Several Measures on Promoting the Deep Integration of the Innovation Chain and the Industrial Chain and Accelerating the High-Quality Development of the Industrial Economy

To thoroughly implement General Secretary Xi Jinping’s important directives on industrial economic development, fully carry out the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council, as well as the work plans of the Provincial Party Committee and Provincial Government, effectively promote the deep integration of the innovation chain and industrial chain, accelerate the high-quality development of the industrial economy, and better advance the construction of a modern, strong province in the new era of Chinese socialism, the following measures are hereby formulated.

I. Tackling Breakthroughs in Key Core Technologies to Promote Self-Reliance and Strength in Manufacturing

1. Establish a Project Database for Key Technology R&D Needs. Solicit key technology R&D needs from manufacturing enterprises and annual key manufacturing projects identified by the province and municipalities, compile and establish a project database for technology R&D needs, and regularly issue calls for technical solutions. Utilize a “challenge-based competition” approach to facilitate precise collaboration among industry, academia, and research institutions, thereby building industrial and supply chains that are self-reliant and under our own control. Projects achieving major technological breakthroughs will be selected for inclusion in provincial science and technology support programs.

2. Implement a targeted campaign to tackle “bottleneck” technologies in manufacturing. Focusing on major scientific challenges, as well as critical and weak links in 11 flagship industrial chains and regional leading industries, organize and implement 100 major science and technology innovation projects and more than 30 major basic research projects annually. Launch a targeted campaign to tackle “bottleneck” technologies, supporting the manufacturing industry in leveraging strengths, addressing weaknesses, and strengthening vulnerable areas.

3. Implement the Science and Technology Empowerment of Manufacturing Demonstration Program. Explore organized research in emerging manufacturing sectors such as hydrogen energy, nuclear energy, synthetic biology, and next-generation displays. Adopting a “technology breakthrough + industrial application” approach, organize and implement science and technology demonstration projects such as “Hydrogen for Every Home,” “Synthetic Biology,” and “Nuclear Power for the Future.” Accelerate the demonstration of typical application scenarios for new technologies and products to empower strategic emerging industries and future industries.

4. Launch the Industrial Foundation Rebuilding Initiative. Focus on foundational components, basic electronic components, core materials, essential software, fundamental processes, and the industrial technology foundation. Identify enterprises, technologies, and products within the province that possess a solid foundation, favorable conditions, and significant potential. Compile a catalog of industrial foundation innovation and development, and select the best candidates for inclusion in provincial science and technology support programs.

5. Plan and construct major science and technology innovation platforms and facilities. Accelerate the construction of major facilities such as the Chinese Academy of Sciences Jinan Science and Technology Innovation City, and build the Laoshan Laboratory to high standards. Focusing on the innovation needs of the manufacturing sector, initiate the restructuring of provincial key laboratories and optimize the industrial layout of provincial technology innovation centers.We will fully leverage the leading and supporting roles of national technology innovation centers—such as those for high-speed trains and fuel cells—and national manufacturing innovation centers—such as those for advanced printing and dyeing, high-end smart home appliances, and virtual reality. We will actively seek to establish new national-level innovation platforms, build a number of high-level innovation units, and create collaborative innovation platforms and innovation hubs along industrial chains.

II. Strengthen the High-Tech Zone Network to Build New High Grounds for a Manufacturing Powerhouse

6. Accelerate the development of high-tech zones through upgrading. Promote the accelerated upgrading of provincial high-tech zones in Rizhao, Heze, Liaocheng, Binzhou, and other cities, striving for full coverage of national high-tech zones across all 16 cities. Treat industrial economy as a key evaluation indicator, and aim to plan and establish approximately five provincial high-tech zones by 2023. Guide and promote high-tech zones to adjust and expand their boundaries according to development needs, thereby increasing their capacity to support industrial economic growth.

