This Action Plan is formulated to implement the strategic directives of the Central Committee of the Communist Party of China and the State Council regarding the acceleration of digital development, to comprehensively advance the digital transformation of the manufacturing sector, and to expedite the enhancement of the sector’s core competitiveness.
I. General Requirements
We will firmly seize the opportunities presented by the new round of technological revolution and industrial transformation, anchor our efforts on “taking the lead and breaking new ground,” emphasize the leading role of enterprises in transformation, center on the “Four New” transformation goals of new infrastructure, new growth drivers, new competitive advantages, and new integration, focus on the “Four Strengths” key tasks of strengthening enterprises, industries, regions, and industrial chains, and implement the seven supporting actions of “One Software, One Hardware, One Network,one cloud, one platform, one security, and one integration.” By 2025, the province aims to significantly elevate the digitalization level of its manufacturing sector, raise the index of integrated development of informatization and industrialization to 125, and achieve profound transformations in manufacturing models, production organization methods, and industrial forms.
Accelerate the development of “new infrastructure” to significantly enhance the supporting capacity of digital infrastructure. Deploy 250,000 5G base stations and construct 20,000 kilometers of deterministic networks; build and operate more than 30 secondary nodes for the Industrial Internet Identifier Resolution System, establish approximately 5 national-level “cross-sector, cross-industry” platforms, and foster around 300 provincial-level platforms.A collaborative innovation system for industrial big data centers at the “national-provincial-edge” levels has been established, with the construction of approximately 5 provincial regional centers, around 50 provincial industry centers, and over 300 edge-level centers, to build the Shandong “Industrial Cloud” brand. Foster “new growth drivers” and further highlight the achievements of enterprise digital transformation. Promote digital transformation in over 20,000 industrial enterprises above designated size, with the comprehensive digitalization rate of key business processes in such enterprises reaching 70%, and the digital transformation rate of “specialized, refined, distinctive, and innovative” enterprises reaching approximately 80%. Build more than 30 “Industrial Brains” and “Morning Star Factories” annually, with a focus on the circulation and application of data elements.We will cultivate more than 100 benchmark enterprises in smart manufacturing, as well as more than 500 smart factories, digital workshops, and smart manufacturing scenarios. Cultivate “New Advantages” to effectively enhance the comprehensive competitiveness of industrial chains. Focusing on flagship industrial chains, support the establishment of more than 30 “Digital Economy Headquarters” led by anchor enterprises, and collaborate with upstream and downstream enterprises to build industrial data spaces characterized by trustworthy data and end-to-end controllability. Significantly improve the supply capacity of key products such as industrial sensors and industrial software, with the added value of the province’s core digital economy industries accounting for over 10% of GDP. (Led by the Provincial Department of Industry and Information Technology and the Provincial Department of Science and Technology)
Promote “new integration” to gradually establish a framework for coordinated regional development. Create a series of full-scenario digital economy parks and other platforms in key regions; cultivate approximately 20 “Industrial Internet + Park (Cluster)” benchmarks; and establish more than 10 “model zones” for digital transformation at the county level.Explore the development of the “Shandong Model” for “Industrial Internet + Free Trade Pilot Zones” and “Industrial Internet + Urban Circles,” establish the Shandong Peninsula Industrial Internet Demonstration Zone to high standards, and build a national hub for intelligent manufacturing. (Led by the Provincial Department of Industry and Information Technology, the Provincial Development and Reform Commission, and the Provincial Department of Commerce)
II. Key Areas of Transformation
(I) Strengthening Enterprises
1. Strengthen the Leading Role of Key Enterprises. Support leading enterprises in taking the initiative to innovate in the integrated application of next-generation information technologies, spearheading or participating in the formulation of national, industry, and association standards related to the digital transformation of manufacturing, and opening up advanced technologies and application scenarios to the industry.Encourage provincial state-owned enterprises and large private enterprises to build industrial internet platforms, and promote the development of new business models such as personalized customization, networked collaboration, and digital management. Implement the Smart Factory (Workshop) Cultivation Project to create a batch of national-level digital transformation benchmarks in smart manufacturing and industrial internet. (Led by the Provincial Department of Industry and Information Technology; with participation from the Provincial State-owned Assets Supervision and Administration Commission and the Provincial Market Regulation Bureau)
2. Accelerate the adoption of cloud computing and digital technologies by small and medium-sized enterprises (SMEs). Encourage SMEs to adopt lightweight, easy-to-deploy cloud-based software products and solutions, and accelerate the migration of business systems—including R&D, design, production, and management—to the cloud. Improve the “Industrial Cloud” service system (1+3+N+X), develop digital transformation product catalogs by industry, and accelerate the widespread adoption of digital technologies among SMEs. 3. Improve the digital transformation service system. Cultivate a team of high-quality digital transformation service providers, establish a number of innovation platforms such as digital transformation promotion centers, and build a service ecosystem for the digital transformation of the manufacturing sector. Encourage leading manufacturing enterprises to accelerate their transition toward service-oriented and software-driven models, and to package their digital transformation experience into industry-specific solutions for external dissemination. Establish an annual routine assessment mechanism for smart manufacturing maturity and promote standard compliance assessments among industrial enterprises above a certain scale. (II) Strengthening Industries.
