Chapter 1  General Rules

Article 3 The use of "Zibo National Hi-tech Zone Enterprise Innovation Points Management Information System" for the dynamic management of high-tech zone enterprise science and technology innovation points. Chapter II  Management Organization

Article 4 Establishment of the "Zibo Hi-tech Zone Enterprise Innovation Points System Pilot Work Group". Chapter III  Evaluation and Release

Later, according to the operation of the enterprise innovation points management platform, gradually expand to all enterprises in the high-tech zone.

Article 7 Data adoption. In accordance with the requirements of the "management of service", the enterprise innovation points management information system integration of torch statistics and departmental data, in addition to the must, so that the enterprise "free fill in", effectively reducing the burden on enterprises. Article VIII Evaluation of enterprise science and technology innovation points to take the annual one-time statistical ranking model to the size of the enterprise's operating income as the standard is divided into four stages of growth: seedling period (operating income of less than 5 million yuan), the growth period (operating income of 5 million yuan - 20 million yuan), growing period (operating income of 20 million yuan - 100 million yuan) and maturity (operating income of 100 million yuan or more).

Article 10 Innovation points inquiry. Enterprises can log on to the "Zibo National Hi-tech Zone Enterprise Innovation Points Management Information System" to query the enterprise's annual innovation points, points details and enterprise grading situation. If there are objections to the data, they can put forward in writing to the task force office and provide the necessary basis, and the data and points will be corrected after verification by the task force office.

Chapter IV  Application of results

Article XI  Points of the top ranking of the enterprise, the priority of the recommendation to undertake scientific and technological programs at all levels of the project, industrial projects, talent projects, priority support for the assessment of the High-tech Zone All kinds of competitive projects, title.

Article 12 Combined with the Torch Center's "scientific and technological financial innovation services 'ten million' special action" to attract the participation of various types of social financial institutions. Promote financial institutions to increase product and service innovation, in accordance with the market-oriented mechanism, around the results of the evaluation of enterprise innovation points, support banks, venture capital funds, industrial investment funds to set up special products and services, to give play to the credit enhancement effect of enterprise innovation points, to broaden the diversified financing channels for science and technology-based enterprises.

Article XIII Annually set up 1 million yuan of innovation points of special incentive funds, incentive funds to implement the total control of the work in the innovation points of the top rankings and enhance the significant corporate legal representatives in accordance with the principle of the highest reward. The total list of the top ten enterprises, to give the legal representative of the enterprise 40,000 yuan of incentives; the total list of 11-20 enterprises, to give the legal representative of the enterprise 30,000 yuan of incentives; the annual ranking of the enterprise jumped more than 20% of the top thirty enterprises, to give the legal representative of the enterprise 10,000 yuan of incentives.

Chapter V  Supervision and Inspection

Article XIV Enterprises exist in the credit anomalies, environmental credit rating is rated as a loss of credit, large and above production safety accidents, or other violations of the law If there is any violation of the law, the points of the current year will be zeroed out.

Article 15 The enterprises have objections to the implementation of the relevant provisions of the points management of each member unit of the task force or other institutions, can reflect to the task force office for verification. If the discovery of disciplinary and illegal issues, will be dealt with by the discipline inspection and supervision departments in accordance with the relevant provisions.

Chapter VI  By-laws

Article 16 These measures shall come into force on November 29, 2022, and shall be valid until December 31, 2025.