7. Implement the “Flagship Industry” Strengthening Project for High-Tech Zones. Issue the “Implementation Opinions on Promoting the Innovative Development of Provincial High-Tech Industrial Development Zones,” and promote the enterprise innovation credit system across all provincial high-tech zones. Support high-tech zones in leveraging breakthroughs in key technologies and the construction of major innovation platforms to optimize the industrial innovation ecosystem, foster a batch of innovative industrial clusters, and achieve the cluster-based, green, and high-end development of flagship industries and leading industrial clusters within high-tech zones.

8. Improve and refine the classification evaluation mechanism for high-tech zones. Establish a monthly reporting and quarterly ranking system for the industrial economic performance of provincial-level and higher high-tech zones to encourage them to play a greater role in the province’s industrial economic development. Prioritize resource allocation toward high-tech zones with outstanding industrial economic growth performance. Establish a classification evaluation mechanism for high-tech zones, increase the weighting of industrial development indicators, and create a system where evaluation drives construction and reform to promote quality improvement, higher-tier status, and upgrading across all high-tech zones.

III. Strengthen the Role of Enterprises as the Main Drivers of Technological Innovation and Cultivate a Strong Force for Innovation and Creation

9. Enhance Enterprises’ Technological Innovation Capabilities.Implement a “more investment, more rewards” R&D investment subsidy mechanism for technology-based enterprises to guide manufacturing enterprises in increasing their R&D investment. Implement the Innovation Capacity Enhancement Project for Technology-Based SMEs to support collaborative innovation among 1,000 enterprises, universities, and research institutions. Improve enterprise-led industrial technology innovation mechanisms; in 2023, cultivate approximately 100 new provincial “One Enterprise, One Technology” R&D centers and about 80 provincial technology innovation demonstration enterprises, and implement approximately 3,000 enterprise technology innovation projects.

10. Cultivate a leading force for innovation and creation. Implement the tiered cultivation program for technology-based enterprises, establish an inclusive innovation policy system covering the entire enterprise lifecycle, and promote both quantitative and qualitative growth in the pool of technology-based enterprises. Strive to exceed 30,000 high-tech enterprises and 40,000 technology-based small and medium-sized enterprises across the province by 2023.

11. Fully leverage the innovative leadership role of state-owned enterprises. Encourage state-owned enterprises to establish mechanisms for increasing R&D investment and R&D reserve fund systems; support key state-owned enterprises in leading the formation of innovation consortia to create hubs for original technology. Promote the sharing of state-owned enterprises’ scientific and technological facilities, research data, and technology verification and pilot testing environments with small and medium-sized enterprises; support state-owned enterprises in building science and technology innovation bases to lead industrial transformation and development.

IV. Accelerate the Commercialization of Scientific and Technological Achievements to Create New Growth Points for Manufacturing Development

12. Streamline the chain of technology transfer. Develop high-quality regional technology trading markets and support eligible entities in establishing proof-of-concept centers and specialized pilot production bases. Encourage new R&D institutions to explore operational mechanisms such as the “public institution + corporate entity” model to promote the integration of technology transfer with capital resources. Organize targeted industry-academia-research matching activities and encourage leading enterprises to collaborate with universities and research institutes under the “enterprise + university + research institute” model to form innovation consortia and enhance the effectiveness of technology transfer.

13. Improve the mechanism for registering and publishing scientific and technological achievements. Standardize and improve the registration system for scientific and technological achievements, and establish a mechanism for sharing registered achievements and technical reports. Regularly publish the provincial catalog of major products resulting from the commercialization of scientific and technological achievements, establish a provincial database of achievements from science and technology programs, and ensure that achievements supported by public funds are included in the database. Improve the classification and evaluation system for scientific and technological achievements to facilitate precise matching between high-level achievements and enterprises with specific needs.

14. Increase policy support for products resulting from the commercialization of major scientific and technological achievements. Leverage the guiding role of government procurement by recommending provincial major products resulting from the commercialization of scientific and technological achievements—which are entering the market for the first time and have significant industrial driving effects—to participate in government procurement activities. Improve mechanisms such as government first-purchase and first-use policies and insurance compensation to promote the demonstration application of first-unit (set) equipment, first-batch materials, and first-version software. Intensify the promotion of innovation vouchers to facilitate the first use and trial of products resulting from the commercialization of major scientific and technological achievements.

