According to the requirements of the higher level, combined with the actual high-tech zone, the measures are formulated as follows.

I. Support the innovation and development of overseas students

1. Support the attraction of overseas high-level talents. Greater efforts to attract and educate industry urgently needed high-precision talents, through our region to declare selected or full-time introduction of national key talents, Taishan industry leaders, in enjoying the national, provincial and municipal support policies at the same time, and then given to the enterprise or talent attraction organization of 1 million yuan per person, 500,000 yuan of financial support; through our region to declare selected Iris industry leaders, in enjoying the city's support policies at the same time, and then given to the enterprise of 500,000 yuan per person of financial support. The enterprise will be given 500,000 yuan of financial support for each person.

2. Support the introduction of young talents returning from abroad. For eligible new full-time to the district of the return of undergraduate graduates above the living subsidies, give the return of doctoral graduates monthly subsidies of 6,000 yuan, a period of three years; give the return of master's graduates monthly subsidies of 2,000 yuan, a period of three years, of which the global TOP 200 universities master's graduates monthly subsidies of 3,000 yuan; give the return of bachelor's degree graduates monthly subsidies of 1,000 yuan. The period is 1 year, of which the subsidy period for undergraduates from TOP200 colleges and universities in the world is 3 years.

3. Support enterprises to attract and utilize talents on their own. Give full play to the positive role of enterprises in the cultivation, introduction and use of overseas talents, and improve the long-term mechanism of subsidizing enterprises for attracting talents based on the remuneration of talents. For the new introduction of more than 500,000 yuan of annual salary of foreign students, according to the proportion of 10% of the actual salary paid by each person in the first year to give enterprises a one-time incentive.

4. Encourage market-oriented talent attraction. Support intermediary service organizations to help attract talent, to further break through the introduction of overseas talent channels narrow, fewer resources limitations, each recommended to be selected as a national key talent, to give the intermediary organization up to 1 million yuan to attract talent incentives.

6. Promote the accelerated development of enterprises founded by foreign students. Enterprises founded by overseas Chinese students can be directly admitted to the gas pedal of the park after evaluation, and rent subsidies will be given. The part of the gas pedal plant within 1000 square meters will be given full rent subsidy for 2 years, and the part beyond that will be charged full price rent.

7. Selection of high-quality entrepreneurial projects for overseas students. Focusing on the development of the region's leading industries and emerging industries, the introduction of a number of efforts to cultivate a number of mastery of core technologies, entrepreneurial achievements of remarkable entrepreneurial talent (team), the selection of high-quality entrepreneurial projects of overseas Chinese students each year, to give the start-up capital of 100,000 to 200,000 yuan.

3. Optimize the development ecology of talents

8. Strengthen the security of residence for overseas students. The project will be implemented in depth, and the residence problems of overseas students will be solved through various channels, such as home purchase subsidies and turnaround housing. For eligible new full-time to the district to study abroad returned top talent (Class A), leading talent (Class B), high-end talent (Class C), special talent (Class D), respectively, a one-time 3 million yuan, 500,000 yuan, 300,000 yuan, 150,000 yuan of subsidies for the purchase of housing; to study abroad returned doctoral students, master's degree students, undergraduate graduates, respectively, a one-time 300,000 yuan, 100,000 yuan, 70,000 yuan of subsidies for the purchase of housing. Qualified overseas students can apply for talent apartments as a turnover housing, each lease period of two years, up to a maximum of three leases, the first lease period rent-free, the second and third leases were determined in accordance with the same area of similar quality of housing market rental prices of 50%, 70%.

9. Optimize the experience of overseas students. Improve the function of the talent service window in the government service center, promote the enterprise-related and foreign-related matters of overseas students to be done at once and handled by one window. It will make every effort to solve the problems of schooling, health care, immigration and other services for the children of high-level overseas students. Every year, it organizes free health checkups and recuperation for qualified foreigners who have stayed in the country. It also organizes the International Students Association, strengthens the communication and contact, and provides services such as business counseling, legal counseling, and financial docking.

IV. Supplementary Provisions

10. Objects of Support. This policy applies to the newly-arrived overseas students and newly-founded enterprises after the "Provincial-Ministerial Co-construction".

11. Other matters. This policy is coordinated and implemented by the Office of the Leading Group for Talent Work in the district, and the required cost is included in the annual budget of the district finance, and the actual expenditure is transferred according to the increase or decrease of the number of introduced overseas students (projects).

This policy and the existing policy has a cross, according to the "higher from the best not to repeat" principle of implementation. This policy is effective until December 31, 2025, and is interpreted by the Office of the District Talent Work Leading Group.
