To thoroughly implement the “14th Five-Year Plan for the Development of Intelligent Manufacturing” andthe "Shandong Province 14th Five-Year Plan for Building a Manufacturing Powerhouse" and other relevant documents, to further serve and integrate into the national smart manufacturing pilot and demonstration initiatives, to comprehensively enhance the province’s innovation capacity, supply capacity, application level, and development capabilities in smart manufacturing, and to support the digital, networked, and intelligent transformation and upgrading as well as high-quality development of the manufacturing sector, this Action Plan is hereby formulated.

I. General Requirements

(1) Guiding Principles

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and its subsequent plenary sessions. We will closely align with the requirements of the “Ten Major Innovations,” “Ten Key Industries,” and “Ten Measures to Expand Domestic Demand,” implement the strategy for building a manufacturing powerhouse, and adhere to innovation-driven development, standard-led advancement, demonstration-driven progress, and systematic implementation. We will focus on strengthening the supply capacity of intelligent manufacturing, expanding the effectiveness of pilot and demonstration projects, and orderly promoting the intelligent transformation of key industries and sectors. This will provide strong impetus for the high-quality development of the manufacturing sector and forge new competitive advantages for “Made in Shandong.”

(2) Main Objectives

By 2025, we will establish a new integrated “point-line-plane” development framework, with the advancement of smart manufacturing technologies and equipment serving as the “points,” the multi-level, full-chain intelligent transformation of workshops, factories, and industrial chains serving as the “lines,” and the coordinated regional development of smart manufacturing serving as the “plane.”The foundation and supporting capacity for the province’s smart manufacturing development will be significantly strengthened, the level of smart manufacturing will be markedly improved, and new technologies and business models will be widely promoted and applied. A smart manufacturing ecosystem featuring tiered enterprise development, a complete industrial chain, comprehensive public services, and deep integration between production and application will be fundamentally established. Specific Objectives:

— Further enhance innovation and supply capabilities. Achieve breakthroughs in a number of key smart manufacturing technologies, and annually cultivate approximately 30 major sets of first-of-their-kind major technical equipment and key components in the smart manufacturing sector.

— Further improve the supporting service system. Develop a set of smart manufacturing standards; foster approximately 10 smart manufacturing system solution providers annually; cultivate a group of “single-champions” and “specialized, refined, distinctive, and innovative” small giants in fields such as key smart manufacturing equipment and core components; and establish a number of public service platforms.

— Further enhance application levels and development capabilities. Cultivate more than 20 benchmark smart manufacturing enterprises annually and build more than 100 smart factories (digital workshops, smart manufacturing scenarios), ensuring that the level of intelligent manufacturing in key sectors and industries ranks among the top in the country. Pilot demonstration projects will achieve a 20% reduction in operating costs, a 20% or higher increase in production efficiency, a 10% reduction in product defect rates, and a 13% or higher improvement in energy utilization rates.

