In order to build a national import trade promotion innovation demonstration zone with high standards and quality, innovate the import trade model, optimize the trade promotion mechanism, promote the digital transformation of traditional trade, accelerate the cultivation of new patterns of new platforms for new forms of foreign trade, and create a leading zone for high-quality foreign trade development, we have formulated this implementation plan.
One, the overall goal
(a) the general idea
Actively seize the Regional Comprehensive Economic Partnership Agreement (RCEP) economic and trade cooperation and opening advantages, and take the initiative to integrate into the domestic cycle as the main body of the domestic and international double-cycle mutually reinforcing the new development pattern, combined with the Yantai Area of the Pilot Free Trade Zone of China (Shandong) and the construction of provincial-level Yellow Bohai Sea New Area, based on the Import trade promotion and trade innovation, focusing on services for a new generation of information technology, high-end chemicals and new materials, automobiles and new energy, high-end equipment manufacturing, biomedicine and other advantageous industries, and effectively strengthen the two major functions of trade promotion and trade innovation, and strive to optimize the business environment, to achieve the innovation zone to promote imports, service industries, enhance the demonstration of the role of leading consumption, and the formation of the region's foreign trade transformation and upgrading of the development of a new kinetic energy.
(2) Development Goals
Near-term Goals: By 2023, greater progress will be made in fostering the main supply chain, expanding diversified markets, optimizing the structure of imported products and trade in services, with the scale of imports in the region exceeding 90 billion yuan, and the number of import enterprises exceeding 500.
Long-term goal: through deepening scientific and technological innovation, institutional innovation, model and business innovation, cultivate a number of consumer goods import platforms and bulk commodity import supply chain operation centers with regional influence, initially build a regional trade center city, realize efficient industry chain supply chain docking with Japan and South Korea, Southeast Asian countries, and countries along the "One Belt, One Road" and regions. It will realize the efficient docking of industrial chain supply chain with Japan and Korea, Southeast Asian countries, countries along the "Belt and Road" and regions, and form a new mode of foreign economic and trade cooperation in dry ports of "channel+hub+trade+industry". By 2025, the import scale of the region will exceed 120 billion yuan, and the number of import enterprises will exceed 600.
Two, the main tasks
(a) accelerate the transformation and upgrading of imports
1. Implementation of a comprehensive trade upgrading program. 4. Accelerating the development of the 1210 model in the western part of the comprehensive bonded area. 6. Create a platform for importing high-precision scientific research and large-scale equipment. Actively undertake the transfer of the European manufacturing industry, focusing on expanding intelligent manufacturing, medical care and recreation, energy development cooperation imports, increase the display panels, electronic components and other core technologies, key parts and components imports, to create a platform for the import of high-precision scientific research equipment, to eliminate semiconductors, integrated circuits, and other key industries, technical barriers. 13. Build cross-border e-commerce logistics support system. 17. Building an integrated platform for judicial protection of intellectual property rights. Give full play to the role of national intellectual property protection centers, Internet intellectual property circuit courts, intellectual property crime investigation brigade and other carriers to create a more efficient, stricter law enforcement, and faster protection of intellectual property disputes diversified settlement mechanism. It will establish a sound mechanism for the prevention and resolution of international commercial disputes, and promote the efficient docking of mediation + arbitration, mediation + litigation, domestic mediation + foreign-related mediation. 18. Promote mutual recognition of commodity quality testing. Support for the demonstration area with the conditions of the third-party agencies involved in import inspection and testing, to promote the construction of high-level CNAS (China National Accreditation Service for Conformity Assessment) certified laboratories, and strive to obtain the signing of mutual recognition agreements recognized by the national and regional accreditation bodies, to promote mutual recognition of the results of the inspection and testing of imported links. Three, safeguard measures
(a) Improve the working mechanism.
