not updated in time, or if the data is collected repeatedly, no further funding will be arranged for the operation and maintenance of the project.
Chapter V Network and Information Security Management
Article 27 The project construction unit shall carry out network and information security risk assessment in accordance with the relevant provisions of the national network and information security risk assessment. Strictly implement the requirements of level protection and hierarchical protection, and effectively guarantee the safe and stable operation of information systems.
Article 28 The project construction unit shall implement the national confidentiality management of relevant laws and regulations, policies, standards and norms and "Shandong Province, big data development to promote the requirements of the Ordinance", synchronized planning, synchronized construction, synchronized operation of the password protection system and regular assessment. Important areas of network and information systems planning stage, the project unit should be based on the relevant provisions, the development of cryptographic applications construction program, the organization of experts or commissioned assessment agencies to assess.
Article 29 The project construction unit shall, in accordance with relevant government procurement laws and regulations, give priority to the procurement of independent and controllable information security equipment, core network equipment, basic software, system software and business applications and other key products. The safety and reliability of the project hardware and software products, project password application and security review is an important part of the project acceptance.
Chapter VI Supervision and Management
Article 30 The project construction unit shall accept the supervision and management of the Integrated Management Office. Whether the government information technology projects in line with provincial and municipal government information sharing requirements, whether in line with the government information infrastructure intensive construction requirements, as well as project construction bidding and procurement, the use of funds, password applications, network security and other circumstances to implement supervision and management. Supervision and inspection found in violation of the relevant provisions, the project construction unit should be ordered to rectify or in accordance with the relevant provisions of the treatment. The refusal to rectify or rectification still does not meet the requirements, it can be notified and criticized, suspend the allocation of construction funds, suspend the project construction, until the termination of the project.
Project construction units should strictly abide by the relevant laws and regulations on confidentiality, build a comprehensive, multi-level, consistent protection system, the requirements of the use of cryptography, and regularly carry out security assessment of cryptographic applications to ensure that the operation of government information systems security and data security of the sharing and exchange of government data resources.
Article 31 The auditing authority shall, in accordance with the law, strengthen the audit of information systems projects, and promote the use of special funds real, legal, and maximize the effectiveness of the use of funds.
Article 32 The project construction unit and the relevant departments shall assist in supervision, audit and other supervision and management work, and truthfully provide relevant information on the construction project, shall not be rejected, hidden or concealed.
Article 33 For violation of the provisions of these measures, failure to fulfill the review and filing procedures, or due to mismanagement, falsification, resulting in serious over-budgeting, poor quality, loss and waste, security accidents, or other accidents of responsibility, the Office of the Comprehensive Management may be notified of the criticism, and submit to the relevant departments of the direct responsibility of the project construction unit supervisors and other responsible personnel in accordance with relevant regulations Be punished; suspected of committing a crime, transferred to the judicial organs in accordance with the law.
Article 34 The relevant departments, units or individuals in violation of the relevant provisions of the government information system project funds retained, misappropriated, by the relevant departments in accordance with the relevant provisions of the punishment; suspected of committing a crime, the transfer of judicial organs to be dealt with according to law.
Article 35 The state organs and relevant units of staff in the project construction process, abuse of power, dereliction of duty, favoritism, solicitation and acceptance of bribes, in accordance with the rules and regulations of the relevant units and personnel shall be held accountable.
Chapter VII Supplementary Provisions
Article 36 The district-level organs, institutions and social groups or other organizations of the district financial allocations, through self-financing or applying for support to the higher authorities to support funds for the construction of the project, with reference to the implementation of these measures.
Article 37 The units in principle, the use of municipal and district-level information technology infrastructure resources, to avoid duplication of construction.
Article 38 The classified project in accordance with the relevant provisions of the state and provincial and municipal organizations and construction.
Article 39 These measures shall come into force on the date of issuance.
