According to relevant laws, regulations and policies, combined with the actual situation of our district, the implementation plan is formulated as follows:

I. Guiding ideology

Three, the implementation of the path

Adhere to the principle of "systematic planning, comprehensive development, government-led, market-oriented operation", focusing on the top-level design, strengthen the integration of resources, strengthen collaboration and cooperation, and implementation in accordance with the law.

Four, work requirements

Meanwhile, according to the requirements of the document "Guiding Opinions on Further Promoting the Redevelopment of Urban Low-utility Land (for Trial Implementation)" (Land Resource Development [2016] No. 147), a certain proportion of land should be prioritized in the process of transformation and development of low-utility land for the construction of public facilities such as infrastructure, municipal facilities and public welfare undertakings. In order to further encourage the redevelopment of urban low-utility land and promote the efficient utilization of urban land, for regional quality improvement and upgrading projects, the construction of supporting public facilities including but not limited to kindergartens, hospitals, schools, nursing homes, Red Cross and so on is permitted and encouraged, and the proportion of their allocation can be uniformly arranged in accordance with the planning of the area.

(VI) Strengthening operation and management. For the key quality improvement and upgrading or production and urban integration projects identified by the management committee to form assets eligible for allocation, can be unified by the management committee for allocation. The management committee may convene a special meeting to clarify the implementation of the main body and unify the operation and management authority depending on the actual operational needs.
