According to relevant laws, regulations and policies, combined with the actual situation of our district, the implementation plan is formulated as follows:
I. Guiding ideology

Three, the implementation of the path
Adhere to the principle of "systematic planning, comprehensive development, government-led, market-oriented operation", focusing on the top-level design, strengthen the integration of resources, strengthen collaboration and cooperation, and implementation in accordance with the law.

Scientific preparation of the overall plan for the quality of the area upgrading to the integration of industry and city as the focus of development, integrated layout and implementation of innovative industrial clustering, science and technology research and development, offshore industry, intelligent logistics services, a new generation of information technology, digital design and creativity, public support and other industrial development direction, to create a first-class international industrial innovation centers. Encourage the development of the five leading industries in the development zone, ten industrial chain as the basis, focus on piece development, adhere to the integration of planning, design, operation, optimize resource allocation, make full use of policy support, guide the land multi-purpose composite use, the implementation of a piece of upgrading a piece.
(2) Government-led, market operation. Government-led, scientific research and development of industrial upgrading programs, multi-channel public selection of quality upgrading projects, multi-modal effective use of stock of construction land. After the transformation program is determined, social capital is encouraged to participate in the construction and operation. For the core area of urban development and the urgent need to develop construction projects, a state-owned company can be identified as the market-oriented implementation body of the project through public or designated means, and it will be responsible for the investment, construction, and operation of the quality improvement and upgrading project in the corresponding area, so as to achieve an organic balance between public interests and commercial interests. In the implementation and construction stage, the main body of the project implementation shall, in accordance with the engineering and construction procedures, handle the project, planning, land use, construction and other related formalities, and organize the construction of the building. In the acceptance and delivery stage, the District Construction and Transportation Bureau will supervise the project implementation body to complete the transfer of relevant facilities, operation and management matters.

At the same time, actively strive for land, finance, taxation, funding and other preferential support policies to ensure that the quality upgrade project to speed up the progress.
Four, work requirements
(a) strengthen organizational leadership. For government investment construction projects, direct investment to be funded; state-owned enterprises to participate in major quality upgrading projects that are difficult to achieve a balance, submitted to the Public Works Committee for study and approval, can be coordinated with state-owned enterprise funds, to take the injection of capital, investment subsidies, loan discounts and other ways to give support. Encourage policy financial institutions to seek credit investment in the integration of production and urban projects, and actively guide commercial financial institutions to innovate financing products to support the financing of quality upgrading.
(3) Strict performance evaluation. Actively carry out the performance evaluation and management of quality upgrading projects, the functional departments should strengthen the analysis and evaluation of regional quality upgrading projects, timely optimization and adjustment of the construction mode and policy mechanisms, and constantly improve and enhance the quality of work. To give full play to the supervisory role of the appraisal and evaluation system system, the group office will be the annual quality improvement and upgrading plan task decomposition and implementation of specific responsible departments, strengthen the implementation of the responsibility to speed up the project.

Combined with the "opinions on the promotion of urban low utility land redevelopment" (Lu Zhengban word [2020] No. 32) and "on the promotion of Yantai City, urban low utility land redevelopment of the implementation of the views" (Yantai Zhengban word [2021] No. 8) and other documents, to increase the quality of upgrading projects involved in the low utility land project to revitalize the disposal of the project, and to promote the economical and intensive use of land resources, make full use of the existing policy for the management committee to identify key quality upgrading projects. The key quality improvement and upgrading projects identified by the management committee can be incorporated into the urban low utility land planning in a timely manner in the form of reporting, and encouragement and preferential treatment will be given in terms of land utilization rate and floor area ratio. Meanwhile, according to the requirements of the document "Guiding Opinions on Further Promoting the Redevelopment of Urban Low-utility Land (for Trial Implementation)" (Land Resource Development [2016] No. 147), a certain proportion of land should be prioritized in the process of transformation and development of low-utility land for the construction of public facilities such as infrastructure, municipal facilities and public welfare undertakings. In order to further encourage the redevelopment of urban low-utility land and promote the efficient utilization of urban land, for regional quality improvement and upgrading projects, the construction of supporting public facilities including but not limited to kindergartens, hospitals, schools, nursing homes, Red Cross and so on is permitted and encouraged, and the proportion of their allocation can be uniformly arranged in accordance with the planning of the area.
(VI) Strengthening operation and management. For the key quality improvement and upgrading or production and urban integration projects identified by the management committee to form assets eligible for allocation, can be unified by the management committee for allocation. The management committee may convene a special meeting to clarify the implementation of the main body and unify the operation and management authority depending on the actual operational needs.
