Article 1 In order to guide the professional development of the city's science and technology business incubators, to support the rapid growth of science and technology-based small and medium-sized micro-enterprises, to build a good science and technology entrepreneurship ecology, and to serve the entity of the economy and the development of high quality, the reference to the state, the province of the science and technology business incubation carriers related to the management of the city's actuality, the development of the measures.
The second science and technology business incubator (hereinafter referred to as "incubator") is a science and technology entrepreneurship service organization that provides physical space, shared facilities and professional services for the purpose of promoting the transformation of scientific and technological achievements, fostering scientific and technological enterprises and entrepreneurship, and it is an important part of the regional innovation system, a training base for innovative and entrepreneurial talents, and a support platform for mass innovation and entrepreneurship. Article 3 The main function of an incubator is to focus on the growth needs of science and technology enterprises, gather all kinds of elemental resources, promote science and technology innovation and entrepreneurship, and provide services such as entrepreneurial space, shared facilities, technical services, consulting services, investment and financing, entrepreneurial counseling, and resource docking, so as to reduce the cost of entrepreneurship, increase the survival rate of entrepreneurship, promote the growth of enterprises, promote the employment of entrepreneurship, and stimulate the innovation and entrepreneurship vitality of the society as a whole. Article 4 The municipal science and technology departments are responsible for the identification of municipal incubators and the selection and recommendation of national and provincial incubators and guidance services, etc. They are responsible for the annual performance evaluation of municipal and above incubators, and provide business guidance on the construction and management of incubators in the districts (cities). The science and technology department of each district (city) is responsible for the daily management of incubators at all levels in the region, the identification of district (city) level incubators and annual performance evaluation, and the results of the identification and performance evaluation will be reported to the municipal science and technology department for record on a regular basis.
Chapter II Conditions for Recognition of Municipal Incubators
Article 5 District (municipal) level incubators recognized for the record may apply for recognition of municipal incubators if they meet the following conditions at the same time.
(1) The operation and management organization of the incubator shall have independent legal personality registered in the city, and actually registered and operated for one year. It shall have a perfect operation management system and incubation service mechanism, and shall submit true and complete statistical data on the "Qingdao Incubator Business Management Platform".
(2) The incubator has an area of not less than 3,000 square meters at its own disposal (the municipal incubator has been recognized according to the original area), of which, the area of the site used by the incubated enterprises (including the area of the public service site) accounts for more than 75%; the declaration of the incubation site retains the right to use the incubation site for more than 2 years (inclusive).
(3) The incubator is equipped with its own seed capital or cooperative incubation capital of not less than RMB 3 million, and no less than 10% of the incubated enterprises have obtained investment and financing, and there are no less than 2 cases of capital utilization.
(4) The incubator has a professional service team, with professional incubation service staff (referring to full-time incubator staff with experience in entrepreneurship, investment and financing, business management, etc., or who have undergone entrepreneurial services, technology brokers and other relevant training) accounting for more than 80% of the total number of staff in the organization, and every 10 incubated enterprises are equipped with at least one professional incubation service staff and one entrepreneurial mentor (referring to those who have accepted the appointment by the science and technology department, industry associations or incubators, entrepreneurs, investment experts, management consultants, etc., who can provide specialized and practical counseling services to start-ups and entrepreneurs).
(v) The proportion of incubatees that have applied for patents in the incubator to the total number of incubatees shall not be less than 40%, or the proportion of incubatees with effective intellectual property rights shall not be less than 20%.
(vi) The incubator has no less than 30 incubatees, and the average number of incubatees per 1,000 square meters is no less than 2 in principle. Among them, there are no less than 15 science and technology-based small and medium-sized enterprises registered in the "National Science and Technology-based Small and Medium-sized Enterprises Information Database".
(7) The incubator graduated no less than 4 enterprises.
Article 6 The incubatees in the same industrial field engaged in R&D and production shall account for not less than 60% of the total number of incubatees and provide precise incubation services in the field of subdivided industries, and have public service platforms at their disposal and can provide professional technical services such as research and development, inspection and testing and pilot testing, etc. They can be recognized and managed as professional incubators. There shall be no less than 20 incubatees in the professional incubator, and the average number of incubatees per 1,000 square meters shall be no less than 2 in principle. Among them, the total number of science and technology-based small and medium-sized enterprises that have obtained registration numbers in the "National Science and Technology-based Small and Medium-sized Enterprises Information Database" should not be less than 10.
Article 7: Incubated enterprises in the incubator in these Measures refer to the incubated enterprises with the following conditions:
(1) The enterprises are mainly engaged in the research and development of high-tech achievements, the production and operation of high-technology products, and their main products are in line with the "High-tech Areas of National Key Support".
(ii) The enterprise owns intellectual property rights such as patents, copyrights, integrated circuit layout design rights, plant variety rights, etc., or possesses proprietary technologies.
(iii) The enterprise's place of registration and main R&D and office premises must be within the incubator premises, and the establishment time at the time of admission shall not exceed 24 months.
(d) The incubation time limit shall not exceed 48 months in principle. The incubation time limit shall not exceed 60 months for enterprises whose technology fields are biomedicine, modern agriculture and integrated circuits.