4. Raw Materials Industry. Targeting sectors such as petrochemicals, steel, non-ferrous metals, and building materials, vigorously promote the application of technologies including the Internet of Things (IoT), smart sensing, and digital twins. Accelerate the interconnectivity of business systems and the integration and sharing of industrial data to achieve integrated production control. Support the construction of operational data models covering the entire production process, and use data analysis to drive process improvements, operational optimization, and quality control. 5. Equipment Manufacturing Industry. Focusing on competitive sectors such as automobiles, construction machinery, rail transit equipment, and shipbuilding, integrate and apply key technologies and advanced manufacturing processes to accelerate the construction of digital workshops and smart factories. Implement an initiative to enhance the supply support capabilities for smart manufacturing, focusing on critical links such as R&D, production, quality inspection, and supply. Expand the scope of robotics applications, improve the flexibility of vehicle production, and promote the integration of supply chain data flows with business processes. 6. Consumer Goods Industry. Promote the development of the textile and apparel industry toward green and low-carbon, digital, intelligent, and flexible production. Encourage enterprises to identify user needs and promote large-scale online personalized customization models. Support the food industry in building industrial internet platforms in sectors such as baijiu, beer, wine, and edible oils to provide services including product supply chain management and quality and brand evaluation. 7. Electronic Information Manufacturing. Deepen the innovative application of technologies such as 5G, big data, artificial intelligence, and edge computing; construct digital twin models for products; and accelerate the development of new applications and models such as human-machine collaborative assembly and intelligent quality inspection. Strengthen platform-based supply chain collaborative management to achieve dynamic and precise coordination across electronic component procurement, production, inventory, quality, and logistics. (III) Strengthening Regional Capabilities.
8. Create “Model Parks” for platform-based industries. Focus on key industrial parks, industrial clusters, and pilot free trade zones; encourage cities to prioritize network deployment and cloud platform construction in their upgrading efforts, and promote the development of digital parks and digital clusters.Support the construction of public service platforms for digital transformation. Adopt models such as “Industrial Internet + Industrial Parks (Clusters)” and “Industrial Internet + Pilot Free Trade Zones” to develop new models including shared factories, collaborative manufacturing, and flexible production. Establish a number of fully functional industrial internet parks and digital economy parks, and promote the construction of more than 30 “Industrial Brains” for specialized industrial clusters to attract small, medium, and micro enterprises to develop within these parks and clusters. 9. Select and cultivate “model zones” for digital transformation at the county level. In conjunction with the development of advanced counties (cities, districts) for high-quality private-sector growth, strengthen the application and adoption of industrial internet platforms and accelerate the digital transformation of manufacturing enterprises within these counties. Encourage service providers to form task forces that follow a work model involving standard promotion, demand matching, implementation of upgrades, effectiveness verification, and results dissemination to provide digital transformation services to SMEs, thereby accelerating the formation of a group of model counties for digital transformation. 10. Build an integrated transformation “urban cluster.” Relying on the “Four Cores and Two Crosses” platform—Kaoas, Yunzhou, Orange Cloud, and Blue Ocean—unify data interconnection standards and access rules to create an integrated development matrix for the “Jinan-Qingdao-Yantai-Weihai” industrial internet platform.Targeting the three major economic circles—the provincial capital, Jiaodong, and Southern Shandong—we will support the establishment of regional integrated transformation service centers to promote the coordinated linkage of manufacturing resources, innovation factors, public services, and organizational mechanisms among central cities and urban clusters. (4) Strengthening Industrial Chains.
