Work Plan for the “Quality Benefits Enterprises and Promotes Development” Initiative


To promote the high-quality development of market entities, enhance industrial quality competitiveness, and accelerate the construction of a quality-driven province, the Provincial Market Supervision Administration has decided to launch the “Quality Benefits Enterprises and Promotes Development” Initiative and has formulated the following work plan.

I. General Requirements

(1) Guiding Principles.

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China, earnestly carry out the work arrangements of the Provincial Party Committee and Provincial Government, precisely align with the “Ten Key” industries, and fully leverage the functional strengths of quality management, quality technology, and quality supervision. Focusing on serving key industrial chains, leading enterprises, and the development of small, medium, and micro enterprises, we will help enterprises improve their quality standards and contribute to achieving both qualitative improvement and reasonable quantitative growth in the province’s economic development.

(2) Objectives and Targets.

We will select leading enterprises and small, medium, and micro enterprises from specific industrial chains as our service targets. Focusing on tasks such as implementing business-friendly policies, strengthening the support of quality and technical elements, solidifying the foundation for quality development, and enhancing “one-stop” services for quality infrastructure, we will establish a list of enterprise quality issues. This will drive coordinated improvements in the quality of industrial and supply chains and enhance the quality competitiveness of enterprises and industries.

Through the “Quality-Driven Enterprise Support and Development” initiative, we will innovate and refine a set of quality development policies and measures, ensuring that policy support for enterprises becomes more robust and effective, while significantly improving enterprises’ access to and perception of these policies; we will focus on resolving prominent issues in areas such as enterprise quality, branding, and quality safety, making enterprise quality management systems more sound and comprehensive, and markedly improving intrinsic safety levels;We have established a number of collaborative service platforms for quality infrastructure in industrial parks and key enterprises, significantly improving the alignment of quality infrastructure with industrial and corporate needs and markedly enhancing “one-stop” service capabilities; we have established and improved working mechanisms to support high-quality enterprise development, building a system characterized by regular communication, targeted services, and accountability.

II. Key Service Areas

Launch the “Quality for Enterprise Benefits and Development” initiative, with a focus on “strengthening quality supply chains.” The Provincial Bureau will establish a dedicated task force and enterprise service teams to advance the implementation of all tasks. Through provincial-municipal coordination, municipal bureaus may establish corresponding enterprise service teams based on service areas and target groups to provide services in coordination with the Provincial Bureau or independently. Each municipality must select at least one key industrial chain to carry out service initiatives. The selected industrial chains may align with those targeted by the Provincial Bureau.

The Provincial Bureau will focus on the following industrial chains to carry out the “Quality for Enterprise Benefits and Development” initiative.

(1) High-end Equipment Industry Chain. The automotive and rail transit industry chains have been selected as priority service areas. For the automotive industry chain, the focus is on Jinan and Weifang; for the rail transit industry chain, the focus is on Qingdao. In each case, 3–5 enterprises from across the industry chain will be selected, and services will be delivered through collaboration with “chain-leading” enterprises and top-tier companies within the industry chain. (Responsibility: Quality Development Task Force, Qingdao and Weifang Municipal Bureaus)

(2) Smart Manufacturing Industry Chains. The rubber tire equipment, green and low-carbon power equipment, and water resource metering equipment industry chains have been selected as key service areas. For the rubber tire equipment industry chain, the focus is on Qingdao; for the green and low-carbon power equipment industry chain, the focus is on Weifang; and for the water resource metering equipment industry chain, the focus is on Tai’an. In each case, 3–5 upstream and downstream enterprises will be selected, and services will be provided in collaboration with “chain-leading” enterprises and industry leaders.(Responsibility: Metrology Task Force, Qingdao, Weifang, and Tai’an Municipal Bureaus)

(3) New Materials Industry Chain. Select advanced functional ceramics, magnetic materials, and friction materials industry chains as key service areas. Focus on Dongying for the advanced functional ceramics and friction materials industry chains, and on Linyi for the magnetic materials industry chain. Services will be provided in collaboration with “chain-leading” enterprises and industry leaders. (Responsibility: Certification and Accreditation Task Force, Dongying and Linyi Municipal Bureaus)

(4) Next-Generation Information Technology Industry Chains. Select integrated circuits, high-end software, and smart home appliances as key service areas. Focus on Jinan and Qingdao, selecting 3–5 upstream and downstream enterprises in each city, and provide services through industry chain “lead” enterprises and leading companies. (Responsibility: Standardization Task Force and municipal bureaus)