Article 8 Enterprises graduating from the incubator shall meet at least one of the following conditions:
(1) High-tech enterprises adopted by the State for the record;
(2) Receiving more than 5 million yuan of angel or venture capital investment in aggregate;
(3) Achieving profitability in the previous year, with an annual business revenue of more than 5 million yuan or 2 years of business revenue in aggregate exceeding 10 million yuan;
(4) Enterprises whose technology field is biomedicine, modern agriculture, integrated circuits shall not exceed 48 months in principle. accumulated more than 10 million yuan;
(d) be merged, acquired or listed in domestic and foreign capital markets, or go public.
Chapter III: Recognition and Management
Article 9 Procedures for Municipal Incubators to Declare and Recognize:
(1) Declaring units shall apply to the competent department of science and technology of their districts (cities);
(2) The competent department of science and technology of the district (city) shall carry out on-site verification, and recommend in writing to the competent department of science and technology of the city for the ones which are qualified to recognize;
(3) The competent department of science and technology of the city commissions a third-party service agency to organize an expert organization and to provide services. Science and technology authorities commissioned a third-party service organization to organize expert evaluation, the formation of expert evaluation opinions reported to the municipal science and technology authorities;
(d) the municipal science and technology authorities to confirm the evaluation opinions and publicize the results of the qualified institutions in the form of municipal science and technology authorities confirmed as municipal scientific and technological business incubators document.
Article 10 The municipal science and technology department commissions a third-party organization to verify and record the incubatees and graduated enterprises on a regular basis.
Article 11: Incubators at all levels are required to submit relevant data and information on the "Qingdao Science and Technology Business Incubator Business Management Platform" in a timely manner, and update the annual statistical data on a regular basis. Municipal incubators are encouraged to actively participate in the Torch Statistical Survey and report relevant data and information in the system of "Torch Statistical Survey of the Ministry of Science and Technology".
Article XII Municipal and above incubators need to apply for change to the competent department of science and technology of the district (city) within three months if there is a change of name or a change of the operating body, area scope, location of the site and other conditions of recognition. After examination and field verification by the district (city) science and technology department, if it meets the requirements of these Measures, it shall propose the change to the municipal science and technology department; if it does not meet the requirements of these Measures, it shall propose the disqualification to the municipal science and technology department. The area of the recognized incubator after applying for change shall not be less than the original recognized area.
If the district (city) science and technology department discovers in its daily management that the incubator is in the above situation but does not take the initiative to report it, it shall promptly organize and implement the relevant work in accordance with the above process.
Article 13 If there is any fraudulent behavior in the process of declaration, its qualification for declaration of municipal incubator shall be canceled, and it shall not be declared again within 2 years. In the evaluation process, there is favoritism, violation of fairness and impartiality, etc., in accordance with the relevant provisions of the corresponding responsibility. And according to the national, provincial and municipal regulations on research credit management, the relevant credit record processing.
Chapter IV Performance Evaluation
Article 14 The competent department of science and technology of the city establishes the performance evaluation index system of incubators according to the service capability and incubation performance (see the annex), and carries out the annual performance evaluation, statistics and dynamic management for the municipal-level incubators and above.
Article 15 The performance evaluation of incubators shall be organized once a year, and the score of 60 points (inclusive) or above shall be qualified. The evaluation results shall be ranked from highest to lowest, and the qualified and top 10% (inclusive) shall be rank A, 10% to 30% (inclusive) shall be rank B, and the rest shall be rank C; and the unqualified ones shall be rank D. The performance evaluation shall be organized once a year, and the evaluation results shall be ranked from highest to lowest. Municipal incubators that fail the performance evaluation for two consecutive years or fail to participate in the performance evaluation will be disqualified as municipal incubators.
Professional incubators with an A grade in the evaluation will be rewarded with up to 300,000 yuan.
Article 16 Procedures for Performance Evaluation of Incubators:
(1) Self-evaluation. The incubator shall carry out self-evaluation in accordance with the performance evaluation index system and report the annual data, self-evaluation report and relevant supporting materials on the "Qingdao Science and Technology Business Incubator Business Management Platform";
(2) District (city) verification. The district (city) science and technology department will carry out on-site verification of the authenticity of the materials submitted by the incubator and report the verification opinions to the municipal science and technology department;
(3) Expert Evaluation. The municipal science and technology department commissions a third-party service organization to conduct a formal review of the materials and organize expert evaluation to form expert performance evaluation opinions;
(d) results announcement. Municipal science and technology departments to confirm the performance evaluation results and be published.
Article 17 Encourages incubators to carry out the construction of the full-cycle incubation chain of "crowdspring space-incubator-accelerator", promote the expansion and extension of business incubation to the industrial chain and innovation chain, actively integrate into the global innovation and entrepreneurship network, introduce domestic and foreign high-quality projects, technological achievements, talents and other resources, and help the entrepreneurs to expand overseas markets. . Encourage incubators to strengthen the construction of innovation ecosystem, actively join colleges and institutes, backbone enterprises and other common science and technology innovation platforms, promote the deep integration of industry, academia and research, accelerate the transformation of scientific and technological achievements of incubated enterprises into real productivity, and comprehensively enhance the research and development and human resources service capacity for small and medium-sized enterprises.
Chapter V Supplementary Provisions
Article 18 The competent departments of science and technology of the districts (municipalities) may refer to these measures to formulate management measures for incubators in the region.
Article 19 These Measures shall be interpreted by Qingdao Municipal Bureau of Science and Technology and shall come into force on April 3, 2023, and shall be valid until April 3, 2026.
