Original Title: Notice from the Department of Industry and Information Technology of Shandong Province and the Department of Finance of Shandong Province on Issuing the “Implementation Rules for the Reward Policy for Promotion Agencies Supporting the High-Quality Development of Key Industrial Chains in Shandong Province”
Chapter I General Provisions
Article 1 To better leverage the role of industrial chain development promotion agencies (hereinafter referred to as “promotion agencies”), thoroughly implement the Landmark Industrial Chain Breakthrough Project, and effectively advance industrial ecosystem innovation, these Implementation Rules are formulated in accordance with the relevant provisions of the “Notice of the People’s Government of Shandong Province on Issuing the 2022 Policy List for High-Quality Development Under the Principle of ‘Seeking Progress While Maintaining Stability’ (Second Batch)” (Lu Zheng Fa [2022] No. 28).
Article 2 Funding for the incentive policies supporting Promotion Agencies shall be allocated through the provincial fiscal budget and subject to total amount control.
Article 3 The Provincial Department of Industry and Information Technology is responsible for project application, budget preparation and execution, as well as conducting self-assessments of performance; the Provincial Department of Finance is responsible for the raising, disbursement, and performance management of policy funds.
Chapter II: Eligible Entities and Conditions
Article 4 Promotion agencies primarily refer to legitimate social organizations registered within the administrative region of Shandong Province (excluding Qingdao), possessing independent legal person status, and filed with the civil affairs system, such as industry associations and private non-enterprise organizations, as well as legal entities such as research institutes.
Article 5 The comprehensive evaluation of promotion agencies focuses on key directions for building, supplementing, extending, and strengthening the province’s flagship industrial chains. It assesses their performance and achievements in assisting government departments, upstream and downstream enterprises in the industrial chain, universities, research institutes, and other entities to organize or participate in initiatives such as establishing sound organizational systems, cultivating and strengthening leading enterprises in the chain, enhancing supporting capabilities along the chain, tackling and breaking through key technologies, planning and implementing key projects, attracting and nurturing high-end talent, and assisting enterprises in expanding their markets.
Chapter III: Support Methods and Standards
Article 6: Each year, approximately 10 promotion agencies will be selected based on merit, with each receiving a one-time reward of up to 500,000 yuan. Promotion agencies that have already received provincial fiscal funding support through other channels in the current year will not be eligible for duplicate support.
Article 7: The reward funds shall primarily be used to support activities conducted by promotion agencies to build, supplement, extend, and strengthen the province’s flagship industrial chains, including project attraction, collaborative innovation, digital empowerment, brand building, management consulting, investment and financing, talent training, and trade and economic exhibitions.
Chapter 4: Application Procedures
Article 8 The Provincial Department of Industry and Information Technology shall issue an application notice specifying the eligibility criteria, required materials, review procedures, and other relevant details.
Article 9: Service providers shall prepare application proposals in accordance with the requirements of the application notice. They shall submit their applications to the Provincial Department of Industry and Information Technology within the specified timeframe and shall be responsible for the authenticity of the information contained in their proposals.
Article 10 The Secretariat of the Flagship Industrial Chains is responsible for conducting a preliminary review of the application materials and recommending service providers for the shortlist based on merit. The Provincial Department of Industry and Information Technology organizes experts to evaluate the service providers on the shortlist, proposes a list of service providers to be supported, and publicly announces it for a period of no less than five working days. After the public announcement period concludes without objection, the Provincial Department of Industry and Information Technology submits a funding allocation proposal to the Provincial Department of Finance, which then disburses the funds in accordance with established procedures.
Chapter V Performance Evaluation and Supervision
Article 11 The Provincial Department of Industry and Information Technology, in conjunction with the Provincial Department of Finance, shall strictly conduct performance evaluations in accordance with relevant budget management requirements, effectively strengthen the supervision of funds, and enhance the efficiency of fund utilization. Any applicant found to have engaged in fraud or used improper means to obtain subsidy funds shall have its eligibility for subsidies revoked, and legal and regulatory liability shall be pursued.
Chapter VI Supplementary Provisions
Article 12 These Detailed Rules shall take effect on the date of issuance and remain valid until June 27, 2024.
Article 13 The Provincial Department of Industry and Information Technology, in conjunction with the Provincial Department of Finance, shall be responsible for interpreting these Detailed Rules.