(5) Pharmaceutical Industry Chain. Select the biopharmaceutical industry chain as a key service area. Focus on Zibo, selecting 3–5 enterprises from across the industry chain, and provide services through industry chain “lead” enterprises and leading companies. (Responsibility: Metrology Task Force, Zibo Municipal Bureau)

III. Key Service Areas

Adhere to coordinated planning and systematic implementation. For leading and large enterprises in the industrial chain, actively cultivate standard-innovative enterprises and strengthen the selection and promotion of quality and brand benchmarks; for small, medium, and micro enterprises, provide quality and technical assistance and “one-stop” quality infrastructure services to help enterprises overcome difficulties and promote quality improvement.

(1) Provide services to enhance standardization capabilities. By guiding the first batch of 32 enterprises serving as provincial-level technical standard innovation centers, we will promote the standardized development of standard innovation platforms, improve the level of standard supply, and support the promotion and application of new technologies, products, business formats, and models.Organize regular technical exchanges among the entities responsible for 30 strategic key standardization projects, such as the standardization initiative for green magnetic levitation propulsion technology, to accelerate the formation of standardization research outcomes and the promotion of standardization. Organize the “High-Level Standardization Experts Tour of Shandong” initiative, focusing on regional development and distinctive industries to provide high-level intellectual services. Launch the application process for the first batch of provincial “standard-innovative enterprises” to enhance corporate standard innovation capabilities.

(2) Provide services to enhance metrology capabilities. Guide enterprises in establishing and improving metrology management systems and support frameworks that align with research, production, and operations. Guide enterprises in strengthening metrology infrastructure, promoting metrology technology innovation, and applying measurement data; support enterprises in upgrading and modernizing metrology testing equipment to enhance quality control and smart management capabilities.Organize demonstration activities for energy and resource metrology services, guide enterprises to strengthen energy and resource measurement, enhance the development of enterprise metrology talent teams, support enterprise metrology experts in joining metrology technical committees and the metrology expert talent pool, and encourage enterprise technical personnel to obtain the Certified Metrologist professional qualification.

(3) Conduct Quality and Brand Selection and Promotion Services. Effectively organize the application process for the 5th China Quality Award, the selection for the 9th Governor’s Quality Award, and the 2023 “Good Products of Shandong” brand selection. Select a group of high-quality enterprises—including leading enterprises from Shandong’s high-quality product bases, enterprises cultivating high-end brands, and recipients of the Mayor’s Quality Award—to form a pool of candidates for the China Quality Award and the Governor’s Quality Award. Provide coaching, training, and guidance to these applicant enterprises;Fully implement the Chief Quality Officer system among Provincial Governor’s Quality Award-winning enterprises and “Good Products of Shandong” brand enterprises, helping them summarize and refine distinctive models of excellence in performance management, strive to become benchmarks, and enhance the level of quality control across all personnel, processes, and dimensions.

(4) Provide services to enhance the quality, technical, and management capabilities of small, medium, and micro enterprises. First, publish local standards in accordance with laws and regulations to ensure that small, medium, and micro enterprises have fair and convenient access to local standard resources.Encourage standardization service agencies to provide comprehensive solutions—including standard consultation, interpretation, and tracking—tailored to the actual needs of SMEs and micro-enterprises. Second, regularly organize the “Metrology Services for SMEs” initiative, dispatching metrology technical agencies to enterprises and industrial parks. Fully leverage the roles of industrial metrology testing centers and the Yellow River Basin Regional Metrology Center to help SMEs resolve practical metrology challenges. Publicly disclose local metrology technical specifications in accordance with laws and regulations, continuously intensify the promotion and implementation of metrology laws and regulations, and drive quality improvement and efficiency gains for SMEs.Third, we will focus on the distinctive industries clustered across our province, particularly those with high concentration levels, a large number of enterprises, and close ties to job stability and farmers’ income growth. Through policy support, publicity and guidance, education and training, and technical assistance, we will provide quality management system certification support services to micro and small enterprises.

(5) Launch “one-stop” quality infrastructure services. Establish a provincial-level “one-stop” quality infrastructure service platform to achieve interoperability of data resources with municipal and county-level service platforms, as well as with the quality infrastructure and technical resources of relevant industry departments, thereby serving enterprise development. Support the extension of “one-stop” quality infrastructure services to industrial parks, grassroots small and micro enterprises, and individual businesses—the “frontiers of the economy.”