11. Promote the digital upgrading of industrial chains. Deepen the “10,000 Technical Upgrades, 10,000 Enterprise Transformations” initiative, increase support for the transformation of old industrial cities, achieve full coverage of technical upgrades for industrial enterprises above designated size, and continuously enhance the digital capabilities of key enterprises within industrial chains. Support “chain-leading” enterprises and key platforms in building digital platforms based on the common needs of industrial, supply, and value chains, with the circulation and application of data elements at the core, to facilitate the sharing of upstream and downstream production capacity and the interconnection of supply chains. 12. Deepen collaboration across the industrial chain. Establish a mechanism for “chain-leading” enterprises to connect with upstream and downstream enterprises. Summarize best practices in digital transformation and innovative service delivery from “Specialized, Refined, Unique, and New” (SRUN) enterprises within flagship industrial chains, and promote a range of service platforms and system solutions.Organize approximately 10 specialized events annually to match the digital transformation supply and demand needs of “chain-leading” enterprises and “Specialized, Refined, Unique, and Innovative” enterprises, and facilitate the digital transformation of approximately 1,000 “Specialized, Refined, Unique, and Innovative” enterprises. Build an integrated data analysis system connecting large, medium, and small enterprises, and integrate more than 2,000 enterprise data systems. III. Support Initiatives
(1) Industrial Software Enhancement Initiative. Focusing on key areas of industrial software, establish a number of provincial-level software engineering technology centers to advance breakthroughs in key technologies—such as 3D CAD, EDA, high-end ERP, and low-code development—as well as the R&D and application of related products. Increase efforts to certify and provide insurance compensation for first-edition high-end software, cultivate and promote a batch of renowned Shandong-developed industrial software products, and support the R&D and application of industrial apps. Cultivate a number of provincial-level software parks and support the upgrading of Jinan as a comprehensive software hub and Qingdao as a distinctive industrial software hub.(Led by the Provincial Department of Science and Technology and the Provincial Department of Industry and Information Technology, with participation from the Provincial Department of Finance)
(2) Smart Hardware Development Initiative. Accelerate the clustering and development of smart terminal industries such as smart home appliances and smart robots, and actively deploy new types of terminals such as smart gateways and manufacturing equipment sensors based on industrial equipment data dictionaries.Increase support for fields such as chip design, packaging and testing, and system integration, with a focus on breakthroughs in sensors for acoustics, pressure, gas, temperature, and infrared. Support breakthroughs in key third-generation semiconductor technologies, the development of key products, and major project construction, and build the Qingdao Acoustic Intelligent Sensing Valley and the Yantai Optoelectronic Intelligent Sensing Industry Hub. (3) Network Infrastructure Optimization Initiative. Accelerate the implementation of the “Dual Gigabit” project, build a high-quality external public network covering the entire province, promote 5G standalone networks in key regions and industries, and create 5G fully connected factories. Promote the integrated development of computing and networking, encourage enterprises to upgrade their internal networks using deterministic networks and advanced applicable technologies, and actively explore typical application scenarios for “Deterministic Network+”.For industries such as petrochemicals, pharmaceuticals, machinery and equipment, and electronics and information technology, support and guide enterprises in building secondary nodes for the identification and resolution system. (4) New Infrastructure Leapfrog Initiative. Vigorously advance the construction of new-generation data centers and optimize the layout of industry nodes across the province. Improve the Shandong Industrial Cloud system within the National Integrated Big Data Center framework, and strive to become the nation’s first demonstration zone for the construction of an industrial big data center system.Accelerate the implementation of data classification and grading among industrial enterprises, promote DCMM (Data Management Capability Maturity Model) compliance assessments, and comprehensively enhance enterprises’ data management capabilities. (5) Platform Empowerment and Efficiency Enhancement Initiative. Promote the expansion and strengthening of “cross-sector, cross-industry” platforms; build specialized, industry-focused platforms based on the model of “joint construction by large enterprises and shared use by small enterprises”; and accelerate the promotion and application of comprehensive industrial internet service platforms. Strengthen the supply capacity of digital