Several Measures to Support Dezhou City in Deepening Its Integration into the Coordinated Development of the Beijing-Tianjin-Hebei Region

To better leverage Dezhou City’s role as a strategic fulcrum in serving and integrating into the coordinated development of the Beijing-Tianjin-Hebei region, and to further expand the breadth and depth of regional integrated development, the following measures are hereby formulated to support Dezhou City in establishing itself as a pilot zone for the province’s integration into the coordinated development of the Beijing-Tianjin-Hebei region.

I. Establishing and Improving Provincial-Level Promotion Mechanisms

1. Establish a liaison mechanism to support Dezhou’s integration into the coordinated development of the Beijing-Tianjin-Hebei region. Maintain close coordination with the Office of the Leading Group for the Coordinated Development of the Beijing-Tianjin-Hebei Region, seek opportunities to participate in relevant meetings on the coordinated development of the Beijing-Tianjin-Hebei region, and engage in the research and formulation of related policies. II. Actively Undertake Industrial Relocation from the Beijing-Tianjin-Hebei Region

2. In the fields of industry, talent, finance, and public welfare, research and introduce specific policy measures to support Dezhou in receiving industrial transfers from Beijing and Tianjin. (Responsible Units: Provincial Party Committee Organization Department, Provincial Department of Education, Provincial Department of Science and Technology, Provincial Department of Industry and Information Technology, Provincial Department of Finance, Provincial Department of Human Resources and Social Security, Provincial Health Commission, Provincial Local Financial Supervision and Administration Bureau, Shandong Banking and Insurance Regulatory Bureau)

3. Implement tax revenue-sharing policies for “enclave-style industrial parks” both within and outside the province to support industrial collaboration and integration between Dezhou and the Beijing-Tianjin-Hebei region. 4. Recommend the Leling Bonded Logistics Center project in Northern Shandong as a priority to the General Administration of Customs and support Dezhou City’s application to establish a comprehensive bonded zone. (Responsible units: Provincial Department of Commerce, Jinan Customs, Provincial Development and Reform Commission, Provincial Department of Finance, Provincial Department of Natural Resources, Provincial Tax Bureau, Provincial Foreign Exchange Bureau)

5. Support Dezhou City in establishing the China (Dezhou) Agricultural and Food Innovation Industrial Park. Once the project is included in the provincial major projects list, provide support in terms of land use and fiscal funding allocation for specific projects within the park and for effective investments. 6. Support the integrated development of the “Beijing-Cangzhou-Dezhou-Jinan” Biomedical Corridor. (Responsible Units: Provincial Department of Industry and Information Technology, Provincial Department of Science and Technology, Provincial Drug Administration)

7. Encourage provincial state-owned enterprises and research institutes to collaborate with the Dezhou municipal government and local enterprises to share in the benefits of the Beijing-Tianjin-Hebei coordinated development policies. 8. Support Dezhou City in establishing the Dezhou Center or industrialization base of the Beijing-Tianjin-Hebei National Technology Innovation Center. (Responsible Unit: Provincial Department of Science and Technology)

9. Support Dezhou City in vigorously attracting high-level talent from the Beijing-Tianjin-Hebei region through key talent programs such as the Taishan Industrial Leading Talent Program. Support Dezhou City in conducting two-way job rotation exchanges with national ministries and commissions, as well as entities in the Beijing-Tianjin-Hebei region. III. Promoting Joint Construction and Shared Benefits in the Social and Livelihood Sectors

10. Support the high-quality development of higher education and vocational education in Dezhou, and support cooperation between high-quality educational resources from Beijing and Tianjin and Dezhou in establishing joint educational institutions. 11. Support Dezhou City in its efforts to become a National Regional Medical Center. (Responsible Units: Provincial Development and Reform Commission, Provincial Health Commission)

12. Support Dezhou in establishing itself as a “China Food City” and a “National Agricultural Product Quality and Safety City,” develop a national-level electronic traceability system for key agricultural products, and provide more high-quality and safe agricultural and sideline products to the Beijing-Tianjin-Hebei region. IV. Deepening Synergy and Collaboration in the Financial Sector

13. Support Dezhou City in strengthening strategic cooperation with development and policy-based financial institutions, and strive to benefit from relevant policies of the China Development Bank regarding development finance support for the coordinated development of the Beijing-Tianjin-Hebei region and those of the Agricultural Development Bank of China regarding services for the coordinated development of the Beijing-Tianjin-Hebei region. 14. Support Dezhou City in launching a pilot program for provincial-level listed company incubation and clustering zones. (Responsible Unit: Provincial Bureau of Local Financial Supervision and Administration)

V. Strengthening Infrastructure Interconnectivity

15. Coordinate with Hebei Province to accelerate the construction of the Renqiu-Dezhou section of the Beijing-Dezhou Expressway, thereby expediting the opening of a rapid access route from western Shandong to Beijing. Seek to have Dezhou Airport included in the National Civil Airport Layout Plan. Study and advance the project to reopen the main channel of the Beijing-Hangzhou Canal from Weishan in Liaocheng to Sanjiadian in Dezhou. (Responsible Unit: Provincial Department of Transportation)

16. Support the construction of projects such as the Dezhou-Linwu Expressway and the Dezhou-Yuan Expressway. Once these projects are included in the government bond project pool, provide support through special government bonds and offer preferential policies regarding operational mechanisms, including concession periods and toll rates. 17. Support Dezhou City in implementing the waterway interconnection projects for the Ma-Jia River, Jian River, Cha River, and South Canal systems, providing support through provincial special fiscal funds and government bonds. VI. Strengthening Joint Prevention and Control of Ecological and Environmental Issues

18. Coordinate relevant funds in the ecological and environmental sector to support Dezhou City in carrying out water pollution control and air pollution prevention and control in key river basins, and strive to include more water pollution control and air pollution prevention and control projects within the scope of central government financial support. 19. Support Dezhou City in undertaking national and provincial pilot projects for the Ecology-Oriented Development (EOD) model, and in establishing national and provincial ecological industrial parks and environmental protection industry bases. 20. Support Dezhou City in conducting pilot programs for the provincial mechanism to realize the value of ecological products and promote market-based trading of energy rights. (Responsible Unit: Provincial Development and Reform Commission)