IV. Service Measures

Leveraging the strengths of market regulation functions and utilizing the “toolkit” role of market regulation services to support high-quality development, we will help enterprises resolve management and technical challenges, focus on enhancing the overall quality and capabilities of enterprise talent, and solidify the foundation for enterprise development.

(1) Implement a Mentoring Mechanism. Each task force will conduct in-depth research on the 3–5 key enterprises under its purview to assist in resolving issues. Each task force will designate a liaison officer to ensure unimpeded channels for addressing enterprise concerns.

(2) Establish a Problem List. Each task force must identify enterprise needs and provide targeted assistance. Issues that can be resolved on-site will be addressed immediately; those that can be resolved locally in collaboration with the Municipal Bureau, relevant task forces, or departments will be handled on-site. For issues that cannot be resolved, a problem list will be compiled, along with recommendations, and submitted to the dedicated task force. The task force office will study solutions based on the problem list and recommendations, in conjunction with departmental functions, implementing list-based management and project-based advancement.

(3) Provide intellectual support. Fully leverage the supporting role of technical institutions to conduct quality assessments, promote quality technology breakthroughs, and drive quality improvement; utilize expert databases across various fields to connect enterprises with high-level experts from universities, research institutes, or leading enterprises. Based on the needs of enterprises and industries, select experts in fields such as metrology, standardization, inspection and testing, certification and accreditation, quality supervision, quality management, and brand building to proactively provide effective solutions to enterprises.

(4) Strengthen training and guidance. Compile a “policy package” on standardization and disseminate it to enterprises through diverse formats and channels. Intensify training on standardization policies and project development, organizing two public-benefit training sessions annually. Increase science popularization efforts to disseminate metrology policies, regulations, and knowledge, promote metrology technical specifications, and enhance the effectiveness of metrology services for enterprises.Conduct inclusive quality management training for small and micro enterprises, encouraging them to utilize the free online courses available on the State Administration for Market Regulation’s “Small and Micro Enterprise Quality Management System Certification Enhancement Action Service Platform” and the “One Million Enterprises Comprehensive Quality Management Training Platform.” Launch the “Quality Lecture Hall” training initiative to assist small, medium, and micro enterprises in adopting the Excellence Performance Management Model, thereby embedding the pursuit of high-end quality throughout the entire value chain—including manufacturing, management, talent development, and innovation.

V. Work Requirements

(1) Strengthen Organizational Leadership. The Provincial Bureau’s “Quality-Driven Enterprise Support and Development” Task Force shall be led by the head of the Provincial Bureau as the group leader, with the deputy head serving as the deputy group leader, and the heads of relevant departments serving as members. The Task Force shall establish an office and four enterprise support service teams. Each team must implement tasks according to their assigned responsibilities and local conditions. All teams must strengthen coordination with relevant municipal bureaus, ensuring vertical alignment and concerted efforts to guarantee the orderly advancement and tangible results of all initiatives.

(2) Clarify Responsibilities. Each task force is responsible for identifying a list of enterprises in their designated support sectors along with their contact information, and must submit this list to the Task Force Office for consolidation by April 15. Each task force must conduct in-depth research to analyze the current status, challenges, and issues facing relevant industries and key enterprises, and must establish a service issue ledger to be submitted to the Task Force Office by early May. The Task Force will convene a work coordination meeting every six months to review progress and evaluate the task completion status of each task force.

(3) Enhancing Work Outcomes. Service teams must adhere to the principles of “not disturbing enterprises unless necessary, and not shirking responsibilities when issues arise,” as well as “delivering on promises and providing thorough service.” They should devise innovative and practical measures to help enterprises resolve quality issues. “Problem resolution” and “enterprise satisfaction” shall serve as key indicators for measuring the effectiveness of these actions and as integral components of the “Four Focuses and Four Improvements” work style initiative.

(4) Foster a Strong Atmosphere. Make full use of mainstream media platforms; establish dedicated sections on the websites of the Provincial and Municipal Bureaus; leverage the strengths of new media such as WeChat, Weibo, and mobile apps; and strengthen positive publicity and public opinion guidance through sharing best practices, highlighting exemplary cases, and conducting special interviews. This will help foster a strong atmosphere across the province that supports enterprise development.

(5) Strengthen Supervision and Implementation. Each task force shall implement a registration and closure system for the list of issues, closing out each item as it is resolved, to ensure that every item on the list receives a response and is properly addressed.