solutions through these platforms and develop a series of typical application scenarios across various industries. Relying on the Public Service Demonstration Platform for Small and Medium-sized Enterprises, provide services such as digital empowerment and intelligent transformation to help SMEs reduce costs, improve quality, and enhance efficiency. (6) Digital Security Assurance Initiative. Conduct pilot programs for the graded and categorized management of cybersecurity for industrial internet enterprises, guiding enterprises to establish and improve their cybersecurity protection systems. Encourage leading enterprises to build public cybersecurity service platforms to provide cybersecurity technical services to SMEs, thereby promoting “secure cloud migration” for enterprises. Strengthen enterprises’ awareness of environmental safety responsibilities and support them in establishing green development and environmental safety monitoring systems. (7) Industrial Metaverse Cultivation Initiative. Promote the integrated application of next-generation information technologies in the industrial metaverse sector; support research institutes and leading enterprises in jointly establishing application scenario laboratories to create platforms for technical support and application development. Accelerate the industrialization of virtual reality; promote the application of technologies such as digital twins, artificial intelligence, and blockchain in manufacturing scenarios; and foster a group of benchmark enterprises featuring models such as “digital twins + personalized customization” and “industrial brain + Morning Star factories.”(Led by the Provincial Department of Science and Technology and the Provincial Department of Industry and Information Technology)
IV. Support Measures
(1) Strengthen Coordination and Planning. Within the framework of the Provincial Leading Group for Building a Manufacturing Powerhouse, establish a Working Group on Manufacturing Digital Transformation to coordinate the planning and advancement of the province’s manufacturing digital transformation efforts. Rely on research institutions and expert think tanks to conduct research on forward-looking and strategic issues related to manufacturing digital transformation. Each city shall formulate differentiated implementation plans based on local conditions and file them with the Working Group on Manufacturing Digital Transformation to ensure that all tasks and objectives are broken down and implemented at every level.(Led by the Provincial Department of Industry and Information Technology, with participation from relevant provincial government departments)
(2) Improve the Work System. Promote the establishment of a “Five Ones” work system comprising “one list of leading and backbone enterprises, one list of key transformation projects, a group of promotion centers, one policy toolkit, and one strategic consulting support institution.”Select a group of high-quality digital transformation service providers from both domestic and international markets to form an association alliance of specialized digital transformation service providers, offering enterprises comprehensive “on-site” services. Research and formulate guidelines for the construction of key digital transformation projects in the manufacturing sector, and create a series of application benchmarks and typical scenarios. (3) Innovate Financial Services. Leverage the role of the New and Old Growth Drivers Conversion Fund to increase capital investment in the field of manufacturing digital transformation. Guide financial institutions to develop specialized products such as “Technical Upgrading Special Loans” and “Digital Transformation Special Loans” to support eligible digital transformation projects.Increase the support provided by provincial “Innovation Service Vouchers” for enterprise digital transformation. Encourage eligible localities to innovate fiscal support methods and accelerate the implementation of key projects. (4) Strengthen Talent Support. Focusing on the needs of manufacturing digital transformation, optimize and enhance the “challenge-based” mechanism for tackling core technological challenges. Support employers in accelerating the recruitment of high-level talent in the digital technology sector through national and provincial key talent programs. Accelerate the construction of public training bases in the digital field, establish and improve regularized, specialized talent training mechanisms, and enhance the skills and professional competence of digital professionals. (5) Foster a favorable environment. Make every effort to build the “Industry Empowerment Shandong” brand, strengthen the summarization and promotion of exemplary practices, and continuously expand its influence and public awareness. Relying on research institutes, industry associations, and industrial alliances, organize national summits, competitions, and forums on the digital transformation of small and medium-sized enterprises and the industrial internet, and carry out a series of activities such as supply-demand matchmaking, case scenario releases, and thematic exhibitions to accelerate the process of digital transformation.
