Original Title: Notice of the Shandong Provincial Market Supervision Administration on Issuing the Measures for Promoting Standardization in Enterprises in Shandong Province
Chapter I General Provisions

Article 1 These Measures are formulated to guide enterprises in strengthening standardization efforts, enhancing standardization levels, improving the quality of products and services, and promoting high-quality development, in accordance with the relevant provisions of the Standardization Law of the People’s Republic of China and the Shandong Provincial Standardization Regulations.

Article 2 These Measures apply to the formulation, implementation, and management of enterprise standards, as well as to the supervision, promotion, and service provision related to enterprise standardization.

Article 3 Enterprise standardization work shall adhere to the principles of enterprise-led implementation, government guidance, innovation-driven development, and quality improvement.

Article 4 The fundamental tasks of enterprise standardization work include implementing national and Shandong Provincial laws, regulations, standardization plans, and policies; organizing production, operations, and management using standardization methods; implementing and participating in the formulation of international, national, industry, local, and group standards; providing feedback on standard implementation; formulating and implementing enterprise standards; establishing enterprise standardization systems; and promoting continuous improvement in standard implementation.

Article 5 Enterprises are encouraged to establish mechanisms for the coordinated advancement of technology, patents, and standards. Enterprises are encouraged to organize stakeholders to participate through innovative technologies, intellectual property, technical standards, and projects, in accordance with their development needs; to aggregate and allocate resources such as industry, academia, research, and application; and to establish open, collaborative standardization innovation platforms. Enterprises are encouraged to incorporate strategic emerging technologies into standards and to promote the establishment of high-quality, efficient industrial chain standard systems.

Article 6 Administrative departments for standardization and relevant departments of people’s governments at or above the county level shall, in accordance with their respective responsibilities, strengthen guidance and coordination of enterprise standardization work, improve policy measures, and establish a collaborative working mechanism to advance these efforts.

Chapter II Standard Development

Article 7 The formulation of enterprise standards shall comply with laws, regulations, and mandatory standards. It shall promote the transformation of innovative technological achievements and practical experience into standards, align with international standards and advanced domestic and international standards, ensure technical advancement and economic rationality, support improvements in product quality and service levels, achieve standardized and scientific management, and enhance economic, social, and ecological benefits.

Article 8 The standard-setting procedure generally includes project initiation, drafting, solicitation of comments, review, approval, re-examination, and revocation.

Article 9 Enterprises may, as needed, jointly develop enterprise standards with other enterprises. Enterprises are encouraged to integrate resources from industrial, supply, and innovation chains to jointly develop and implement enterprise standards.

Article 10: Product or service standards formulated by enterprises shall specify test methods.

Testing methods shall cite relevant national, industry, local, or international standards; where no such standards exist, enterprises may develop their own testing methods. Testing methods developed by enterprises shall be scientific, reasonable, accurate, and reliable.

Article 11 Enterprise standards applied by enterprises in providing products or services shall be numbered in accordance with uniform rules. The number shall consist sequentially of the enterprise standard code, enterprise code, serial number, and year code, in accordance with the following rules:



The enterprise code may consist of Chinese Pinyin letters, Arabic numerals, or a combination of both.

Chapter 3 Supervision and Administration

Article 12 Enterprises shall publicly disclose the numbers and names of the national, industry, local, group, or enterprise standards applied to the products or services they provide. Where enterprises apply enterprise standards formulated independently or jointly, they shall also disclose functional and performance indicators for products, as well as functional indicators such as the content, process, timeframe, and quality requirements for services.

Article 13. Prior to providing products or services, enterprises shall make a self-declaration and disclosure of the information regarding the standards applied to such products or services. For products manufactured under contract or services provided by third parties, the commissioning party shall be responsible for making the self-declaration and disclosure of the information regarding the applied standards.

When the standards implemented by an enterprise change, the enterprise shall update the content of its self-declaration and disclosure.

Article 14: Where the functional and performance indicators disclosed by an enterprise are fewer in number or the technical requirements are lower than those of recommended national, industry, or local standards, the enterprise is encouraged to explicitly state this in its self-declaration.