V. Deepen the Integration of the “Four Chains” and Actively Integrate into the Dual Circulation of the Domestic and International Economies

15. Establish a talent support mechanism for major science and technology projects. Focusing on the deep integration of the “talent chain, education chain, industrial chain, and innovation chain,” promote information sharing regarding major science and technology projects. Within provincial talent programs, implement a quota system for talent teams required by major science and technology projects carried out in key areas of “four-chain” integration. Give priority support to enterprises with significant technical and talent needs to establish talent-led enterprises.

16. Strengthen the targeted recruitment of technology and talent in key fields. Organize events such as the “Science and Technology Cooperation Express to Top Universities” and the “Sino-German Science and Technology Innovation Cooperation Conference,” enhance exchanges and cooperation with research institutes, renowned enterprises, and industry associations, and attract technology transfer and commercialization to Shandong. Improve support mechanisms such as the “Foreign Experts Double Hundred” and the Taishan Talent Series, promote the “immediate registration upon arrival” fast-track recruitment mechanism, and organize high-level talent competitions to precisely recruit talent needed for manufacturing innovation.

17. Increase the export of new technologies and products in areas of strength. Leverage platforms such as international science and technology cooperation bases and “Belt and Road” joint laboratories. With industrial parks and enterprises as the main actors, intensify the promotion and application of new technologies, business models, and integrated technology products in areas of strength—such as infrastructure, ultra-high voltage power transmission, rail transit, and laser equipment—to cultivate and expand new markets.

VI. Strengthen Science and Technology Financial Support to Promote a Virtuous Cycle of “Science and Technology–Industry–Finance”

18. Innovate models for science and technology financial services. Align the capital chain with the innovation and industrial chains, launch a three-year action plan for advanced manufacturing investment and financing, and enhance synergies among bank credit, fund investment, guarantee and insurance, IPO preparation, and industry-finance collaboration. Focusing on the needs of manufacturing enterprises, continuously improve the risk compensation mechanism for loans supporting the commercialization of scientific and technological achievements, expand the scope of pilot reforms for science and technology equity investment, and promote equity investment in science and technology talent.

19. Ensure the Solid Implementation of Innovation Policies Benefiting Enterprises. Implement a “no-application-required” mechanism for policies such as post-grant subsidies for R&D investment and the upgrading of small, medium, and micro enterprises to high-tech enterprises, to ensure the rapid delivery of science and technology policies. Explore the establishment of an evaluation mechanism for the implementation of innovation policies benefiting enterprises. Fully implement the policy allowing manufacturing enterprises and science and technology-based small and medium-sized enterprises to deduct 100% of R&D expenses from taxable income, and ensure that high-tech enterprises “fully enjoy” tax incentives and other policies to stimulate the innovative vitality of manufacturing enterprises.

VII. Strengthen Institutional Mechanisms to Ensure the Effective Implementation of Tasks and Measures

20. Strengthen overall coordination. Establish a collaborative advancement mechanism between science and technology and industry and information technology departments to form a closed-loop process of liaison, consultation, and implementation. Clarify work tasks and responsibilities, enhance coordination and cooperation, and generate a synergistic effect to effectively promote the deep integration of the innovation chain and the industrial chain.

21. Strengthen policy support. Focusing on supporting the innovative development of the manufacturing sector, take proactive steps and plan ahead. Continuously optimize relevant support policies and service measures, enhance the coordination and integration of innovation policies, talent policies, and manufacturing policies, and effectively improve the efficiency of integrated allocation of projects, platforms, talent, and funds.

22. Strengthen Publicity and Guidance. Enhance the dissemination and interpretation of relevant policies as well as professional training. Coordinate the use of resources such as publicity liaisons at all levels to provide “one-on-one” targeted services to key enterprises and increase awareness of policies. Intensify supervision and implementation efforts to promptly identify and resolve difficulties and issues encountered in the work, thereby ensuring that measures are effectively implemented and yield tangible results.