II. Key Tasks

(1) Enhance Scientific and Technological Innovation Capabilities. Support participation in national key projects such as the reconstruction of industrial foundations and the high-quality development of manufacturing. Focus on core aspects of smart manufacturing—including sensing, control, decision-making, and execution—and target key areas such as basic components (parts), critical basic materials, advanced basic processes, and industrial software. Develop a list of breakthrough priorities along the industrial chain, promote the implementation of a batch of major provincial innovation projects annually, and elevate the level of industrial foundation advancement.In the field of smart manufacturing, accelerate the development of major innovation platforms such as enterprise technology centers, technology innovation centers, manufacturing innovation centers, industrial innovation centers, and key laboratories to enhance the level of R&D infrastructure. (2) Increase the supply of smart manufacturing equipment. Focusing on core equipment such as high-end CNC machine tools, industrial robots, additive manufacturing, intelligent sensing and control, intelligent inspection and assembly, and intelligent logistics and warehousing, cultivate approximately 30 major smart manufacturing first-of-a-kind (set) technical equipment and key components annually. Support equipment manufacturers, system solution providers, and industry users in jointly developing intelligent integrated equipment (production lines).Improve the mechanism for promoting new products by comprehensively utilizing policies such as insurance compensation for first-of-a-kind equipment and government procurement to facilitate the integration of innovative products into the supply chains of key industrial sectors, thereby fostering a cohort of industry-leading premium equipment. (3) Promote the self-reliance and controllability of industrial software. Support universities, research institutes, software enterprises, equipment manufacturers, and industry users in deepening industry-academia-research collaboration to develop integrated industrial software platforms for new smart terminals, intelligent equipment, and other applications. Support the development of an open-source ecosystem for industrial software and accelerate the cloud-based deployment of industrial software.Focusing on industrial digital transformation, support the development of a range of software for R&D and design, production and manufacturing, business management, control and execution, and industry-specific applications. Cultivate more than 20 provincial-level first-edition high-end software products annually in the industrial software sector. (4) Cultivate System Solution Providers. In accordance with the provincial guidelines for the cultivation and certification of smart manufacturing system solution providers, cultivate approximately 10 such providers annually. Prioritize supporting equipment manufacturing enterprises in using intelligent upgrades as a breakthrough point to transition from merely supplying equipment to providing integrated smart manufacturing services, including design, engineering contracting, and operation and maintenance. Encourage providers to focus on the characteristics and needs of small, medium, and micro enterprises to develop lightweight, easy-to-maintain, low-cost, and scalable solutions. (5) Deepen intelligent technological transformation. Accelerate the implementation of the Three-Year Action Plan for Intelligent Technological Transformation, continue to advance the “One Industry, One Policy” initiative, and introduce and cultivate 300 technological transformation service providers to deeply engage in diagnostic services for intelligent technological transformation.Fully leverage the catalytic role of technical renovation policies—such as equipment subsidies, equity investments, and loan interest subsidies—to accelerate the application and promotion of smart manufacturing equipment, including robots. Promote the replacement of equipment cores, the migration of equipment to the cloud, the upgrading of production lines, and the replacement of human labor with machines. Support the continuous transformation and upgrading of digital workshops and smart factories, and systematically advance the high-end, intelligent, and green transformation and upgrading of traditional industries. (6) Establish Smart Manufacturing Benchmarks. Actively integrate into the national smart manufacturing pilot and demonstration initiatives. Focusing on key industries, conduct multi-scenario, full-chain, and multi-level application demonstrations centered on specific scenarios, workshops, and factories. Strive to build a tiered cultivation system for smart factories at the “municipal-provincial-national” levels, cultivating more than 20 smart manufacturing benchmark enterprises and more than 100 smart factories (digital workshops, smart manufacturing scenarios) annually.Regularly organize experience-sharing and supply-demand matching events to summarize and promote new technologies, equipment, and models in smart manufacturing. (7) Strive to Establish National Smart Manufacturing Pilot Zones. Actively participate in the national smart manufacturing pilot and demonstration initiatives. Guide cities with distinct industrial characteristics, urgent transformation needs, and solid foundational conditions to establish national smart manufacturing pilot zones. Through provincial-municipal collaboration, further refine policy frameworks, innovate mechanisms for securing key resources, and explore smart manufacturing development pathways with regional characteristics and replicable value. Build these zones into sources of innovative smart manufacturing technologies, hubs for demonstration applications, and export centers for key equipment and solutions.Accelerate the integration of smart manufacturing into industrial parks. Relying on provincial-level specialty industrial clusters and the “goose-formation” cluster cultivation mechanism, actively promote the development of smart manufacturing equipment industrial clusters that are linked by industrial chains and aggregate resources and factors. (8) Improve the smart manufacturing standards system. Deepen the promotion, dissemination, and training of national standards such as the “Smart Manufacturing Capability Maturity Model.”Organize the drafting of local standards such as the “Implementation Guidelines for the Construction of Smart Factories and Digital Workshops” and the “Assessment Specifications for Smart Factories and Digital Workshops.” Support leading enterprises and research institutes in taking the lead or participating in the formulation of industry, local, and national smart manufacturing standards within specific sectors and industries. Develop more than 10 advanced standards that reflect Shandong’s distinctive strengths and establish a standard system that meets development needs and is both advanced and practical. (9) Enhance Basic Support Capabilities. Promote the transformation and upgrading of enterprise internal and external networks; accelerate the large-scale deployment of new network infrastructure such as the Industrial Internet, 5G, and gigabit optical networks; build and operate more than 30 second-level nodes for identifier resolution; and improve on-site sensing and data transmission capabilities.Support large conglomerates and industrial parks in building distinctive industrial internet platforms tailored to practical needs such as internal resource integration, product lifecycle management, and industrial chain and supply chain coordination. By 2025, add at least 10 new national-level specialized platforms and 100 provincial-level vertical industry platforms, and essentially establish a relatively complete and reliable multi-tiered industrial internet platform system. (10) Build a smart manufacturing ecosystem. Establish an annual routine assessment mechanism for smart manufacturing maturity. By leveraging third-party think tank resources through government procurement of services and collaborating with high-quality domestic and provincial smart manufacturing system solution providers, select a number of cities each year to pilot targeted guidance services for approximately 100 smart factories (digital workshops, smart manufacturing scenarios), thereby driving upgrading and transformation.Actively cultivate “single-champions” in specialized fields and “specialized, refined, distinctive, and innovative” enterprises, and promote the integrated development of large, medium, and small enterprises. Targeting smart manufacturing equipment manufacturers, key software companies, system solution providers, industry organizations, and industry users, regularly organize matchmaking events for project, talent, and financing needs, as well as the promotion of demonstration projects, and coordinate with financial institutions and various funds to support the development of smart manufacturing. III. Support Measures

(1) Strengthen Organizational Coordination. The Provincial Department of Industry and Information Technology will oversee the implementation of the action plan, establish and improve communication and coordination mechanisms, and collaborate with relevant departments to jointly support the development of smart manufacturing. We will strengthen coordination between the provincial and municipal levels, encouraging each city to formulate work plans tailored to their local stage of smart manufacturing development and industrial characteristics based on this action plan, and to implement them diligently. (2) Increase Policy Support. Actively seek special funds for industrial infrastructure revitalization and high-quality national manufacturing development, as well as funding for smart manufacturing pilot and demonstration projects. Make full use of existing channels to provide support for the first-of-a-kind smart manufacturing equipment, smart factories, and smart manufacturing pilot zones. Guide the Provincial High-End Equipment Fund to support smart manufacturing project construction. Encourage all cities to allocate special funds to increase support for smart manufacturing. (3) Strengthen intellectual support. Promote the development of high-end think tanks and establish the Shandong Provincial Expert Committee and Service Team for Intelligent Manufacturing. Relying on existing talent programs, intensify efforts to attract and cultivate leading talents, senior management personnel, and highly skilled professionals in the domestic and international intelligent manufacturing industry. Support industry-academia-research-application collaboration to jointly establish practical training bases for intelligent manufacturing talent, fostering application-oriented and multidisciplinary professionals who meet industrial development needs. (4) Foster a favorable environment. Fully leverage the positive role of industry associations, industrial alliances, and research institutes in promoting the development of smart manufacturing through measures such as government procurement of services. Support the implementation of public service projects including standard formulation, supply-demand matching, consulting services, and industry statistical analysis. Make effective use of the outcomes from various pilot projects, thoroughly summarize successful experiences, widely publicize exemplary cases of smart manufacturing, and foster a favorable atmosphere.