Article 15 Enterprises are encouraged to make self-declarations through the national unified public service platform for enterprise standard information. Where self-declarations are made through other channels, the consumer’s right to know shall be safeguarded.

Article 16 Standardization administrative departments and relevant departments of people’s governments at or above the county level shall, in accordance with the law, conduct supervision and inspection of the standards implemented by enterprises in providing products or services. The subjects of such supervision and inspection shall be randomly selected from among enterprises registered within the relevant administrative region.

Article 17 Enterprises that produce, sell, or import products, or provide services that do not comply with mandatory standards, or whose products or services do not meet the technical requirements of their publicly declared standards, shall bear civil liability in accordance with the law.

Article 18. The production, sale, or import of products, or the provision of services that do not comply with mandatory standards, shall be investigated and dealt with in accordance with the provisions of laws and administrative regulations such as the Product Quality Law of the People’s Republic of China, the Law of the People’s Republic of China on the Inspection of Imported and Exported Commodities, and the Consumer Rights Protection Law of the People’s Republic of China; such violations shall be recorded in credit records and made public in accordance with relevant laws and administrative regulations; where such acts constitute a crime, criminal liability shall be pursued in accordance with the law.

Chapter IV Promotion and Services

Article 19 Support shall be provided to enterprises to undertake or participate in international, national, or provincial specialized standardization technical organizations. Enterprises are encouraged to participate in the formulation of international standards, national standards, industry standards, local standards, or group standards.

Article 20 Support enterprises in carrying out standardized pilot and demonstration projects and in establishing models of good standardization practices, thereby setting benchmarks for industry development.

Article 21 Implement the “Enterprise Standard Leader” system to promote enterprise standards that possess independent innovative technologies and have achieved significant implementation benefits to become industry leaders, and guide enterprises to continuously carry out benchmarking and standard-compliance activities.

Article 22. Standardization administrative departments and relevant authorities at or above the county level shall guide enterprises to participate in international standardization exchanges and cooperation, provide enterprises with information on international standardization, and facilitate channels for enterprises to participate in the activities of international standardization organizations.

Article 23 Support the use of enterprises’ capabilities and proficiency in converting patents and independent technological innovations into technical standards as evaluation criteria in key construction projects, major technological upgrades, the management of major scientific research projects, and the commercialization of scientific and technological achievements. Support the use of the level of standardization work as an evaluation criterion for enterprises applying for financial support.

Article 24. Standardization administrative departments and relevant departments of people’s governments at or above the county level shall utilize information technologies such as big data, the Internet, and artificial intelligence to provide enterprises with convenient information inquiry services, share standardization resources, and enhance the level of standardization services provided to enterprises.

Article 25 Administrative departments for standardization and relevant departments of people’s governments at or above the county level shall support the development of the standardization service industry, foster standardization service institutions, and encourage enterprises, higher education institutions, research institutes, and social organizations to participate in standardization service work, thereby enhancing the socialization and marketization of standardization services.

Article 26. The administrative departments for standardization and relevant departments of people’s governments at or above the county level shall improve mechanisms for cultivating enterprise standardization talent, encourage higher education institutions, research institutes, and other entities to offer standardization courses or majors, and strengthen vocational education in standardization. They shall support enterprises in exploring the establishment of a mechanism for standardization operations specialists and collaborate with higher education institutions, research institutes, standardization service agencies, and social organizations to establish standardization training or practical training bases.

Article 27 The administrative departments for standardization and relevant departments of people’s governments at or above the county level shall increase rewards for enterprise standards that possess independent innovative technologies, play a leading and exemplary role, and generate significant economic and social benefits. They shall support the inclusion of advanced enterprise standards in the scope of science and technology awards.

Enterprises and individuals that have made significant achievements in standardization work shall be rewarded in accordance with relevant regulations.

Chapter V Supplementary Provisions

Article 28 Standardization work for individual businesses, farmers’ professional cooperatives, and similar entities shall be carried out in accordance with these Measures.

Article 29 Where laws or administrative regulations contain separate provisions regarding enterprise standardization work, such provisions shall prevail.

Article 30 These Measures shall come into effect on January 16, 2023, and remain valid until January 15, 2028.
